Re: Allegations of Sexual Harassment/Assault at the Capitol
Dear Speaker Madigan and Attorney General Madigan:
I write to renew my request made during the House Personnel and Pensions Committee hearing on
October 31, 2017 for an independent investigation of the past and continuing allegations of sexual
harassment and assault committed by and against legislators and others who work within the Capitol
Over the last week, it has become evident that the General Assembly is incapable of policing itself o
handling this matter on its own. Indeed, the lack of a legislative inspector general since 2015 ~ as
allegations of harassment and abuse seemingly piled up ~ has likely led many in the public to believe that
a culture exists that not only thinks it is appropriate to sweep the allegations under the rug but also quietly
condones the conduct. Illinois can, and must, do better.
In order to properly address this issue, itis critical that an independent special counsel who has no
actual or perceived conflicts of interest be appointed to fully investigate existing allegations and the issue
asa whole, At a minimum, the special counsel should be empowered to: (1) empanel a grand jury, if
deemed appropriate; and (2) determine whether civil rights violations have occurred and take the
necessary legal action to address the violations and prevent them from occurring in the future.
While I recognize that Speaker Madigan has proposed a task force to look into the current
situation, it simply is not enough. Time is of the essence, and Illinois residents deserve an independent
review of this disturbing issue by someone with the power to address any wrongdoing in a concrete and
serious manner. I hope you will agree with this request and work swiftly to take whatever steps are
necessary to appoint the requested independent special counsel. 1 am committed to working with each of
you to ensure that this happens.
