SUBJECT: CODIFIED APPROVING AND SIGNING AUTHORITY ON


MILITARY PERSONNEL ADMINISTRATION MATTERS

I. POLICY. The Department of National Defense (DND) adheres to the


policy of decentralization and delegation of administrative functions to
institutionalize efficient and expeditious administrative processes, procedures, and
personnel action.

To this end, the following revised circular is hereby promulgated providing


for specific approving and signing authority on military personnel administration
matters.

II. SCOPE. This circular shall cover the following military personnel actions
and concerns, promotion, career management, morale and welfare, procurement and
attrition, and leave administration.

III. REVISED APPROVING AND SIGNING AUTHORITY. The following


officials are authorized to act dispositively on military personnel administration
matters as appropriate indicated:

IV. IMPLEMENTATION:

1. In line with the thrust of the Department to enhance the accounting of


our military personnel, all personnel actions pertaining to procurement, promotion,
and attrition of line officers and enlisted personnel shall emanate from the major
service concerned.

2. The Chief of Staff, Armed Forces of the Philippines is authorized to


promulgate appropriate rules and regulations to implement this circular.

V. REPORT OF PERSONNEL ACTIONS (ROPA). Officials who are


vested with authority under this circular shall submit to the SND, not later than the
fifth (5th) working day of each month, a report of personnel actions within his/her
authority done in the immediately preceding month, except in instances when the

action official determines that the SND must be so advised immediately after the
exercise of delegated authority.

VI. RESCISSION:

1. Provisions of all other Department circulars, orders, memoranda, rules


and regulations inconsistent with the provisions of this circular are hereby rescinded
or amended accordingly.

2. Department Order No. 76 dated July 13, 1993, Department Order No.
107 dated October 6, 1993 and Department Circular No. 3 dated June 24, 2000 are
hereby repealed.

VII. EFFECTIVITY. This circular shall take effect immediately.
