RESOLUTION APPROVING THE RURAL INFRASTRUCTURE SUBPROJECT PROPOSAL OF

THE MUNICIPALITY OF PAOAY, ILOCOS NORTE BASED ON THE AMENDED DA DPWH
COMMUNAL IRRIGATION SYSTEM DESIGN STANDARD FOR THE PHILIPPINE RURAL
DEVELOPMENT PROJECT (PRDP) I-BUILD

WHEREAS, a Joint Memorandum was entered into by the Department of Agriculture

and the Department of Public Works and Highways dated July 18, 2013 and letter of DA
to DPWH dated October 11, 2013 outlining the agreed mechanism with the DPWH for
the implementation of DA -regular funded and Philippine Rural Development Project-

WHEREAS, the said Joint Memorandum and letter aim to strengthen the

implementation of rural infrastructures particularly in achieving the uniformity of design

standards considering that the PRDP is geared towards the adoption of a climate
resilient and sustainable rural infrastructures, such as communal irrigations, as
stipulated in the PRDP Operation Manual;

WHEREAS, the Design, Drawings, Technical Specifications, Program of Work and the
Feasibility Study need the approval of the Regional Project Advisory Board (RPAB) prior
to endorsement to PRDP PSO- Luzon Cluster A;

WHEREAS, the Municipal Government of Paoay, Department of Public Works and

Highways (DPWH), Department of Agrarian Reform (DAR), Department of Interior and
Local Government (DILG), Department of Agriculture (DA) and Department of Tourism
(DoT) have no overlapping communal irrigation system development projects on the

WHEREAS, the MLGU had recomputed the estimated project cost based on the queries,

enhance the sub-project proposal;

WHEREAS, the RPAB saw the potential contribution of the proposed sub-project, which
has a total irrigable area of 1,457.61 hectares and total household beneficiaries of 1,086,
to generate income and livelihood opportunities to the LGUs constituents, alongside
with the sustainable roads and maintenance;

WHEREAS, the Design, Drawings, Technical Specifications, Program of Work and the
Feasibility Study were already validated and reviewed by the PRDP PSO- Luzon Cluster A
and NPCO during the conduct of Joint Review for I-BUILD subprojects prior the RPAB
approval;

WHEREAS, the Total Project Cost is Php 126,510,518.22 as indicated in the Program of
Works (POW) subject to the evaluation and review of the NPCO for the Rehabilitation of
Paoay Communal Irrigation System;

THEREFORE, be it resolved, that the Regional Project Advisory Board 1 unanimously

approved the Rural Infrastructure sub-project proposal of the Municipality of Paoay
under PRDP I-BUILD;

RESOLVED FINALLY that the final copy of the said sub-project proposal be furnished to
the RPCO - 1, RPAB and the Program Support Office Luzon A Cluster for the
appropriate action and for the issuance of No Objection Letter (NOL) 1 from the
National Project Coordinating Office (NPCO).
