Dear Chairman Scott
On behalf of CorrectFealt, I would like to set the record straight and correct some statements
‘made during the Chatham Commission meeting this morning. T would request that ths letter be
ingerted into the minutes ofthe meeting where we were not given the opportunity to address the
Commission.
CCorrectFealth has been happy to have the opportunity to provide services atthe Chatham County
Detention Center, It is proud of the services which have boen provided. As you know the
“Medical Association of Georgia provided an exemplary review of the services provided, and has
‘nominated Corretffealth foe the Facility ofthe Year award,
Correcttfealth remains committed to providing a high level of care, and has developed @ good
‘working relationship with the Sherif’s office, Along with the Sherif, it was our plant to seek
national acc
(On June 13, 2017, the County had discussions with CorrectHealth about adding additional
personnel—specific postions with specific qualifications, and on June 15, 2017,ComreetFfeuih
informed the County about the increased cost associated with these additional personnel, This
‘was understood and discussed, and no objection was voiced.
‘The County did NOT tell CorrectHealth, at anytime, that there was a problem with funding for
the additional services and that the County would seek to work with CorrectHTealth to adjust the
contract provisions to mee that budgetMr. Albert J. Scott

Instead, the County’s negotiations resulted in a verbal agreement for services, and a vote to
approve the contract with CorrectHealth. This was communicated to the Commissioners, and a
‘vote was taken on Oct. 6 te continue the services provided by CorrectHealth.
Following that meeting, inthe late afternoon, the County sent an initial draft written contract to
CorrectHeslth. That contact had a matrix of addtional employees which Correctfiealth was
required to provide, but failed to include any increase forthe price of these personnel, not did it
«eliminate the coverage for pharmacy costs, outpatient services and ancillary healthcare.
Daring the next week, ComectHealth reviewed the draft contract and retumed it with proposed
revision along with comments, inluding a comment about the price forthe additional personnel
1s had been discussed in June. Once again, the County did not inform CorrectHfealth that the
‘County was concerned with funding or ask CorrectIfealth for a proposal within a certain budget.
In ct, it was not until Friday, October 13, 2017, that the County reached out to CorrectHealth,
at which time the County informed Correctlealth that it had decided to go in a different
direction with a different company. The County did not provide any explanation for this, and
NEVER communicated thatthe pricing was unacceptable or that it was willing to eliminate the
‘requirement to provide coverage for pharmaey or anillay services from the contact.
Daring that conversation, she County requested that CorrectHcalth continue to provide services
through Oct. 27, which itis doing, and the County agreed to fully pay CorrectHealth forall of
the services it provided through that date.
It is now apparent that che County has negotiated a contract with « different provider. 1
understand that the Cousty has the duty and obligation to provide services in a fiscally
responsible manner. Of course, it would be prudent to enter a contract to obtain the same level
of services at a lower cost, This contract with the new provider, however, does not contain the
same requirements as the contract provided to CorrectHealth. It does not include the same
staffing matrix, It does not include the same obligation to provide pharmacy expenses inpatient,
‘outpatient, dialysis, ancillary services, and supplies. Under this contract, the County will have to
pay for these expenses separately. The purported cost savings are illusory.
Upon review of the draft contract terms, which were just made available to Correttealth late
yesterday, Corect#tealth discovered that it could provide these same services atthe same price,
if not lower. CorrectHeath has been criticized for belatedly making this statement, but it was
never provided with the opportunity to enter into a similar contract, and only just leamed of
the proposed terms of this contract with the new vendor. CortectfTeath did not have the
‘opportunity to inform the County ofthis any earlier
CorrectHealth remains willing to sit down and discuss this further so that it can have a fair
‘opportunity to provide a quote for services on equal terms. As noted previously, CorreetHealth
{willing to continue to provide services uni this matter can be fairly considered,
