Dear Ms. Harary,

Thank you for giving Regional Government Services (RGS) the opportunity to provide the City
of Carmel-by-the-Sea with this Statement of Qualifications (SOQ) to provide Public
Relations/Outreach Services to the City.

RGS is a Joint Powers Authority (JP A) established in 2001 to serve the needs of cities, counties,
special districts and other governmental entities throughout California. Our focus is on public
agencies, and we provide a ready source of supplemental talent and consulting services to meet
the needs of our partner agencies in a broad range of support service areas. RGS has a proven track
record working with local government agencies to design and implement a broad spectrum of
effective public outreach services.

We offer a full range of communication services supporting everything from Community


Development to 218 Compliance for rate setting. Our team also brings a substantial amount of
local knowledge. Both our Project Manager, Nancy Samuelson and our Lead Designer, Eric
Samuelson are based in Monterey with our Director of Communications Services, Kendall Flint
nearby in Half Moon Bay, CA. Our team is also uniquely qualified given our extensive body of
work for similar tourism-based cities and coastal communities.

Ms. Flint managed a comprehensive outreach program to educate the public on the
advantages of becoming a Self-Help County and the specific types of programs
and projects that would be considered as part of a proposed expenditure plan. Work
included countywide coordination with local agencies, stakeholders and key
interests to identify priority projects and then using focus groups and telephone
polling to gauge voter opinion.
