1.00 INTRODUCTION
Bhilai Steel Plant (BSP) a flagship unit of SAIL intends to expand its present
capacity from 4.0 MTPA to 7.0 MTPA. MECON LIMITED has been
commissioned by BSP for providing engineering and consultancy services
for the entire expansion project.
03.02 The intent of this Specification is to make the Contractor appreciate his total
involvement / commitment for this package matching the requirement of the
Industrial water System for BOF, CCP and SRU of SMS-III as specified in
this document.
03.03 All the Type of resources , consumables etc requirement to complete the
execution of pipeline , civil and structural work shall be in the scope of work.
04.00 Time schedule for completion of the work shall be 2 months from the date of
issue of letter of award. Work shall be carried out as per the availability of the
fronts.
04.00 The specification covers laying of Make-Up and Drinking water pipelines
along with fittings, etc. for the makeup and drinking water consumption of
various unit in 7.0 MT modernization program on a Non Turnkey basis.
4.1 The tenderer shall quote for full scope of work as covered under various chapters of
this specification.
4.2 The above work shall be executed on item rate basis covering scope and services
as described in the respective section of this specification and the data /
drawings / information, if any that will be made available to the successful
Tenderer by the Purchaser after placement of order.
4.3 The intent of the specification is to make the Tenderer appreciate his total
involvement / commitment for this package to enable him to submit a detailed
comprehensive offer matching the requirement of the Industrial Water works
for BOF , CCP and SRU of SMS-III under the 7MT expansion project.
4.4 The offer shall be complete in all respects and any additional equipment,
accessories, auxiliaries, services, work etc. which are not specifically
mentioned in the specification but are required for smooth and trouble free
operation shall be included by the Tenderer in the offer.
4.5 Metric systems and English language shall only be used throughout the tender and
in the drawings.
4.6 Timely completion is the essence of this T.S. The contractor shall satisfy himself
before submitting the offer, the nature and location of work place, kind of
equipment and facilities needed during performance of the work, general and
local conditions as well other matters which can, in any way, affect the work
covered in this specification.
4.7 The successful Tenderer shall be responsible for coordinating the work in different
areas and execute the work in agreed time schedule.
4.8 The Tenderers scope shall include transfer of R.L. and benchmark from the nearest
Plant Permanent Benchmark and establishing the same in one corner of the
plot for further reference. Tenderers scope shall also include arrangement of
all the tools and tackles and labour required for successful completion of the
work.
4.9 Provision of all labour, materials, consumables, equipment, fuel, transportation and
all incidental items not shown or specified but reasonably implied or
necessary for the completion of works, all in strict accordance with approved
dismantling scheme/ procedures/ sequence, general safety requirements,

per actual site conditions and shall also not be limited to the units mentioned
here.
5.3 Preamble to schedule of items for inclusion in rates
05.03.01 General
This preamble to the schedule of items is an integral part of the schedule and
shall have as much force as though this is incorporated into the description of
the items themselves.
Contractor's rate for any items of work in the schedule of items , unless
otherwise stated, shall include the cost of all materials, including wastages,
conveyance and delivery, unloading, storing, fabrication, hoisting, all labour
for finishing to required shape and size, tools & tackles , power, fuel,
consumables, all taxes royalties, other revenue expenses, temporary facilities
like roads, drains etc., providing temporary storage facilities for cement, steel
and other materials and their subsequent dismantling, scaffolding and other
temporary works, setting out, fitting and fixing in position, site drainage,
dewatering, offering samples for approval, cost of all tests, rectification of all
defects, replacement of defective materials and work, interruptions to work
required to accommodate the work of other agencies working on the site,
continuation of work beyond working hour, in the night and holidays also if
situation warrants so, site clearance on completion, maintenance work during
the period of maintenance, bye-work necessary to complete any particular
item of work as per specification and direction of the engineer, overheads,
profit and other incidental charges.
The term 'pipe work' referred herein generally covers pipes, fittings ( bends,
reducer / expander, blanking arrangement pipe supports painting, etc.
All pipelines must be levelled to true horizontal and vertical axes first and then
erected. The scheme/layout drawings/specifications for carrying out the
erection of piping shall be provided by the Purchaser /consultant. Pipes shall
be laid and supported suiting to site conditions in such a way as to look
aesthetically good.
05.02.03 Measurement
Time schedule for completion of the work shall be 2 months from the date of
issue of letter of award. Work shall be carried out as per the availability of the
fronts.
The contractor, before submitting his tender, shall visit the site and ascertain
the local conditions, labour rules, availability of area, traffic restrictions, all
obstructions in the area and also ascertain all site conditions including the
subsoil conditions and shall allow for any extras likely to be incurred due to
all such conditions in his quoted price. After award of the work, no additional
claims will be entertained on these accounts under any circumstances,
whatsoever, from the successful contractor.
05.02.06 Completeness
Any item of work which has not been specifically mentioned but is required
for completing the dismantling or for new construction work shall be under the
scope of the tenderer. The tenderer shall clearly indicate such additional
requirements, if any, with adequate justification.
Concerned departments of Bhilai Steel Plant shall provide the free issue
items.
Owner shall provide construction power & water free of cost within a distance
of 300m.
05.02.08 Deviations
The Tenderer shall clearly indicate any deviations and/or exclusions from
technical specifications in respect of the scope of work, specification and any
other details mentioned in the tender documents.
After placement of order, the successful tenderer shall strictly follow the
technical specification, material specification and any other parameters
indicated in the tender specification or its amendments, if any.

General conditions of contract
The stipulations under special conditions of contract and scope of work shall
prevail.
Standard bench mark reference pillar indicating the absolute level and
reference axes shall be indicated to the contractor. Contractor shall construct
all other survey pillars required by them for survey work with reference to the
bench mark pillar. Contractor shall take all precautions to protect the survey
pillars from being damaged / dislocated during progress of work, by providing
suitable barbed wire fencing around the survey pillars.
05.02.13 Dimensions
Contractor shall plan the sequence of all works so as to achieve the desired
progress keeping in mind overall safety and stability at all points of time.
05.02.16 Damages
The Contractor will take all precautions against damages due to rain and
storm and no liability shall rest with the purchaser for any loss for redoing of
any work on this account.
05.02.17 Testing
All pipelines, sewer, manholes, drainage lines shall be tested for smooth flow
without any stagnation as per specification. Smoke test shall be conducted
on sewer lines. Pressure test shall be carried out in all water supply lines as
per specifications by dividing the whole system, if required, into suitable
number of sub-systems by using stop cocks etc. for isolation of system.
Before, putting the bib-cocks etc. entire water supply plumbing lines shall be
pressure tested for ensuring no leakage condition. All such tests shall be
carried out by the Contractor at his own cost.
d) Before starting any concreting or erection work at site, the stage passing
certificates have to be obtained from the engineer in the formats prepared
after mutual discussion and agreement.
e) As-built survey details marking location of all bolts and inserts shall be
submitted by the Contractor so as to enable further structural/equipment
erection without any loss of time.
05.02.19 Explosives
Use of any kind of explosives either for rock blasting excavation or for any
other works is not envisaged. However controlled blasting can be taken up
for hard rock excavation with written permission of client on case to case
basis.
a) All construction materials needed for civil works including cement shall
have to be arranged and procured by the Contractor.
b) Responsibility for ensuring the quality and custody of cement shall rest
with the Contractor. If the contractor uses the cement without any check
on quality which may result in poor quality concrete, then dismantling and
redoing such defective structures shall be at contractors cost. No claim
whatsoever due to poor quality of cement shall be entertained later.
c) Tools, tackles & labour: The contractor shall make his own arrangements
for all tools, tackles and labour including hutment etc.
05.02.21 Safety
The Contractor shall ensure that the safety requirements are met in respect
of men, materials, adjoining structures, equipment etc. and shall be totally
responsible in case any mishap occurs due to negligence or otherwise. In this
connection the contractor shall strictly adhere to the rules norms and
regulations as applicable. The successful bidder shall collect the Bhilai Steel
Plant safety rules from the client. The successful bidder shall strictly adhere
to the safety regulations mentioned therein. The penalties for violation of
safety norms as per purchaser stipulations are applicable
After completing the construction or dismantling of a unit (as the case may
be) or agreed upon thereof, the Contractor shall give a notice in writing
stating that the job is completed in all respects and ready for preliminary
acceptance. The job shall jointly be inspected by the Owner, Consultant and
Contractor to ascertain whether the job is completed as per requirements and
technical specifications. All observed defects, deficiencies and omissions
shall be noted. If the defects, deficiencies and omissions are not major in the
opinion of Purchaser / Consultant, the contractor will be issued a preliminary
acceptance certificate mentioning observed defects, deficiencies and
omissions. The noted defects, deficiencies and omissions shall be made
good by the contractor within a period of 2 to 3 weeks time.
The contractor shall attend to all defects deficiencies and omissions noted
down during preliminary acceptance and after rectifying or making good the
above in all respects, shall inform 10 days in advance to Purchaser/
Consultant for conducting final acceptance. During final acceptance all
defects deficiencies and omissions noted during preliminary acceptance were
checked. Any defects / deficiencies /omissions not notified during preliminary
acceptance, if pointed out during final acceptance shall be made good by the
contractor. Final acceptance certificate shall be issued by

7.0 MT EXPANSION

Maintenance period of one year shall start after issuance of final acceptance
certificate. The contractor shall maintain and attend to all defects arising in
the structures constructed by them during the maintenance period .If any
major defects arises during such period, the contractor shall
reconstruct/rectify the same in stipulated period mutually discussed with
Purchaser/Consultant. Maintenance period of such area of work shall be
extended for a period of one year after rectification of major defects.

testing and painting with one coat and two coats
of synthetic enamel paint commissioning as per
, drawings / specification or as directed by
engineer in charge over existing structures /
trestles for height up to 10 mtrs.
(B) Isolation Valve ( Gate / Butter Fly)
(i) Taking delivery of valves , flanges,
nuts/bolt/washer etc. from shop stores , loading / DN 400 02 Nos
unloading transportation ,erection , installation ,
leveling alignment , initial and final testing
commissioning as per , drawings / specification
or as directed by , engineer in charge.
(C) Blanking Arrangement
Taking delivery of set of blank flanges, DN700 02 Nos
nuts/bolt/washer etc. from shop stores , loading / DN 500 02 Nos
unloading transportation ,erection , installation ,
leveling alignment , initial and final testing
commissioning as per , drawings / specification
or as directed by , engineer in charge.
