Objectives
 Complete infrastructure, sea walls, land reclamation of a 142 hectare
site

 Power substations, district cooling plants, all roads and 13 bridges

 Design and construct 2 towers (300m, 265m) and coordinate with 120
3rd party developers who purchased land

 Complete infrastructure and two towers hand over Mar 2010 (48
months), with temporary infrastructure facilities to 3rd party developer
within 18 months

Challenges
 Over 60.000 labors, hundreds of contractors (with 3rd party
developers) that required delivery of materials, flow of labors and
operations of machinery

 Manage all traffic during construction to support infrastructure


components without hindering developers’ access

 Secure areas for labor camps, temporary storage/batching plants


without affecting construction flow and progress

 Define temporary utility supply locations and control the use

Solutions
 Production rate based on local industry standard were calculated for
each discipline

 Based on production rates, PM calculated number of teams working


simultaneously achieving monthly production

 Plotted from starting point monthly chart with sequencing of work to


visualize the planned production in each area

 Monthly simulation identified clashes, overloads, bottlenecks and


accessibility on site. This allowed adjustments and final monthly
logistical plans with realistic anticipated production rates for the entire
project

Challenges
 Phase 1- straight forward one GC
 Phase 2 created all the challenges with 51 Packages for exterior and
interior finishings

 All awarded work had to be under a lump sum contracts


 Subdivide work into small packages to allow both tendering process while
design continues

 Supervise all phases of Design in concurrence of construction and


installation

 Develop a transparent procurement process, adhere to public tendering


procedures without delaying the required sequencing of packages

 Separate committee for all approvals on the project was created

 Dedicated PM team to manage procurement, design and construction


supervision

 Awarded General Contractor (GC) for civil works, site management


with allocated sums for all exterior and interior finishings as design
was not completed

 GC allowed to participate on released packages to encourage


competitiveness

The central chandelier, currently the biggest in the world is 15mtrs high, 24 karat gold plated and covered with
Swarovski STRAUSS Crystals. It weighs 15 tonnes and has a dish diameter of 10mtrs.
