Subject: MINUTES OF MEETING REGARDING PROGRESS IN DEVELOPING HMIS

A meeting between the senior management of Maroof International Hospital and I.T team from Shaukat
Khanun Memorial Hospital held at Maroof International Hospital on 08 July, 2017 at 01:00 PM under the
Chairmanship of Ch. Naseer Ahmd, Chairman Maroof International Hospital (MIH).

The following attended the meeting:-

The following salient points were discussed: -

1. The chairman explained the objectives of the meeting and briefly shared the issues being faced by
the MIH Management. In his opening address to the participant of the meeting he emphasized on
the importance of the dashboard. He requested the SKM team to provide the Dashboard as early as
possible and incorporate the option to see the summaries and reports on a single click for Revenue
breakdown, practice income, payables and the payments which have been done. The absence of
dashboard has indirectly caused us to bear a heavy financial loss in the recent past, and its
availability will make us able to take the control of the system in our hands.
2. Haroon Naseer (C.E.O): The proof for any progress or ongoing activity in our organization can
be the system generated reports, which is currently not supported by the present HIS. For example
we cannot acquire the attendance report includes all of its feature like no. of staff absent, no. of
staff applied for short leave, no. of staff applied for half day or late arrivals etc.
Similarly I would like to monitor the progress on the ongoing activities in the procurement
department and see where the problem exist at each step eg.

3. Afsar Ali (Senior Manager F/A): (While showing some graphical representation of required
reoports) We need to pull out comparisons as well as reports like these as shown on the screen
e.g.
Consultation vs procedures
OPD Doctor share vs Hospital Share
Cash vs Panel Business
Revenue breakup for the day, month and the year
And many more (the list can be provided)
SKM I.T team has provided us many facilities and options in the system to use, but we are unable
to use them because we cant see them.
4. C.E.O: Currently the most in use applications by us in HIS is H.R and Procurement but we are
lacking its utilization in Finance and accounts. We cannot monitor our payable and receivable
cycles and I cant even expect to see them in near future.
5. Idrees Khokhar: We agree that the working on dashboard has been delayed for more than a year
but I promise to provide the dashboard before the end of this month (July, 2017). We will provide
one Line (Summary/ Report) as a part of the dashboard on fortnightly basis and 2-Line every
month. The definition of the Lines and its sequence shall be provided by MIH.
We will also include pharmacy setup into the system by 1st of September 2017, so we can portray
the complete picture of the revenue of the whole setup.
6. Chairman: When can we start CATH Lab procedures through the system and setup Cardiac
module so we can avoid to start the procedure without system generated orders?
7. Idrees Khokhar: The cardiac module is ready and a resource will be deployed this month (July,
2017) to integrate the ECHO and ETT machines with the system.

8. The Administrator while commenting on a query, explained that Dr. Tariq Fazal Chaudhry,
Minister of CA&DD is fully committed for improvement and betterment of health facilities of
PIMS and we are working directly under his personal supervision and updating him on daily
basis. This shows the strong commitment of the Honorable Minister.
9. Dr. Mian Amjad Sohail briefed about the system in the Shifa International Hospital that there are
two sections running the hospital i.e. Clinical Section and Administrative Section, and both sections
are managed by the professionals of their respective fields. He suggested to improve the mortality/
morbidity rate in PIMS and proposed that base line data regarding infection rate/ bedsore, either
hospital acquired or community acquired may be obtained.

10. He appreciated the Burn Centre of PIMS and showed interest in the betterment and expansion of
this centre. He suggested that FCPS in Emergency & Trauma may be introduced in PIMS.

11. Dr. M Amjad Sohail praised the training and education delivered in PIMS to the residents. He
said that they give priority to recruit the Specialists Trained in PIMS who require very little
orientation and grooming as they are well versed about their profession.

12. Dr. Ambreen N Haq suggested that we must ensure and implement the principle of right person in
right place in letter and spirit for the better management and smooth functioning of the institution.
She said that a Radiologist or a clinician with no background of management will not be able to
improve the quality of care.

13. Ch. Naseer Ahmad, CEO Maroof International Hospital said that business community is ready to
support the public health institutions like PIMS and he gave example of Indus Hospital Karachi.

14. Dr. Aamer Mehmood of Excell labs highly appreciated the quality of request forms initiated by
the doctors from PIMS and declared that they were best in the region. He strongly suggested that
modern I.T technology must be utilized to organize the function of the hospital. He further said
that the participants of this meeting can help PIMS by soliciting consultants for example that of
Bahria Town for the overall better management of such a wide spread area.

15. Mr. Sadaqat Ali Baig, Chief Operating Officer of Quaid-e-Azam International hospital said that
all different medical facilities in the capital territory needs reorganization in to a primary,
secondary and tertiary setups and a comprehensive health care network.

16. Prof. Karamat Ahmad said that the public & private sector collaboration can be utilized for
financial as well as professional collaboration.

17. Ch. Naseer Ahmad, appreciated the patient care delivered by the PIMS on a massive level not only
to the residents of Islamabad but provides treatment to the patients coming from all parts of the
country despite of its limited resources in terms of financial, technological and human resource. He
emphasized on team work and offered to bring business community onboard for better
accomplishment of health care.

18. He further suggested that a body may be constituted of people from different walks of life
including officials from government as well as volunteers who should meet regularly to discuss
various issues, problems, and solutions.

19. Dr. Fazle Maula, suggested to form a panel of different people of various specialties as difference
of views/ideas and the stakeholders of private health institutions, business community and other
professionals has to be taken onboard as a team. All the members agreed with this suggestion.

20. Dr. Hassan suggested that prior to the meeting with Honorable Minister, a proper item wise
agenda be formulated in order to focus on the issue based solutions.

21. Laiq Yusufzai, DS Health/Director to Minister CA&DD intimated to the participants the
circumstances in which the recent changes in the management were taken. There were number of
difficulties that had to be overcome including legal battles. He also mentioned that a number of
highly experienced specialists are due to retire and there is no replacement available due to lack
of planning and lethargic management. Dr. Laiq offered that he can arrange a meeting of the
participants with the Honorable Minister to take him onboard.

22. Prof. Khaleeq-uz-Zaman proposed the name of the body as Capital Health Forum to which all the
participants agreed.

23. All the members unanimously approved Prof. Gen. Karamat Ahmad as Chief Patron, Prof.
Khaleeq-uz-Zaman as President and Dr. Fazl-e-Maula as Convener and rest of the participants will
be the members of the forum.

The meeting ended with the vote of thanks from the Chair.
