Manila International Airport Authority (MIAA) is the agency vested with the power to administer and operate the

Ninoy Aquino
International Airport (NAIA). It has the power to formulate and adopt for application in the airport internationally acceptable
standards of airport accommodation service; upgrade and provide safe, efficient and reliable airport facilities for international and
domestic air travel; and help encourage and promote international and domestic air traffic in the country as a means of making the
Philippines as a center of international and domestic air travel.

It has partnered with the Inter-Agency Council Against Trafficking (IACAT) to create the NAIA Task Force Against Trafficking in
Persons (NTFATIP), an inter-agency task force composed of members from different law-enforcement agencies of the government,
operating at the NAIA Complex under the guidance of the IACAT. This group is mandated to prevent and suppress trafficking at the
NAIA Complex through a more systematic, coordinated and synchronized approach in law enforcement.

The MIAA has also committed itself with Visayan Forum and other social partners in enforcing international agreements and
domestic laws and regulations for the protection women and children passing through this international and domestic hub. The
agreement made with the Visayan Forum seeks to strengthen the MIAA’s role in helping implement Republic Act 9208, or the Anti-
Trafficking in Persons Act of 2003

MANILA, Philippines - President Benigno "Noynoy" Aquino III has appointed retired General Jose Honrado as the new general
manager of the Manila International Airport Authority, Executive Secretary Paquito Ochoa said Wednesday.

Honrado is a former spokesman of the Armed Forces of the Philippines and was Aquino's security adviser during the campaign.

He also served as aide-de-camp of Aquino's mother, Cory Aquino, when she was president.

Honrado replaces acting MIAA general manager Herminia D. Castillo, who took over the position after the resignation of MIAA GM
Melvin A. Matibag last July 1.

CIVIL AERONAUTICS BOARD

The Civil Aeronautics Board (CAB) is the agency of the government mandated to regulate the economic aspect of air transportation,
and shall have the general supervision, control and jurisdiction over air carriers, general sales agents, cargo sales agents, and air
freight forwarders as well as their property, property rights, equipment, facilities, and franchise (R.A. No. 776, as amended by P.D.
1462). CAB is an attached agency of the Department of Transportation and Communications (DOTC). In the exercise of its
regulatory powers, it is authorized to issue Certificates of Public Convenience and Necessity (CPCN) to domestic carriers, Foreign
Air Carrier's Permit (FACP) to foreign carriers, and Letters of Authority to airfreight forwarders, general sales agents, cargo sales
agents who are fit, willing, and able to perform services as required by public convenience and necessity. CAB likewise performs
quasi-judicial functions.

The Philippines' Civil Aviation Authority formerly Air Transportation Office (Filipino: Tanggapan ng Transportasyong Himpapawid),
abbreviated as CAAP, is an agency of the Philippine government under the Department of Transportation and
Communications responsible for implementing policies on civil aviation to assure safe, economic and efficient air travel.[1] The
agency also investigates aviation accidents.[2] The agency's main office is in Pasay City.

Administer and operate the Civil Aviation Training Center (CATC);

Operate and maintain national airports, air navigation and other similar facilities in compliance to ICAO;

LTFRB Functions

Powers and Functions of the Land Transportation Franchising and Regulatory Board.

The Board shall have the following powers and functions:

To prescribe and regulate routes of service, economically viable capacities and zones or areas of operation of public land
transportation services provided by motorized vehicles in accordance with the public land transportation development plans and
programs approved by the Department of Transportation and Communications;

To issue, amend, revise, suspend or cancel Certificates of Public Convenience or permits authorizing the operation of public land
transportation services provided by motorized vehicles, and to prescribe the appropriate terms and conditions therefore;

To determine, prescribe and approve and periodically review and adjust, reasonable fares, rates and other related charges, relative
to the operation of public land transportation services provided by motorized vehicles;

To issue preliminary or permanent injunction, whether prohibitory or mandatory, in all cases in which it has jurisdiction, and in which
cases the pertinent provisions of the Rules of Court shall apply;

To punish for contempt of the Board, both direct and indirect, in accordance with the pertinent provisions of, and the penalties
prescribed by, the Rules of Court;

To issue subpoena and subpoena duces tecum and summon witnesses to appear in any proceedings of the Board, to administer
oaths and affirmations;

To conduct investigations and hearings of complaints for violation of the public service laws on land transportation and of the
Board's rules and regulations, orders, decisions and/or rulings and to impose fines and/or penalties for such violations;

To review motu proprio the decisions/actions of the Regional Franchising and Regulatory Office herein created;

To promulgate rules and regulations governing proceedings before the Board and the Regional Franchising and Regulatory Office:
Provided, That except with respect to paragraphs d, e, f and g hereof, the rules of procedure and evidence prevailing in the courts of
laws should not be controlling and it is the spirit and intention of said rules that the Board and the Regional Franchising and
Regulatory Offices shall use every and all reasonable means to ascertain facts in its case speedily and objectively and without
regard to technicalities of law and procedures, all in the interest of due process;

To fix, impose and collect, and periodically review and adjust, reasonable fees and other related charges for services rendered;

To formulate, promulgate, administer, implement and enforce rules and regulations on land transportation public utilities, standards
of measurements and/or design, and rules and regulations requiring operators of any public land transportation service to equip,
install and provide in their utilities and in their stations such devices, equipment facilities and operating procedures and techniques
as may promote safety, protection, comfort and convenience to persons and property in their charges as well as the safety of
persons and property within their areas of operations;

To coordinate and cooperate with other government agencies and entities concerned with any aspect involving public land
transportation services with the end in view of effecting continuing improvement of such services; and

To perform such other functions and duties as may be provided by law, or as may be necessary, or proper or incidental to the
purposes and objectives of this Executive Order.

Mission

The mission of the Transportation Research Board (TRB) is to promote innovation and progress in transportation through research.
In an objective and interdisciplinary setting, TRB facilitates the sharing of information on transportation practice and policy by
researchers and practitioners; stimulates research and offers research management services that promote technical excellence;
provide expert advice on transportation policy and programs; and disseminates research results broadly and encouraged their

Organization

TRB is one of six major divisions of the National Research Council— a private, nonprofit institution that is the principal operating
agency of the National Academies in providing services to the government, the public, and the scientific and engineering
communities. The National Research Council is jointly administered by the National Academy of Sciences, the National Academy of
Engineering, and the Institute of Medicine. TRB’s varied activities—described below—annually engage more than 7,000 engineers,
scientists, and other transportation researchers and practitioners from the public and private sectors and academia, all of whom
contribute their expertise in the public interest by participating on TRB committees, panels, and task forces. The program is
supported by state transportation departments, federal agencies including the component administrations of the U.S. Department of

History

TRB was established in 1920 as the National Advisory Board on Highway Research to provide a mechanism for the exchange of
information and research results about highway technology. Renamed the Highway Research Board (HRB) in 1925, the
organization accomplished its mission through standing committees, publications, and an annual meeting. In the decades that
followed, HRB steadily increased in size. Information exchange remained its sole mission until the 1950s, when it began to
undertake management of ad hoc research projects. The first continuing research management activity—the National Cooperative
Highway Research Program— started in 1962. During the 1960s, the Board’s activities became increasingly multimodal in outlook.
In 1974 the Highway Research Board became the Transportation Research Board. Since then, TRB’s portfolio of services has
expanded significantly—first in the early 1980s, when it began conducting studies of national transportation policy issues, and again
in the 1990s, when Congress, the U.S. Department of Transportation, and the state departments of transportation asked TRB to
undertake additional tasks, including management responsibilities for the Transit Cooperative Research Program, guidance of
ongoing research programs such as the Long-Term Pavement Performance studies, and management of the Innovations Deserving
Exploratory Analysis programs. More recent additions have included new cooperative research programs in airports, freight, and

Bike O2 Project

The Light Rail Transit Authority goes greener as it introduces the ?Bike On, Bike Off (BIKE-O2) Project.? The project encourages
car users to leave their vehicles at home and use the train, bringing along their foldable bikes, and biking off towards their workplace
and/or other destinations. It is a combination of two eco-friendly modes of transportation that push for the reduction of traffic
congestion and carbon emission, at the same time change the way car owners and commuters get around places, while promoting
a healthy lifestyle.

The last coach of every train will be utilized as a ?green zone? to accommodate the cyclists and their foldable bikes. The project will
cover both the Line 1 (Baclaran to Monumento) and Line 2 (Recto-Santolan) systems.
Biking on and then biking off has been practiced in other countries worldwide for so many years already. With this project, the LRTA
will be the very first in the country to implement this environment-friendly mode of traveling, while continuing to provide a safe,
reliable and efficient mass transport system.

The project is in partnership with the Firefly Brigade, UP Mountaineers, Padyak Project Foundation, and the Tiklop Society.

Metro By Rail Project

The Metro by Rail Project is a campaign that will integrate leisure and educational tours using the LRT and MRT rail systems as the
main modes of transportation. The tour is mainly a group tour where the participants will be treated a whole new experience through
rail-based adventures featuring a view from the top of Manila?s urban landscape and a walkthrough on the LRTA operations,
showcasing the newly-installed, state-of-the-art technologies on signalling and operations control. Guides and/or guest lecturers
who will provide relevant historic and interesting information about the locations accompany the tours.

Aside from the tours, the LRTA will bring in other rail tourism activities such as the establishment of a rail museum, rail souvenir
shops and a Kids Park and Activity Center in the Line 2 Depot in Santolan, Pasig City. More rail tourism events and activities will be
set up as the Project progresses.

The Strong Republic Transit System

The Strong Republic Transit System (SRTS) is a project of the Office of the President aimed at providing a reliable, seamless and
integrated mass transit system that would be at par with international standards. he project involves the construction of seven (7)
interconnection facilities or links to physically integrate the existing LRT/MRT lines and provide convenience to the LRT/MRT riding
public.

The project also includes fare integration of the lines using the Contactless SmartCard Technology to facilitate the transfer of
passengers between the existing lines making it more convenient to travel using the railway system.
