PREAMBLES
SECTION 1 - GENERAL
1.1 Foreword
1.1.1 The Bills of Quantities has been prepared generally in accordance with the
Principles of Measurement (International) for Works of Construction dated June
1979 issued by the Royal Institution of Chartered Surveyors, London, UK,
amended to suit local practice and conditions.
1.2.1 All work indicated on the Contract drawings or described in these documents
are to be executed under the Contract unless specifically excluded in writing by
the Engineer.
1.3 Measurement
1.3.1 Unless otherwise stated, no deductions shall be made from items required to
measure by area for voids of less than 0.50 m.
1.3.2 Unless otherwise described or measured separately, prices for all items shall
include for all necessary straight, raking or circular cutting.
1.3.3 Generally in setting down dimensions in the Bill of Quantities, the sequence is
length - width - height. All measurements have been taken up or down to the
nearest metre (or other units), and where exactly half metre (or other units)
measurements result these have been taken up.
1.3.4 Notwithstanding the provisions stated in the principles of measurement, the rate
shall include for straight, curved, spherical or conical works, unless described
otherwise or measured separately.

e) Waste of materials.
1.5.1 Provisional Sums will be dealt with in the manner set forth in the General and
Particular Conditions of Contract.
1.5.2 Items for "attendance" given after Provisional Sums for Nominated Sub-
contractors or Statutory Authorities shall include for the placing and processing
of orders as directed by the Project Manager, the cost of opening up and
maintaining letters of credit required, for the provision by the Contractor to the
sub-contractors of all facilities for the proper execution of their work, including
the free use of scaffolding, messrooms, latrines, power, light and water, storage
space, labour and plant for receiving, off loading, stacking and handling of
materials, obtaining and providing details regarding the construction
programme and for co-ordinating the works with all other contractors and
subcontractors working on site.
1.6 Definitions
PREAMBLES
1.7.1 The Bills of Quantities shall not be used as a basis for ordering materials and
the Contractor is entirely responsible for assessing the quantities of materials to
be ordered and no claim will be entertained in respect of the quantities
contained in the Bills of Quantities being approximate.
1.8 Preliminaries
1.8.1 Monthly payments for Preliminaries shall only be made for those costs which
have been properly incurred and for which the Contractor has inserted prices
against in the Bills of Quantities' Preliminaries section. Payment for all time
related items will only start from the date of the Engineers approval for the
particular items in the Preliminaries bill.
1.8.2 Plant, machinery, transport and other movable items when provided on site and
priced for in the Bills of Quantities' Preliminaries section shall be valued
proportionally with the permanent work as previously described.
1.9 Pricing
1.9.1 The Contractor will be required to provide the Engineer with a full and detailed
Rate Breakdown within 48 hours of being so requested. The breakdown is to
show the actual calculations of the Preliminaries, Labour, Plant and Materials,
cost of the works, the build-up of the measured rates with on-costs and
overheads and any other allowances used to arrive at the Tender Price.
1.10.1 Where P.C. rates for supply of materials are given in an item description, the
contractors priced rate for that item will be adjusted by the net difference
between the P.C. rate and the actual rate paid by the contractor as instructed
by the Project Manager and the Contract Price shall be adjusted accordingly.

2.1 General
2.1.1 Old materials carefully removed, shall be understood to become the property of
the Employer and shall be removed and placed in storage.
2.1.2 Removal of individual fittings, fixtures, doors and windows and louveres or the
like shall be as an item stating the location.
2.1.3 Demolition of existing block work shall be measured as an item stating the
location.
2.1.4 Removal of existing finishes shall be measured as an item stating the location.
2.1.6 Removal of walls shall include for any finishes to either face
2.1.7 Removal of distribution boards and panel boards, cables and draw wires to
power points and lighting points, wiring accessories, lighting fixtures shall be
measured as an item stating the locations.
2.1.8 Removal of pipework, duct work etc. shall be measured as an item stating the
location.
2.2.1 Rates for demolition shall be deemed to include for the delivery of all reusable
demolished materials to the Employers stores as directed by the Engineer.
2.2.2 Rates for demolition shall be deemed to include for making good to match the
existing.
2.2.3 Rates for demolitions shall be deemed to include for making joints between old
and new according to the specifications and to Engineers approval.
2.2.4 Rates for demolition and alteration works to include for all necessary supports
to existing structures, applying new finishes where required to match existing
and making good all works disturbed.
2.2.5 Rates for demolition shall be deemed to include protection to all remaining
fittings, finishes, structures during operations.

3.1 Generally
3.1.2 Laying concrete in bays and daywork joints including necessary formwork shall
be understood to be included.
3.2.1 In-situ concrete in the following categories shall be measured by area stating
the thickness:-
a) Blinding beds
b) Screeds
c) Concrete toppings
3.3 Reinforcement
3.3.1 Bar reinforcement shall be measured by weight; separately identified for the
concrete elements, bars of differing diameters shall be given in the same item.
3.3.2 Weight of reinforcement shall be the net weight without addition of rolling
margin, supports, spaces, contruction laps etc.
3.4 Formwork
3.4.1 Formwork to sides and soffits of beam shall include curved or sloping soffits.

3.5 Sundries
3.6.1 Rates for concrete work shall include for work at differing levels and shall
include for hoisting or lowering.
3.6.2 Rates for concrete work shall include for all testing as described.
3.6.3 Rates for concrete shall include for laying in bays; for all formwork to
construction, expansion and daywork joints and for cutting and notching such
formwork to allow passage of reinforcement through the joints and working in
and around rod or mesh reinforcement and filling into formwork; for vibrating
and curing.
3.6.4 Rates for concrete work shall include for all sundry items not associated with
MEP installations such as cutting or forming all holes, chases, sinkings,
mortises and the like; for wood or steel float finishes to all surfaces; for casting
in ties for blockwork; for all necessary grouting in of wood or metal members,
pipes, and making good for all trades.
3.6.5 Rates for plain concrete blinding beds under foundations and the like are to
include for all necessary formwork at edges or extra width of concrete in lieu.
3.6.6 Rates for rod reinforcement shall include all necessary cutting and bending,
adequate chairs, bar grips, cover blocks and spacers to support the
reinforcement to the satisfaction of the Engineer. The intersection of all
reinforcement shall be tied with rust proof wire and rates shall include for this.
3.6.7 Rates for reinforcement shall also include for providing bending schedules in an
approved format.
3.6.8 Rates for fabric reinforcement shall include for all laps, bends, distance blocks
and tying wire as above.
3.6.9 Rates for formwork shall include for all cutting, notching, allowance for overlaps
and passing at angles, battens, strutting, propping, bolting, welding, easing,
striking and removal. Rates shall include for providing a chamfered angle at all
external angles as specified.

3.6.10 Rates for ribbed metal deck formwork shall include for preparing and submitting
workshop drawings for the Engineers approval.
3.6.11 Rates for precast concrete work shall be deemed to include all bedding,
pointing, special sealings and special pointing between units and structure,
anchor bolts and other fixing devices, designed reinforcement and any other
reinforcement or handling devices needed for handling storage and fixing,
moulds, hoisting and fixing.
3.6.12 Mortises, plugs, grouting for general fixing of joinery metalwork shall be deemed
to be included in the rates and no further reference shall be made to such work.
3.6.13 Rates for concrete work laid in trenches as bed or surround to all pipes and
ducts shall include for all necessary formwork.
3.6.14 Rates for polythene sheeting and similar materials shall include for all laps.
SECTION 4 - MASONRY
4.2.1 Rates for blockwork and masonry shall include for all cutting, pinning, toothing
and bonding, for tying to concrete, for pointing, or wedging up to concrete soffits
and the like; for building in or cutting and pinning in ends of lintels, bearing bars,
timbers, steel sections and the like; for filling cavities of hollow block wall with
mortar or concrete as specified and for vertical movement joints, galvanized
reinforcement, clamps for ancillary works and metal lath at junctions with
concrete to receive render / plaster.

SECTION 5 - METALWORK
5.1 Generally
5.1.1 The weight of steelwork shall the net weight, without addition for rolling margin
or welding material and without deduction for holes, splay cuts, notches or the
like.
5.1.3 Cutting, drilling, testing, bolting, welding and fabrication, hoisting and fixing in
position shall be understood to be included.
a) Grillages.
b) Beams.
c) Stanchions.
d) Portal frames, stating the number.
e) Support steelwork, which shall include purlins, sheeting rails, braces,
struts, outriggers or the like.
f) Other classifications, as may be appropriate.
5.2.3 Fittings (for example, caps, brackets, sag rods) shall be given as item.
5.2.4 Fittings (for example, bolts, distance pieces, rivets) shall be given as item.
5.2.5 Wedging and grouting under base plates or the like shall be given as item.
5.2.6 Holding down bolts or the like shall be given as item, temporary boxes and
grouting shall be understood to be included.

5.3.1 Rates for structural steelwork are to include for cutting, drilling, testing and
testing apparatus, bolting, welding and fabrication, hoisting and fixing in position
and for all touching up primer as necessary.
5.3.2 Rates shall include for preparing and submitting workshop drawings for the
Engineers approval before fabrication commences.
5.3.3 Rates shall also include for preparing and submitting erection drawings for the
Engineers approval.
5.3.4 Rates for steelwork shall include for all scribing, rebates, grooves, chamfers,
splayed and rounded edges, fair and returned ends, mitres, holes for pipes,
etc., and for all short or isolated lengths.
6.1 Doors
6.1.1 Doors together with their associated frames and linings, including decoration,
ironmongery and glass shall be enumerated.
6.2 Windows
6.2.1 Windows, together with their frames, including ironmongery and glass shall be
enumerated.
6.3.1 Rates for door frames shall be deemed to include for al sub frames, fixing
devices, bedding and in non hardening mastic if required and stripping off all
protective tape.
6.3.2 Rates for windows shall be deemed to include for all frames, sub frames, fixing
devices, bedding and pointing in non hardening mastic if required and stripping
off all protective tape.
6.3.3 Rates for doors and frames shall be deemed to include for painting and
decoration.
6.3.4 Notwithstanding the clause No. H.6 of principals of measurements for works of
constructions, glazing shall be deemed to be included for in relevant items of
works.

SECTION 7 - FINISHES
7.1 Generally
7.1.1 Particulars of material, composition, size, surface finish, bedding, jointing and
grouting shall be given.
7.1.2 Preparing backgrounds, e.g. hacking concrete or raking out joints of blockwork
shall be understood to be included with the items.
7.1.4 Work shall be measured by the area in contact with the base.
7.2.1 Beds and backings shall be measured together with the required finish.
7.2.2 Preformed backgrounds (for example plaster board, expanded metal lathing)
Shall each be measured together with the appropriate items.
7.3.1 Skirtings, kerbs, treads, risers, bands, mouldings, coves, channels or the like
shall be measured by length. Ends, angles, rounded edges and the like shall be
understood to be included.
7.3.2 Metal angle beads, stop beads or the like shall be understood to be included in
the item for plastering and similar finishes.
7.3.4 Nosing, non-slip inserts and the like shall be measured together with the
required finish in accordance with clause 12.2 hereof.
7.4.1 Rounded edge tiles and corner tiles shall be understood to be included.
7.4.2 Plastic cover beads and the like shall be understood to be included.
7.5.1 Suspended ceiling shall include all necessary access panels with accessories.

7.6 Decoration
7.6.1 Decoration measured under the separate section as Painting and Decoration.
7.7.1 Rates for in-situ work shall include for raking out joints of blockwork or bonding
coat or spraying cement slurry on new concrete surfaces to form key, for
working in narrow widths, small and isolated area, rounded arises, fair and
chamfered edges, for making good up to boundaries of other works, for making
good and working around pipes, brackets, etc., and for all other incidental
labours.
7.7.2 Rates shall also include for reinforcing strips at junction of differing materials,
etc.
7.7.3 Rates shall also be deemed to include the use of metal plaster stops and angle
beads.
7.7.4 Rates shall also include for masking before the application of spray finishes,
work executed overhead, temporary rules, supports, screeds and templates.
7.7.5 Rates shall also be deemed to include for the expansion and movement joints
as specified.
7.7.6 Rates shall also include for preparation of structural floor slabs, walls, soffits
etc.
7.8.1 Rates for tile, slab and block finishings shall include for rounded edge tiles and
angles, cutting and fitting up to boundaries and around pipes and brackets, etc.,
and waste; for work in narrow width, small and isolated areas; for perimeter and
intermediate movement joints and all other incidental labours including
cleaning.
7.8.2 Rates shall also be deemed to include for the expansion and movement joints
as specified.
7.8.3 Rates shall also be deemed to include sealant to all sanitary fittings.
7.8.4 Rates shall also include the application of finishes to curved, spherical and
cornical surfaces.

7.9.1 Painting, polishing and similar work shall be measured by area stating the type,
preparation, number of coats etc.
7.9.2 Painting, polishing and similar work in following categories shall be deemed
included with description under the appropriate section.
b) Kitchen cabinets.
c) Wardrobes
d) Counters.
7.9.3 Painting, polishing and similar work in following categories shall be measured
as a separate item under appropriate section.
7.9.4 Working in multi colours, sloping surfaces and working at any height shall be
understood to be included.
7.10.1 Rates for painting and decorating shall include for multi colours, cutting in,
matching patterns, working to colour codes on services, preparation of
basework, working at any height. The rates shall also include for opening edges
of windows and doors and work on additional surfaces exposed by such
opening edges and for narrow widths.
7.10.2 Rates for sprayed paints shall include for all masking work.

8.1 Generally
Work (unless associated with more than one installation) shall be Classified as
follows and given under an appropriate heading:-

8.2 Sundries
8.2.1 Rates for the documents shall include for providing as built drawings and shop
drawings, operating instructions and maintenance manuals within the time
period as specified.
8.2.2 Rate for the incidental works shall deemed to be included for cleaning and
sterilizing.
8.2.3 Rates to include for supports, fixings, anchors, insulating blocks, noise
suppresants
8.2.4 All identification labels, plates, discs, charts, colour coding are deemed to be
included in the rates
8.2.5 Provision of maintenance kits, loose keys and consumables stores are to be
included within the rates
8.3.3 Valves or the like shall be enumerated. Sleeves, cover plates or the like shall
be understood to be included.

8.4 Ductwork
8.4.1 Rectangular or square ductwork shall be measured by area, length taken along
the centre line over all fittings extra length for seams, stiffeners, supports,
fixings or the like shall be understood to be included.
8.4.3 Fittings including access openings, brackets hangers and other supports to
ductwork shall be understood to be included.
8.5 Equipment
8.5.1 Tanks, fans, pumps, hoods, air-handling units or the like shall be enumerated.
8.5.3 Traps for sanitary fittings shall be understood to be included with the fittings.
8.5.4 Connections to water supply and waste, including necessary waste outlets,
traps flexible connections etc. shall be deemed to be included with the fixing
rate of sanitary fixtures.
8.5.6 Tools and apare parts as reuired are to be included with the fitting
8.6.2 Wiring, pneumatic tubing, isolators, starters, relays or the like associated with
automatic controls shall be deemed to be included.

8.8.4 Rates for insulation are to include for cutting and waste, jointing laps and for
working around and over ancillaries, fittings, flanges, and other obstructions.
8.9.1 Rates for Hot and Cold water (Except cold water pipes laid on roof) pipework
shall include for insulating including cuttings and waste, jointing laps and for
working around and over ancillaries, fittings, flange and other obstructions.
8.9.2 Rates for all pipework shall include for assembling and jointing, pipe supports,
pipe sleeves and cover plates and the like.
8.9.3 Rates for pipework shall include for all fittings, brackets, hangers and other
necessary supports.
8.10 Excavating trenches for services (only if measured separately in the Bills
of Quantities)
8.10.2 Disposal, backfilling, compacting and grading bottoms and supporting sides of
excavation, etc. shall be understood to be included.
8.11.1 Beds, haunchings and surroundings shall be understood to be included with the
excavation item.
8.12 Drainage
8.12.1 Drain accessories (for example gullies, traps) shall be enumerated; concrete
surrounds and additional excavation shall be understood to be included.

8.13.1 The rates Clauses for other trades shall also apply to this Section where
relevant.
8.13.2 The rates for drainage pipes shall include for excavating trenches as required
for pipe alone or for the pipe and bed under and shall also include for backfilling
with selected excavated material carefully packed around pipes and clearing
away any surplus.
8.13.3 Rates for manholes, soakaways, septic tanks and the like shall include for
excavation, backfill and removing surplus excavated material from site, for
reinforcing concrete as required and for connections to the drain pipe.
8.14.1 Manholes, soakaways, septic tanks, etc. shall be enumerated stating the
internal size and the average depth to the nearest 250mm.
8.14.4 Rates for manholes, soakaways, septic tanks and the like shall include for
excavation, backfill and removing surplus excavated material from site, for
reinforcing concrete as required and for connections to the drain pipe.
8.15 Connection

9.1 Generally
9.1.1 Work together with its trunking, ducting and cable trays (unless associated with
more than one installation) shall be Classified as follows and given under an
appropriate heading:-
b) Power Installation.
c) Lighting Installation.
9.1.2 Installations may be enumerated (for example, Earthing System) which should
then include for all work that is required for a complete installation.
9.1.3 Tape and bus-bar trunking measured separately under appropriate sections.
9.2.1 Cable including terminations to distribution boards and the like shall be
enumerated.

9.4 Sundries
9.4.1 Rates for the documents shall include for providing as built drawings, shop
drawings, operating instructions and maintenance manuals within the time
period as specified and in the approved format.
9.4.2 Rate for the incidental works shall deemed to be included for cleaning and
sterilizing.
9.5.1 Rates for all conduit shall include for all fittings, draw wires and supports.
9.5.2 Rates for cable trays shall include for all fittings and supports.
10.1.2 The Adjustments described in clause 19.1.1 above shall apply to all bills
excluding Provisional Sums, unless clearly indicated otherwise. In the event
that a Contract is awarded on the basis of this tender, the adjustment item,
calculated as a percentage of the total tendered sum excluding Provisional
Sums or the total for the bills indicated, shall be applied to all rates and items as
entered in the Bill of Quantities (including any addenda) and the Contract shall
be signed based on the inclusion of the adjusted rates and sums. During this
Contract, the adjusted rates and items shall be applied during remeasure and in
the valuation of variation orders.

PRELIMINARIES
Form of Tender
B The Contractor shall describe and list below and price herein any
obligation contained in the Form of Tender and Appendices for which he
has not allowed elsewhere and wishes to price separately.
Instructions to Tenderers
C The Contractor shall describe and list below and price herein any
obligations contained in the Instructions to Tenderers for which he has not
allowed elsewhere and wishes to price separately.
Form of Agreement
D The Contractor shall describe and list below and price herein any
obligations contained in the Form of Agreement for which he has not
allowed elsewhere and wishes to price separately.
Conditions of Contract
E The Contractor shall describe and list below and price herein any
obligations contained in the Conditions of Contract (Parts I and II) for which
he has not allowed elsewhere and wishes to price separately.
F The Contractor shall describe and list below and price herein any
obligations contained on the drawings or within the specification,
preambles or bill of quantities for which he has not allowed elsewhere and
wishes to price separately.

PRELIMINARIES [cont'd]
Pricing Generally
A The Contractor shall satisfy himself as to the meaning of every item in the
Bills of Quantities, and the rates and prices inserted by him will be deemed
to cover all his obligations under the Contract and all matters and things
necessary for the proper construction, and completion of the Works
including, but not by way of limitation, all temporary work required
(including any that may be required by Subcontractors). The prices shall
include for all materials and labour and for the provision and use of all plant
- whether mechanical or non-mechanical - required for the expeditious
carrying out of the Works in their proper sequence - for shifting, altering
and adapting such temporary work and plant as may be required during
the progress of the Works and removing at completion and making good
any surfaces disturbed; and if not included in any prices inserted
against the Conditions of Contract Clauses above; for the guarantees,
insurances and bonds required; for the costs of preparing a tender; for the
work in connection with measurements and the final account; for profit; and
for all other establishment charges and on costs of whatever nature. No
claim for additional payment will be allowed for any error or
misunderstanding by the Contractor in these respects. The selected
Contractor will be required to provide the Engineer with a full and detailed
Tender breakdown upon being awarded the Contract. This Tender
breakdown is to show the actual calculations of the Preliminaries, the
labour, plant and material costs of the Works, the build-up of measured
rates with on-costs and overheads and any other allowances used to arrive
at the Tender Sum.
Items in Bills Not Basis for Ordering Materials
B The Contractor shall not use the items given in the Bill of Quantities as a
basis for ordering materials until he has satisfied himself from the drawings
and the specification that the items given are covered the whole work to be
executed.
C The Contractor shall provide and deliver to site all constructional plant and
tools required for the proper execution of the Works. Plant over four years
old from the date of manufacture will not be permitted on Site without a
Certificate of worthiness from a reputable company
D The facilities shall include the provision of protective clothing and safety
equipment.

A All cranes with a lifting capacity of one tonne or over are to be fitted with
an approved safe load indicator.
B The Contractor shall immediately replace at his own cost all items or
equipment that become defective for the required duties.
No Objection Certificate(s)
Temporary Works
Existing Services
Site Area
F The Contractor's activities shall be confined to the Site area within the
limits of the Site hoarding. Throughout the period of construction of the
Works, the Contractor shall maintain the whole area of his operations in a
clean, tidy and safe condition by arranging his materials in an orderly
manner.
G The Contractor will be held responsible for any nuisance caused by his
own or the Subcontractors workmen to grounds surrounding the site and
adjoining buildings, etc., and must make good all such damage and settle
any claims for compensation at his own expense.
H The Contractor in his activities shall take extreme precautions not to hinder
any ongoing operations of the existing Hotel.

Temporary Hoardings
A The Contractor shall provide all other temporary fencing, hoardings, fans,
planked footways, guard rails, gantries and the like as may be necessary
for protecting the public or occupants for the proper execution of the Works
and for meeting the requirements of any service or other authority and to
the approval of the Engineer.
B The Contractor shall allow for co-ordination with the existing Hotel
operator.
Labour Camp
C Labour Camp is not permitted within the Site area or within the Contractor's
site compound. Watchmen and security staff only may be accommodated.
Transport of Workpeople
D The Contractor shall make all necessary arrangements for the transport of
his own, and his sub-contractors', employees for the duration of the Works
E The Contractor, and all persons employed by him on Site, shall comply
with all Acts, Orders, Laws and Regulations concerning the safety, health
or welfare of workpeople
Site Administration
F The Contractor shall provide sufficient staff and equipment to perform the
administrative duties required to execute the Contract.
G The whole of the Works shall be carried out under the full-time supervision
of the Contractor.
H The Contractor shall keep the Engineer fully informed of the sequence of
all operations comprised in the Works and he shall not delegate such
responsibility to any Subcontractor or to any other agent except with the
written permission of the Engineer.
Security
J The Contractor shall protect the Site from unauthorized entry and fire and
shall control his labor force to prevent nuisance or trespass onto adjacent
property or within existing hotel

A The Contractor shall provide such labour, materials and transport as the
Engineer's Representative may require to assist him in carrying out tests
and checks on materials and workmanship and setting out and
measurement of the Works.

F The Contractor shall obtain and pay for all necessary permits, inspections
and tests for the proper installation of his work, as may be required by the
various administrative authorities having jurisdiction.

Scaffolding
A The Contractor shall provide, erect, maintain, dismantle and clear away at
completion proper and adequate scaffolding for his own use and for the
use of all the Subcontractors nominated and otherwise. Any holes shall be
made good to match the adjacent surfaces as the scaffolding is
dismantled. The Contractor shall be entirely responsible for all safety
precautions in connection with scaffolding and for its entire sufficiency for

B During the progress of the Works, the Contractor shall keep at his own
cost, records of all details and dimensions of the Works as constructed
and shall at any time submit such of the records to the Engineer as he may
require.
D The Contractor shall provide list of items to be removed and salvaged and
deliver to Employers stores prior to start of demolition.
Protection

of all places on or about the Works which may be dangerous to his
workmen or any other persons. The Contractor shall provide and maintain
signs, red warning lamps, traffic signals and barricades as necessary in

B The Contractor shall take all precautions to protect the existing Hotel
during demolition works and during construction by providing and
maintaining fabric screens, temporary hoardings etc. at agreed location to

A Allow for clearing away rubbish at regular intervals during the progress of

B The Contractor is understood to be aware that he will not have the sole use

for each member of staff to be employed on the Project for supervision of
the Works and the works of other parties.
