TECHNICAL ANNEX

TECHNOLOGY EXPERT (NORMAL LEVEL) - FOLIO

1. CONTEXT

DIGIT.B.2 is responsible for creating and maintaining IT systems for managing


human resources at the European Commission. These systems assist DG Human
Resources and Security (HR), the Pay Master Office (PMO) and the European
Personnel Selection Office (EPSO) in carrying out their tasks in the various fields
relating to human resources management (in collaboration with the human resources
managers in the other Directorates-General) and financial rights.

The list non exhaustive of these information systems (IS) is as follows:

Corporate HRM IS (Sysper2, Hrmforms, Epes, etc.)

Administrative IS (Assmal2, NDP, Recart90, etc.)

Financial rights IS (NAP, Sire, Mips, etc.)

All these information systems are built upon Oracle databases.

DIGIT.B.2 wishes to obtain the service of a Technology Expert (Normal Level) for
the FOLIO project, with specific expertise with ORACLE APEX.

2. REQUESTED PROFILE

2.1. Nature of the tasks

Non-exhaustive list of the tasks to be carried out:

Provision of expert advice and assistance, technology watch, evaluation


studies, architectural considerations, applicable standards, solution patterns
and best practices in a specific area of ICT infrastructure technology ( e.g.
database management systems, Java Enterprise technology, enterprise &
web content management, XML, portals, business process management and
rule execution engines, interoperability, business activity monitoring and
business intelligence technologies, Web 2.0, .Net technology, application
life cycle management, test driven development , search technologies,
Identity & Access Management, information security, federation protocols
(SAML v2, WS-*, STORK )
Provision of quality plans, quality assessments, quality control tests,
evaluations and service level agreements associated with information
system infrastructure services or projects
Assistance in the implementation of a software engineering methodology
Provision of security studies, security assessments and other specific
security matters related to ICT infrastructures
Elaboration of functional and non-functional requirements and business
case analysis related to the area of expertise
Elaboration of vision documents focused upon infrastructure components
Risk analysis
Review of Information Systems Infrastructure Architectures
Provision of technical evaluations and audit reports in relation with
information systems infrastructure.

Detect problems or recurring incidents. Verify the effective resolution of


these problems and give feedback to the user community

Maintain technical and functional documentation. Detect missing elements


based on frequently asked questions and update the documentation
accordingly

Monitor data quality

Prepare activity reports for project management

2.2. Knowledge and skills

A specific expertise of minimum 6 years with application development


using Oracle Application Express (APEX) is required, including
professional experience with Oracle APEX v5.0.

Proficiency in analysis, design, development, testing, implementation and


maintenance of applications in Oracle Application Express (APEX) and
client/server configurations.

Excellent conceptual knowledge of Oracle 11g, PL/SQL and SQL

Rich experience in creating master detail forms and adding alerts.

Rich experience in developing forms based on views, tables and


procedures in tabular and form layouts.

Rich experience in developing both web layout and paper lay out
reports in various styles based on the user requirements.

Rich experience in Oracle Application Express Security features


(authentication and authorisation)

Rich experience in Database design using Normalization and E/R


Diagrams.

Rich experience in writing SQL queries, Views, Materialized views,


PL/SQL procedures, functions, packages, triggers, cursors,
collections, Ref cursor, cursor variables, System reference cursor,
Dynamic SQL.

Very good knowledge in Web Applications development, Java Script,


JQuery, HTML, XML, CSS.

Very good analytical skills.

Good reporting methods.

Tools: Oracle Application Express v.5.0, Oracle*Designer, TOAD,


SQL*Plus & Oracle utilities

Ability to work with a high degree of rigour and method

Ability to diagnose problems

Ability to liaise between users and technical development teams

Experience in the Project/Portfolio management domain is an advantage.

Due to the particular nature of a large international organisation such as the


European Commission, candidates should also have the following non-
technical skills:

Ability to participate in multilingual meetings

Ability to understand, speak and write French and English

Ability to work in a team

Ability to work in multi-cultural environment, on a large project

As the applications managed and maintained in DIGIT.B.3 contain personal


and confidential data, a high degree of discretion and integrity is required
from all our staff members.

4. WORK ENVIRONMENT/CONDITIONS

The work will be carried on the Commissions premises in Luxembourg.

The methodology used for development is based Agile@EC.

The technical environment is based on Oracle Application Express v.5, Oracle


11g and Weblogic 12.

The tool used for database design is Oracle Designer.

JIRA is used for source control and activity tracking.

Internet Explorer 11 and Firefox are the web browsers.

All documents must be written in MS Word 2010 (or higher).
