UNIVERSITY POLICY GUIDELINES ON THE GRANT OF VACATION

SERVICE CREDITS TO TEACHERS

I. In view of the policy to improve delivery of education services and to periodically review rules and
regulation for organizational efficiency and affectivity, the grant of vacation service credits to teachers on
teachers leave basis are hereby formulated:

A. Statement of Policy

The basic policy in the grant of vacation service credits is that it should be given only for work
beyond regular functions/or work hours/days where payment of honorarium or overtime pay is not
possible. In addition, there are situations wherein extraordinary work is demented from teachers
including those which expose their lives and/or safety and for which monetary compensation may not be
enough.

B. Definition of Terms

a. The term teacher shall refer to teachers who do not have to report for work during the
Christmas and long summer vacation and still are entitled to regular compensation.

b. The term teacher vacation service credits refers to the leave credits earned for services
rendered on activities during summer or Christmas vacation or in the course of regular
academic year as authorized by proper authority.

c. The term normal teaching load shall refer to eight (8) hours of actual classroom teaching
a day.

C. Use of vacation service credits

Vacation service credits are used to offset absences of a teacher due to illness. To offset absences
on account of illness, one (1) work day service credit is used to offset one (1) day of absence.

Service credit may be granted for the following activities:

1. Services rendered during suspension of classes due to typhoons and other calamities
which services are necessary to facilitate transaction of documents, repair and
maintenance, and security of the property;

2. Services rendered during calamities and rehabilitation when schools are used as
evacuation centers;

3. Services rendered in connection with the conduct of remedial classes during summer or
Christmas vacation or outside of regular school days;

4. Services rendered during sports/cultural competition held outside of regular school days;

D. Activities which could be granted service credit

5. Work done during regular school days if it is in addition to the normal teaching load;
6. Attendance/participation to special projects and activities which are short-term in
duration such as planning workshop curriculum/instructional materials writing, various
subjects training, etc. if such are held during the summer/Christmas vacation, or during
weekends without remuneration.

E. Activities not covered for Grant of Service Credits

Service credit shall not be granted for the following activities:

7. In-service training programs fully funded by the government;

8. Checking of forms and finishing reports commonly required in connection with the
opening and closing of classes;

9. Assignment in connection with exhibits or at a fair; and

10. Time spent in travelling to and from station to the place where services are rendered.

F. Procedure in the Grant of Service Credits

The following steps shall be observed in the grant of service credits:

a. College Dean/Coordinator recommends approval of request to render vacation service;

b. University President approves/disapproves request;

c. If reason for request is not among those listed, request may be considered depending on
the discretion of the University President;

d. The following documents/requirement shall be accomplished/submitted before and after


completion of requested service credit project based:

1) Submission proposed work plan of activities duly approved by the immediate


supervisor

2) Accomplishment report/narrative report duly signed by the grantee and


concurred by the immediate supervisor

3) Duly signed Biometric Report of Attendance, certificate of appearance, travel


order or trip ticket

G. Others Rules

The following rules shall also apply in the grant or use of service credits:

a. One workday of vacation service credits is granted for one day (eight hours) of service;

b. The number of days of service credits granted to a teacher shall not exceed 15 workdays
in one year except in cases authorized by the University President;

c. Service credits shall not be granted for service rendered without previous
authority/approval;
d. Teacher detailed and/or designated in certain offices with administration functions
and/or non-teaching jobs and are considered to be vacation-sick-leave basis should not
be granted service credits;

e. In the monetization of teachers leave credits, unused vacation service credits may be
converted into vacation-sick-leave credits. After monetization, the remaining vacation-
sick-leave credits shall be converted back to vacation service credits.

The Formula in the conversion of vacation service credits and sick leave credits is as follows:

Vacation and Sick Leave = 30Y/69

where: 30 = Number of days in a month

Y = Total number of teachers service credits

69 = 58 days of summer vacation + 11 days of Christmas

*Number of days derived shall be divided equally into vacation and sick leave

Formula in obtaining 69 days

84 Total number of days of summer/Christmas vacation

- 15 (12 days Saturday/Sunday during summer vacation days-Christmas Day, Rizal Day, New
Years Day

69 Days

The formula in the conversion of vacation and sick leave credits to vacation service credits is as
follows:

a. The vacation service credits of a teacher who transfer to a non-teaching position


converted into vacation-sick leave credits and vice-versa;

b. Unused vacation service credits of teachers who resigned, retired, or one who separated
from the service through no fault of their own may be paid the money value of their
unused vacation service credits converted to vacation and sick leave credits; and

c. This policy guidelines shall take effect immediately upon approval by the Board of
Regents.
