Canal Operation Plan (COP) Preparation Steps

Joint walkthrough with WUA and identification of locations/stations for bulk


water discharge measurement, essentially at bifurcation points along MIC and at
the head of each SIC culminated in station plan for discharge measurement.
Water Gauge painting and calibration of discharge measuring Parshell flume
structure at the head of each SIC (S0 to S21).
Repair and maintenance of regulation (discharge and water level) and discharge
measuring structures.
Focus Group Discussion (FGD) with WUA on prevailing and proposed cropping
pattern in each SIC
Precipitation Deficit Crop Water Requirement (CWR) estimation using
CROPWAT model
Regression analysis of 10 years time series data on daily water supply through
Sardare Intake (not at Domukha Headworks!!!) for balancing 50% dependable
supply and CWR at Sardare Intake.
Preparation of schedule for bulk water delivery to respective offtakes from MIC
for spring, monsoon and winter season crops.
Bulk water supply to respective SIC covering S0 to S12 during spring crop is on 4
days on and 4 days off basis. Continuous supply during monsoon season proposed
and rotational supply during winter season proposed.
Duties and responsibilities of WUA, Gate Operator and SMU were enlisted to
achieve improved water management through canal network.
Dissemination of bulk water delivery schedule information of respective SIC to
WUA main committee in presence of SMU was made for each crop season.
Orientation workshop on prepared delivery schedule and gauge record keeping to
gate operators and SMU were achieved.
Finally, COP trial implementation for spring crop, monsoon crop and winter crop
were experienced through participation of WUA and SMU and assistance of TA-
B.

COP implementation observations

Gate operators were assigned duty station along MIC in support of agreed
delivery schedule.
Hydraulic structures, particularly, for discharge measurement were made free of
silt and debris to allow for no-submerged and un-hindered flow through
structures.
Measured flow through Sardare Intake for MIC as scheduled and agreed by WUA
during spring crop were released for respective group of SICs.
Water level were first stabilized by adjusting series of pre-installed CR gates
downstream along MIC
Flow through SICs was on rotational group basis as Gr-A for SICs S0 to S4 and
Gr-B for SICs S4 to S12 were implemented during past year spring crop.
Direct Tertiary Outlets (DTOs) from MIC fall in respective SIC were suggested to
operate on rotational basis.
SMU and Gate operators were organized to setup judicious water level settings
upstream of respective CRs in MIC, given the operation schedule for Gr-A and
then for Gr-B SICs.
Release of measured bulk water using calibration chart to respective group of
SICs was made by assigned gate operators upon judicious adjustment of CR gate.
Discharge gauge record keeping for respective SIC was made by GOs, which
were further verified at random by SMU during canal operation process.
Leakage through regulating gate, cracks through hydraulic structures and cavity
between compacted soil and surrounding of hydraulic structures were also noted
by GOs and reported to SMU for addressing maintenance needs and further
inspection requirements.
In most cases, during operation of SIC, the flow through TICs was also observed
on rotational basis judiciously formed by WUA of TICs and SIC.
Access of canal water to the tail portion of respective SIC was observed and
further validated by WUA.
Flow of canal water to the tail reach of MIC was apparent during rotational mode
of operation in spring and winter crops.
Water users are now gaining confidence on availability of dependable water
through canal network.
Water users, in consequence, demanded SMU to repair and maintain pre installed
CRs across respective SIC and HRs at the head of respective TIC
Water users of respective SIC are now teaming up to keep canal cleaned before
water release to reduce undue water loss in their canal network and further
smoothen canal operation.
The water users have also initiated construction of Field Channels offtaking from
TIC to avoid undue water loss due to prevalent field to field irrigation and to aid
support on speedy access of canal water to its farm with desired application depth
and time. This is on account of fact that under rotational mode of canal operation,
particularly during Spring and Winter seasons, SICs canal were supplied with
regulated and measured discharge over specified time schedule.

1 Water measurement at head of SIC:

Discharge through Parshell flume is based on non-submerged hydraulic flow


condition
Considerable Sediment deposition below crest of Parshell flume without recurrent
cleaning disrupts flow behaviour and underestimate flow discharge

2 Condition of TIC:

Gwnerally TICs are not cleaned to its full length, although facility of Field
channel exists across some TIC
Flow through TIC is should be on rotational basis and discharge distribution
should be pro-rata

3 DTOs:

DTOs are installed in higher elevation along MIC and series of unauthorized
temporary obstruction for water level regulation in MIC is rampant

4 Unauthorised pipe outlets:

Concealed installation of unauthorized HDPE pipe outlets varying in diameter


and at elevation higher than FSL disrupts smooth canal operation

5 Unauthorised use of vertical sliding gate:

Alteration of HR and CR gate settings by use of handle wheel being kept by water
users should be discouraged and involvement of GOs in canal operation
procedure should be encouraged.

6 Excursion and visit to well managed irrigation system:

Venue on field visit to WUA secondary committee should be selected based on


well managed irrigation system and organized WUA

7 Regular petroling for operation and maintenance workforce:
