MAJOR RULE CHANGES FOR 2014

be used for all sparring matches WITH THE FOLLOWING CHANGES due to
new WTF rules and interpretations:


Terminology:

1) "Knock Out" is now "Referee Stops Contest"

2) "Sudden Death" is now "Golden Point"



Prior to match

1) Maximum of 3 layers of taping is allowed on hands or feet. Only the


commission doctor has the authority to sign off more taping.

2) Any manipulation of the PSS system prior to or during a match WILL


result in DISQUALIFICATION. Further sanction may also be taken by the
USAT


Match management

1) Time will stop one second after the Referee calls Kalyeo EXCEPT in the
case of an 8-count. Time will run during an 8-count

2) When the Referee begins an 8-count s/he will continue the count. If
the Judges have not scored the attack the Referee will call Shigan if
the player is able to continue by the count of 8. If no Judge stands to
request a conference the Referee will request a Video Review.

3) If a player falls in pain but there is no clear injury (blood, broken


bones) the Referee will call Kalyeo and instruct the player to Stand Up.
The Referee will repeat the instruction twice at 3-second intervals. If
the player refuses to stand up the match will be awarded to the other
player. The Referee may change the call to Kye-shi at any time an
injury becomes apparent. A player who gains rest time by slowly
standing within the time limit may be given a Kyung-go

4) Video Review Failure. If the video does not record a challenged action
due to technical issues or operator error the request shall be denied
but the challenge card will be returned to the coach and the quota will
remain unchanged


Golden Point Round- Determining Superiority

1) There will be ONE Golden Point Round

2) If neither player scores during the Golden Point Round the Superior
player will win. Superiority will be determined by:

1) The player recorded the most hits during the Golden Point Round,
regardless of power. If that number is tied then

2) The player with the fewest Penalties during ALL four rounds. If that
does not break the tie then

3) Referee and Judges vote using standard Superiority Criteria


Prohibited Acts

1) A player will lose the match if s/he accumulates any combination of


Kyung-gos and Ganjeoms equalling FIVE points

2) A player MAY communicate to the coach to request IVR

3) Lifting a leg without attacking for more than 3 seconds will result in a
Kyung-go. This includes lifting the leg and hopping on the other leg for
more than 3 seconds and lifting leg and doing cut kick action without
actual attacking for more than 3 seconds.
4) A player who falls WILL receive a Kyung-go unless:

1) The players clash and they BOTH fall down

2) The Referee gives an 8-count to the fallen player

3) The player fell due to the illegal act of his/her opponent

5) If a player kicks at a downed opponent and makes contact s/he will


receive a Gamjeon. If no contact is made s/he will receive a Kyung-go

6) If a player kicks after Kalyeo and makes contact s/he will receive a
Gamjeon. If no contact is made s/he may receive a Kyung-go.

7) Intentionally kicking below the waist is a Gamjeon
