q MINISTRY OF MANPOWER 5 Merch 2015 All Certification Badies (Other interested Parties Advisory on Acceptable Practices by Certification Bodies (CBs) ‘The Ministry of Manpower (MOM) in collaboration withthe Workplace Safety ‘and Health (WSH) Council (WSHC) has been continually enhancing its WSH training accreditation framework by raising standards of the quality and service delivery ofits training courses by its accredited treining providers. 2. Inline with this long term objective, the Ministry has adopted the Singapore ‘Accreditation Councils (SAC) Accreditation Scheme with effect from 14 October 2014. With this, training providers are required to attain the Intemational ‘Organization for Standardization (SO) 29990:2010 Leaming Senice Provider (LSP) certification by 4_July 2047. The ISO 29990:2010 LSP catication is ‘administered by the SAC through its Certification Bodies (CBs). Moving forward, it is instrumental for CBs to adopt consistent approach in the administration ‘of LsPs, 3. This advisory letter outlines the acceptable practices and establishes ‘alignment among the SAC aceredited CBs aver thelr LSPs (Please refer to Annex A for detall), 4, The Ministly urges all CBs to ensure thelr LSPs adhere to the prescribed ‘acceptable common practices in their operations. if LSPs are found to have ‘committed malpractices, the Ministry will not hesitate to take stern penalties, which Include suspension or cancellation of certification, against errant LSPs through the ‘SAC-accredited CBs. ‘Yours faithful, ER. Location - trai ing contre + LSPs are required to have at least 1 declared Primary Training Centre {and it has to be audited during the inital certification as well as the yearly surveillance audits, This primary site must also be listed on the 180 20090 certificate! schedule to certificate. ‘Aside from the primary training centre, the other trainng centre(s) ‘which an LSP has applied for certification must also te audited at least once over the 3-year certification cycle. Language ‘LSPs have to declare, forthe records, the number of languages to be delivered per course during the application to SAC accredited CBs. ‘However, all the languages per course need not be listed on the certificate or schedule to certificate 3. Certification audit require + Initial assessment - all new courses applied for shall be audited + Yearly survellance = random sampling of the total courses certified (already audited previously) + new coursels applied for, Kany. Page 2 0f4For new LSPs who were assessed through mock-up trainingfassessment during the inal assessment (stage 2), the following shall apply: ‘+ Additional 0.5 day follow-up witness audit will be conducted by the CB as saon as the LSP runs its 1st traning for any ofthe ISO 29900 certified courses. This 0.5 aueit man-day Is applicable forboth theory {& practical training, It isto ensure thera is alignment betwsen what is taught and the Technical Notes Part I & Il are applicable. For existing LSPs who applies to add new course(s): ‘+ tis required to demonstrate through mock-up training for every new course applied during the certfication audit but no additional follow Up witness ausitis required, Courseware approval ‘+ Standard courseware forall courses will eventually be developed by MOM forall affected LSPs! use. Standard Curriculum may include: = Trainer's guide - Leamer’s course note (Guide ~ Course training slides - Assessment Plans + No approval is needed from SAC accredited CBs for the initial development of the courseware by the LSPs. LSPs are required to sign a ‘Letter of Declaration’ to assure that the LSP hes complied with MOM's CDA requirements during the interim period. + The authorities reserve the rights to audit the LSPs on their courseware anytime before or folowing the catification by the CBs. /. Courseware changes: + LSP is required to sign a "Letter of Declaration” each tims there is a change to the courseware, including amendments. LSPs are allowed to conduct the coursels once they are issued with the SAC accredited certification by the CBs. MOM's endorserrent is not roquired, (688s shall update MOM on the folowing: ‘+ List of LSPs applied for ISO 29990 cartifcation Page 3 0f 4List of cerlifed LSPs to ISO 20900 and whenever a new LSP applicant has been certified by the CB. ‘SAC and CBs will be notified by MOM whenever an ATP has been blackiisted for fraudulent practices and license cancelled by MOM. 10,Suspension of certification: LSPs under suspension have to stop any new regisration for all However, they are allowed to run to complete those already ‘commenced. ‘Minimum suspension period is 3 months. 11.Withdrawal of certification (Certificate revoked) LSPs whose ISO 29990 certificates have been withdrawn by SAC accredited CBs have to: = To cease registration for all new courses with immediate effect with the exception of ongoing classes to continue til end of course, = To channel all the registered participants to other certified LSPs and to refund the full course fee (if payment has been made) LSPs are obliged to remain with the CB who had suspended or cancelled its ISO 29990 certification for a minimum period of one year, Ths is to prevent the LSP from getting re-certfiee with another CB immediately after being suspended or cancelled in its cetfcation, 12.Ad-hoc Audits ‘SAC accredited CBs are not expected to conduct any snannounced ‘audits unless otherwise directed by the Authorities ‘The template for the LSP certificates / safety passes is being reviewed by SAC and MOM. When finalised, the tempiate would be included in Part 1 of the MOM Technical Notes 18.New requirement of FULL ACTA for LSP trainers: FULL ACTA requirement will take effect on tst July 2016.
