There is a political impasse in Manipur, though the Indian State prefers to use
the expression, law and order to describe the never ending conflict situation. The tiny
state, more than any other states of the Northeast India, has been experiencing one of
the longest armed movements in South Asia. As a result, there has been a situation of
political impasse between the armed opposition groups demanding independence from

India and the Indian State. This has resulted to violation of human rights, loss of lives,
property and destruction of human security itself. The ethnic relationship between the

Council (UNC) in the State made clear that they would like to be part of a Greater
Nagaland as demanded by the NSCN-IM; for the Meiteis and other ethnic groups, this
became a question of defending their territory. This divide has its impact on the political
set up in the State, including a realignment in the political parties, the electioneering 20 & 21 November
process and, possibly, on the outcome of the polls. As a new strategy NSCN-IM has
gradually entered in the state politics directly or indirectly by condemning Delhis
delaying tactics. On the other hand GoI has golden opportunity when they (IM) arrive in

state politics in one sense.
The political leadership takes great interest in inspecting big construction
projects and working hard to ensure that such projects are completed on time. Thus
the centre appears to take keen interest and actively encourages the present practice of
lifeless construction as development, ignor-ing education and other basic necessities
of the people in the state. And it seems to neglect the deteriorating and fragile state of
education in the state. The only interventions by the government in the education
sector are the construction or renovation of buildings of the government educational
institutions, recruitment and posting/transfer of teachers. Little attention is paid to Organised by
infrastructure and other essential needs and facilities in these institutions. Education,
