Ethiopia draws lessons from South Korean growth model

Addis Ababa, 28 September 2013 (WIC) The Ethiopian government, in its quest to end
poverty and bring fast economic growth, is drawing lessons from South Korea, the Ethiopian
Embassy in South Korea said.

Mesfin Dideksa, deputy chief of mission in Seoul, South Korea, told WIC that Ethiopia is keen to
emulate the remarkable economic transformation witnessed in South Korea.

The two countries, yesterday, signed a $4.5 million agreement to set up the East African Saemaul
Undong Training Center in Addis Ababa.

Saemaul Undong, also known as the New Village (Community) Movement, was a political initiative launched in April 1970 by South
Korean president Park Chung Hee to modernize the rural South Korean economy.

Only half a century ago, South Korea was among the least developed countries in the world with annual per capita income of less
than $70.

Today, South Korea is among the worlds ten richest economies in the world with annual per capita income of nearly 30 thousand
dollars.

South Koreans know what catapult them into among the worlds richest countries in the world within a relatively short period of time
is not natural resources but the right type of philosophy and innovation. A philosophy which has diligence, self-help and cooperation,
as its core pillars.

Much of South Koreas success is credited to the Saemaul Undong initiative and Ethiopias deputy chief of mission is Seoul believes
the South Korean model has a lot in common with Ethiopias own developmental state model.

Albeit some differences in organization and approach, the developmental army we are building in various sectors is similar to the
Korean model, Mesfin told WIC.

The South Korean model is now being implemented in five villages in Oromia and Tigray regions.

Governor of Gyeongsangbuk-do Province, Kim Kwan Yang said the two countries have strong relations tied in blood, alluding to the
role played by Ethiopian soldiers as part of the United Nation Forces to aid South Korea during the Korean War.

The governor expects the training institute, which will be set up in Addis Ababa to provide teachings of the Saemaul movement for
East Africa region, to go operational in 2015.

A delegation, led by the governor, has met with senior Ethiopian government officials to discuss about establishing the institute.

The Saemaul Movement, which has been exported to more than 70 countries, has been regarded as one of the efficient rural
development models by the United Nations.

The Economic Commission for Africa (ECA) has decided to select the Saemaul Movement as a base model for the Sustainable
Modernization of Agriculture and Rural Transformation (SMART) program in 2008.
