Abstract
Carrying the title, Green University of New Jersey, its only fitting that Stocktons future
Atlantic City campus holds up to these standards. Seeing as how the Galloway campus student
center has already achieved gold LEED status, the obvious choice for Atlantic City would be to
surpass or match the same certification. A main focus when doing so is light fixtures/bulbs.
Incandescent lights give off considerably more heat than LED and have a much shorter half-life.
Specifically, LED lights are 75% of the energy usage compared to incandescent while lasting up
to 25 times longer. The excess heat given off by incandescent bulbs may lead to an increase in
air conditioning, for the residence/academic buildings, nullifying most of the sustainable
elements put in place. Furthermore, the constant changing of these lights can present the
University with another financial burden. Not only do LED light fixtures/bulbs reduce electrical
costs, they can increase safety as well. In accordance with LEED certification the buildings
parking garage will need to meet a minimum footcandle requirement. This requirement embodies
energy sustainability without sacrificing student safety. Using LED lights also keeps natural
resource depletion in mind. Using less bulbs throughout the entire life of the building means less
bulbs are being produced overall reducing fossil fuel consumption and carbon emissions. The
timeline for this project will be the existing timeline put in place by Stockton University. A
budget and comparison of costs from multiple bulbs also gives physical evidence as to why
LEDs are the right choice for Stocktons youngest building.

Mission Statement
Our mission is to equip Stocktons Atlantic City Academic building with more efficient
and sustainable fully LED lighting, with the goal of decreasing the overall electricity costs and
usage, providing the University with an opportunity to educate the community on more
sustainable lighting methods, and ultimately raising the potential of the structure being awarded a
higher level LEED green building certification.

Statement of Need
Stockton University is New Jerseys Green University. It is important that as we extend
our campus into Atlantic City, we do so sustainably in compliance with United Nations efforts to
reduce greenhouse gas emissions and prevent the eminent side effects of climate change. Atlantic
City is in a location that is directly threatened by rising sea levels. Due to the increase, the same
may eventually be said about our campus in the future. A major way to combat this change is to
use sustainable materials that not only reduce greenhouse emissions, but reduce the use of fossil
fuels. Reducing both of these could possibly put a buffer on this positive feedback loop known as
the greenhouse effect. It is important that the new campus uses eco-friendly and energy efficient
LED lights to illuminate the campus.
Assuring that the Stockton University Atlantic City Campus uses LED lights will provide
a multitude of benefits for the Stockton community. On top of being the best choice
environmentally, its also the best choice financially. Cost and environmental benefits include:
Significantly lower electricity consumption
Much longer operational life time expectations than incandescent lights.
They dont burn out and stop working like a standard light, instead, the lighting diodes emit
lower output levels over a very long period and become less bright. The long operational life
time span means also that one LED light bulb can save material and production of 25
incandescent light bulbs. This is huge in the face of sustainability.
Much cooler than incandescent lights, reducing the risk of combustion or burnt hands.
Contain no toxic materials and are 100% recyclable.
LED illumination produces little infrared light and close to no UV emissions. Because of this,
LED lighting is suitable for goods and materials that are sensitive to heat in labs, and suitable to
illuminate sensitive materials or objects such as in an art gallery.

Project Rationale and Justification

By expanding the Stockton University campus into Atlantic City, the school is not only
extending its student capacity, but also its community outreach and impact as well. This being
said, the establishment of the new campus in Atlantic City is a great opportunity for Stockton to
further uphold its title as Green University and set an example of energy efficiency standards
for the city. The implementation of full LED lighting throughout the campus carries many
benefits. First and foremost, LED uses 75% less energy, while at the same time having a life
span of nearly 25 times longer than various forms of incandescent lighting. In addition, LED
lights produce significantly less heat than incandescent lighting, greatly reducing the risk of fire
hazards or burn injury. In conjunction, LEDs are also built much sturdier than traditional forms
of lighting, equipped with epoxy lenses rather than glass, resulting in less breakage. To put into
perspective the difference in energy usage between LED and incandescent lighting, this study
displays energy costs for both forms through the lighting of 6 foot christmas trees for 12 hours a
day for 40 days, as well as the total costs of buying each form of lighting and utilizing each for
10 holiday season (Energy).
Estimated cost of electricity to light a six-foot tree for 12 hours a day for 40 days
Incandescent C-9 lights $10.00

LED C-9 lights $0.27

Incandescent Mini-lights $2.74

LED Mini-lights $0.82

Estimated cost* of buying and operating lights for 10 holiday seasons

Incandescent C-9 lights $122.19

LED C-9 lights $17.99

Incandescent Mini-lights $55.62

LED Mini-lights $33.29

While the data displayed only shows christmas lights rather than the larger light fixtures
that would be used at the Atlantic City campus, for the sake of simplicity the same trends would
occur but ultimately on a much larger scale. Through the use of strictly LED lighting, the
Atlantic City campus as a whole would use noticeably less energy, requiring the burning of less
fossil fuels, which in turn will result in less greenhouse gas emissions into the atmosphere.
5

Expanding usage of LED lighting has had the greatest impact on energy saving in the
United states. By the year 2027, it is projected that increased use could save around 348 TWh,
which is the equivalent to the energy output of nearly 44 electrical power plants, and a saving of
$30 billion in compliance with todays electricity prices (Energy).
In addition to saving vast amounts in electricity costs through the implementation of LED
lighting, the University may also use this as an opportunity to educate staff, students, and the
surrounding community on the power saving abilities and overall environmentally green
potential of converting to full LED lighting. Through the act of educating the community, only
good can result, as each step in reducing CO2 emissions helps and every incandescent bulb
converted to LED is another step towards a greener Earth.

Project Narrative
A. Main Goals:
Our project proposals main goal is to outfit the brand new Atlantic City campus with
LED light bulbs to maximize the energy saving potential of the new buildings. Currently the
main campus center building in Galloway boasts a Gold LEED certification (Leadership in
Energy and Environmental Design). This requires a building to earn a certain amount of points in
different environmental and sustainable building codes as well as energy usage to be able to be
certified. Going along with stockton's claim to fame as being New Jersey's Green University, this
certification adds truth to this claim. The atlantic city campus will carry over the different
sustainable building traits that the main campus already puts into effect.
Stocktons Main campus already uses a high percentage of LED light bulbs in the campus
center. These bulbs save 25%-80% more power than incandescent light bulbs and last 25 times
longer. While some feel that these new lights do not give off enough light or take too much time
to reach their full power, the most recent advances in the light bulbs have minimized this greatly.
While these bulbs are a small part of the campus infrastructure their everyday use adds up over
time and their ability to be as efficient as possible makes them one of the main reasons stockton
is considered A Green university.
The lights that would be installed are also 100% free of toxic materials. LED lightbulbs
are free of any toxins while the more traditional light bulbs like fluorescent contain harsh
chemicals such as mercury. Having these characteristics are just another reason this proposal of
the light bulb changes will contribute to the sustainable and energy efficient characteristics of the
atlantic city campus.
6

B. Project Proposed Activities/Timeline:

This proposed goal will follow the existing project timeline for the Atlantic City
gateway project and will allow the campus to be completed in time for the projected fall
2018 opening. The lights would have to be ordered in compliance with several lighting
electrical plans that were drawn up and submitted by the contracted engineer. Altogether,
the plans and project timeline for Atlantic city would remain relatively unchanged aside
from the implementation of efficient LED lighting rather than traditional incandescents.

C. Personnel and Decision-Makers

The implementation of electrical lighting fixtures throughout the Atlantic City
campus will be carried out by Parson Associates Electrical Design and Construction, the
same company originally tasked with the lighting of the campus, whereas the project as a
whole will be overlooked and facilitated by Mark Ciccotelli, the building Project
Manager.

D. Assessment Methods
In order to ultimately determine the success or failure of this change, it would be
necessary to keep a detailed record of the electrical expenses and usage of the Atlantic
City campus, and compare to those of similar sized buildings equipped with primarily
incandescent lighting fixtures. Beneficial results may not be noticeable immediately, as
LED lighting is generally more expensive than incandescent. This is due to materials of
both higher quality and durability being used in the production process. However, it is
likely that within a short period of time what seemed to be merely a more expensive
lighting strategy will prove to be a worthy long-time energy saving investment, serving
benefits to both the school and the surrounding environment.

Budget
The estimated budget for this project is $134,013. We request $135,500 to put this plan
into action, to accommodate for error in calculations and in implementation. This is the estimated
cost to light the interior and exterior of the Academic Building currently being built in Atlantic
City. The investment into LED lights for Stockton University in Atlantic City will benefit
Stockton by saving thousands of dollars for the school annually in electricity alone. Additionally,
the long-lasting durability of LED bulbs compared to incandescent, CFCs, or halogen bulbs will
offset the time when Stockton must pay to replace the bulbs by 50 times for a typical
incandescent, 20-25 times longer than a typical halogen, and 8-10 times longer than a typical
CFL.
We determined the amount of lights that would need to be purchased by counting the
light fixture marks provided on the blueprint. Next to the light fixture marks, are codes which
represent different types of lights, i.e small circular lights for the hallways vs long tube lights in
classrooms. We acquired a code chart from the project manager that we met with. With this
chart, we were able to identify the technical name of each light fixture code, and the watts of that
fixture type. We were also given a list of manufacturers to explore to find the best deals for
wholesale purchases of LED lights. Once we found the prices we could calculate the budget
necessary to purchase all the LED lights that would be needed for the Stockton University
Academic Building in Atlantic City.
Using the Cree Bulb Calculator (see link below) we could roughly estimate the amount of
money that will be saved annually by Stockton University by using LED lights on the new
campus. To determine this, prior to calculating, we must provide the calculator with our
geographical information to include how our energy is provided to us.
In Figure 3 we are using 4 inch recessed down lights as an example to show the estimated
annual savings for Stockton by using twenty-four, 4-inch recessed downlights (55 watt) for 13
hours a day:

14

Fig. 3.3
Figure 3.3 shows the potential annual savings for using LED 6 recessed soft white downlights of
100 watts instead of typical incandescent lights of 100 watts.

For precision accuracy, as to how much we are saving by using LED bulbs, we also used
the LED Energy Savings Calculator by Indoff Inc. With this tool, we could be more specific and
include the wattage of the specific bulbs that will be used in the campus in the calculation. The
example below is an example using one type of LED Recessed Linear Strip Lights.

Academic building. .
