What is A.L.I.C.E.?
A.L.I.C.E. is the acronym for ALERT-LOCKDOWN-INFORM-COUNTER-EVACUATE, an
options based school emergency response protocol for hostile and/or armed intruders
on campus. This protocol allows school personnel to act independently and use their
professional judgment to best protect their students in an active-shooter/armed
intruder incident. A.L.I.CE. de-centralizes decision making, eliminates code-words and
empowers teachers to make decisions immediately for their students safety.

Why should we change from a tradition lockdown model to the A.L.I.C.E.


model?
Traditional lockdown limits choices during an emergency, and does not account for
better survivability options during an active-shooter incident. Based on analysis of
several past incidents (Thurston H.S. Oregon; Columbine; Virginia Tech; Sandy Hook;
Orlando nightclub and others) several state and federal agencies now recommend
enhanced options based protocols based on the run-hide-fight, get out/hide out/take
out and A.L.I.C.E. models. These options based protocols increase survivability and
disrupt an active-shooters plan, as well as help teachers and students regain control of
the situation rather than wait for law enforcement response.

Cass Clay Unified School Response has started the process to implement options based
protocols for hostile/armed intruder incidents by the fall of 2017. The Maple Valley
Public Schools is in the unique position to be among the first Cass-Clay districts to
implement A.L.I.C.E.

How would Maple Valley Public Schools implement A.L.I.C.E. this academic
year?
The first step is informing key stakeholder groups: school board members, school
administration, faculty, parents and students. This meeting tonight is a step toward
A.L.I.C.E. implementation.

We have three A.L.I.C.E. trained staff me, Mrs. Kaspari and Mrs. Moen. We attended a
2-day train-the-trainer course in Fargo in July, attended by 50 personnel from regional

law enforcement, fire departments, EMS, school districts, hospitals and other private
businesses.

Implementation will require some initial in-house training of school staff and faculty
approximately 2 hours. Student training will be age/maturity appropriate, and will take
approximately one classroom period about 45 minutes. The A.L.I.C.E. content will be
taught by classroom teachers with assistance from me, Mrs. Kaspari and Mrs. Moen.
After the initial training is complete, we will implement A.L.I.C.E. concepts into
emergency drills to familiarize everyone with the protocols.

What, specifically, will change with A.L.I.C.E. from our traditional lockdown
protocols?
Our current lockdown options are three:
o Lockdown Continue Instruction: lock doors, continue with class instruction;
keep students in the classroom until all-clear; also known as a soft lockdown
o Lockdown Outside Threat: lock doors, make students and staff invisible from
outside the building, take appropriate cover in classrooms
o Lockdown Inside Threat: lock doors, make students and staff invisible from
inside building hallways, take appropriate cover in classrooms
Current lockdown protocols prioritize accountability over survivability, and rely on a
sit and wait mindset
A.L.I.C.E. offers us several advantages
o Initial ALERT is plain language, no code words!
o LOCKDOWN is similar, but only at first we will train on ENHANCED
LOCKDOWN tactics to barricade in a classroom if immediate evacuation is not
safe
o Building Emergency Response Team members (BERT) INFORM all personnel
and students in real-time what is happening, throughout the incident, via
whatever communication method is available (PA, radios, emails, social media,
etc)
o Students and teachers who are unable to evacuate safely may conduct an
ENHANCED LOCKDOWN and prepare to COUNTER if the barricade is breached,
or COUNTER if an armed intruder is immediately present; COUNTER tactics
disrupt an attackers plan by creating noise, movement, distance and direct
disruption rather than remaining still and presenting an easy target
o EVACUATE is always the preferred option if it can safely happen; teachers and
students will discuss options for alternate evacuation routes, rally-points and
evacuation sites

Wont this training scare our kids, faculty and parents?
We have been drilling for fires and tornadoes for decades its routine.

School building injuries and deaths due to fire and weather incidents are extremely rare.
In fact, school injuries and deaths due to school violence are also extremely rare
school is a safer place for kids than in their own homes.

We are merely adapting to the world we now live in, and empowering students, staff
and faculty with the tools to regain control and increase survivability. Empowerment
does not feed fear it eliminates fear and builds confidence.

Training and drills will be conducted with sensitivity to maturity, age and context. All
drills will be announced as drills to alleviate anxiety, and will be conducted with calm
professionalism. We will be alert to any unusual anxiety and will provide debriefs to all
school occupants following these drills, as well as communication with parents.

Active Shooter / armed Intruder A.L.I.C.E. enhanced lockdown and
evacuation
An active shooter or armed intruder on school property involves one or more individuals intent
on causing physical harm and/or death to students and staff. Such intruders may also possess a
gun, a knife, a bomb or other harmful device. An Active Shooter or armed intruder will result in
massive law enforcement and emergency services response to the scene as quickly as possible.

Once law enforcement arrives, it is critical to follow the instructions of, and cooperate with, law
enforcement officers. The School Incident Commander will be relieved by a law enforcement
official as soon as possible. The law enforcement official will now be the Incident Commander
with complete jurisdiction over the scene. The school is a crime scene and will require a thorough
search and processing.

Maple Valley Public Schools, recognizing its responsibility to provide the best standard of care
for school safety, will utilize the A.L.I.C.E. Enhanced Lockdown and Evacuation process (Alert-
Lockdown-Inform-Counter-Escape) to protect the lives of students, school personnel and visitors,
and increase the survivability of an active shooter incident.

I. RESPONSIBILITIES

A. School Incident Commander/Principal


Upon Notification of an active shooter or armed intruder on campus,
immediately direct staff to call 911 if it is unknown whether or not 911
notification has already taken place. The 911 call should provide the name and
exact location of the school, the nature of the emergency, number and
description of intruders (if known), type of weapon(s), area of the school where
last seen, actions taken by the school, and whether there are on-site security or
law enforcement officers (e.g. DARE, School Resource Officer). Caller will remain
on the line to provide updates.

Initiate ALERT protocols. Notification to the building occupants will be made


using all available means. Notification shall provide any information regarding
the on-going situation that will assist the building occupants in making a good
decision as to their best survival response option. Typically, information that
answers the basic questions of Who? What? Where? When? How? will provide
the necessary details to make an informed decision.

Secure the administration office as a command post and retrieve the critical
information and data about the schools emergency systems, including

communications, staff and students locations, detailed floor plans and other
important information, documents, items, and supplies that are prepared and
readily available for use during the incident. If the incident is occurring at the
administration office, designate an alternate command post.

Direct command post staff to maintain contact with teachers reporting pertinent
emergency information via PA systems, cell/text messaging, email and the
district website. All information received via eye-witnesses or through the in-
house surveillance camera system will used to INFORM the building occupants
of the event in as real-time as possible.

Notify the Superintendent and request activation of the communications


plan for media and parent notification protocols.

Staff and students outside the building will EVACUATE to an off-site relocation
center/Rally Point

Direct support staff outside to stop pedestrians and vehicles from entering the
school grounds until law enforcement arrives, if possible and safe to do so.

Ensure that any buses en-route to the school are redirected to a designated
relocation site.

B. Teachers and Staff


The first person to note indication of an active shooter or armed intruder, as
soon as it is safe to do so, should call 911, then notify the School Incident
Commander/Principal.

If in close proximity to the danger, assess the situation for the best survival
option. EVACUATE if at all possible. If not, gather assistance and engage in
conducting an ENHANCED LOCKDOWN barricade of the area. If the active
shooter or armed intruder has made contact, immediately begin COUNTER
strategies, and then EVACUATE or take control of the intruder.

Individuals who are not in the immediate danger area should gather information
about their classrooms immediate situation. Account for all students or other
individuals sheltered in their room.

Assess the ability to safely EVACUATE the building.

If there is no safe manner to EVACUATE the building, have others assist in


conducting an Enhanced LOCKDOWN (barricade) of the room.

Rooms in Enhanced LOCKDOWN shall pay attention to all announcements
providing event details. If the circumstances change and EVACUATE becomes a
viable option, a decision can be made to leave the location and EVACUATE to the
RALLY POINT or EVACUATION SITE.

Unless evacuating, rooms in Enhanced LOCKDOWN, shall remain secured until


personally given the All Clear by the Incident Commander or a law
enforcement officer in uniform.

If an active shooter or armed intruder enters the classroom individuals are to


use whatever COUNTER strategies necessary to keep the students safe. This
may include any and all forms of resistance to the threat.

If an active shooter or armed intruder enters and begins shooting, any and all
actions to stop the shooter are justified. This includes, making noise, moving
about the room to lessen accuracy, throwing items (books, computers, phones,
book bags) to interfere with the ability to shoot accurately, safely exiting out
windows, and taking control of the intruder. Anyone not involved in COUNTER
strategies should get out any way possible and move to another location.

III. OTHER PROCEDURES


After the active shooter or armed intruder(s) has been subdued, the School
Incident Commander/ Principal in consultation with the law enforcement
Incident Commander will announce an ALL CLEAR and EVACUATION and
relocation to an alternate site for FAMILY REUNIFICATION.

If staff or students are injured, assist them out of the building to the nearest
emergency medical personnel.

The School Incident Commander will notify officials at the relocation site of
the EVACUATION and to activate FAMILY REUNIFICATION protocols.

The School Incident Commander will request bus transportation or alternate


transportation to the relocation site.

The School Incident Commander will activate the communications plan to deal
with media and parent notification protocols, and direct parents to go to the
relocation site.

Those who remained secured in an Enhanced LOCKDOWN, will EVACUATE the


building using the designated exit routes and alternate routes to the assigned
assembly areas, take attendance and move to the buses for transport.

The School Incident Commander will activate the School Crisis Team and notify
area schools and mental health agencies to request counseling and mental
health services at the relocation site.

The School Incident Commander will debrief appropriate school personnel.

The Superintendent or designee, in consultation with law enforcement officials,


will determine when the school can resume normal activities (COOP) and
communicate the information to parents and the public.

Overview A.L.I.C.E. for School Employees training continues the transition to


options-based active shooter preparedness in the Maple Valley Public
Schools. This course will explain the philosophy and history behind
A.L.I.C.E. and its core response components: Alert, Lockdown, Inform,
Counter and Evacuate. Teachers, administrators and support staff will
learn their responsibilities under A.L.I.C.E., understand the shift in
philosophy from accountability to survivability, and will be empowered to
make decisions for themselves and their students in a school emergency.
Attendees will learn lockdown, evacuation and countering skills through
demonstration and practice, and will experience an active shooter
simulation while utilizing an A.L.I.C.E. response.

ALICE Safety Briefing
These instructions MUST be read, verbatim, to all participants and
observers prior to ALICE demonstrations and hands-on exercises:
1. Make your instructors aware of any physical limitations or illness
that may affect your ability to participate.
2. Report any injuries or property damage, no matter how minor,
that occur during demonstrations and exercises to your instructors.
3. Eye protection must be worn during all demonstrations and
exercises by all participants, instructors and observers.
4. If you feel excessive anxiety or stress during the demonstrations
and exercises, feel free to transition into an observer role rather
than a direct participant. If you must leave the room, please let an
instructor know you are leaving.
5. If you are an armed law enforcement officer, direct participation in
exercises and demonstrations is prohibited; you may observe only.
6. Participants in exercises and demonstrations will not possess any
weapons of any kind.
7. There will be no physical contact between participants, other than
what is directed by the instructors. Directed physical contact will
be conducted with minimal force, under the direct supervision of
instructors.
8. Participants MUST follow the direction of the instructors precisely
to avoid injuries or property damage.
9. On the command of STOP EXERCISE or END EXERCISE, all
participants will stand down immediately and cease any countering
activity.

Teachers there are several observers in the hallways identified by orange vests if
they knock to come into your room, please let them inside. In a real emergency you
would not let anyone but law enforcement officers inside once you are locked down

Teachers, please review the ALICE sheets posted in your rooms with your students.
You have about 4 minutes to review the ALICE acronym and what each letter means,
then you will receive additional information. If you or your students have questions,
please take a few notes so we can address those questions later

actions with your emergency supplies

instructions. Grab anything you feel you might need from your buckets, but dont slow
yourselves down by grabbing he whole bucket use your judgment

Students when you evacuate, please leave all your belongings behind and WALK
repeat, please WALK to your RALLY-POINTs and wait for your teacher. You may hold
onto your cell phones. In a real emergency it is OK to run

Teachers, once at your RALLY-POINT, make sure you have all your students. The ALL
CLEAR signal will be delivered by observers and over bullhorns. Please listen for the
ALL CLEAR signal, then return to the building and our normal school schedule

A.L.I.C.E. Response by Schools Takeaways for Patrol Deputies, Officers

School staff and students will no longer be limited to barricading and waiting until
your arrival
o If its safe to evacuate, they will do so without waiting for permission
o If its NOT safe to evacuate, they will do an enhanced barricade and prepare to
counter if their space is breached by an assailant
Staff and students will be trained how to interact with armed responders
o They are instructed to follow your instructions promptly
o No physical contact or aggressive moves toward responders
o Will not pick up any weapons
o Instructed how to secure a weapon if they counter and regain control of an
assailant
o They are trained to share information with you as needed
A.L.I.C.E. prioritizes SURVIVAL over ACCOUNTABILITY
o Past practices dictated keeping all the ducklings together and accounted for at

o We now focus on survival by any means possible, including scattering while
evacuating/escaping

o Anyone can call a lockdown
Upon your arrival, the scene may actually look and be MORE chaotic than you
expected, because of A.L.I.C.E. be prepared for that
o You may see people running several different directions and actively evacuating
from the building
o This can complicate your response and ability to locate the shooter/attacker
o Watch the hands; dont move too fast; ask where is the shooter/attacker?
o Be alert for the shooter/attacker making escape with evacuees
