8 KEY STAGES
8.1 General
8.1.1 The Scope of Supplies is to be delivered via the Key Stages described below and which
reflect the various requirements specific to that Key Stage. It is anticipated that the
Contractor shall complete the Key Stage requirements in a phased manner to optimise
the Engineers review process consistent with the Key Stages.
8.1.2 The Contractors Scope of Supplies for the Project includes all Works necessary to bring
the Project into operation including the road connections, tie-ins and any modifications at
the interfaces. The scope includes integration into the local highways and all interfaces
with infrastructure and utilities required and any such components not specifically
mentioned in this Scope of Supplies document.
8.1.3 Deliverables shall be submitted to the Engineer for review as a comprehensive package,
addressing all the requirements specified. All Deliverables shall be thoroughly reviewed,
checked and signed off by the Contractor as part of the Contractors internal quality
procedures prior to submission.
8.2 Key Stage 1: Mobilisation
8.2.1 Duration
8.2.1.1 Thirty one (31) Days from the Commencement Date.
8.2.2 Description
8.2.2.1 Mobilisation
8.2.2.1.1 The requirements for Mobilisation are set out in Schedule A [Project Brief], Part 2
[Authoritys Requirements]. In addition, the Consultant shall carry out the preliminary
activities set out in this para 8.2 [Key Stage 1: Mobilisation].
8.2.2.1.2 Upon completion of this Key Stage the Contractor shall be sufficiently mobilised and
have developed and received non-objection (NOB) of sufficient elements of the Project
Management Delivery System (PMDS) to permit a controlled implementation of the
Project. As part of this Key Stage the Contractor shall develop an activity programme
and Service Delivery Plan (SDP) for the following Key Stage.
8.2.3 Deliverables
8.2.3.1 The Deliverables required to complete the Mobilisation Key Stage are summarised in
Table 8-1 below.
8.2.3.2 In addition to these Deliverables the Consultant shall provide all other working papers,
reports and drawings necessary to deliver the required outcomes of the Key Stage.

9 CONTRACTORS RESOURCES
9.1 Contractor Organisation and Resources
9.1.1 The Contractor shall maintain a team of personnel responsible for the management and
delivery of the Project.
9.1.2 Contractor personnel shall include personnel specialised in the various aspects of the
Project.
9.1.3 The Contractor shall propose his preferred organisation structure and provide an
explanation of how the proposed organisation and personnel level is best suited to this
Contract.
9.1.4 The Contractors organisation structure shall be sufficient in its capability and capacity to
accommodate the requirements of each Key Stage of the Project. The personnel
structure and resourcing profile shall show the Contractors anticipated resourcing plan
to accommodate the varying workload over the duration of the Contract.
9.1.5 The Contractor shall provide all necessary personnel and resources required to deliver
the requirements of the Contract, and changes to planned resources shall not constitute
a Variation.
9.1.6 The Engineer may require Variations to be made to the Project at any stage in response
to emerging knowledge, and the Contractor shall provide further forecasts of resources
in response to instructions for Variations.
9.1.7 The Contractor shall appoint a Project team comprised of Key Personnel and supporting
