Dear Robert M. Harary P.E.,

RHAA Landscape Architects is pleased to submit our qualifications for as-needed landscape architecture and arboricultural
services. RHAA is committed to providing the highest quality services to our clients and we will bring our experience in planning
and designing to the City of Carmel.

We have direct experience with collaborating with the City of Carmel on the Carmel Beach Restoration project. RHAA worked
closely with the City and the Carmel Beach Task Force to restore this significant public park. RHAA created a natural and timeless
design that enhanced access but did not intrude upon the scenic beauty and panorama of the beach. The project won the ASLA
Award (National Chapter) and Merit Award (Northern California Chapter).

Our approach is to work closely with our clients, involving them throughout our collaborative process. We have established long
term landscape architectural contracts similar to your Statement of Qualifications services with the Cities of Palo Alto, Berkeley,
Oakley, Larkspur and the Town of Windsor. Our service philosophy is that excellent design requires working closely with staff and
the community -- and the length of our relationships with these cities speaks to the success of that philosophy. In summary, here
are a few points for selecting RHAA for this Statement of Qualifications:

As Principal-in-Charge, I, Doug Nelson, will oversee the team in design efforts and construction document preparation, conduct
all community meetings and make all the public presentations. Supporting me as Project Manager will be Megan Dale and
Designers Chelsea Andersson and Nathanael Gray. The majority of work will be performed out of our Mill Valley office.

To assist RHAAs in-house team we are including a highly qualified arborist and cost estimator as subconsultants. James Clark of
Hortscience will provide arboricultural services and Robert Borinstein of R.Borinstein Company will be the cost estimator.
We are committed to providing you with responsive, cost-efcient services to meet your goals and will address the unique
factors that are relevant to specic tasks. Our enclosed submittal contains detailed information as requested in your Request for
Qualications.

RHAA completed improvements _
to the historic Tunnel View Overlook at the east end of Yosemite's Wawona Tunnel. This overlook
is one of the iconic views of Yosemite Valley. The improvements included expanded areas and
improved safety for pedestrians, accessibility, redesigned parking areas and a new trailhead.

create a Master Plan for the 18 acre McInnis park in San Rafael. New programming desires were realized and RHAA was asked
to update the Master Plan in 2015. The objectives are to adjust for rising sea levels, enhance sports facilities, provide a new 2-
acre dog park, and increase parking. To accommodate the multi-use fields, the entry road is realigned.

RHAA worked with the Town of Moraga and a variety of stakeholder groups on updating the
master plan for Commons Park. As the front porch of the community the parks central
location offers a wide range of programming within walking distance or a short drive of many
parts of town. This makes it the most heavily used and loved park within the community. The
goal of the updated plan is to anticipate and accommodate growing activities and strike a
balance between active recreation, passive recreation and natural areas while maintaining the
integrity within the original framework of the park.

The Moorland neighborhood of Santa Rosa was torn apart by the shooting of a thirteen-year-old
boy by a sheriffs deputy in 2013. In an effort to heal the community, RHAA was hired to work with
the community to create a neighborhood park on the site. An intensive community participation
process was employed to develop a master plan for the park. A representative steering committee
guided the process and there were several community design workshops held in a tent on the park
site. The park design evolved through the design process resulting in a park that will reflect the
community needs and desires. Construction of the park will begin in early 2017.

RHAA completed improvements to the historic Tunnel View Overlook at the east end of Yosemites
Wawona Tunnel. This overlook is one of the iconic views of Yosemite Valley. The improvements
include expanded viewing areas, improved safety for pedestrians, accessibility, redesigned parking
areas, and a new trailhead. The project incorporates the historic site design completed in 1933, and
restored the original views through the removal of volunteer trees.

RHAA was the competition winner for this 56-acre civic waterfront park in South Lake Tahoe. The site is
located on the lakefront with sweeping vistas of the lake and mountains. The civic park will serve as the
community hub and primary outdoor civic space for the City of South Lake Tahoe. A large beach and
boat launch area will be redesigned to improve access to the lake.

Firm Background
RHAA is a landscape architecture firm with a broad practice in the design and planning of outdoor spaces. Founded in
1958, RHAA continues to be a leader in design quality and service to clients. Our 500-project park and trail portfolio
ranges from natural sites of 10,000 acres to the detailed design of pocket playgrounds. We are both planners and
designers, so our experience implementing projects brings a sense of reality to our vision for planning.

Proposed Approach
We understand that the purpose of the City of Carmels Request for Qualifications is to secure qualified consultants to
provide expertise in landscape architecture and arboricultural services. Our approach and the key elements of success
for RHAAs Statement of Qualifications are 1) the flexibility of the selected firm to work on a variety of project types and
scales, 2) the experience of the firm and subconsultant team, and 3) the quality of the work produced. We feel that
success of any project of the City - whether large or small will depend on five factors:

Collaboration
We know that a project will only be successful if it meets the needs of the City of Carmel and its community. We start
with the understanding that the team leader in these projects is the lead City agency.

Creativity
Excellent design comes from a balance of creative ideas, site conditions, current safety and accessibility standards and
technical requirements

Community Outreach
If a particular project is to involve community input, RHAA is skilled at the public outreach process

Sustainability
A key element to our designs is sustainability on all levels. We regularly employ sustainable design practices such as
stringent standards for stormwater management, use of recycled and local materials, efficient irrigation practices meeting
current state codes and appropriate plant material selection.

Quality & Cost Control


Another focus of our sustainable design process is the ability of the design to endure over time. Cost and quality control
are major issues on all projects and RHAA has developed a very effective cost and quality control process that involves
timely cost estimates, and a repeated, systematic review of documents throughout the production process.
