A SCOPE OF WORK

Telecom Containers

1. Fabricate and/or import and transport telecom Containers to sites spread


throughout the Sultanate of Oman including all the allied items.
2. Attend to the site visits & confirm possibility of executing the works.
Immediately raise any technical issues to Omantel in case of any problem at the
location.
3. Make the minor leveling if required for installing the shelter for the sites that does
not require access road.
4. Make excavation on the site according to the approved foundation design
regardless to the soil characteristics of the site.
5. Construct the foundation for the Container according to the approved foundation
design or install the pre-cast foundation blocks according to the approved
foundation design.
6. Install the grounding system for the Container as per Omantel specifications.
7. Provide grounding ring around the Container which consists of a pair of 25mm x
3mm copper strips interconnected to each other at each corner & enough number
of earthing rods shall be installed in order to provide a maximum earthing
resistance of 3 for the Container. All grounding connections under the ground
shall be Cad Weld connections rather than mechanical joints.
8. Commission the electro-mechanical components of the Container & make sure
that they are functioning properly.
B General Notes to Scope of Works
1. Omantel reserves the right to issue Work Order for one or more sites at a time & at
any point of time during the Contract Period.
2. The sites may be anywhere in the Sultanate of Oman, for which access (access
means access for 4WD vehicles) shall be made available by Omantel. Omantel shall
be responsible to provide helicopter/ferry service in case required.
3. This tender is a unit rate frame contract for turnkey project; therefore the Contractor
does not have the right to claim any additional costs from Omantel.
4. Omantel reserves the right to split the contract to more than one Contractor.
5. Completion period shall be total 3 weeks for Type-A, B, D, E, F, J and K, 4
weeks for Type-C, G and H for manufacturing, transportation & installation of
each Container from the commencement date mentioned in the respective
Engineers Instruction/PO.
6. Each shelter of Type A, B C & D shall be equipped with a voltage stabilizer and
change over switch as per the attached specification. When these items are not
required on a particular site, Omantel has the right to delete these items and the
cost shall be deducted from the contractors amount.
C Evaluation Criteria

The offers shall be evaluated according to the Pre-Qualification Criteria, Technical


Compliances, Commercial Compliances and the quoted prices.

B TECHNICAL SPECIFICATIONS

1.0 Introduction

The purpose of this document is to provide an international definition for the


design and manufacture of prefabricated telecommunications Containers (also
called shelters) to be used to house fixed telecommunication equipment and mobile
radio equipment, transmission equipment and other associated equipment for
telecommunications sites. The Container shall be designed to be top lifted with
hooks and deliverable to site in a ready condition. While this specification is
written mostly for steel Containers, as they are most common, other Containers
such as aluminum (knock down type that are delivered in pieces and assembled at
site), or fiberglass with external walls may also be used provided that they also
meet the requirements of the specification.

2.0 General Specification

1. The Containers shall be:


a. Easy to disassemble/reassemble, well insulated thermally, be dustproof
and watertight.
b. Robust and suitable for remote and urban locations and designed for
heavy duty
c. Resistant to UV radiation, corrosion and sulphurous conditions with no
annual (or minimal) maintenance requirements.
d. Purpose made type with necessary hooks provided at the top of the
Container for easy use of crane.
2. The Containers construction shall be based on insulated floor; wall and roof
panels bolted into a steel frame and shall be transportable for installation on
concrete block foundations.
3. The bolted down Containers shall be capable of withstanding horizontal 3
seconds wind gust of 160 km/hr.
4. Cable entries to the Containers shall be the following:
a. Two numbers floor breakthrough for commercial power cable entry 100
mm diameter and earthing cable entry (20 mm diameter).
b. Two numbers floor breakthrough for fiber optic cable (100 mm each)
c. Two numbers wall breakthrough for RF cable entry shall be provided.

The floor and wall breakthroughs shall be closed with proper and easily
removable cover. The contractor shall ensure that each module can handle a
variety of cable sizes, the installations can always be finished on site. The wedge,
that is used to compress the modules and close the penetration, is quick and easy
to install and can be opened and closed repeatedly.

The cable entries shall be airtight, waterproof, dustproof and shall be multi-
diameter having the capacity for future expansion. The cable entry shall allow for
easily opening up the seal at a later stage and upgrade with new cables without
adding any further items and without having to cut another hole.

5. All components of the Containers shall be braced properly to have a rigid


structure.

6. The battery area of 1mx1m shall be marked separately as to identify the area
which shall be only used for battery rack installation.
3.0 Container Design Specification

3.1 Types of Shelters

All the shelters listed below shall be provided with external w/p industrial
socket for connecting temporary power and 4 pole change over switch for
the same and also provision for connecting optional stabilizer supplied
separately.
a. Type A is 3000 mm long x 6000 mm wide x 2500 mm high
b. Type B is 3000 mm long x 3000 mm wide x 2500 mm high
c. Type C is 2000 mm long mm x 2500 mm wide x 2500 mm high
d. Type D is 3000 mm long x 6000 mm wide x 2500 mm high (knock
down type)
e. Type E is 3000 mm long x 3000 mm wide x 2500 mm high (knock
down type)
f. Type F is 2000 mm long mm x 2500 mm wide x 2500 mm high (knock
down type)
g. Type G is 3000 mm long x 6000 mm wide x 2500 mm high (fiberglass
external wall)
h. Type H is 3000 mm long x 3000 mm wide x 2500 mm high (fiberglass
external wall)
i. Type I is 2000 mm long x 2500 mm wide x 2500 mm high (fiberglass
external wall)

3.2 Capacity Load

1. The shelter shall be capable of taking a load of 2000 kgs.


2. Floor 800 kg/m

3. Floor for battery location 2200 kg/m
4. Roof 300 kg/m

3.3 The Environment

The Containers are designed and manufactured for a design life of 25 years
minimum under the following environmental conditions.
Outside temperature range of -5 C to +55 C
Humidity 100 %,
Direct solar radiation
Withstand 3 seconds gust wind speed for 160 km/h.
Resistant to rain, wind, sand and dust.
Heat permeability co-efficient (thermal rating) less than or equal to 0.4
W/m K.
Inside temperature range 24 C+1 with equipment load (nominal
equipment loads : Type A 7.0 kw.0, Type B 5.0 kw and Type C 4.0
kw)

3.4 Foundation Works


The foundation works shall include:
1. Design and construction of necessary Reinforced Cement Concrete (RCC)
foundations for the Container include the provision of 100 mm thick Plain
Cement Concrete (PCC) below RCC foundations
2. The foundations shall be suitable for all types of soil conditions
3. Aggregates with diameter between 12 15 mm shall be spread around the
Container to a minimum thickness of 50 mm (up to 2 meters from the
Container edge).
3.5 Insulation
1. Walls, floor and roof shall be insulated with pressure injected polyurethane
foam of:
a. 40 kg/m density
b. K value (i.e. coefficient of thermal conductivity) 0.017 W/mK.
c. U value (i.e. thermal transmittance energy efficiency rate of the
combined materials):
Walls 0.206 W/m C
Floor 0.470 W/m C
Roof 0.180 W/m C
d. Closed cell content 94 %.
e. Compressive strength at 10 % strain:

Load applied parallel to panel width 150 kPa.
Load applied parallel to panel length 220 kPa.
f. Tensile strength 1.0 kg/cm
g. Fire properties self extinguishing

2. Insulation thicknesses shall be:

a. Roof minimum 98 mm
b. Walls minimum 96 mm
c. Floor minimum 82 mm

4.0 Container Structure Specification

1. Chassis and substructure shall be made of 5 mm thick, Hot dip galvanized


steel C channels of 75 x 40 mm, on two main I beams of the same
grade 175 mm H x 75 mm W size to withstand the required load.

2. Main sub-structure channels will have 12 mm holes at each end for


grounding connections.

4.1 Frame

The Container frame is the normal steel Container frame with a suitable
corrosion protection. All metal hardware is made of stainless steel or protected
otherwise from corrosion. Also, it should cover the following specifications:

1. 40 mm x 40 mm black mild steel (MS) sections grid shall be provided as


reinforcement for the walls and roof.
2. The bottom frame and corners shall be made with folded MS sheet 3 mm
thick and hot dipped galvanized to 140 microns.
3. Transverse MS channels 100 mm x 50 mm hot dipped galvanized to 140
microns shall be provided, as necessary, subject to the floor span and
loading.
4. Alternatively bottom-lifting channels (two nos.) in MS 150 mm x 75 mm
shall be provided in hot dipped galvanized finish.
5. Lifting eyes shall be provided on the top of each corner post and Containers
shall be designed to be top lifted without a lifting frame.
6. The container shall have the provision if an additional base frame is
required in order to spread the load of the container on a rooftop or to raise
the container higher above the ground.

4.2 Floor

The floor should be manufactured from insulated panels that have a core of
polyurethane, mineral wool, or other insulation material, covered by two
sheets of sheet metal. The panels covered with fire resistance. The panels and
plywood thickness shall be sufficient to withstand the floor loads without
bending or warping. The plywood shall be covered with an antistatic 400 mm

x 400 mm x 2 mm PVC tiles glued securely to the plywood. At the
intersection between the floor and wall, antistatic floor molding is provided.

1. 45 mm x 80 mm timber perimeter with studding at 600 mm centers around


a framework of MS 40 mm x 40 mm black mild steel sections grid that
serve as a reinforcement for the floor.

2. Frame sandwich panel shall be with:

a. Bottom of 0.50 mm thickness galvanized steel sheet or 2.0 mm thickness


spray painted aluminum sheet.
b. Top of 18 mm thick plywood
c. Injected with 82 mm thick polyurethane foam of density 40 kg/m.

3. Overall thickness of floor shall be minimum 100 mm excluding PVC


flooring

4.3 Walls

The walls and roof should be manufactured from insulated panels that have a
core of polyurethane, mineral wool, or other insulation material, covered by
two sheets of sheet metal. Wall shall be strong enough to support air-
conditioners, power distribution panels, cable entries, cable trays and doors.
The polyurethane insulated sandwich panels 100 mm thick with a polyurethane
core of 40 kg/m density, reinforced with a built in MS sections framework
with outer and inner skin of 1.5 mm thick aluminum sheets spray painted to
agreed color (Epoxy primer and PU paint).

Panel construction

1. Sandwich panel of 45 mm x 96 mm timber perimeter frame around a


framework of MS 40 mm x 40 mm black mild steel sections grid that serve
as a reinforcement for the walls.
2. Two skins of 2.0 mm total thickness pre-spray painted aluminum sheet.
3. Injected with 96 mm polyurethane foam core or polystyrene board of 40
kg/m density.
4. Polyurethane foam core or polystyrene board shall be bonded to both skins.
5. Overall thickness of the wall shall be minimum 100 mm.

4.4 Roof

Rooftop should have an aluminum canopy of 1.5 mm thick aluminum sheet


forming an air gap of 30 mm between roof top and canopy for enhancement of
insulation and water proofing.

Waterproofing

1. Containers shall be designed to be watertight. Great care shall be taken to


ensure that all joints between panels and framing are properly sealed.
Neoprene and bitumen-sealing tapes shall be used where necessary.
2. Roof shall be curved in construction to avoid water pooling on top.

Panel construction

1. Roof construction shall be similar to wall panels unless otherwise


specified.
2. Sandwich panel of 45 mm x 98 mm timber perimeter frame around a
framework of MS 40 mm x 40 mm black mild steel sections grid that serve
as a reinforcement for the roof bonded inside with:

a. 2.0 mm total thickness spray-painted aluminum sheet


b. Injected with 98 mm thick PU foam of density 40 kg/m
c. Externally laminated (including corners and joints) with galvanized roof
sheet of minimum 26 gauges.

3. Overall roof thickness shall be minimum 100 mm.


4. The Container roof shall be designed to withstand a dead load of 300
kg/m.

4.5 Doors

The door shall have an external knob and internal handle and it should open
outwards. A panic device is included on the inside of the door; so that the door
can be opened from inside even if the door is locked. The door is self-closing.
Also, the door should be secure enough and lockable so that it cannot be
opened using simple tools. The door is weather proofed using silicon rubber to
keep out water, wind and dust. The door surround will have a rubber gasket
fitted to it to produce a seal against ingress of dust and leakage of cold air from
the inside.

1. A door of size 1000 mm width x 2200 mm height insulated with


polyurethane foam and clad with 2.00 mm thickness spray-painted
aluminum sheet internally and externally shall be provided.
2. Door construction shall be similar to wall panels unless otherwise
specified.
3. An aluminum channel shall be secured around the door blade to ensure
protection.
4. Doorframe shall be manufactured from 3 mm MS angle, powder coated
system or equal.

5. The door shall be fitted with 3 nos. stainless steel hinges, tie back hook and
dust seal rubber gasket.
6. Weather drip over top of door frame and both the RF cable entry plates
shall be provided.
7. The door lock shall be high security Euro-profile-type mortice cylinder and
deadlock, operated by a robust set of door levers and with door latch.
Provided according to Omantel standards for fixed and mobile Containers
specifications.
8. Door stoppers, heavy duty door enclosures, etc. shall be provided.
9. All door furniture shall be stainless steel or brass with chrome plating.

4.6 Step Ladder

Under the door, a galvanized mild steel ladder or aluminum ladder (1000 mm
length and each step of 250 mm width) with top of steps provided with
chequered plate. The ladder shall be fixed on PCC at ground level and bolted
on both sides on top to the container. The height between the ground level and
the first step, between the steps and between the last step and the floor of the
container shall not exceed 180 mm.

5.0 Container Components Specification

5.1 Electrical Works and Materials

The electrical installation shall be in accordance with IEE standards and Public
Authority for Electricity & Water (PAMEW) and Public Authority for Civil
Defence (PACDA) Regulations. Internal wiring shall be single core wires run
in surface mounted PVC trunking and/or conduits. The electrical works shall
include the following, but not limited to the following:

a. AC Distribution board
b. Light fittings (Internal, external & emergency)
c. Light switches (for external should be weather proof)
d. 13 A utility socket outlets
e. W/P 2pole/4pole isolators for condensing units
f. 4 pole Change over switch
g. 63A TPN W/P external industrial socket (male & female)
h. Lightning/Surge protection
i. 3 phase voltage monitoring relay for alarm
j. Door alarm
k. Fire Alarm system
l. Air-conditioning units and cyclic changeover control panel
m. External and internal earth bus bar and grounding
n. Cable tray

Following items to be quoted separately:

a. Motion Sensor ( inside/outside the shelter)


b. Security camera 3.1 MP (inside- Indoor Dome Camera /outside shelter-
Bullet camera) including, NVR+8TBHDD and all accessories

c. Roxtec/equivalent for power cable entry
d. 200Amp 24 Way Indoor DC Distribution Board (2X100 A, 4X80A,
4X63A, 6X32A, 4X10A & 4X 6A) with top and bottom entry.
e. Battery Rack ( suitable for accommodating three strings of 12Vx4
200AH each) (Powder coated /GI)
f. Outdoor Type Air-conditioner.
g.

Lighting

1. Two sets of 2 x 23 watt LED light fittings with diffuser, (one set for 2 X
2.5,two sets for 3 X 3 ,three sets for 3 X 6)
2. Emergency light (LED light 10 W ) with 6 hours battery back up
3. Weatherproof outdoor light over entrance door, external (W/P) light
switches

Outlets

Four 13 amperes Double AC power sockets for tools and test equipment inside
the room shall be provided.

5.2 AC Power Distribution Panel

1. Three phase power distribution panel (AC-PDP) shall be supplied and


installed inside the container at the front end of the right wall, near the door
and above the cable entry. Provision to terminate the incoming power
cable shall be made inside the AC PDP. Multi Cable Transit (MCT) shall
be installed and MCT insert blocks shall be supplied to suit the incoming
cable size. Cable tray/trunking from AC-PDP to MCT shall be installed, so
that the cable can be laid by others. AC-PDP shall be equipped with main
incoming circuit breaker (MCB), incoming earth leakage circuit breaker
(ELCB) and outgoing circuit breakers (MCBs).

2. It shall be made of sheet metal with two section doors, including the
following components;

a. Incoming terminal 5 x 16mm, 63 A (3LNPE)


b. Equipotential Earthing Terminal 1 x 50 mm
c. 4 pole Changeover switch, 63 A (main/off/generator) for containers type A,
B, C, D,E and F only
d. Emergency power outlet 32 amperes (3LNPE)
e. Plug socket outlets, 2 each, 240 volts
f. Surge Arrestor (Approved type) of port lightning arrestor, 4 pieces;
approved type of bridge interconnected gland, 4 pieces; approved type of
guard surge suppressor, 4 pieces; 3 phase circuits, 16 amperes, 9 pieces; 1-
phase circuits for the alarm panel and lighting.
g. 1-phase circuit for aviation warning lights (if necessary)
h. All circuits wired to outgoing terminals and labeled.

5.3 Alarm Systems

The following specifications below apply to all sizes of Containers.

1. All alarm shall be wired into the Remote Junction Box (RJB) for the alarms
as:
h. Closed circuit = No Alarm
i. Open Circuit = Alarm
2. Remote Junction Box (RJB) to accept voltage free cabling from Fire Alarm
Panel (FAP) alarms, Heating/Ventilation/Air-conditioning (HVAC) alarms,
and intruder alarms, mains power panel, aircraft warning control panel, etc.
The alarm junction shall have on one side 4 nos RJ45 jacks terminal for the
alarm connection to BTS/telecom alarm system and plug in type terminals
for the alarm cable from various sensor devices.
3. The alarms shall cover the following types:
a. Door entry alarm directly wired to the Remote Junction Box (RJB).
b. fire alarm activated
c. Fire Panel fault.
d. Aviation warning light fault alarm
e. Mains supply failure alarm with adjustable 3pahse power monitor relay.
f. Air-condition failure alarms.
g. High room temperature alarm with wall mounted thermostat with
adjustable settings.

5.4 Air-conditioning and Automatic Controller

Split Unit:
a. The contractor responsible for supply, installation, testing, Commissioning and
satisfactory performance of the Air-conditioning Equipments duty/standby, with Auto
Changeover control panel for cycled operation and automatic room temperature
control, Unit capacity as follows :
Shelter Size (6.0 m x 3.0m) Air-conditioning Required: 2 x 3.0 TR Split Unit.
(One duty / One Standby).
Shelter Size (3.0 m x 3.0m) Air-conditioning Required: 2 x 2.0 TR Split Unit.
(One duty / One Standby).
Shelter Size (2.5 m x 2.0m) Air-conditioning Required: 2 x 1.5 TR Split Unit.
(One duty / One Standby).

b. herasite Coating for condensing coil. With 5 year warrantee for the condensing coil and
compressor.
c. Indoor room unit as part of split air conditioning system. The unit shall comprise
cooling coil, fan section, filter, outer casing, electrical wiring and accessories all housed
in a decorative cabinet, the cooling coil shall have seamless copper tubes and
continuous aluminum fins the fins shall be mechanically bonded to the tubes. Casing
shall include removable panels to provide ready access to all internal component.
d. Evaporator fan shall be forward curved centrifugal and be of aluminum or galvanized
steel construction.
e. The air filter shall be removable and washable type. Low velocity design.
f. All inter connection piping, wiring, opening shall be made and sealed properly after
installation.
g. At the time of power failure or power fluctuation, after restoration of power, units shall
restart automatically without re-setting any part of the unit.
h. Entire installation shall be carried out neatly and in good workmanship.
i. Each condensing unit shall be complete with compressor, air cooled condenser fan with
motor, internal piping, internal wiring, control panel, switches Copper tubes, humidifier
, electric heater all enclose in weather proof enclose suitable for prevailing ambient
temperature.
j. The unit shall be designed for Middle East high ambient temperature and desert
condition. The unit shall be suitable for continuously operating at 55 C ambient
temperatures.
k. The condenser coil shall be copper tubes with mechanically bonded aluminum fins. The
coil shall be factory cleaned and dehydrated.
l. The condenser fans shall be propeller type direct driven complete with motor.
m. The air quantity and area of condenser coil shall be adequate for satisfactory operation
up to ambient temperature of 55 C Deg.
n. Proposed unit shall be with high EER minimum 10.5 Btu/hw.
o. Compressor shall be high efficiency inverter type or equivalent approved.
p. The contractor shall quote separately for Split unit performance Test and to show the
following reading :
Performance of air-conditioning system at high ambient temperature
(46.0C Deg).
Performance of air-conditioning system at high ambient temperature
(48.0C Deg).
Demonstrate the unit shall be in operation at 53.0 C Deg .

The following reading shall be taken during the test :
o Power consumption in operation at Outside temperature 36 C, inside
temperature 25.
o Power consumption in operation at Outside temperature 46 C, inside
temperature 25.
o Power consumption in operation at Outside temperature 52 C, inside
temperature 25.
In case the tests are conducted abroad, Contractor shall quote for test
arrangement separately in B.O.Q. Test quote shall include the air-ticket,
hotel & transportation cost for 2 Omantel Engineers.

q. Electrical cables shall be inside PVC conduits and Exposed Flexible conduit shall be
Copex Flexible conduits .
r. The compressor shall be protected for over current and in-built thermal overload
protection.
s. The condenser fan shall be propeller type with aluminum / PVC blades, statically and
dynamically balanced and driven directly by the motor for up flow or horizontal air
discharge. The motor shall be permanently lubricated and shall be protected from water
invasion
t. The outdoor unit shall be provided with its own control panel and its own pre-wired
power and control system, electrical components shall be built in during manufacture.
Control panel shall be weatherproof.
u. Condensers shall be installed on suitable plinth and welded to the I type steel Beam.
v. The unit shall be suitable for operation on 415/240V. 3-phase /1- phase,50 HZ.
w. All the outdoor unit shall be shall be mounted on rubber vibration pads.
x. All proposed air-conditioning unit shall contain overload protection for all the motors.
y. Unit shall be labeled for indoor unit, Outdoor Unit and control panel.
z. Unit refrigerant shall be R410A or R407C or equivalent approved.

Automatic Control Panel :


1- The Air-conditioners Automatic Control Panel which will be used to control
both the units shall be based on Programmable Logic Circuit (PLC) device
(microprocessor based Digitao Device Controller (DDC) controller). Control
Panel shall have relays, contactors, selector switch, indication lamps, auxiliary
alarm contacts (NO/NC selectable), etc.

2- Change over panel shall be built of heavy gauge steel with baked enameled
finish and shall have hinged panel door interlocked with the isolating device to
de-energize the system when the door is opened
3- A temperature sensor shall be used to sense the room temperature for
controlling the AC units. The controller will provide the following features:
a. Sequence operation of the AC units with one unit operating at a time and other unit
acting as standby.
b. Duty unit will changeover to the standby unit on fixed time basis to ensure equal
wear and tear of the equipment.
c. Standby unit will operate in the event of failure of the operational unit or when
running unit is not able to maintain temperature in the room.(after 3 minute)
d. Separate room thermostats suitable for wall mounting shall be provided for
operational control and extending High Temperature alarm. The thermostats shall
have range upto 40oC and shall be lockable for the set temperature.
e. On failure of the duty unit or if both units run together, it will initiate AC failure
alarm
f. The controller will provide the following alarm contact:
Air conditioning unit 1 running
Air conditioning unit 1 failed
Air conditioning unit 2 running
Air conditioning unit 2 failed
Equipment room high temperature alarm
AC fail alarm
4- Air conditioner shall automatically shut down on the event of fire alarm while
in Auto mode. Unit shall be able to be started in Hand mode.
5- Air conditioner units shall be connected to Y and B phases. No unit on R phase

Refrigerant Pipes & Insulation:


1- Refrigerant pipe shall be copper seamless tube type L and complete with all
necessary valves and controls. The liquid and suction line shall be with brazed
or flare connection. The system shall be pressure tested with nitrogen to at least
1 time the working pressure, vacuum dried and then charged with refrigerant
in accordance with supplier recommendations.

3- The thermal insulation shall be non-corrosive to the metal (15 mm) thick foam
rubber insulation thermal conductivity 0.036W/mCh and density 120Kg/m3 .

4- Insulation section shall be neatly sealed by the application of an approved self-
adhesive insulation tape.
5- The exposed pipe insulation shall be covered with minimum 6oz. Cora cloth
and applied with a 2 coat of weatherproofing paint (foster 30-36).
6- All pipe work passing through the walls, shall be provided with pipe sleeves
and shall be closed with high density foam of approved make.
Condensate Drain Pipes & Insulation :
1- The condensate drain piping shall be carried by uPVC Pipes. The adequate
slope shall be ensured for smooth drain. The cleanout shall be provided
wherever necessary.
2- The minimum connector bore shall be 20 mm and otherwise never less than the
connection left by the manufacturer. At all the cases, drain pipes shall be
minimum of 20 mm dia for single unit.
3- Condensate pipes shall be insulated with 9 mm thick foam rubber insulation
thermal conductivity 0.036W/moCh and density 120Kg/m3.
4- Insulation section shall be neatly sealed by the application of an approved self-
adhesive insulation tape.

Outdoor Wall-Mounted air conditioner - package type- for Mobile room (Liebert,
STULZ, Climaventa Or equivalent) (Optional to be quoted separately)

1- The unit shall be completely self-contained. All components are enclosed in the
weatherproof cabinet.
2- The compressor shall be quiet and efficient scroll/reciprocating compressor features a
suction gas cooled motor, internal centrifugal oil pump, vibration isolating mountings
and internal thermal overloads.
3- The refrigeration circuit shall include a liquid line filter drier, an externally equalized
expansion valve and a high-pressure switch. The system shall be charged with R-
407C refrigerant at the factory.
4- The evaporator coil is constructed of mechanically expanded copper tubes in
enhanced surface aluminium fins.
5- The air-cooled condenser coil shall be constructed of mechanically expanded copper
tubes in enhanced surface aluminium fins. Components rated for up to 125F (51C)
ambient. The condenser shall be stable to work on high ambient temperature.
6- Evaporator air shall supplied by a direct drive blower package. Fans shall be
centrifugal, double width, double inlet.
7- The filter shall be 2" deep, pleated, MERV 7 efficiency based on ASHRAE standard
52.2 (20% based on ASHRAE standard 52.1) shall be Located within the cabinet, the
filter shall be serviceable from the front of the unit.

8- The exterior cabinet shall be constructed of painted steel. Internal structural parts
(including base) shall be hot dipped galvanized steel. The evaporator compartment
shall be insulated with 1/2" thick, 2 lb. density neoprene-faced, fiberglass insulation.
9- The lockout relay shall latches the detection of a high-pressure condition in the
refrigeration circuit and prohibits operation of the compressor until the abnormal
pressure conditions are acknowledged. The lockout relay shall reset by cycling the
unit main power or by changing the set point on the thermostat to temporarily
eliminate a call for cooling. A normally open set of contacts shall provide to
Terminals 2 and 3 of the customer terminal strip for monitoring the status of the lock-
out relay when this option is supplied without the Common Alarm option.
10- The common alarm shall provide the necessary components to detect high pressure,
low pressure, high temperature or loss of indoor airflow, and to provide a customer
signal via a contact closure. To detect low pressure, the optional low pressure switch
with bypass, T-pack1 or T-pack2, must also be selected.
11- In case 2 units were fixed in one shelter, compressor location shall be selected for
easy access in case of maintenance like, one unit compressor in left hand side and
other unit compressor in right hand side.
5.5 Fire Protection Equipment

1. Two nos. 5 kg Handheld Fire Extinguisher suitable for electrical/electronic


environment (CO2 Gas based, not powder based).
2. Two zones Fire Alarm System shall be provided with 2 nos. detectors (one
ionization Smoke Detector and one Rate of Rise Heat Detector).

5.6 Cable Ladder

1. The indoor cable ladders are standard light duty cable ladders, powder
coated and approximately 300 mm wide. The cable ladders shall be
installed with proper fixing arrangement to the walls with support from the
ceiling.
2. The internal cable ladders will be installed all around the shelter on each
wall if otherwise is not stated by Omantel Engineer.
3. All cable ladders shall be grounded to the IGB.
4. There shall be no sharp ends on the cable ladders for safety measures.

5.7 Cable Entries

Cable entry points shall be available on the rear top corner or both side walls.
One of the provisions shall be equipped with multi-diameter cable entry to
approval and cable glands while the other one (unused) shall be properly
covered and waterproofed.

The cable entry (floor mounted) adjacent to the door shall be equipped with
two nos. 100 mm diameter air-tight, water tight and dust proof cable entries.

6.0 Protective Coating and Painting

6.1 Galvanizing

All structural steel work will be hot dipped galvanized as per BS EN ISO
1461-1999 to a minimum thickness of 140 microns.
6.2 Painting

The Container exterior shall be painted with an exterior weather resistant finish
RAL 9010 (white) unless another color is specified. The aluminum
panels/galvanized steel structure shall be painted glossy white with:

1. One coat of wash/etch primer


2. One coat of high build epoxy paint
3. One top coat of durathane polyurethane

7.0 Grounding

1. An internal grounding bar (IGB), 200 x 100 x 10 mm (LxHxT) of copper


with 20 pre-drilled holes fitted with non-corrosive (brass) nuts, bolts and
spring washers installed on insulated base.
2. An External Grounding Bar (EGB), 200 x 100 x 10 mm (LxHxT) of copper
with 20 pre-drilled holes fitted with non-corrosive (brass) nuts, bolts and
spring washers installed on insulated base.
3. The Internal Grounding Bar shall be connected directly to the grounding
ring via 35 mm yellow-green insulated cable through the provided pre-
drilled hole on the floor at one of earth pits with earth rod.
4. The External Grounding Bar shall be connected directly to the grounding
ring via 50 mm yellow-green insulated cable or equivalent on the floor at
the other earth pit with earth rod.
5. The indoor cable trays shall be connected to the IGB via 16 mm yellow-
green insulated cable.
6. The grounding ring shall consist of a pair of either 25 mm x 3 mm copper
strips or 50 mm un-insulated copper cables. These cables shall be
interconnected to each other at least at four corners. Enough numbers of
earth-rods shall be connected to the grounding ring to provide the required
earthing resistance.
7. At least two opposite corners of the Container shall be connected to the
grounding ring.
8. All connections underground shall cad weld connections. Mechanical
connections will not be accepted.
9. Two earth pit shall be provided and it shall be connected to the grounding
ring. The pit body shall be pre-cast concrete and a grounding bar shall be
provided in the pit for cable connections.

10. The grounding ring of the shelter shall be connected to the grounding ring
of the tower.

9.0 Testing and Type of Approval

2. Omantel may inspect the units under construction at anytime with prior
arrangement.
3. Quality control and Test Reports shall be provided with all the units.

10.0 Drawings

The drawings enclosed with these specifications are general drawings of


containers for each size required and shall be for contractors guidance only.
The contractor is deemed to have full knowledge of the standards used for
telecommunication containers and shall provide his own design showing the
following details for each type of containers as indicated in Item 3.1 and
submit to Omantel for approval prior to the first fabrication of each type of the
container.

1. Plans (Floor, Ceiling and Roof), Elevations (front, side and rear) and
cross-sectional views.
2. The Floor plan showing the proposed location of rectifier and batteries
with the furniture.
3. Details of connections, base details, wall details, roof details, doors and the
like.
4. Electrical layout.

5. Cross section showing Electrical fittings such as DB, Air conditioning, fire
alarm panel, sockets and the like.
6. Site Plan showing the existing structures and the proposed location of the
container.

Upon approval of the design drawings, the contractor shall submit 3 sets of
hardcopies in A3 size and an electronic copy in Auto-cad format.

Items 1 4 above is a onetime requirement while item 5 is a requirement for


processing of PAC for each container ordered by Omantel and shall be
submitted by the Contractor in hard and soft copy as soon as the site is
accepted.

11.0 Quantities calculations, Tender values and evaluation criteria.

QUANTITIES

This Tender is for a Unit Rate Frame Contract; therefore, Quantities of the involved
Works do not form a part of this Tender. Omantel will issue Work Orders (WO) to the
successful Tenderer(s) for any of the items in the Bill of Unit Rates according to the
requirement at that point of time. Oman tel does not and will not commit any quantity
or utilization of any item in the tendering stage or during the Contract Period.
However an estimated quatity has been given against each unit in the BOQ to reach a
tender value only.

CALCULATION OF TENDER VALUE

In order to reach a Tender Value for defining the value of the Tender Bond, the
Tenderers shall take the quantity of each unit in the Bill of Unit Rates and take the
sum of all the rates to reach a Tender Value. The Tender Value shall be stated in
APPENDIX "B" TO THE FORM OF AGREEMENT of the Volume I Prime Document
and .

EVALUATION CRITERIA

Due to the nature of this Tender for a Unit Rate Frame Contract, the offers of the
Tenderers will be evaluated according to their technical abilities, experiences,
commercial compliances and prices. The evaluation will be done only as per the
information which will be available in the submitted offers of the Tenderers.

According the nature of the work, the evaluation criteria will be Technical 50%,
Commercial 5% and Pricing 45%.
