[General]
**1. APPSI/OPSI/OFT Progress**
The Government response to the Office of Fair Trading's report
is expected imminently
and this

will, we hope, give LGIH and Intelligent Addressing some


guidance as to what the
next steps should

be in order to achieve fair and equitable licensing terms at


realistic prices for
the NLPG and NSG.

At this time, IA are not expecting the Government to come to


radical conclusions.

We are awaiting some clarification from OPSI about IA's


Complaint. Both IA and
LGIH are feeding

discussions about Public Sector Information policies at


Ministerial level and through
a short study

being done by the Prime Minister's Strategy Unit. Separately a


House of Commons
Select Committee

(CLG) is undertaking a brief follow-up exercise on the progress


of the recommendations
it made in

its 2002 Enquiry into Ordnance Survey.

The next three months are likely to see further action on the
licensing front.

**2. PGA2 Procurement Update**


The [1]PGA2 procurement has formally

started with the publication of the following documents:

**4. Draft Local Transport Bill**

Bill, for public consultation and Parliamentary pre-legislative

**5. Planning for a Sustainable Future: White Paper**


The [1]White Paper (Published May 21st 2007) aimed at Local
planning authorities,

Planning professionals and users of the planning system


sets out the Government's
detailed

proposals for reform of the planning system. It builds on Kate


Barker’s recommendations
for

improving the speed, responsiveness and efficiency in land use


planning, and takes
forward Kate

Barker’s and Rod Eddington’s proposals for reform of major


infrastructure planning.

It proposes reforms on how to take decisions on nationally


significant infrastructure
projects -

including energy, waste, waste-water and transport - responding


to the challenges
of economic

globalisation and climate change.

It also proposes further reforms to the Town and Country


Planning system, building
on the recent

improvements to make it more efficient and more responsive.

The White Paper asks a range of questions about the proposals,


which are brought
together in Annex
A of the White Paper. They are also available as a separate
consultation document.

**7. Royal Mail Fails to Address Data Base Issue**


The Guardian's "Free Our Data Campaign"
([1]www.freeourdata.org.uk)

highlights how "The soap opera plotline concerning the


"ownership" of postal addresses
has

taken another twist". According to letters leaked to the


newspaper, the latest
set of

negotiations between government-owned agencies over payment for


address data has
broken down.

The saga provides a graphic example of an issue at the heart of


Technology Guardian's
Free Our Data

campaign - the bureaucracy and waste that ensue when Government


bodies treat vital
data as an asset

that must be made directly profitable.

**8. PSI Directive ‘Isn’t Working’ at Local Level**


Following his survey of local authorities, John Gray of CoPSO
(The

Council of Property Search Organisations) has concluded that the


PSI

Directive simply isn’t working.

John wrote to 426 local authorities in England and Wales, and of


the 234

which responded, rates of compliance with the European Directive


on the

reuse of public sector information are still very low.

167 of those who responded stated that despite the directive,


they

currently have no asset register in place. It also appeared that


some

were confused between the requirements of the PSI directive and


the

requirements of the Freedom of Information Act. 92% of those


local

authorities which responded to the survey said they had no


license

procedure for the commercial reuse of public information,


despite a click

license being freely available online from OPSI (The Office of


Public

Sector Information).

The UK is currently seen as a front runner among EU states in

implementing the directive. However, John states that the


results of the

survey suggest that two years after implementation, progress has


been

negligible. John will be contacting OPSI with his findings.

**9. Government Postpones HIPs**


UK Government Minister Ruth Kelly, Secretary of State for
Communities and Local
Government, made a

[1]statement to the UK

Parliament (House of Commons) that the Government has deferred


the implementation
of Home

Information Packs (Statutory Instrument 2007 – 992) following


legal action taken
by the Royal
Institution of Chartered Surveyors (RICS).

The [2]RICS response to the Minister’s statement indicates


that there

remains a difference of opinion!

**10. Local Authority Improvement Schedules**


The Annual Authority Dataset Delivery Improvement Schedules are
in the final stage
of compilation

and will be distributed in mid June to LLPG/LSG Custodians for


completion and sign
off by email and

the final copy sent to the Authority Liaison Officers (ALOs) for
information. Custodians
will have

one month from date of receipt to return these, duly completed,


to

improvement@intelligent-addressing.co.uk.

**11. Exemplar Awards 2007**


This year’s NLPG/NSG Exemplar Awards will be presented on the
17 October at the
Ramada Jarvis Hotel

in Leicester City Centre at the end of a full day’s programme


of events.

The programme for the day is in the process of being finalised,


but please do mark
the date in your

diary.

Awards this year will be presented in the following categories:

**12. e-Petition on the PMs Website**


The petition to ‘End the address dispute between Local
Government, Royal Mail
and Ordnance’ has now

moved into the top 450 petitions out of 7344 with 398

Australia Adopts New Policy Towards PSI

Business, in Australia, should have more opportunities to


commercialise intellectual
property (IP)

developed under government contracts after the adoption of a new


Government IP policy,
Australian

Attorney-General Philip Ruddock said in a Press Release issued


on May 11th 2007.

The [2]Statement of IP Principles for Australian Government


Agencies provides a
framework for effective management of IP by Australian
Government agencies. All
Australian

Government agencies which are subject to the Financial


Management and Accountability
Act 1997 must

comply with the requirements of the Statement of IP Principles


by 1 July 2008.

Taxpayers will also benefit from better management of Government


IP by these agencies.

**13. New Zealand Geospatial Strategy Approved**


The New Zealand Geospatial Strategy has been approved by
Cabinet. The strategy is
designed to

improve knowledge of and access to the geospatial assets owned,


maintained or used
by Government.

It recognises Government's increasing reliance on geospatial


information for a wide
range of

activities - from emergency services and national defence to


utilities, resource
management,

biosecurity, and economic development.

The [1]strategy document (pdf 1.5MB)


sets out to co-ordinate and direct the way geospatial resources
are developed and
managed, and

aims to ensure compatibility when data is collected by different


agencies and reduce
duplication

and fragmentation of effort.

The New Zealand Geospatial Strategy is initially aimed primarily


at:
public agencies that develop and maintain
significant or national geospatial datasets
public agencies that rely on geospatial
information.

Clarifying the future direction of government with


respect to its geospatial resources will also provide
a firm basis on which the private-sector geospatial
industry can develop their strategic business plans
for contracting to government and for developing
value-added products and services.

**14. IDOX plc Announces Acquisition of CAPS**


On May 10th IDOX plc announced
the acquisition of CAPS Solutions Limited for a cash
consideration of £21 million.

Following the announcement CAPs managing director, Steve

**16. Tony Blair "Applies" for LLPG Post at Sedgefield**


The post of part-time LLPG assistant at Sedgefield remains
vacant despite

Tony Blair’s interest – broadcast on BBC Radio 4’s “Dead


Ringers�

satirical comedy programme on May 14th.

Lyn Smith, Sedgefield’s ALO and LLPG Custodian, said she was
sure that he

would be an ideal candidate with his expertise in policy making,


and

knowledge of British Standards!! Unfortunately she was on her


“dinner

break� at the time of the telephone call and unable to quiz


him on his

knowledge of BS7666; or correct his misunderstanding of a


remuneration

of £16,000 per hour.

**17. Move Over Number 10, Local Councils Hold Greater Sway**
Key findings from a recent ntl:Telewest Business surveys
indicate that:

More than half of UK citizens believe local Government has more


of an impact on

day-to-day lives than number 10

Peter Baldwin, who joined IA from GGP in December 2005 as Senior
Data Analyst, has
left for Aston

University where he will be studying for an Environmental


Systems Phd. He will
be greatly missed

**1. Adur First Past the NLPG:2006 Post**
Adur District Council has become the first authority to migrate
their LLPG to the
new NLPG:2006

hub using the Data Transfer Format DTF7.3. The Authority has
been working closely
with IA to

ensure a smooth transition and the first successful change


update in DTF7.3 was
processed on

Tuesday (May 22nd). The authority is now intending to resume


its weekly update
schedule. Adur,

who uses its own bespoke software, was one of the first
organisations to pass the
necessary

accreditation processes.

IA is currently working closely with the software suppliers to


ensure that their
clients will make

successful transitions. Any Authority or software supplier


wishing to begin the
transition to

**2. Accreditation Process Forum**


A new accreditation process forum has been set up for LLPG
Custodians to discuss
and comment on

software supplier issues relating to the different software


suppliers ability to
import and export

LLPG data to the new NLPG:2006 hub in Data Transfer Format 7.3
through the 4 different
stages of

development.

Custodians are encouraged to make use of this new IDeA forum to


share their experiences
of the

When sending change only update (COUs) files to the hub please
adhere to the following
guidelines:

Use either email or FTP consistently.


Use the following email address ONLY: llpgupdate@nlpg.org.uk
unless otherwise directed.
Name files in the correct format – LAid_CCYYMMDD_01.csv.
Files must not be "post-dated" - these will be rejected - and
must be submitted
sequentially.
Files should be csv or txt and only ONE copy of the file should
be sent in.
You can only place files in the "in" folder. If your files will
not transfer

successfully check that you are not in the "out" folder or the
root.
Zip Full Exports before sending them.

FTP services are provided as a means of transferring files to


and from IA, and should

used for any other purpose.


Data on the ftp server are not backed up and will be regularly
removed. Please ensure

download all the data you need regularly.


FTP accounts not used for more than a year may be disabled.
Your username and password are for your official use only. You
must not divulge
your password

to any unauthorised persons. If you suspect that your password


may have been compromised,
you must

inform IA immediately so a new password can be allocated.


You must not use IA FTP services to store or transfer any files
containing potentially

offensive, defamatory, illegal or copyrighted information.


Please make reasonable efforts to ensure no files containing
viruses or other malware
are

transferred to the IA FTP server. IA scans all files going onto


the server.

**4. LLPG/NLPG Workshops**


Intelligent Addressing are considering running some more LLPG
workshops at the end
of

June/beginning of July. The workshops will be open to LLPG


Custodians and their
teams and Street

Naming and Numbering Officers. The workshops will be charged at


£190 plus VAT per
delegate. This is

the standard price as in the Mapping Services Agreement.
