SOCIO CULTURAL PRACTICES

Originally, the center of trade and commerce in the north, Caoayan was able to
achieve the accolade of becoming the home of the Abel Iloko an industry that has
survived generational onslaught. Currently, with Abel Iloko as its OTOP, the
municipality plays a key role in the rehabilitation of the said cottage industry, by being
a member in DTIs Technical Working Group dealing with the standardization of all
Abel products, in as much as it is also Ilocos Surs official OPOP (one-province, one
product). Still, Caoayan also remains to be the provinces lasona
(shallots/onions) basket and the fish bowl of the first district (signified by
Palafox and associates an official consultant firm of the provincial capitol).

Caoayanos are simple, frugal and hardworking; their beliefs, customs and traditions
are typical of Ilocanos. Some of these refer to pugot (creatures without head), ansisit
(dwarf), serena (mermaid), ghost, deity, and superstitious beliefs, among which
never sing in front of a stove while cooking for surely one will marry an old maid or
an old man. Customs and traditions such as uli, a pre-wedding arrangement or
agreement whereby the parents of the bridegroom finalizes wedding preparation
inclusive of the dowry, date of marriage and related matters are still being practiced.

These, notwithstanding the residents traits, are more centered on cooperation,


devotion and sacrifices. In support of their leaders programs, the municipal plaza
was improved, the convention hall was constructed, and the Halleluiah Tower got
erected.
