Foreword

Members of the PSA,

Team Sentinel once again came together, just as we did in 2013, to design and
prepare the 2017-2021 Statement of Strategic Intent as a way of presenting to
you the membership a plan and strategy for the transformation of the Public
Services Association (PSA) of Trinidad & Tobago.

We again looked at the direction of the PSA for another past 4 years which can only be described as embarrassing,
continued downward spiral, financially and intellectually bankrupt organization under the present leadership.

We have again analysed the uninterrupted freefall of the Association and decided that, if we are to reconstruct it to
its former glory, then we need to do it in a way that will create a desirable future for the current and future
membership. Hence our approach was uniquely crafted to ensure our goals are met over the next 4 years and
beyond.

We believe that as a working framework to sustain and develop the Association, the statements made here will no
doubt provide a sense of direction, discovery and opportunity for all members. My team and I are intent on charting
the course for the development of principles, processes and best practices that will help us to become a more
disciplined, intellectual and organised PSA.

These elements are critical to the Associations success in the future and my promise to you is..
the PSA WILL SUCCEED!

As we move forward post 2017, let us recognize that if the membership of the PSA doesnt elect a competent,
experienced and ethical Executive to govern the membership affairs it may lead to the end of the Public Service and
our other bargaining units as the political directorate and employers decimate us all.

My fellow PSA members, our greatness as an Association may have been lost over the past 8 years because of the
present leadership, yet our faith must not waver- despite our embarrassing situation and problems, change will be
sure and consistent under our watch.

Team Sentinel again asks you, the membership, to work with us to turn around the PSA and make it more effective
and efficient.

As Trinidad and Tobago and the rest of the world look at whom the membership of the PSA would elect into office
to represent their interests, members must keep in mind and be guided by,

A people are always governed by leadership they deserve.

PSA members its time to get serious. Time has run out with no time to spare to get it right in 2017.Vote for
competence, experience, ethical leadership and proven track record.

1. Introduction
This year, Team Sentinel recognizes the Public Services Association of Trinidad and
Tobago, the P.S.A, as we celebrate seventy-nine (79) years as an Association
representing Public Officers of the Trinidad and Tobago Civil Services and other
categories of workers. A milestone many trade unions aspire to.

The Association boasts of over twenty thousand (20,000) members and collectively
bargains for over sixty (60,000) thousand employees including employees of the Civil
Service, Statutory Authorities, State Enterprises and other private sector employees.
We sought to balance the needs of all members with economic and socio-cultural
considerations in order to make the execution of this plan possible.

As the largest single independent union in Trinidad and Tobago, by extension the
Caribbean, the PSA is a premium organisation with a membership that is poised for
change. Every single aspect of our Strategic Intent will show the strategic direction of
Team Sentinel while providing a clear pathway and a blueprint for success for our
Executive during our term of office in the PSA.

Finally, it is important to mention that Team Sentinel not only planned for sustainable
development of the Association but also for the monitoring, evaluation and
measurement of its Executives against clearly identified benchmarks.

We hope that as you read, our document gives you clarity, focus and inspiration which
are our main intentions.

2. About Team Sentinel

The creation of Team Sentinel arose out of recognition of the need to provide the
membership of the PSA with what we call, Representation beyond Horizons.

We are a group of committed individuals who possess a positive vision for the future of
the PSA. Team Sentinels corporate activities will be based on the simple management
principle of creating a better Association through a networked and informed
membership that feels secure, rewarded and able to enjoy a prosperous future as a
member of the PSA.

3. What We Bring to the Table

Built on years of experience, our team has had an amazing journey in the Association!

These experiences have allowed us to embrace significant changes within the


Association which have brought us to this point of change. We are now confident that
we can and will supply effective solutions and a renewed spirit of community in this
Association.

Every single member of our team is skilled in his/her respective areas of expertise as
well as in Industrial Relations. We are excited and optimistic about working with the
membership in transforming the Association which will be done through concentrated
effort on a daily basis.

4. Our LOGO
A lot of thought, love and effort were put into the design of the Team Sentinels logo.
Each aspect of the design represents the true meaning of teamwork.

Sentinel the protector and defender, always alert, always ready, calm in times of crisis
and strategic to the end.

Shield represents the eternal defence of the membership.

The Titanium Swords represent our weapon of last resort that reminds us that there
will be an eternal battle against the system of worker oppression.

The Handshake represents eternal diplomacy which serves to maintain peace and
harmony amongst all.

The Scales represent justice and equality. It is a reminder that we will weigh all
options that are necessary to protect and advance the interest of our members and do it
fairly and honestly.

The Twin Towers represent the towers of strength and fraternal harmony.

5. The Colours
Red represents our passion to excel, our drive to set high standards and purity of heart
to all mankind.

Grey represents our diplomacy, neutrality and focused .Open to all opinions and our
all-embracing attitude to our membership.

6. Our Focus
As we enter National Office of the PSA, we present to the membership a combination of
experience, education and history; certainly no easy achievement. As a team, our focus
is to deliver intelligent and trustworthy representation coupled with effective
management of the Association.

As a force for change Team Sentinel is committed to providing the highest level of
Leadership, Governance, Integrity and Representation beyond horizons for all members.

8. Mission

TEAM SENTINEL shall serve the membership by:

Leading the way to improve the lives of our members, by focusing and developing strategic
partnerships through intelligent negotiations with the employer and business sector;

Inspiring and motivating our members through education, information and consultation;

Going beyond horizons to extend the Associations influence locally, regionally and
internationally;

Harnessing cutting edge Information Communication Technology to transform the way we


do business and serve our members;

Going where no union has gone before

9. Our Strategic Touchstones

Our strategic touchstones of, professionalism, discipline, honesty, accountability and


passion will shape our purpose, values, structures, processes, governance, partnerships
and capabilities in our daily endeavours in order to restore the Association to its pride of
place.

We reached out to our membership in order to be in a position to provide all that is


necessary to succeed in our initiatives to better serve them. This information supplied
our team with sufficient data to strategically plan and will support and guide us in all our
intentions.

10. Our Promise

Team Sentinel promises to fulfil its vision and mission by continuously and consistently
delivering strong leadership that is capable of re-establishing the PSA to its original
position of strength in the industry while taking it beyond horizons. We will also ensure
that all members remain committed and focused as we deliver.

11. Our Critical Success Factors The Difference that Counts in the PSA
Performance we will inspire confidence by consistently serving the membership
with efficiency, accountability and a caring attitude.
Mutual Respect we will embrace our Associations diversity and treat everyone
with courtesy, equity and fairness.
Honesty and Integrity we will operate openly and will uphold the highest ethical
standards.
Trust we will create a new covenant of trust for the PSA by working as one
integrated executive that is reliable and relevant.

through a structured reporting mechanism.

communication and teamwork.

12. Team Sentinels Vision of a Quality Worker

Team Sentinel recognizes that an employee must not just be a worker but a Quality
Worker. We believe that by providing quality, one can only harvest empowerment, but
we must first love what we do.

Therefore, a worker who is well educated in his or her field with the spirit of wanting to
excel in personal development and within the organisation is one who will provide
quality service as an ambassador of the Association.

Recognising that a union is a fundamental stakeholder in the work place, once elected
into office Team Sentinel will seek to foster a healthy professional relationship with the
employer by playing an integral role in developing the Quality Worker.

13. Creating a strategic vision

Our strategic vision was developed in a collaborative forum and with the views of the
wider membership.

Recognising that our membership is diverse in characteristics and that they represent a
tremendous source of potential for the transformation of this Association, we spent
several months exploring ways to stimulate growth for the Association.

This inspired us all, yet it challenged our imagination. However, this exercise was able to
bring us satisfaction in the knowledge that the growth of the Association depends on
the responsiveness of our team as leaders, to harness opportunities that will propel the
PSA forward.

14. Our Strategic Direction

Our strategic direction maps our objectives and is intended to guide the membership in
understanding our many approaches to the task that lies ahead.

Financial Objectives

The undermentioned are as follows but not limited to;

1. Increase revenue through an increased new membership base of twenty thousand


(20,000) over the next four (4) years and maintaining a minimum membership of forty
thousand (40,000).

2. To decrease overall recurrent expenditure by 60 % over the next four (4) years.

3. The settlement of all outstanding financial grievances with the PSAs representing staff
union.

4. Investments in Initial Public Offering (IPOs) of shares in private and public sector
enterprises.

5. The introduction of the PSAs Industrial Relations Advisory Services.

6. The payment of monthly stipends to members of the General Council and Chairpersons
of Sections and Staff Sides.

7. Accessing of international grants for Non Profit Organizations which includes but not
limited to;
Organizational restructuring,
Implementation of Information Communication Technology,
Development of Energy Efficient Membership Housing and Land Developments
throughout Trinidad and Tobago,
The PSA Training and Educational Institute for our representatives.

21 Point Strategic Objectives

1. The commencement of all outstanding wage negotiations in our bargaining units


including the Public Service.

2. Submit proposals for an improved Public Service Group Health Plan.

3. Set a schedule with the CPO for the commencement of the Civil Service Job Evaluation
Exercise as was agreed to in 2012 between the Chief Personnel Officer and the PSA.

4. Engage the Chief Personnel Officer on reforming of the Performance Management and
Appraisal System in the Public Service.

5. Engage the Public Service Commission on critical grievances of appointments, acting and
promotion. In addition to filling of vacancies.

6. Serve onto the government the Associations written comprehensive position and
recommendations on the establishment of Trinidad and Tobago Revenue Authority and
by extension Public Sector Reform.

7. Immediately seek the intervention of the Special Tribunal of the Industrial Court against
the CPO in the outstanding decision on the Reclassification of the Agricultural and
Forestry Officers of the Ministry of Agriculture.

8. Recommence negotiations with the CPO for the granting of approval for Technical and
other categories of Travelling Officers to purchase diesel vehicles over 2000 cc.

9. Within the first six (6) months implement membership elections at WASA which has
been outstanding for eight (8) years.

10. Within two (2) years improve organisational structure of the Association.

11. Within the first twelve (12) months to implement the Membership Smartcard which
can be used at specified merchants and institutions worldwide.

12. Within the first twelve (12) months improve internal processes and enhance efficiency
through the implementation of Information Technology Systems.

13. Within fourteen (14) months establish a Grievance and Case Management System, for
the effective management of the membership grievances and performance monitoring
of Executive Officers and Staff Representatives.

14. Within the first twelve to twenty four (12 - 24) months as an Executive establish new
strategic alliances with Local, Regional and International business sector and negotiate
for the provision of goods and services to our members at preferential rates.

15. Publication of the completed, History of the PSA 1938 2008.

16. Within the first twenty four (24) months establish strategic partnerships with
international Trade Unions and Associations by twinning our Association with other
international Unions and Associations. This strategy will have far reaching benefit like
never before.

17. Reclassification of the PSAs staff job descriptions and comprehensive training and
development programs for all staff. This measure will meet the growing demands of the
business of representation and provide the best all-round service to our members.

18. Urgent development of a Sexual Harassment Policy and Procedure that includes but not
limited to the Associations full investigation and if necessary assistance in the

prosecution of all allegations of sexual harassment made against any employee or
officer of the Association.

19. Within thirty-six (36) months begin the development of the PSAs Environmentally
Friendly and Energy Efficient Membership Housing Communities throughout Trinidad
and Tobago.

20. Within the first thirty-six (36) months in office;

Commence the rebuilding of new energy efficient PSA offices in San Fernando
and Piggot Street Tobago.

Renovation of the Abercromby Street Head Office to energy efficient standards.

Beginning 2021 the membership will see the construction of new East and
Central PSA offices.

21. To strengthen the Associations relationship with our local and international Trade
Union fraternity.

Team Sentinels overarching aim is to be highly regarded by the membership of the PSA
because of our level of representation; the leadership skills, integrity, loyalty and
commitment of the team.

15. Competent Leadership Managing things, Leading people

Team Sentinel is inspired by the breadth of the Associations membership and


recognizes that our teams strengths trump our imperfections.
More than 95% of the PSA members polled felt that competent leadership is an
important issue of which 81.87% suggesting that it is very important.

Team Sentinel will provide leadership by:
Tapping into the profound strengths of this remarkable team to do the necessary
research that will provide direction for the Association,
Ensuring the continued development of all Executive Officers through training,
Committing to positive actions and progressing in a forward direction,
Carefully planning and forecasting for the future development for the Association,
Working smart to learn from the execution of our strategies,
Seizing opportunities for the membership along the way;
Being prepared to calibrate the Associations efforts, again and again, to match the
dynamism of the industry,
Use proactive measures to prevent poor performance.

Team Sentinel will reverse the current negative image of the PSA through a programme
of education, reform of the governance structures and the establishment of a Code of
Ethics for the Executive and other representatives.

16. Representation making a difference in the lives of the membership.

Team Sentinel recognizes that representation is one of the foundation principles on


which the Association was built over the past 79 years; it is one which we are
determined to improve.

There was almost full consensus among the PSA members polled regarding the
importance of representation in labour relations. More than 80% of the respondents
suggested that it is very important with approximately 19% indicating that is was simply
important.

Team Sentinel will therefore hold an obligation to the members to represent them in
good faith with respect to their grievances and in collective bargaining arrangements.

Team Sentinel will continue to represent workers interests by becoming more involved
in the all-round development of those we represent. Representation for the
membership must meet and exceed the expectations of our membership.

Team Sentinel pledges to:

Engage members in wide discussions and obtain consensus in all negotiations;


Deliver intelligent representation in the field of Industrial Relations;
Avail all Executives to the membership beyond 4pm through in;
Build a new covenant of trust by ensuring transparency.

17. Membership Benefits Partnering with people for development.

The PSA consists of a unique, supportive, group of individuals. Being a member of one
of the most dynamic unions in the country can provide many benefits to the
membership. The chart shown below provides an overview of membership
expectations.

Team Sentinel will lead the way by thinking out of the box for the membership of the
Association which will give members an opportunity to enjoy special, preferential rates
in some businesses within the private sector.

This will be done through the implementation of a Membership Smartcard which can
be used at specified merchants and institutions worldwide.

Within the first year, we will negotiate membership benefits with various companies
within but not limited to the following sectors:

Groceries Restaurants
Household Dental
Auto Dealers Optical
Service Centres Clothing
Entertainment Electronic

Our commitment to the well-being of our members extends beyond discounts in


businesses.

Within the first year of being elected, Team Sentinel will:

Reactivate the Benefits Committee with a redefined term of reference geared


towards seeking out and negotiating with private sector companies Local, Regional
and International that offer goods and services;

Launch the PSAs Membership Benefits Booklet, which will also be available to
members online and via the all new PSA App and;

Collaborate with Green Societies in the country to promote and encourage the use
of green technology by the membership.

18. Youth - The future of success

Team Sentinel values the importance of the young worker. The United Nations deem
young worker as a person between the ages 18 35.

Team Sentinel will reactivate the Youth Arm of the Association and will guide, support
and groom the members while promoting several Youth Development Activities for the
benefit of Associations youth.

This initiative will also guarantee a well-educated and groomed young member for
future succession within the Association.

19. Social Committees - Maintaining our bond

Importance of Social Committees

Most respondents polled (56.78%) saw social committees as being important; the
results indicate that the overall importance of social committees in the PSA is integral to
the development of the Association.

Team Sentinel intends to renew the spirit of unity and togetherness among the
membership by reactivating the following committees within the first six (6) months:

Womens Arm Male Caucus

Youth Arm Welfare

Team Sentinel also recognizes that the Association also possesses persons who are
passionate about rebuilding the Associations social network therefore within our first
six (6) months, we will recommend to the General Council the formation of new
committees with at least one young member on all standing and new committees
including but not limited:

Sports and Cultural Committee


Research and Economic Advisory Committee
Awards Committee
Community and Charity Committee
Membership Educational Scholarship Committee
Membership Disaster Relief Committee
Elections Committee Chaired by the Deputy General Secretary this committee
will be responsible for managing the elections of all Sections, Staff Sides and full
time Branches.

The recommendation will also include the reactivation of the following:

The Associations Region Day PSA Annual Childrens Christmas


Sports and Family Day Party
PSA Fete The Presidents Charity Ball

Amidst a plethora of changes within the Association, the membership can be reassured
of one constant Team Sentinels commitment to progress and the strengthening of the
Association into a more service oriented establishment.

20. Membership Housing Providing a critical need.

In 2012, the PSA entered into an agreement with the Housing Development Corporation
(HDC) that was used as a politicizing of a key and critical need of the PSA membership
over the past seven (7) years.

So politicised has this arrangement been between the Watson Duke tenure and the past
government, at this time the present government has not distributed one single HDC
home to any PSA member.

However, agreements made to deliver houses to PSA members are considered a


significant benefit among the members interviewed. Specifically 69.41% suggested that
this benefit is very important and 21.43% considered it important.

Thus, within the first eighteen (18) months of Team Sentinel as the management of the
PSA and with access to grants from international development agencies for non-profit
organizations we shall maintain the Associations independence by;

Seeking out lands to develop Energy Efficient (green) Membership Housing


Communities throughout Trinidad and Tobago.
The establish of a Membership Housing Committee with well-defined terms of
reference which is fair, balanced, ethical and;
Access preferential financing for all housing projects via our sister organizations
like Credit Unions and other financial institutions.

As custodians of the independence of the Association, Team Sentinel will provide


housing for our members that are smart, Eco-friendly and energy efficient.

21. Wage Negotiations Harmonizing equity and sacrifice

Wage negotiations are tough under any circumstances and are often viewed as a
mechanism or tool that is applicable to the employment relationship. Team Sentinel

recognizes that wage negotiations is a fundamental means through which employee
stability in the workplace is maintained.

Team Sentinel will ensure that:

There is proper internal communication with the membership regarding


negotiations;
The Executive and General Council provide the necessary critical data to aid in
successful negotiations or arbitration;
There are options available when negotiating which strategically creates a plan B
and plan C;
Requested salary packages are within well-established market value in an effort to
limit lengthy disputes and industrial action and;
Our approach to wage negotiations is driven by the membership expectations and
sound economic data.
22. Public Sector Reform/Job Security The true meaning

Importance of Public Sector Reform

Team Sentinels survey data produced the proportion of respondents who suggested a
level of importance for Public Sector Reform. The majority of respondents (46.70%)
thought this issue to be very important whereas 44.69% indicated that it was important.

Trinidad and Tobagos public service is made up of a very diverse workforce of
approximately thirty five thousand (35,000) monthly-paid employees, approximately
fifteen thousand (15,000) daily rated/daily paid employees and a substantial number of
contract employees.

Public Sector Reform has been undertaken in this country over the past four (4) decades
and many of these initiatives have not been successful at realising and sustaining
change.

Several Governments both past and present agendas of Public Sector Reform is to
discontinue several Ministries and Departments, mainly high revenue generating
ministries and departments, within the Civil Service for politically appointed boards in
Special Purpose State Agencies similar to the Regional Health Authorities.

Some of the political directorates targets for removal from the Civil Service and
restructuring are;

Customs and Inland Revenue


Immigration Division
Town and Country Planning
Forestry Division
Motor Vehicle Licencing Division
Restructuring of WASA

Team Sentinel wishes to make it absolutely clear that we do not support the system of
public sector reform by reducing the public service regulatory oversight of the public
purse to be replaced by politicians and special interest groups.

Team Sentinel shall and will not support the abolition of the Public Service Commissions
to be replaced by politically appointed boards in special purpose agencies.

Workers and citizens of Trinidad and Tobago should evaluate the management of the
RHAs and other politically appointed state boards and recognize the corruption and
mismanagement in these agencies.

Such corrupt reform will continue unabated with the political takeover of Inland
Revenue, Customs and other public service ministries and departments.

Team Sentinel recognizes our main objectives as a union in the restructuring of any
organization including the Public Service and that is as follows;

To protect the income and job security of the affected workers,


To secure the continuance of the Assertions rights within any new organization.

At a minimum the formulation of collective agreements, including viable Pension
Plans, to ensure no less favourable terms and conditions of employment to
workers prior to the any new organizational structure.

Team Sentinel recognizes that several challenges exist in public sector reform;
therefore, in order to effect policy formulation and planning in this area Team Sentinel
will use all means necessary to have the PSAs meaningful contribution on any
consultative committee that involves the reform of the Public Service.

Team Sentinel as the management of the PSA will accurately inform the membership
and by extension workers by maintaining our communication free from politics, lies and
misinformation.

This can only result in an empowered workforce guiding their future.

23. Regional Health Authorities - Vision and Action

The Regional Health Authorities are responsible for health care of a large portion of the
population. Over the past eight (8) years health workers in the RHAs has grown
disenchanted with the PSA because of a failed and perceived corrupt leadership of the
Association.

The Trinidad and Tobago Registered Nurses Association TTRNA, once professional
association recently became a Trade Union. Subsequent to that in 2015, a new union
the National Health Workers Union was also formed in 2015 to represent public
healthcare workers.

The formation of these new unions in the RHAs was as a direct result of the failure of
the leadership of the PSA.

Team Sentinel is not against any group of workers choice of representation, however
the PSA continues to have substantial membership in the RHAs and shall ensure that
transformation and improvement is achieved for RHAs over the next four (4) years,
through:

An aggressive recruitment drive in order to attain the 50+1 majority and attain
Recognized Majority Union Status (RMU)
The return of the collective bargaining to the RHAs
Ensuring that a worker representative is on every RHA Pension Plan Committee
The implementation of Group Health Coverage in the RHAs.

24. Information Technology Powering Innovation

Team Sentinels vision is linked to the implementation of an effective Information


Technology System with a view to empowering the Associations stakeholders.

In an effort to be the proactive leader in the Trade Union industry when it comes to
technology initiatives, Team Sentinel will:

Reconstruct and upgrade the PSA website to make it a complete information


experience for the membership;
Re-introduce the PSA Voice, with an online version to enhance our ability to keep
the membership up to date and informed;
Develop an Intranet and Extranet system to reduce paper use in the organisation by
up to 60% within the first three (3) years;
Ensure that an effective communication system is established to disseminate
information with all Section, Branch and Staff Side representatives who can access
information via computers and smartphones e.g. PSA App and Social Media.
Develop a track a member system which will enable members dues to be
updated automatically by the employer transmitting membership deductions
electronically using a special secured format. This system will also enable members
to update their membership information online through a secure link.

This system will also be able to send text messages, telephone and computer generated
letters to our members, informing them of late payments and other critical information.

The implementation of such a system will now allow the Associations membership card
to become a Smartcard that can be used in conjunction with the proposed
Membership Benefits Programme to enable our members to enjoy their benefits in any
part of the world.

25. Grievance and Case Management System Bringing order to chaos

Grievance and Case Management System are powerful tools for managing members
grievances or for managing the dispute resolution process from initial filing to
resolution.

This system will be used as a launch pad for an innovative support system that will
be able to meet the needs of the respective bargaining units, ensure that the step by
step process is done in accordance with the collective bargaining agreements, HR
policies and/or Alternative Dispute Resolution procedures.

This system will also provide valuable reports which will enable the member to track
the progress of his or her grievance.

The system will be a performance management tool to ensure that Executive


Officers, Full time Branch Officers, Section Officers and Staff Side Representatives
are monitored and continually evaluated.

26. Education, Training and Development Professional Impact

Education, training and development for representatives, can be viewed as an


integrated process with learning as the glue that holds them together.

Team Sentinel recognizes that education, training and development play a major
role in driving growth and sustainable development of the Association and by
extension its representatives and members.

Team Sentinel also recognizes the training courses currently exist in the Association
which was last used in 2011, a six (6) years absence of any form of training and
development, do not effectively prepare our representatives to match other trained
personnel in the industry and certainly not for future leaders of the Associations

Within eighteen (18) months in office, Team Sentinel shall:

Implement a comprehensive and relevant development programme in an effort to


overcome many of the issues that exist in the Association;
With immediate effect re-introduce the ten (10) weeks Certificate Training
Programme and 2 year Associate Degree Programme for our representatives at the
Cipriani College of Labour and Co-operative Studies.;
Partner with an internationally recognized University to certify qualified and
experienced representatives in Trade Union Management.
Forge partnerships with international trade unions to give greater exposure to our
representatives in the field of trade unionism through a Representatives Exchange
Program.

This bold innovative strategy will ensure that:


Our Training and Development programme is standardised to meet the challenges of
Industrial Relations in the twenty first century ;
Transition of the management of the Association through well trained and educated
representatives.

This will pave the way for the Association to establish its own representative Training
Academy in the not too distant future.

27. Organization Restructuring Transforming to meet present and future demands

The restructuring of the PSA in terms of management reform, Information and


Communication Technology (ICT), accountability, and administration considered to be of
somewhat high importance to the members of the PSA.

Our survey showed 46.89 % of our members polled considered this issue to be very
important while 42.31 % found it to be important.

Team Sentinel recognizes that having a reliable, data-driven, transparent process for
restructuring the Association will mean effectiveness in the future. It is also important
that we employ clear communications if we are to succeed at these initiatives.

Decentralisation of the Association within three (3) years in order to offer a diverse
form of representation to the membership. Team Sentinel will present to the
General Council and Conference a decentralisation plan for restructuring the
Association complete with a cost analysis for accomplishing this challenge.

Team Sentinel will recommend to the Conference the appointment of the


reactivated Constitutional Committee with term of references geared towards
ensuring our by-laws are relevant to international best practices in trade union and
cooperative management.

Team Sentinel proposes fully functioning computerized and online Regional Offices
in the North, East, Central, South and Tobago with Executive Officers and support
personnel.

Our analysis also shows the current corrupt hiring practices of the present
leadership of the PSA have contributed to an overall decrease in staff competence
and increase cost to the Association with little or no positive results for our
membership.

As an Executive of PSA Team Sentinel will seek the approval of the General Council
to purchase or build new and well equipped offices at strategic locations throughout
the country to properly accommodate our staff, while rendering first class service,
thereby ensuring our membership enjoy the assets of the Association. This initiative
will also add asset value to the Associations net worth.

Invest in our membership as a talent pool in order to restructure the Association.

Team Sentinel affirms its commitment towards bringing about new organisational
standards.

28. Tobago The jewel

As a consequence of our proposed decentralisation effort, Team Sentinel recognizes


that our Tobago arm is a jewel of the Association and without any doubt, our Tobago
membership is one of our most endearing resource.

Within the first year in office, Team Sentinel will propose to the Conference a structure
for the Tobago arm of the Association which will enhance the current overall structure
and will work cohesively with the decentralisation exercise.

Tobago members will be voting for a PSA Tobago Branch Representative along with the
following:

This new proposed structure will truly afford the PSA members of Tobago consistent
representation while allowing the Tobago Branch Office to manage the affairs of the
Tobago arm in keeping with the by-laws of the Association and the Trade Union Act.

29. Trade Union Unity

The PSAs re-engagement with other trade unions holds some weight. Over half of the surveyed
respondents polled (53.85%) indicated that unity among the trade union fraternity was very
important, with 38.83 per cent suggesting that it is important.

Team Sentinel as a PSA Executive will lead the way in rebuilding Trade Union
unity through dialogue and consultative approaches with our fraternal
organisations NATUC and FITUN.

Team Sentinel believes that as fraternal institutions for the welfare of workers,
we must insist on employing mechanisms to foster growth and development of
our strategies in this modernized era to combat the scourge of political
decadence and mismanagement of the countrys wealth.

Team Sentinel as a PSA Executive will fully support our trade union brothers and
sisters in the continued struggle to secured income, job security and best
standard of living for the working class of Trinidad and Tobago.
