Description: Comprehensive Animal Adoption Services

1. PURPOSE
As a part of this plan, the Austin City Council adopted a goal to achieve a live outcome rate of 90% of live intake.

The principal objective of the contract resulting from this proposal is to increase the number of animals exiting the
City of Austin’s Animal Shelter alive.

Contractor will provide physical support and placement of approximately 13,000 live animals per year with
adopters or approved placement organizations (rescue groups or limited intake shelters.)

Contractor will provide food, water, shelter, behavioral, veterinary and all other services required by the animals
while in the placement process.

It is estimated that approximately 50% of the dogs and cats entering the shelter require some level of medical
treatment; contractor will be responsible for medical treatment required to place the animal in an adoptable
condition.
2. BACKGROUND

The City has been very dedicated to reducing both euthanasia at the City shelter as well reducing animal
homelessness (and subsequent need for rehoming and/or entry into a shelter.) The City has reduced the
euthanasia to 32% through both increased placements and reductions in animal intake.

3. Scope of Services

Safe and healthy maintenance can best be described as a standard of care that provides each animal with proper
food, water, exercise, veterinary and other care that the animal requires. In addition, it includes environmental
enrichment and stress reduction programs/activities for those animals.

Contractor will be responsible for the live placement of animals, adopters or to placement organizations. In those
cases where an animal is placed with a placement organization, contractor is responsible for tracking the animal
to the final adopter and providing new owner information to the City.

Contractor will be responsible for the screening, approval, and monitoring of all rescue organizations and shelters
participating in the placement program.

Contractor will be responsible for any veterinary care required by the animals. Animals with treatable medical
conditions, including broken bones, that are not otherwise euthanized for aggression or suffering will be
transferred to the contractor for treatment and ultimately placement.

Contractor must provide data tracking that will at a minimum provide to the City outcomes for animal that tracks
back to the assigned unique animal identification number, proof of sterilization (or documentation from a
veterinarian stating that the animal can never be sterilized for medical reasons), animal microchip number, and
new owner information

Proposer should clearly address how and where animals will be supported at any facilities, and should
incorporate all costs of operating the facility in their technical and cost proposals.
