The DILG Regional Office 2 conducted the Regional Orientation on August 23,
2017 at the DILG Conference Room, DILG Regional Office 2, Tuguegarao City. The
orientation was conducted as an offshoot of the National Orientation on the POPSP-
PCMS.

The system was developed in order to track the compliance of LGUs POPS Plan
and in order to determine the Confidential Fund Allocation of each LGU. Further, the
system, shall serve as a database system on peace and order matters.

The orientation was attended by MLGOO Celso M. Alvarado, Krystal Mae Pacios
and Janice Q. Sta. Cruz, LGOO II Tedrick Eivanz F. Danao, Mark Gregory Guzman and
Joyce Habiatan. This team, together with LGOO II Rhonalyn Maquinad, POPS-PCMS Focal
Person shall spearhead the Provincial Roll-out of the same system.

Highlights:

1. Bureau of Local Government Supervision (BLGS) Personnel (Ms. Franz Rapanut


and Ms. Lorraine Guianan) initially briefed the participants on the system, its
objectives and its system-generated outputs. Upon data encoding of the
information in the POPS Plan Workbook, the system shall allow the LGU and the
DILG in identifying the Peace and Order Programs (POPs), which shall then serve
as basis in the computation of their respective annual Confidential Fund
Allocation.
The determination of POPs shall lessen incidence of Commission on Audit
(COA)-Disallowed disbursements of LGUs since these programs will be reviewed
and certified by the DILG Regional and Central Office.
Request for increase in the allocation of Confidential Fund will not be
allowed without the submission of the POC Accomplishment Report together
with the documents required as per COA-DBM-DILG-GCG-DND JMC 5.1.3.1.

2. The team had the following agreements:


A Provincial Roll-out on the POPS-PCMS shall be conducted within the
second week of September. The DILG RO will be downloading a budget to
the DILG PO for the conduct of said activity. Amount is yet to be
determined by the DILG RO. Participants for the activity are the
C/MLGOOs and 1 LGU technical staff who will serve as data encoder.

3. LGUs shall be required to submit the following system-generated reports:
