[General]
**1. Commercial Availability of the NLPG**
Today (April 30th 2008) saw the commercial launch of the NLPG at
the Royal Geographical
Society in London. Now available to commercial users for the
first time, the NLPG
provides unique identification and location of properties to
sub-postcode level.
The onward uses of the NLPG are potentially huge, from wider
public sector use to
commercial application in insurance, customer profiling,
logistics, satellite navigation
and much more.

The commercial availability of the NLPG is a milestone for this


local government
project, involving all 376 District and Unitary Authorities in
England and Wales,
directed by Improvement and Development Agency (I&DeA) and its
private sector technology
partner, Intelligent Addressing. It is based on the definitive
list of standardised
and authoritative addresses from local authorities.

The NLPG represents the largest shared service of its type and
is already embedded
in local government. The process not only brings direct
benefits to individual
local government bodies, through efficiencies and service
improvements, but also
as an output provides a much needed definitive, continually
updated list of all
properties in England and Wales.

"From the NLPG's earliest days, many local authorities started
to derive benefits
from utilising one integrated corporate address dataset. Every
local authority
in England and Wales is now committed to the NLPG process.
Putting in place a commercial
license for the data will enable all sectors to benefit from an
address gazetteer
regularly maintained at source, and including the key for
efficiently linking datasets,
the UPRN (Unique Property Reference Number)".

**2. Support for Emergency Services**


I&DeA and IA have recently published a brochure 'Underpinning
Public Safety' aimed
at supporting the emergency services. The brochure outlines how
the NLPG has a
key role in 'underpinning operations', 'underpinning knowledge'
and 'underpinning
mobilisation'.

**3. Delivering Service Improvement in Wales - NLPG NSG Welsh


Conference**
I&DeA and IA would like to invite all Welsh custodians, ALO's
and anyone else interested
in the progress of both the gazetteers to a one-day conference
at the Media Resource
Centre in Llandrindod Wells on 19th June 2008.

Presentations at the conference will include; the Census, Welsh


Index of Deprivation
and Community Safety, TMA and Streetworks, implementing bi-
lingual gazetteers and
place names and INSPIRE.

**4. Oxfordshire Fire & Rescue Lifts Service with Accurate


Addressing**
Oxfordshire Fire & Rescue Service, part of Oxfordshire County
Council has built
and deployed a new property based Job Management System, which
is underpinned by
the NLPG.

Apart from attending fires and accidents, the Oxfordshire Fire


and Rescue Service
carries out domestic and commercial property inspections
covering everything from
the installation of smoke alarms to the issuing of licences.
They also undertake
risk assessments and ensure building regulations are carried
out. To help them do
this work they are using a new property management system, which
uses the National
Land and Property Gazetteer (NLPG) - the national property ID
scheme. Because
of its NLPG foundations all searches and job referencing can now
be carried out
by property. The system is already delivering considerable
benefits in terms of
data access and accuracy.

**5. Unique Property IDs Power Customer Service Transformation in


Southwark**
A system of unique identification codes for all 139,000
individual properties in
Southwark is powering an award winning customer service
transformation project at
the London Borough. Using the Council's centralised local land
and property gazetteer
- part of the National Land and Property Gazetteer (NLPG) -
staff at the Council's
200 seat contact centre and three one-stop-shops are handling
more than 2 million
customer interactions per annum. The proportion of inbound
phone calls dealt with
at first contact has risen from 50% to 90% since implementing
the system. The NLPG
gives a pinpoint location for every property in England and
Wales and is the definitive
standard for addressing for local authorities.

**6. 'Underpinning Transformational Government - everything


happens somewhere'**
Thank you to all of the local authorities that responded to the
'Call for Papers'
for the conference on 16th October 2008 in Birmingham.

The range of papers ensures an interesting event. The


conference, which is free
of charge for all authorities covered by the MSA, will be run
alongside the presentation
of the 2008 NLPG and NSG Exemplar Awards and a suppliers
exhibition for the local
authority, police and fire sectors.

**7. Recent Article on the NLPG**


An article on the NLPG has recently been published in the BAPCO
Journal, the publication
for information management for civil contingency responders,
called a 'Common hymn

**8. Changes to the IA Team**


Helpdesk

Catherine Teare, who has run the help desk so effectively for a
number of years
has now changed responsibilities, is now managing the VOA and
CORE data cleaning
and matching projects.

Rosie Partington, who joined us from North East Derbyshire, is


now running the help
desk team which can be contacted on a new generic email address

member of the helpdesk
team will help you to resolve any queries or problems you have.

Rebecca Wheeler, has joined IA as Gazetteer Technician and is


responsible for NLPG
Hub updates. Becky was previously a data capture technician at
Huntingdonshire District
Council. She was working on the LLPG, cleansing data, creating
and amending polygons,
as well as inputting land parcels for the estates department of
the council. She
also worked on matching housing association and fire service
data to the LLPG.
In her spare time, she is involved with her local amateur
dramatics group. Her

Anna Mroczkowska, who has built a remarkably robust and powerful


Business Monitoring
System for IA monitoring its MSA obligations, has decided to
leave IA and to return
to her "roots" as an economic analyst.

Rosanna Benson, who started with the company seven years ago,
has decided that after
working with so many millions of addresses now is the time to
move on to other ventures.
Rosanna will be resuming a career in journalism and, like Anna,
will be missed by
all at IA.

**9. IA Recruitment Opportunities**

**10. Colchester Borough Council seeks GIS Officer**


Salary from £11,991. The GIS Officer is a key member of the
recently-established
Geospatial Team within Colchester Borough Council's Corporate
ICT Service. The Geospatial
Team is responsible for management of geographic information,
addresses (Local Land
and Property Gazetteer), and Street Naming and Numbering.

The Borough Council is looking for an enthusiastic and creative


person who has knowledge
and understanding of GIS. You will need experience of using a
GIS, preferably MapInfo,
and Microsoft Office. As well as being able to communicate
effectively in a range
of situations, you will need to be a creative thinker and have
good information
technology skills to gather, analyse and present information.
You will be expected
to digitise new data, audit data already held, and support other
GIS users in data
creation and management.

Ideally, the successful candidate will have awareness of


cartographic design gained
during their degree, and have good organisational skills and the
ability to prioritise
work.

**11. Purbeck Council is Recruiting for Two Posts**


GIS Coordinator (maternity leave replacement) Post no: CR.82.

to work with colleagues
across the Council to co-ordinate and develop the delivery of
the Geographic Information
System (GIS).

project management
of GIS related projects, research/data analysis, system design,

[NLPG]
**1. NLPG Search Site Updated**
The NLPG Search site has now been updated to reflect the revised
base data in the
NLPG conforming to the latest DTF7.3 specification. Users of
the site will, from
the end of this week, be able view the new attributes including
property classifications,
commercial occupiers, property state and ward/parish details as
a result of performing
their usual searches.

IA is also continuing to develop the actual search parameters so


that users will
be able to filter their searches based on BLPU classifications
or search for organisation
names - more to follow in future releases.

**2. Change Only Updates (COUs)**


The NLPG hub received 2,448 COU files during the 19 working days
in March 2008 with
almost 71% of these being processed automatically. The upward
trend of increase
in number of files received daily continued during March
reaching an average of
129 files per day.

The percentage of accepted records has been increasing


continually in the course
of the present year, recording its maximum of 99.38% in March
2008, since the migration
to NLPG 2006 and the use of DTF7.3.

Many of the errors being sent to the hub are software related;
vendors have been
made aware of these by the hub and are working towards resolving
the issues.

**3. Conventions Documentation**


In light of the recent migration to DTF7.3 I&DeA have reconvened
the conventions
working group to review feedback received from LLPG Custodians,
LLPG software vendors,
NLPG data users and IA on how existing documentation can be
improved to meet the
ever increasing demands and use of NLPG data in live
applications. Documentation
should be made available in the summer. If you do have any

**4. Health Check Reports**


Last month IA made available to all LLPG Custodians Health Check
reports on their
gazetteer data as held in the NLPG. Thanks to all the
custodians that have reviewed
their anomalies and updated gazetteer entries over the last few
weeks. Based on
feedback we have received the next set of reports will be
updated to clearly identify
critical and non-critical (warnings) anomalies.

**1. Network Rail Maps Assets on NSG to Help Cut Roadwork
Disruption**
The NSG has been substantially enhanced by asset data supplied
by Network Rail such
as every bridge, tunnel or level crossing, owned and managed by
Network Rail, which
interface with the public road network. This will provide
valuable information
regarding the location and nature of Network Rail's assets. It
will assist in the
planning and execution of works performed by Highway
Authorities, public utilities
such as electricity, gas, telecommunications and water
companies, or their contractors
by facilitating consultation and coordination of work on the
nation's roads.
