The system of state power bodies of Representative Offices of the State of

Golden Axis is established by the Head of the State of Golden Axis accord-
ing to the fundamental principles of the constitutional system of the State of
Golden Axis and the present law.
Establishment, formation, activity of state power bodies of Representative
Offices of SGA, their authorities and responsibility, the way of interaction
with each other and with state power bodies of SGA are based on the Con-
stitution of SGA and regulated by constitutional laws, the present law, other
state legal acts, statutes and other regulatory legal acts of the Head of the
State of Golden Axis.

 Chapter 1. General Provisions
Article 1.
Principles of activity of government bodies of SGA Representative Offices.
1. According to the SGA Constitution the activity of the SGA Representa-
tive Offices is exercised in compliance with the following principles:
a) state and territorial integrity of the State of Golden Axis;
b) sovereignty of the State of Golden Axis covers the whole of its territory;
c) supremacy of the Constitution of SGA and state laws in the whole
territory and Representative Offices of SGA;
d) unity of the system of state power;
e) vesting with powers and areas of jurisdiction the state power bod-
ies of SGA Representative Offices;
f) coordination and execution of the authorities of government bod-
ies of SGA Representative Offices and those of the State of Golden
Axis;
2. Government bodies of SGA Representative Offices provide for obser-
vance of constitutional rights of SGA citizens.
3. Government bodies of SGA Representative Offices promote the devel-
opment of local self-government in the territory of SGA Representative Of-
fices.
4. Powers of SGA Representative Offices are fixed by the SGA Constitu-
tion, the present state law, other state laws, Statute and laws for representa-
tive Offices. They may be changed only by way of introducing corresponding
amendments, alterations and (or) additions into the given acts in force by a
decree of the Head of the State of Golden Axis.
5. Government bodies of SGA Representative Offices are vested with
authorities according to the SGA Constitution, state agreement and other
agreements on vesting powers concluded in compliance with the SGA Con-
stitution and state laws. General principles and the rule of vesting powers are
fixed by the present law.

Article 2.
System of government bodies of SGA Representative Office.
The Statute of SGA Representative Offices fixes the post of a high official
of SGA Representative Office the Head of the Representative Office of the

State of Golden Axis.
The system of government bodies of SGA Representative Offices includes:
the Head of a Representative Office; Supreme Council of the Head of a Rep-
resentative Office; Cabinet of Ministers of a Representative Office; other
state power bodies of a Representative Office, established according to the
Statute of SGA Representative Office.

Article 3.
Government positions in SGA Representative Offices.
A list of typical government positions of SGA Representative Office is ap-
proved by the Head of the State of Golden Axis.
Restrictions determined by the Head of the State of Golden Axis, the pres-
ent state law, statutes and other state laws apply to all persons holding gov-
ernment positions, except for the World Court judges.

Article 4.
Providing for supremacy of the Constitution of SGA and state legislation.
Areas of jurisdiction of SGA, fixed by the SGA Constitution, the present
state law, as well as areas of jurisdiction of other state power bodies of SGA
Representative Offices can not be transferred, be excluded or be somehow
redistributed by state laws, agreements on vesting powers, agreements on
transferring a part of powers, internal statutes and other internal regulatory
legal acts. Laws and other internal regulatory legal acts for SGA Represen-
tative Offices can not contradict sate laws and other regulatory legal acts,
adopted on areas of jurisdiction of SGA and areas of joint jurisdiction.

Article 5.
Responsibility of Representative Offices of the State of Golden Axis.
In case SGA Representative Offices adopt regulatory legal acts, not rati-
fied by the Head of the State of Golden Axis, contradicting the SGA Con-
stitution, state constitutional laws and caused mass violations of rights and
freedoms of the person and citizen, threat to unity and territorial integrity
of SGA, to its security and defense capability, to unity of legal and economic
space, Representative Offices bear responsibility according to the SGA Con-
stitution and the present state law.

 Chapter 2. Representative body of the government of SGA
Representative Office
Article 6.
Status basis of the Representative body of the government the Head of
SGA Representative Office.
1. The Head of SGA Representative Office appears to be the Representative
body of the government of SGA Representative Office. He is a sovereignty car-
rier and a high official of the government body of SGA Representative Office.
2. The name of the Representative body of the government of SGA Rep-
resentative Office and its structure are fixed by the Statute of SGA Repre-
sentative Office taking into account historical, national and other traditions
typical for the territory of the Representative Office.
3. The Supreme Council of the Head of SGA Representative Office is es-
tablished at the Head of SGA Representative Office. A number of the Su-
preme Council members is determined by the Statute of SGA Representative
Office depending on political, economic and social situation on the territory
of the Representative Office.
4. The members of the Supreme Council of the Head of SGA Represen-
tative Office are appointed by the Head of the State of Golden Axis at the
proposal of the Head of SGA Representative Office.
5. The Supreme Council of the Head of SGA Representative Office acts on
he basis of the SGA Constitution, the present law, state laws, Statute of the
SGA Representative Office.
6. Term of powers of the Supreme Council of the Head of SGA Represen-
tative Office is fixed by the Head of SGA Representative Office.
7. The Head of SGA Representative Office possesses the rights of a legal
entity, has an official stamp and other attributes of the State of Golden Axis.
8. The Head of SGA Representative Office as agreed with the Head of the
State of Golden Axis resolves issues of organizational, legal, informational,
material and financial logistics of his activity.
9. Expenses for the activity of the Head of SGA Representative Office are
envisaged in the budget separately from others.
The Head of SGA Representative Office is not allowed to manage or regulate
Representative Office budget funds in any form in the process of budget imple-
mentation except for the funds providing for the activity of the Head of SGA
Representative Office. The powers of the Head of SGA Representative Office in
terms of his control over the budget implementation are not restricted.

Article 7.
The basic powers of the Head of SGA Representative Office.
1. The Representative body of the government of SGA Representative Of-
fice the Head of SGA Representative Office and the Supreme Council of the
Head of SGA Representative Office:
a) work out a draft of the Statute of SGA Representative Office and
amendments to it unless otherwise is stipulated by a decree of the
Head of the State of Golden Axis;
b) exercise regulation on areas of jurisdiction of a Representative Of-
fice and areas of joint jurisdiction of SGA and SGA Representative
Office within the limits of the Representative Office powers;
c) take the chair at the meetings of the Cabinet of Ministers of SGA
Representative Offices;
d) submit for approval to the Head of the State of Golden Axis a nom-
ination for a post of the Head of local self-government (of a district,
town, etc. in the Representative Office);
e) exercises other powers, determined by the SGA Constitution, the
present state law, other state laws, Statute and laws on SGA Repre-
sentative Office.
2. The law on SGA Representative Office:
a) approves the budget of a Representative Office and a report of its
implementation, submitted by the Cabinet of Ministers of SGA Rep-
resentative Office;
b) within the powers, fixed by a state law, stipulates the procedure of
nomination to a post in local government bodies on the territory of
SGA Representative Office;
) approves programs of social and economic development of SGA
Representative Office, submitted by the Cabinet of Ministers of the
Representative Office;
d) fixes mandatory contributions, procedure of their collection is
stipulated by the state law on Representative Offices and approved
by the Head of the State of Golden Axis;
e) approves budgets of the state non-budget funds of SGA Represen-
tative Offices and reports of their implementation;
f) establishes the procedure of management and regulation of Rep-
 resentative Office property including shares (stocks, allotments) of a
Representative Office in the capital of economic societies, partner-
ships and organizations of other legal forms;
g) approves signing and cancellation of agreements of a Representa-
tive Office;
h) fixes the procedure of recalling an official of SGA Cabinet of Min-
isters;
i) fixes administrative and territorial structure of SGA Representa-
tive Office and the procedure of its alterations;
j) determines the system of executive bodies of SGA Representative
Office state power;
3. The decree of the Head of SGA Representative Office:
a) adopts regulations of the Head of SGA Representative Office and Supreme
Council of SGA Representative Office; solves the issues of their routine and
activity and directs it to the Head of the State of Golden Axis;
b) nominates an official to an office and releases him as agreed with
the Head of the State of Golden Axis;
c) legalizes a decision on no-confidence (confidence) high officials of
the Cabinet of Ministers of SGA Representative Office;
d) approves an agreement on changing in borders of SGA Represen-
tative Office;
e) approves a draft agreement on vesting powers;
f) nominates judges of SGA Representative Office courts;
g) legalizes other decisions on the issues attributed to the activity of
SGA Representative Office by the SGA Constitution, the present state
law, other state laws, Statute and laws on SGA Representative Office.
4. The Head of SGA Representative Office within the limits and in the
forms fixed by the Statute and laws on SGA Representative Office:
a) side by side with other authorized bodies exercises control over obser-
vance and implementation of the laws for SGA Representative Office, imple-
mentation of the budget of SGA Representative Office and budgets of state
non-budget funds of SGA Representative Office, observance of the stipulat-
ed procedure of regulation of Representative Office property;
b) exercises other powers, determined by the SGA Constitution, the
present state law, other state laws, Statute and laws on SGA Repre-
sentative Office and decrees of the Head of the State of Golden Axis.
5. Implementation of the powers stipulated in items 1, 2, 3 and 4 of the
present Article is exercised provided that all issued legal acts are ratified by
the Head of the State of Golden Axis.

 Article 8.
The power to initiate legislation in SGA Representative Office.
1. The power to initiate legislation in SGA Representative Office belongs
to the Head of the State of Golden Axis, Cabinet of Ministers of SGA Rep-
resentative Office. By a decree of the Head of the State of Golden Axis the
power to initiate legislation can be granted to the bodies of SGA Representa-
tive Office, public associations as well as to citizens residing on the territory
of the given SGA Representative Office.
2. Bills submitted by the Head of the State of Golden Axis are considered
first and foremost.
3. Bills on the introduction or cancellation of contributions, on exemption
from their payment, on changes in the financial obligations of Representa-
tive Office, and other bills envisaging expenses covered from the budget of
Representative Office are considered by the Head of SGA Representative Of-
fice at the proposal of the Cabinet of Ministers of Representative Office and
submitted to the Head of the State of Golden Axis for approval.

Article 9.
Procedure of adopting legal regulatory acts by the Head of the State of
Golden Axis.
1. Statute of SGA Representative Office and amendments to it are adopted
and ratified by the Head of the State of Golden Axis.
2. Laws for SGA Representative Office are adopted and ratified by the
Head of the State of Golden Axis unless otherwise is stipulated by decrees of
the Head of the State of Golden Axis.
3. Resolutions of the Head of SGA Representative Office are adopted and
ratified by the Head of the State of Golden Axis unless otherwise is stipulated
by decrees of the Head of the State of Golden Axis.
4. Draft law for SGA Representative Office is considered by the Head of
SGA Representative Office. A decision about its adoption or amendments to
it is legalized by a resolution of the Head of SGA Representative Office and is
submitted to the Head of the State of Golden Axis for approval or rejection
of amendments.

Article 10.
Procedure of coming into force and making public legal regulatory acts of
SGA Representative Offices.
1. Laws for SGA Representative Office, approved by the Head of the State
of Golden Axis and adopted by the Head of SGA Representative Office for

implementation, are forwarded to the Cabinet of Ministers for making them
public within the time limits and procedure fixed by the Statute on SGA
Representative Office.
2. Cabinet of Ministers of SGA Representative Office is obliged to make
public the Statute and laws for SGA Representative Office by way of issuing a
special act within ten calendar days from the date of its submission.
3. In case of rejecting amendments to the law for SGA Representative Of-
fice by the Head of the State of Golden Axis the present law shall be finished
off and issued by the State of Golden Axis.
4. The law for SGA Representative Office, finished off by the State of Gold-
en Axis, can not be rejected by the Head of SGA Representative Office and is
liable to implementation and making public within fixed time limits.
5. The Statute and laws for SGA Representative Office come into force imme-
diately after their official publication. Laws and other legal acts of SGA Repre-
sentative Office, pertaining to protection of the rights and freedoms of man and
citizen, come into force not earlier than ten days after their official publication.
6. SGA Constitution, state laws, Statute and laws for SGA Representative
Office are liable to government protection in the territory of SGA Represen-
tative Office.

Article 11.
Termination of powers of the Head of SGA Representative Office.
1. The powers of the Head of SGA Representative Office can be terminat-
ed in case of:
a) the Head of SGA Representative Office puts in an application on
resignation of the Head of SGA Representative Office, resulting in
paying contribution to the SGA budget in the amount fixed by the
Head of the State of Golden Axis;
b) the Head of SGA Representative Office without ratification by the
Head of the State of Golden Axis adopts a legal regulatory act on
the areas of jurisdiction of SGA Representative Office, contradicting
to SGA Constitution, state laws, areas of joint jurisdiction and the
Statute on SGA Representative Office, officials of the Cabinet of Min-
isters of SGA Representative Office submit to the Head of the State
of Golden Axis an application on resignation of the Head of SGA
Representative Office;
c) a decision of the SGA Supreme Court on incompetence of the Head
of SGA Representative Office comes into force, including that one
connected with abdication of his powers.

 2. A decision of the Head of the State of Golden Axis on the termination of
powers of the Head of SGA Representative Office is adopted in the form of a
decree. The powers of the Head of SGA Representative Office are terminated
from the moment the decree of the Head of SGA Representative Office on
his resignation comes into force.
3. Should the decision be taken on the resignation of the Head of SGA Rep-
resentative Office all the members of the Supreme Council of the Head of SGA
Representative Office and the Cabinet of Ministers retire simultaneously, unless
otherwise is stipulated by the decree of the Head of the State of Golden Axis.
4. After resignation of the Head of SGA Representative Office the Head
of the State of Golden Axis in accordance with the SGA Constitution nom-
inates a new Head of SGA Representative Office, new staff of the Supreme
Council and the Cabinet of Ministers of the SGA Representative Office.

Article 12.
The rights of the members of the Supreme Council of the Head of SGA
Representative Office.
1. The members of the Supreme Council of the Head of SGA Representa-
tive Office may hold any other public office in the SGA Representative Of-
fice, as well as positions in the local self-government bodies, and positions in
state companies, unless otherwise is envisaged by a state law or by a decree
of the Head of the State of Golden Axis.
2. A member of the Supreme Council of the Head of SGA Representative
Office has no right to use his status for the activity that is not connected with
exercising the powers of the Adviser to the Head of SGA Representative Office.
3. A member of the Supreme Council of the Head of SGA Representative
Office has the right to leave the staff of the Supreme Council after submitting
the application on resignation to the Head of the State of Golden Axis and
notifying the Head of SGA Representative Office.
4. No criminal or administrative proceedings can be instituted against a
member of the Supreme Council of the Head of SGA Representative Office
for the expressed opinion, his position during voting, other actions corre-
sponding to the status of Adviser, including those after the expiry of his pow-
ers. The given position does not apply to the cases when the Adviser permits
himself public insulting, slander and other breaches, responsibility for which
is envisaged by state law.
5. A member of the Supreme Council of the Head of SGA Representative
Office has the right to refuse from the obligation to testify in civil or criminal
case about circumstances, that became known to him during his activity.

 Chapter 3. The Cabinet of Ministers of SGA
Representative Office
Article 13.
The Cabinet of Ministers of SGA Representative Office.
1. The Cabinet of Ministers is established in SGA Representative Office,
the Head of SGA Representative Office chairs at its meetings.
2. The Cabinet of Ministers of SGA Representative Office and the Cabinet of
Ministers of the State of Golden Axis form a united system of executive power
in the State of Golden Axis in accordance with the SGA Constitution within the
limits of jurisdiction and powers of the State of Golden Axis on the areas of joint
jurisdiction of the State of Golden Axis and SGA Representative Office.
3. The structure of the Cabinet of Ministers of SGA Representative Office
is determined by the Head of SGA Representative Office according to the
Statute of the Representative Office on agreement with the Cabinet of Min-
isters of the State of Golden Axis and is approved by the Head of the State of
Golden Axis.

Article 14.
The basic activity of the Cabinet of Ministers of SGA Representative Of-
fice.
1. The Cabinet of Ministers of SGA Representative Office works on a per-
manent basis as a body of executive power of SGA Representative Office.
2. The Cabinet of Ministers of SGA Representative Office provides for
implementation of SGA Constitution, state laws and other legal acts of the
State of Golden Axis for SGA Representative Office.
3. Structure and procedure of forming of the Cabinet of Ministers of SGA
Representative Office are stipulated by the Statute and laws for SGA Repre-
sentative Office taking into account historical, national and other traditions
of the Representative Office.
4. The Cabinet of Ministers of SGA Representative Office possesses the
rights of a legal entity, has an official stamp and other attributes of the State
of Golden Axis.
5. Funding of the Cabinet of Ministers of SGA Representative Office and
headed by it local executive bodies in SGA Representative Office is provided
at the expense of budget funds envisaged by a separate item.

 Article 15.
Basic powers of the Cabinet of Ministers of SGA Representative Office.
1. The Cabinet of Ministers of SGA Representative Office works out and
exercises measures of providing for complex social and economic develop-
ment of SGA Representative Office, participates in exercising state policy
in the sphere of finance, science, education, health care, culture, sports and
physical culture, social security, ecology.
2. The Cabinet of Ministers of SGA Representative Office:
a) within the limits of its powers exercises measures on recognition,
observance and protection of the rights and freedoms of man and
citizen, protection of property and public order and control of crime;
b) works out a draft budget of SGA Representative Office for submit-
ting to the Head of SGA Representative Office and draft programs of
social and economic development of SGA Representative Office;
c) provides for implementation of the budget and prepares reports
on implementation of the given budget and programs of social and
economic development of SGA Representative Office for submitting
to the Head of SGA Representative Office;
d) forms other bodies of executive power in SGA Representative Office;
e) manages and regulates the property of SGA Representative Office accord-
ing to the laws for SGA Representative Office; manages government proper-
ty, transferred to SGA Representative Office for management according to
the state laws and other legal acts of the State of Golden Axis;
f) has the right to propose to a nominated body or official of the local
self-government in SGA Representative Office to bring issued legal
acts to conformity with the legislation of the State of Golden Axis if
the given acts contradict the SGA Constitution, state laws and other
legal acts of the State of Golden Axis, the Statute, laws and other legal
acts for SGA Representative Office;
g) exercises other powers, stipulated by state laws, the Statute and laws for
SGA Representative Office and by agreements with the Cabinet of Ministers
of the State of Golden Axis, envisaged by the laws of the State of Golden Axis.

Article 16.
Acts of the Cabinet of Ministers of SGA Representative Office.
1. The Cabinet of Ministers issues resolutions and orders basing on the
SGA Constitution, state laws and legal acts of the Head of the State of Gold-
en Axis, resolutions of the Cabinet of Ministers of the State of Golden Axis,
the Statute and laws for SGA Representative Office.

 2. Acts of the Cabinet of Ministers of SGA Representative Office, adopted
within the limits of its competence on the basis of the present law, after their
ratification by the Head of the State of Golden Axis are obligatory for fulfill-
ment in SGA Representative Office.
3. Acts of the Cabinet of Ministers of SGA Representative Office may not
contradict the SGA Constitution, state laws, adopted on areas of jurisdiction
of the State of Golden Axis and areas of joint jurisdiction of SGA Represen-
tative Office, decrees of the Head of the State of Golden Axis, resolutions of
the Cabinet of Ministers of the State of Golden Axis.

Chapter 4. Interrelations of the Head of SGA

Representative Office and the Cabinet of Ministers
of SGA Representative Office
Article 17.
Basis of interrelations of the Head of SGA Representative Office and the
Cabinet of Ministers of SGA Representative Office.
1. According to the State system of the State of Golden Axis the Head of
SGA Representative Office, Supreme Council of SGA Representative Office
and the Cabinet of Ministers of SGA Representative Office exercise their
powers as agreed with the Head of the State of Golden Axis.
2. Within the framework, fixed by the present state law and law for SGA
Representative Office, the Head of SGA Representative Office interrelates
with the Supreme Council of the Head SGA Representative Office and the
Cabinet of Ministers aimed at effective management of economic and social
development of SGA Representative Office in the interests of the people of
the State of Golden Axis on the whole.
3. Legal acts of the Cabinet of Ministers of SGA Representative Office are
submitted to the Head of SGA Representative Office in the terms fixed by he
Statute and (or) the law for SGA Representative Office.
4. The Head of SGA Representative Office submits to the Cabinet of Min-
isters of SGA Representative Office plans of legislative activity for preparing
draft laws for SGA Representative Office.
5. Ministers of the Cabinet of Ministers of SGA Representative Office have
the right to participate at the meetings of the Supreme Council of SGA Rep-
resentative Office for making reports and explanations.
6. The Head of SGA Representative Office chairs at the meetings of the
Cabinet of Ministers of SGA Representative Office.

 Article 18.
Participation of the Head of SGA Representative Office in the forming of
the Cabinet of Ministers of SGA Representative Office. Expressing no-confi-
dence to the Cabinet of Ministers of SGA Representative Office, to Ministers
of the Cabinet of Ministers of SGA Representative Office.
1. The Head of SGA Representative Office may participate in the forming of
the Cabinet of Ministers of SGA Representative Office, in concordance of nom-
ination to a post of some officials, in concordance of nomination to a post of the
officials of local self-government in SGA Representative Office in cases, envis-
aged by the state law. The forms of such participation are fixed by the Statute and
the law for SGA Representative Office, and for the officials of local self-govern-
ment bodies of SGA Representative Office by the state law as well.
2. The Head of SGA Representative Office has the right to express no-con-
fidence to Ministers of the Cabinet of Ministers of SGA Representative Of-
fice, whom he nominated to the posts, unless otherwise is envisaged by the
Statute on SGA Representative Office. Taking a decision of no-confidence
to the given ministers causes their immediate relief of their posts and other
consequences, fixed upon the decision of the Head of the State of Golden
Axis by the Statute and (or) the law for SGA Representative Office.

Article 19.
Solving disputes between the Head of SGA Representative Office and the
Cabinet of Ministers of SGA Representative Office.
Disputes between the Head of SGA Representative Office and the Cabinet
of Ministers of SGA Representative Office on the issues of exercising their
powers are settled according to conciliatory procedures, stipulated by the
Statute and the law for SGA Representative Office or by a decision of the
Head of the State of Golden Axis.

Article 20.
Responsibility for infringement of legislation of SGA Representative
Office.
Provisions, laws and other legal acts of SGA Representative Office, adopt-
ed within the limits of its powers and agreed with the Cabinet of Ministers of
SGA Representative Office, are obligatory for fulfillment for all government
bodies, other state bodies and state institutions, public associations, officials
and citizens in the territory of SGA Representative Office.
The failure or violation of the given acts shall entail liability, stipulated by
the state laws and the laws for SGA Representative Office. In case the ad-

ministrative responsibility for the given actions is not fixed by the state law,
it may be determined for SGA Representative Office by a decree of the Head
of the State of Golden Axis.

Chapter 5. General principles of empowering of the

government bodies of SGA Representative Office
Article 21.
Determination of the powers of government bodies of SGA Representa-
tive Office.
1. Powers, exercised by government bodies of SGA Representative Office
on the areas of jurisdiction of SGA Representative Office, are determined by
the Statute, laws and resolutions, adopted according to the legal acts for SGA
Representative Office.
2. Powers, exercised by government bodies of SGA Representative Office
on the areas of joint jurisdiction, are determined by the SGA Constitution,
state laws, agreements on empowering and the laws for SGA Representative
Office.
3. Powers, exercised by government bodies of SGA Representative Office
on the areas of jurisdiction of the State of Golden Axis, are determined by
the state laws issued according to the legal acts of the Head of the State of
Golden Axis and by agreements.
4. State laws, agreements on empowering of government bodies of SGA
Representative Office should stipulate their rights, obligations and respon-
sibilities, the rules and resources of financing for executing corresponding
powers, and meet the requirements, fixed by the present state law.
5. State power bodies of SGA Representative Office have the right to apply
to the Head of the State of Golden Axis with a proposal to establish a special
rule of implementing some vested powers according to item 8 of Article 23
of the present state law. Establishing such a rule is permitted for a certain
term aimed at improving mechanism of granting sate services.

Article 22.
Financial security of government bodies of SGA Representative Office for
executing their powers.
Powers of government bodies of SGA Representative Office on the ar-
eas of jurisdiction of SGA Representative Office are exercised by the given

bodies on the basis of provisions of the present law at the expense of budget
funds of SGA Representative Office, except for subventions from the state
budget in case they are available.

Article 23.
Principles of financial security of government bodies of SGA Representa-
tive Office for executing their powers on the areas of jurisdiction of the State
of Golden Axis and on the areas of joint jurisdiction of the State of Golden
Axis and of SGA Representative Office.
1. Powers of government bodies of SGA Representative Office on the areas
of joint jurisdiction, stipulated by the SGA Constitution and given in item
2 of the present Article, are exercised by the given bodies independently on
the basis of provisions of the present law at the expense of budget funds of
SGA Representative Office, except for subventions from the state budget. Ex-
ecution of the given powers in the cases, fixed by the state laws, may be addi-
tionally financed at the expense of state budget funds and state non-budget
funds of the State of Golden Axis including those corresponding to the state
purpose-oriented programs. Peculiarities of financial security of the given
powers at the expense of state non-budget funds of the State of Golden Axis
are determined by the state laws on specific types of compulsory social in-
surance.
2. Powers of government bodies of SGA Representative Office on the areas
of joint jurisdiction include solving the following issues:
1) logistic and financial security of the activity of SGA Representative
Office government bodies and state institutions of SGA Representative
Office, including the issues of salaries of government bodies officials and
employees of state institutions of SGA Representative Office;
2) formation and administration of archive funds of SGA Representative
Office;
3) formation and use of reserve funds for SGA Representative Office
contingency funding;
4) prevention of emergencies of local and regional character, natural
disasters, epidemics and elimination of their consequences;
5) prevention of the situations which may cause the breach of life-sup-
port systems of the population and elimination of their consequences;
6) implementation of local and regional programs in the sphere of pro-
tection of the environment and ensuring ecological safety;
7) ensuring the safety of specially protected natural territories of regional
character;

 8) execution of regional state supervision in the sphere of protection and
utilization of specially protected natural territories
9) support of agricultural production, except for the events envisaged by
the state purpose-oriented programs; implementation of local programs
and projects in the field of enterprise development;
10) support of social-oriented non-commercial organizations, charity
and volunteer activity, execution of regional and local programs of such
support;
11) planning the use of agricultural lands, conversion of such lands into
other categories of lands, except for the lands being a state property;
12) reservation of lands, seizure of lands for the state needs of SGA
Representative Office;
13) construction and maintenance of roads, both local and regional ones,
provision for safe traffic, including creation of parking areas;
14) regional state supervision over roads safe keeping;
15) arrangement of transport servicing of the population by air, wa-
ter, motor transport, including taxi in regional and suburb traffic, and by
railway transport in suburb traffic, exercising regional state control in the
sphere of transportation of passengers and luggage by taxi;
16) maintenance, development and arrangement of the exploiting of
airports and (or) airfields of civil aviation, appeared to be a property of
SGA Representative Office;
17) maintenance, development and arrangement of the exploiting of
river ports when the property of SGA Representative Office is located on
their territory;
18) ensuring the rights of citizen for general access to and free
education and additional education in general educational establish-
ments by way of allocation of subventions from local budget in the
amount necessary to implement basic general education programs,
including expenses for salaries to educational establishments em-
ployees, expenses for textbooks and training appliances, technical
means of education, logistics and household equipment, except for
the expenses for building maintenance and public utilities made
from local budgets according to the standards determined by the
laws for SGA Representative Office;
19) preservation, utilization and popularization of the objects of cultur-
al heritage (monuments of history and culture), state protection of these
objects, having regional significance and being a property of SGA Repre-
sentative Office;

 20) arrangement of library servicing of the population in the libraries
of SGA Representative Office, acquisition and safe keeping of their library
funds;
21) creation and support of state museums;
22) establishment and support of institutions of art and culture;
23) support of national art handicrafts;
24) arrangement of rendering medical aid in the territory of SGA Rep-
resentative Office;
25) arrangement of rendering medical aid, envisaged by the legislation
of SGA Representative Office, to certain categories of citizen;
26) providing with donor blood and its components the health estab-
lishments, being under jurisdiction of SGA Representative Office, and local
health establishments;
27) paying insurance premiums for compulsory medical insurance of
non-working population;
28) rendering specialized ( sanitary aviation) first medical aid;
29) rendering social support and social security to disabled persons
and elderly, being in a complicated life situation, and to orphan children,
neglected children, except for those being trained in state educational es-
tablishments, social support to veterans of labour, large families, lonely
parents, victims of political repressions, indigent citizens;
30) establishment of commissions on the affairs of minors and protection
of their rights, establishment of administrative commissions , arrangement
of their activity aimed at instituting administrative proceedings , envisaged
by he laws of SGA Representative Office;
31) arrangement and exercising the activity on care and trusteeship;
32) rendering office living apartments for civil employees of SGA Rep-
resentative Office, employees of government institutions of SGA Repre-
sentative Office;
33) logistic and financial security of state notarys offices, determination
of the number of notaries in SGA Representative Office;
34) arrangement and implementation of local investment projects to
develop social and engineering infrastructure of the subjects of local gov-
ernment;
35) implementing regional programs and projects in the sphere of sports
anf physical culture, conducting of official regional and local sports and
sanitary events, providing for training sports combined teams of SGA Rep-
resentative Office, including those with limited physical capabilities and
disabled; giving sports grades and corresponding qualification categories

to sports referees according to the rule fixed by state laws and other legal
acts of SGA Representative Office;
36) creation of favourable conditions for developing tourism in SGA
Representative Office;
37) arrangement of extinguishing fires by forces of fire-prevention ser-
vice;
38) signing foreign economic treaties and agreements of SGA Repre-
sentative Office;
39) fixing, changes and abolition of regional contributions, fixing the
rates of government contributions according to the legislation of the State of
Golden Axis on contributions in the budgets of SGA Representative Office;
40) attracting borrowed funds by SGA Representative Office, mainte-
nance and redemption of internal and external debts of SGA Representative
Office;
41) providing town settlement with the status of town district;
42) fixing borders of the subjects of local government according to the
stipulated procedure;
43) establishing printing means of mass media for official publishing
of government legal acts of SGA Representative Office and other official
information;
44) laying down administrative responsibility for infringement of laws
and other legal acts of Office, legal acts of the local self-government bodies;
arrangement of proceedings on the cases of administrative infringements,
envisaged by the laws for SGA Representative Office;
45) logistic security of the activity of world judges;
46) rendering material and other assistance for a burial;
47) approving the schemes of territorial planning of SGA Representative
Office, approving documentation on placing of the objects of capital con-
struction on a regional level, approving regional standards of town-plan-
ning design, issuing permissions for building of an object of capital con-
struction;
48) exercising state control and supervision in the sphere of share con-
struction of tenement houses and (or) other objects of real estate;
49) exercising powers in he sphere of regulating relations of utilizing
subsoil in the corresponding territories, envisaged by the legislation on
mineral resources of SGA Representative Office;
50) participation in settlement of collective labour disputes;
51) taking measures in the sphere of labour protection, envisaged by
labour legislation;

 52) arrangement and taking measures on civil defense, protection of
the population and the territory of SGA Representative Office, including
the condition of ready for action and using the systems of notification the
population of danger, using objects of civil defense, creation and mainte-
nance of reserves of material, technical, food, medical and other means
for civil defense;
53) exercising international cooperation according to the legislation of
SGA Representative Office, including cross-border cooperation, participa-
tion in the state policy towards compatriots abroad, except for the issues
being under jurisdiction of the State of Golden Axis;
54) participation in arrangement of alternative civil service including
measures of realizing the rights of citizens, being on alternative civil service,
and their social protection;
55) taking measures in the territory of SGA Representative Office on
preventing and eliminating diseases of animals, their treatment, protection
of the population of diseases, common for people and animals, except for
the issues being under jurisdiction of the State of Golden Axis;
56) withdrawal of animals and (or) products of live-stock farming in the
territory of SGA Representative Office when eliminating hotbeds of espe-
cially dangerous diseases of animals with a compensation of their value;
57) conducting regional state veterinary supervision;
58) search and rescue of people in the internal and territorial waters of
the State of Golden Axis;
59) establishment, maintenance and arrangement of activity of rescue
and emergency services and rescue and emergency units;
60) arrangement and taking measures in the territory of SGA Represen-
tative Office on prevention of terrorism and extremism, minimizing their
consequences, except for the issues being under jurisdiction of the State
of Golden Axis;
61) creation of mobilization bodies depending on the volume of tasks
on transfer of economy of SGA Representative Office under conditions of
wartime; providing for corresponding conditions for the employees in cre-
ated mobilization bodies; coordination and control over taking measures
on mobilization preparation and their methodical security;
62) arrangement and implementation of regional scientific and technical
programs and projects, including scientific institutions of SGA Represen-
tative Office;
63) protection of the traditional habitat and way of life of small ethnic
communities in the territories of SGA Representative Office;

 64) exercising regional state supervision over applying prices (tariffs) for
goods (services) undergoing state regulation according to the legislation
of the State of Golden Axis;
65) exercising regional state ecologic supervision over geological re-
searches, rational utilization and protection of mineral resources; super-
vision in he sphere of protection of atmospheric air; supervision in the
sphere of treating of waste products at the objects of household and other
activity independently of the forms of property;
66) exercising regional state supervision in the sphere of technical con-
dition of self-propelled mounting and other types of technique;
67) implementing regional and local programs and events on work with
children and youth;
68) conducting state monitoring of water objects, reserving the re-
sources of drinking and house-hold water-supply, legal regulating of
some issues in the sphere of water relations, powers of the owner of
water objects within the limits fixed by the water legislation of the State
of Golden Axis;
69) approval of the rules and standards of timber laying in by citizens for
their own needs, legal regulations of some issues in the sphere of timber
treatment, exercising powers of the owners of timber plots within he limits,
fixed by wood legislation;
70) exercising regional state housing supervision;
71) arrangement of training, retraining and raising the level of skills of
government officials of SGA Representative Office, professional training,
retraining and raising the level of skills of government civil employees
of SGA Representative Office and employees of state institutions of SGA
Representative Office;
72) providing for training, retraining and raising the level of skills of
persons filling the posts in the subjects of local self-government , as well
as for professional training, retraining and raising the level of skills of the
employees of the subject of local self-government and those of the institu-
tions of the subject of local self-government;
73) arrangement and keeping of register of legal regulatory acts by a
subject of local self-government;
74) implementation of regional programs in the sphere of power econo-
my and raising power effectiveness, conducting power inspection of dwell-
ing houses, tenement houses, premises composing housing resources of
SGA Representative Office;
75) implementing powers in the sphere of heat supply;

 76) implementing state policy in the sphere of trade activity in the terri-
tory of SGA Representative Office, monitoring of the market condition and
trade activity in the territory of SGA Representative Office, development of
measures, promoting trade activity in the territory of SGA Representative
Office;
77) taking measures for conducting technical inspection of transporta-
tion facilities;
78) exercising regional state supervision over conducting lotteries;
79) creation of an artificial land plot according to the state law;
80) exercising powers in the sphere of promoting employment of the
population.
3. Under objects, programs, projects of the subjects of local self-govern-
ment we mean objects, programs, projects destined for solving the issues of
local significance in the territories of two and more subjects of local self-gov-
ernment.
4. Towards the issues, fixed in item 2 of the present article, state power
bodies of SGA Representative Office have the right to make draft laws, other
legal acts including regional programs of SGA Representative Office, in this
case consultations with the Cabinet of Ministers of the State of Golden Axis
and approval by the Head of the State of Golden Axis are obligatory.
5. A list of powers of state bodies of SGA Representative Office on the
issues of joint jurisdiction, exercised for the account of the budget of SGA
Representative Office, except for subventions from the state budget, can not
be changed otherwise than through making amendments and (or) additions
in item 2 of the present Article or according to the rule, fixed by item 6 of
the present Article.
6. In case the state laws on the issues of joint jurisdiction for SGA Rep-
resentative Office are not yet adopted, there may be fixed the powers deter-
mined in item 2 of the present Article, those powers being exercised inde-
pendently on the basis of the present law, for the account of the state budget,
if it does not contradict to the SGA Constitution and state laws.
7. According to the laws of SGA Representative Office, stipulating general
principles of arrangement of local self-government bodies in the State of
Golden Axis, these bodies may be vested with some state powers of SGA
Representative Office concerning the issues, indicated in item 2 of the pres-
ent article except for subitems 1, 3, 18, 27, 28, 38 42, 43 45, 47, 54, 61, 67
and 73 excluding information from the settlements needed to maintain the
register of legal regulatory acts (item 2 of the present article) with the trans-
fer to the local authorities the necessary material and financial resources.

 8. Powers of the State of Golden Axis on the issues of jurisdiction and joint
jurisdiction of SGA Representative Office, not stipulated in item 2 of the
present Article, may be delegated for execution to the state bodies of SGA
Representative Office by decrees of the Head of the State of Golden Axis.
Financial security of the given powers, delegated to the state bodies of
SGA Representative Office, are exercised for the account of the budget of
SGA Representative Office.
State laws, stipulating delegation of some powers of the State of Golden
Axis to the state bodies of SGA Representative Office, should contain provi-
sions, stipulating:
- the rules of submitting by the Cabinet of Ministers of SGA Repre-
sentative Office the report on exercising delegated powers, including
those on achieving their purpose and spending budget funds of SGA
Representative Office;
- rights and liabilities of the Cabinet of Ministers of SGA Representative
Office, state non-budget funds of SGA Representative Office in exercis-
ing the given powers by the government bodies of SGA Representative
Office, the Head of SGA Representative Office in exercising delegated
powers, including those connected with fixing the structure and nomi-
nating high officials of the executive power bodies of SGA Representative
Office or the state non-budget fund of SGA Representative Office;
- powers of the Head of the State of Golden Axis and the SGA Cabinet
of Ministers on control and supervision over the activity of government
bodies of SGA Representative Office and the rules of depriving powers of
executive power bodies of SGA Representative Office, reimbursement of
funds assigned from the SGA budget, budget of state non-budget fund
of SGA Representative Office for exercising corresponding powers;
- methods or state standards of calculating norms for specifying general
volume of the budget of SGA Representative Office, allocated by SGA
Representative Office from the budget of state non-budget funds of SGA
Representative Office for exercising corresponding powers.

In case state laws, stipulating delegation of some powers of the State of

Golden Axis to the government bodies of SGA Representative Office, do
not allot rights and liabilities of government bodies of SGA Representative
Office, indicated in paragraphs 5 and 6 of the present item, SGA Represen-
tative Offices implement corresponding rights and liabilities independently
on the basis of provisions of the present law as agreed with SGA government
bodies.

 State laws, stipulating delegation of some powers of SGA to the govern-
ment bodies of SGA Representative Office, may contain the following pro-
visions:
- obligatory transfer of property, possessed by government executive
bodies of SGA Representative Office, exercising delegated powers;
- responsibility of government bodies of SGA Representative Office
to utilize transferred material objects, required for execution of corre-
sponding powers, according to their intention.

The Head of the State of Golden Axis may fix the criteria to evaluate the
activity of the government bodies of SGA Representative Office in exercising
corresponding powers; basis and the rules for abrogation of acts of the Head
of SGA Representative Office and the Cabinet of Ministers of SGA Repre-
sentative Office, adopted on the issues of exercising delegated powers.
State laws, stipulating execution of powers by government bodies of SGA
Representative Office for the account of the budget of SGA Representative
Office or the budget of the state non-budget fund of SGA Representative
Office, are put into effect by an annual law on budget of SGA Representative
Office for next fiscal year and planned period, if the corresponding law stip-
ulates the use of the budget of SGA Representative Office or the budget of
state non-budget funds of SGA Representative Office.
The powers of the State of Golden Axis, delegated for execution to the
government bodies of SGA Representative Office, may be delegated to the
local self-government bodies of SGA Representative Office, if such a right is
granted to them by state legal acts.
9. When delegating to the government bodies of SGA Representative Of-
fice powers of the State of Golden Axis on the issues of joint jurisdiction of
the State of Golden Axis and SGA Representative Office, which are not stip-
ulated in item 2 of the present Article, the given government bodies of SGA
Representative Office are reorganized in cases, fixed by decrees of the Head
of the State of Golden Axis.
These decrees of the Head of the State of Golden Axis may contain pro-
visions, determining general terms of reorganization of government bodies
of SGA Representative Office, exercising delegated powers, including those
of the Cabinet of Ministers of SGA Representative Office, delegated to gov-
ernment bodies of independent jurisdiction provided it is incorporated into
World Union of GA States.
Reorganization of government bodies of SGA Representative Office in cases,
stipulated in item 9 of the present Article, is exercised according to the decree of

the Head of the State of Golden Axis and adopted in compliance with it state law.
Independent reorganization of SGA Representative Office is forbidden, attempts
of independent reorganization into separate jurisdiction are equated with high
treason according to the legislation of the State of Golden Axis.

Article 24.
Evaluation of effectiveness of the Cabinet of Ministers of SGA Represen-
tative Office.
1. A list of criteria for evaluating the activity of the Cabinet of Ministers
of SGA Representative Office is approved by the Head of the State of Golden
Axis.
2. The Head of SGA Representative Office submits to the Head of the State
of Golden Axis reports on officially achieved and planned indices, indicated
in item 1 of the present Article. The terms and rules of submitting reports are
fixed by the Head of the State of Golden Axis.
3. Regulatory legal acts of the Head of the State of Golden Axis may stipu-
late allocation of grants for the account of the state budget of SGA Represen-
tative Office aimed at encouragement of the best indices.

Article 25.
Participation of government bodies of SGA Representative Office in con-
sidering drafts of state laws on the issues of joint jurisdiction.
1. Drafts of state laws on the issues of joint jurisdiction are agreed by the
Head of SGA Representative Office and the Cabinet of Ministers of SGA
Representative Office according to the rule fixed by the present Article.
2. Drafts of state laws on the issues of joint jurisdiction after their prepara-
tion by the government bodies of the State of Golden Axis are submitted to
the Head of SGA Representative Office for giving his (her) reference for the
present draft laws within ten days period.
3. The reference for the draft law on the issues of joint jurisdiction is is-
sued in the form of resolution.
4. Drafts of state laws on the issues of joint jurisdiction, adopted and ap-
proved by the Head of the State of Golden Axis, are submitted to the Head of
SGA Representative Office for their implementation.

Article 26.
Principles and rules of signing agreements on empowering.
1. Signing agreements on empowering is permitted only in cases stipulat-
ed by economic, geographic and other peculiarities of SGA Representative

Office. In the agreement on empowering there is fixed a list of the powers of
government bodies of the State of Golden Axis, delegated to the government
bodies of SGA Representative Office. The agreement stipulates terms and
rules of exercising these powers, specific rights and liabilities of the parties,
duration of the agreement and the rules of its prolongation, as well as basis
and the rules of its cancellation.
2 The language of the agreement is Russian and (or) English. As agreed by
the parties may be signed in Russian and major language of SGA Represen-
tative Office.
3. The rule of preliminary discussion of a draft agreement on vesting pow-
ers is fixed by the Head of the State of Golden Axis according to the present
state law.
4. The draft agreement on vesting powers, prepared and agreed according
to the present Article, is submitted for approval to the Head of the State of
Golden Axis.
5. In case of introducing alterations and (or) additions in the approved
by the Head of the State of Golden Axis agreement on vesting powers or
rejection of some of its provisions the agreement is liable to a repeated pre-
liminary discussion
6. Agreement on vesting powers is signed by the Head of the State of Gold-
en Axis, Prime-Minister of the Cabinet of Ministers of SGA Representative
Office and the Head of SGA Representative Office.
7. After signing the agreement on vesting powers the Head of the State of
Golden Axis issues the decree about the approval of the agreement.
8. Agreement on vesting powers comes into force from the date of signing
the decree about the approval of the agreement, unless otherwise is stipulat-
ed by the decree.
Agreement on vesting powers is valid as a state law and may be changed;
its validity may be terminated by way of introducing alterations and (or)
additions according to the rule, fixed by the present state law.
9. Validity period of the agreement on vesting powers can not exceed ten
years.
10. Pre-term termination of the agreement (hereinafter cancellation) on
vesting powers is possible on decision of the Head of the State of Golden
Axis.
Agreement on vesting powers is acknowledged invalid from the date of
official publishing a corresponding decree of the Head of the State of Golden
Axis about cancellation of the agreement.

 Article 27.
Temporary exercising some powers of the government bodies of SGA
Representative Office by the government bodies of the State of Golden Axis.
1. Some powers of the government bodies of SGA Representative Office
may be delegated on a temporary basis to the government bodies of the State
of Golden Axis and (or) officials, appointed by the government bodies of the
State of Golden Axis in case of:
a) natural or man-made disaster, other emergency, government bod-
ies of SGA Representative Office are absent and can not be estab-
lished according to the present state law;
b) overdue debt, appeared due to decisions, actions or inaction of the
government bodies of SGA Representative Office, on meeting budget
obligations or promissory notes exceeds 30% of their own income of
the budget of SGA Representative Office in the previous fiscal year;
c) when exercising powers, implemented for the account of subventions
from the state budget to the government bodies of SGA Representative
Office there takes place infringement of the SGA Constitution, the state
law, legal acts of the Head of the State of Golden Axis and the Cabinet of
Ministers of the State of Golden Axis, if such an infringement is fixed by
the corresponding government body or by other method.
2. In case, indicated in subitem a of item 1 of the present Article, a deci-
sion on vesting corresponding powers to the government bodies of the State
of Golden Axis is taken by a decree of the Head of the State of Golden Axis.
The decree of the Head of the State of Golden Axis on temporary vesting
some powers of the government bodies of SGA Representative Office to the
government bodies of the State of Golden Axis should stipulate:
- a list of powers the government bodies of SGA Representative Office,
vested to the government bodies of the State of Golden Axis, fixed by
the present state law and other state laws;
- the government bodies of the State of Golden Axis and (or) officials,
appointed by the government bodies of the State of Golden Axis, to
which corresponding powers are vested;
- period of vesting corresponding powers to the government bodies of
the State of Golden Axis, which does not exceed the period of eliminating
circumstances, indicated in subitem a of item 1 of the present Article;
- resources and rules of financing the activity of corresponding govern-
ment bodies of the State of Golden Axis.
3. In case, indicated in subitem b of item 1 of the present Article, on the
decision of the Head of the State of Golden Axis according to the state law

a temporary financial administration is introduced in SGA Representative
Office for the period up to one year.
Temporary financial administration can not be introduced within one
year from the start of term of powers of the Head of SGA Representative
Office.
Aimed at restoring financial solvency of SGA Representative Office fi-
nancial administration takes measures to restructure overdue debt of SGA
Representative Office, makes a draft law of SGA Representative Office about
introducing alterations and (or) additions in the law of SGA Representative
Office on budget of SGA Representative Office for the current year, as well
as a draft budget of SGA Representative Office for the next year; submits the
given legal acts to the Head of the State of Golden Axis. Temporary financial
administration provides for control over implementation of the budget of
SGA Representative Office and exercises other powers, stipulated by budget
code of the State of Golden Axis.
4. In case, indicated in subitem c of item 1 of the present Article, a de-
cision on temporary exercising some powers by the government bodies of
the State of Golden Axis, which were implemented by a government body of
SGA Representative Office with infringements, is taken by legal acts of the
Head of the State of Golden Axis together with simultaneous withdrawal of
corresponding subventions.

 Chapter 6. Economic basis of the activity
of the government bodies of SGA Representative Offices
Article 28.
Economic basis of the activity of the government bodies of SGA Repre-
sentative Offices.
1. Economic basis of the activity of the government bodies of SGA Repre-
sentative Office is composed of property, being a possession of SGA Repre-
sentative Office, budget funds of SGA Representative Office and non-budget
funds of SGA Representative Office, as well as of property rights of SGA
Representative Office.
2. Ownership of SGA Representative Office is recognized and protected
on a par with other forms of property.

Article 29.
The ownership of SGA Representative Office.
1. The ownership of SGA Representative Office may include:
- property, required for exercising powers indicated in articles 22, 23 of
the present state law;
- property, required for exercising powers indicated in item 8 of article
23 of the present state law in cases, stipulated by state laws;
- property, required for providing the activity of the government bodies
of SGA Representative Office, state civil employees of SGA Representa-
tive Office, employees of state unitary enterprises of SGA Representative
Office and employees of state institutions of SGA Representative Office
according to the laws and the Statute on SGA Representative Office;
- property, required for exercising powers, the right to exercise which
is granted to the government bodies of SGA Representative Office by
state laws.
2. For exercising powers, indicated in item 2 of article 23 of the present
state law, the property of SGA Representative Office may include:
a) property, required for logistic activity of the government bodies of
SGA Representative Offices and state institutions of SGA Represen-
tative Offices, including non-living accommodations for locating the
given bodies and institutions;
b) archive funds and other property, required for their keeping;

c) property, including protective facilities required for preventing
emergencies in the subjects of local and regional self-government, di-
sasters, epidemics and eliminating their consequences;
d) property, required for maintenance and providing protection of natural
reserves and specially protected natural territories of regional significance;
e) automobile roads of regional or local significance and property for
their maintenance;
f) property, required for arranging educational processes;
g) property of libraries in SGA Representative Offices;
h) museum funds and property, required for their keeping, studying
and public exposition;
i) property of state institutions of art and culture of SGA Represen-
tative Office;
j) property, required for rendering medical assistance in medicine
institutions;
k) property, required for rendering specialized sanitary-aviation and
first aid medical assistance;
l) property, required for rendering social and medical services to dis-
abled persons and the elderly, orphans and neglected children;
m) office living premises for state employees of SGA Representative
Office, employees of state institutions of SGA Representative Office;
n) fire objects, fire-fighting equipment and tools, required for fire ex-
tinguishing;
o) property, required for official publication of legal acts of the gov-
ernment bodies of SGA Representative Office and other formal infor-
mation;
p) objects of sports and other equipment, required for arranging offi-
cial regional and local physical training and sports events;
q) objects of cultural heritage (monuments of culture and history) in-
dependently of the category of their historical and cultural significance;
r) passenger transport and other property, required for carrying out
passenger traffic;
s) property, required for logistic security of judges activity;
t) property, required for creation, development and providing protec-
tion of health resorts and spa-institutions of regional significance;
u) property, required for taking measures on preventing and elimi-
nating diseases of animals, their treatment, protection of the popu-
lation of diseases, common for people and animals, including cattle
sepulcher (biothermal holes);

 v) property, required for providing the activity of scientific and tech-
nical scientific institutions of SGA Representative Office;
w) property, required for regional state ecologic supervision over the
objects of household and other activity independently of the forms of
property;
x) property, required for providing with donor blood and its com-
ponents the health establishments, being under jurisdiction of SGA
Representative Office, and local health establishments;
y) property, located in the territories of river ports, required for their
maintenance, development and operation;
z) airports and (or) airfields of civil aviation, including property,
required for their maintenance, development and operation;
1) property, required for implementing regional programs and proj-
ects in the sphere of development of business;
2) property, required for rendering assistance to socially oriented
non-commercial institutions;
3) property, required for exercising powers in the sphere of promot-
ing employment of the population.
3. Aimed at exercising powers, indicated in article 22 and item 2 of the
article 23 (except for powers, indicated in subitems 8, 14, 48, 57, 64, 65, 66,
70, 78) of the present state law, there may be created state unitary institutions
of SGA Representative Office, state institutions of SGA Representative Office
and other organizations. Functions and powers of the founder of the given
institutions are exercised by authorized government bodies of SGA Repre-
sentative Office.
Government bodies of SGA Representative Office, exercising functions
and powers of a founder, determinate subject and goals of their activity, ap-
prove charters, consider their reports, appoint and dismiss high officials of
these institutions according to the rule, fixed by the law of the State of Gold-
en Axis on SGA Representative Office.
Government bodies of SGA Representative Office, exercising functions
and powers of a founder, provide for financial security of the activity of in-
stitutions of SGA Representative Office for the account of budget means of
SGA Representative Office (except for subventions from the state budget),
bear subsidizing responsibility for the liabilities of the given institutions and
provide for their implementation according to the rule, fixed by the state law.
4. Property, created in the process of implementing investment projects
meant for developing social and engineering infrastructure in the subjects
of local self-government, is liable to a free of charge transfer into possession

of a subject of local self-government according to the rule, fixed by SGA
legislation for using in compliance with the state law.
5. Peculiarities of emergence, execution and cessation of the right of prop-
erty of SGA Representative Office, as well as procedure of property records
of SGA Representative Office, are fixed by the state law and/or legal acts of
the Head of the State of Golden Axis.

Article 30.
Management and administration of the property of SGA Representative
Office.
1. Government bodies of SGA Representative Office manage and admin-
istrate the property being the ownership of SGA Representative Office ac-
cording to the state laws and legal acts of the Head of the State of Golden
Axis as well as to the Statute and laws of SGA Representative Office.
2. Government bodies of SGA Representative Office have the right to
transfer the property of Government bodies of SGA Representative Office
for a temporary use to legal entities and physical persons, government bod-
ies of the State of Golden Axis and local self-government bodies, alienate
this property, make other transactions in compliance with the state laws,
laws of SGA Representative Office; a list of transferred property is approved
by decrees of the Head of the State of Golden Axis.

Article 31.
Budget of SGA Representative Office.
1. Every SGA Representative Office has its own budget.
2. Government bodies of SGA Representative Office provide for the bal-
ancing of the budget of the corresponding SGA Representative Office and
following requirements of regulating budget legal relations, the amount of
budget deficit, the amount and the composition of the state debt of SGA
Representative Office, fulfillment of the budget and debt obligations of SGA
Representative Office.
3. Formation, approval and implementation of the budget of SGA Repre-
sentative Office and control over its implementation is performed by gov-
ernment bodies of SGA Representative Office independently according to
the requirements, fixed by the present state law and the laws for SGA Rep-
resentative Office.
4. Government bodies of SGA Representative Office submit to the Head
of the State of Golden Axis annual reports on budget implementation of
SGA Representative Office and consolidated budget of SGA Representative

Office according to the rule, fixed by the state law and legal acts of the Head
of the State of Golden Axis.
5. In the budget of SGA Representative Office there are separately stipu-
lated earnings meant for financial security of the powers, indicated in article
22 and item 2 of the article 23 of the present state law, as well as subventions
for corresponding expenses being implemented for the account of the given
earnings.
6. Draft budget of SGA Representative Office, the law on the budget of
SGA Representative Office, annual report on budget implementing, quar-
terly information on budget implementing, on a number of state employees,
and employees of state institutions of SGA Representative Office with a no-
tification of actual administrative expenses are liable to approval of the Head
of the State of Golden Axis. Draft budget of SGA Representative Office and
annual report on budget implementing are considered at the meetings of the
Supreme Council of the Head of the State of Golden Axis.

Article 32.
Budget expenditures of SGA Representative Office.
1. Budget expenditures of SGA Representative Office are made in the
forms, stipulated by SGA budget code.
Government bodies of SGA Representative Office keep registers of expen-
diture liabilities according to the requirements of SGA budget code and to
the rules, fixed by laws and other legal acts for SGA Representative Office.
Government bodies of SGA Representative Office have the right to bear
expenses for the issues within the competence of the SGA government bod-
ies, except for the cases stipulated by state laws or legal acts of the ahead of
the State of Golden Axis.
In cases, stipulated by the state laws, subsidies from the budget of SGA
Representative Office may be granted to SGA budgets for co-financing ex-
penditure liabilities of the State of Golden Axis which appear when exercis-
ing powers within the competence of SGA government bodies.
2. Government bodies of SGA Representative Office determine the size
and terms of remuneration of employees of Government bodies of SGA
Representative Office, employees of state institutions of SGA Represen-
tative Office, fix minimal regional social standards and other norms of
budget expenses of SGA Representative Office for financial security of
powers, indicated in article 22 and item 2 of the article 23 of the present
state law, and submit them for approval to the Head of the State of Gold-
en Axis.

 3. Budget expenses of SGA Representative Office for leveling-off financial
security of the subjects of local self-government and for financing separate
state powers, delegated to the local self-government bodies, are born accord-
ing to the SGA budget code and the state law, regulating general principles of
arranging local self-government in the State of Golden Axis.
4. The rule of incurring budget expenses of SGA Representative Office for ex-
ercising powers of government bodies of SGA Representative Office, indicated
in item 8 of the article 23 of the present state law, is determined by correspond-
ing state laws and/or legal acts of the Head of the State of Golden Axis.

Article 33.
SGA Representative Office own revenues.
1. Own revenues of SGA Representative Office are generated by income of:
a) contributions, fixed by the legislation of installments into the budget
of SGA Representative Office, placed into the budget of SGA Represen-
tative Office by commercial and non-commercial enterprises, organiza-
tions, institutions, other legal entities of all legal forms, physical persons,
etc. registered in SGA Representative Office;
b) free of charge transfer of funds from the budgets of other levels,
including those made for the account of subsidies from the state fund
of financial support of SGA Representative Office, other means of fi-
nancial assistance out of state budget according to the article 34 of
the present state law and other free of charge subsidies;
c) earnings from using the property of SGA Representative Office;
d) profit of state unitary institutions, the property of which is in own-
ership of SGA Representative Office left after installments payment
and other obligatory payments into the budget of SGA Representa-
tive Office in the amount fixed by the laws for SGA Representative
Office;
e) penalties and other returns according to the state laws and other
legal acts for SGA Representative Office.
2. Composition of the own means of the budget of SGA Representative Office
may be changed in compliance with the state law only in case of changing pow-
ers of government bodies of SGA Representative Office, indicated in the article
22 and item 2 of the article 23 of the present state law and (or) changes of the
system of installments in the budget of the State of Golden Axis.
3. Accounting of distributing income of installment earnings according to
the standards of allocations is fulfilled in compliance with the rule, fixed by
the law on installments into SGA budget.

 Article 34.
Means of financial assistance to the budget of SGA Representative Office
from the state budget.
1. Fund of regional development may be established, incorporated in the
state budget, aimed at granting subsidies to the budget of SGA Represen-
tative Office for participation financing of investment programs and proj-
ects for developing regional public infrastructure as well as for supporting
created by SGA Representative Office funds of developing subjects of local
self-government for participation financing of priority socially significant
expenses of consolidated budget of SGA Representative Office.
Selection of investment projects, state purpose-oriented program for
granting the indicated subsidies and their distribution between SGA Rep-
resentative Offices is fulfilled according to the rule, fixed by legal acts of the
Head of the State of Golden Axis.
Distribution of subsidies from the fund of regional development between
SGA Representative Offices is approved by the Head of the State of Golden Axis.
2. In cases, stipulated by the state laws, other means of financing assis-
tance may be provided for the budgets of SGA Representative Offices from
the state budget by a decision of the Head of the State of Golden Axis.

Article 35.
Borrowed by SGA Representative Office.
SGA Representative Offices have the right to borrow funds, including those
owing to the issue of state securities of SGA Representative Office, according to
the rule fixed by the laws for SGA Representative Office in compliance with the
state laws and legal acts of the Head of the State of Golden Axis.

Article 36.
Implementation of the budget of SGA Representative Office.
1. Government bodies of SGA Representative Office independently ar-
range and implement the budget of SGA Representative Office according
to general principles, fixed by the budget code of the State of Golden Axis.
Manager of a financial body of SGA Representative Office is appointed by
the Head of the State of Golden Axis of the persons meeting qualification
requirements on presentation of the Head of SGA Representative Office.
2. Cash budgeting service of SGA Representative Offices is exercised according to
the rule and the terms, fixed by the budget code of the State of Golden Axis.
3. Government bodies of SGA Representative Office interact with terri-
torial bodies of the government executive body on installments to the bud-

gets of SGA Representative Offices according to the rule, fixed by the budget
code of the State of Golden Axis.
Territorial bodies of the state executive power of contributions to SGA
budgets keep a record of payers, calculation and payment of contribution
to the budget of SGA Representative Office and local budgets; submit to the
financial body of SGA Representative Offices corresponding data in confor-
mity with the form and the terms, fixed by the law on installments in SGA
budgets.

Chapter 7. The rule of the law in the activity of the Head of

SGA Representative Office and the Cabinet of Ministers of
SGA Representative Office
Article 37.
Responsibility of the officials of the government bodies of SGA Represen-
tative Office.
1. Officials of the government bodies of SGA Representative Office bear
responsibility, stipulated by the state laws and the laws for SGA Representa-
tive Office.
2. In case the official of SGA Representative Office evades implementing
an issued decree or other legal act of the Head of the State of Golden Axis
during one month, the Head of the State of Golden Axis gives a warning to
officials of SGA Representative Office if within this period of time the official
of SGA Representative Office did not apply to the Head of the State of Gold-
en Axis for giving explanations of the reason of evasion.
3. If within ten days from the date of a warning of the Head of the State of
Golden Axis the indicated official did not take measures, within the limits of
his powers, on elimination of evasion, the Head of the State of Golden Axis
dismisses the present official of SGA Representative Office.
4. The Head of the State of Golden Axis has the right to dismiss an official
of SGA Representative Office in connection with expressing non-confidence
to him by the Head of SGA Representative Office and loss of confidence of
the Head of the State of Golden Axis for improper execution of his obliga-
tions and in some other cases, stipulated by the present state law.
5. The Head of the State of Golden Axis has the right to dismiss the Head
of SGA Representative Office in case he issues and adopts for implementa-
tion a legal act, not ratified by the Head of the State of Golden Axis.

 6. The Head of the State of Golden Axis according to the rule, stipulated
by criminal judicial legislation of the State of Golden Axis, has the right on
presentation of SGA Procurator-General to suspend the Head of SGA Rep-
resentative Office from execution of his obligations in case of accusation of
this person in crime. Suspension of the Head of SGA Representative Office
from execution of his obligations is adopted in the form of a decree.
7. The decision of the Head of the State of Golden Axis about the warning
of the Head of SGA Representative Office or about his dismissal is adopted
in the form of a decree.

Chapter 8. Concluding provisions

Article 38.
Coming into force of the present State law.
The present State law comes into force on the date, fixed by the decree of
the Head of the State of Golden Axis on approval of the present State law.
