RESOLUTION
WHEREAS, Article XV Section 3(2) of the 1987 Philippine Constitution mandates that the
State shall defend the right of children to assistance, including proper care and nutrition, and special
protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their
development;

WHEREAS, DILG MC No. 2002-121 encouraged the LGUs to organize/reorganize their


respective Local Council for the Protection of Childrens (LCPCs) pursuant to RA Nos. 4881 and 8980 and
PD No. 603 as amended. The LCPC shall be responsible in planning and spearheading programs for
children at the local level with the end view of making the locality child friendly;

WHEREAS, consistent with the state policy, the Municipality envisions the children of
Mapanas to be happy, loved and God-loving, with sound mind and healthy body, living in a child-
responsive environment, actively participating in nation-building, empowered, and intellectually at par
to be globally competitive;

WHEREAS, the municipality also recognizes the vulnerability of children/youth sector and
the need for measures to protect their rights and to ensure the full development of their potentials;
thus, this code.

AN ORDINANCE GRANTING THE CHILD-FRIENDLY BARANGAY AWARD TO DESERVING


BARANGAYS IN THE MUNICIPALITY OF MAPANAS AND PROVIDING FUNDS FOR THE
IMPLEMENTATION THEREOF.

BE IT ORDAINED AS IT IS ORDAINED BY THE SANGGUNIANG BAYAN OF MAPANAS, NORTHERN


SAMAR, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION ASSEMBLED THAT;

SECTION 1. SHORT TITLE. This Ordinance shall also be known as the CHILD-FRIENDLY
BARANGAY AWARD.
SECTION 2. OBJECTIVES. The Annual Search for the Most Child-Friendly Barangay aims to
promote the right of every child to survival, development, protection and participation in the
barangay level. Specifically, it aims to:
1. Strengthen participation of the barangays in the Municipal Government projects and
activities;
2. Promote child friendliness and awareness of childrens rights in every barangay;
3. Provide recognition to the barangays that excel in the program of child welfare,
protection, development and participation; and
4. Inspire barangays to formulate and implement new programs and services for children,
and come up with best practices that can be duplicated by other barangays.

SECTION 3. LOCAL TECHNICAL WORKING GROUP. For the effective implementation of this
Ordinance, there shall be a Local Technical Working Group to be organized by the Municipal
Council for the Protection of Children (MCPC) to develop the search guidelines and criteria.

SECTION 4. All 13 Barangays in the Municipality of Mapanas can join the search by means of
the following:
1. Letter of intent for joining
2. Accomplishment of application form

SECTION 5. Child-Friendly Barangays shall receive a reward in the form of project related to
children in accordance with the existing laws and regulations.
SECTION 6. The parameters to be used in selecting the awardees, shall be determined by the
Local Technical Working Group, to be organized by the Mapanas Council for the Protection of
Children (MCPC).

SECTION 7. The Local Technical Working Group shall submit the names of Barangay in the office
of the Local Chief Executive two weeks before the awards;

SECTION 8. FREQUENCY OF AWARD.The search shall be an annual award to be spearheaded by


the Municipal Council for the Protection of Children, and shall be granted by the Local Chief
Executive or in his absence, the Municipal Vice Mayor or any member of the Sangguniang
Bayan, every month of October known as the Childrens Month.

SECTION 9. APPROPRIATION. Budgetary requirements to support the implementation of this


program shall be taken from the 20% development fund so warrant.

SECTION 10. SUPPLEMENTARY CLAUSE. On matters not provided in this ordinance, any existing
applicable laws and their corresponding implementing rules and regulations, executive orders
and relevant issuances issued therefore shall be applied in a supplementary manner.
SECTION 11. REPEALING CLAUSE. All Ordinances, resolutions, or laws of local application and
effect inconsistent hereto are hereby modified, superseded, and repealed accordingly.

SECTION 12. SEPARABILITY CLAUSE. If, for any reason, reasons, any part or provision hereto
shall be held unconstitutional or invalid, other parts or provisions hereto which are not affected
shall continue to be in full force and effect.

SECTION 13. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon its approval.

ENACTED AND APPROVED: This 20th day of April, 2015.
