According to the RFP, what is the product or service the agency wants provided? Or what work does it
want performed? Or what problem does it want solved?

The U.S. Army is requesting new night vision technology to aid soldiers in combat and in combat
environments, which support the Warfighter and challenges of Asymmetric Warfare.

Does the RFP specifically state the categories of information the proposal must include? If so, what
are those categories? If not, what would the appropriate categories be?

Grant is posted in the Science and Technology and other Research and Development category, but the
grant states that they request technologies in the following categories: Science and Technology;
Ground Combat Systems; Modeling and Simulation; Air Systems and NVESD Innovative Technologies.

Does the RFP specify a minimum or maximum length for the proposal? If so, what length? If not, what
would you estimate as necessary?

Posted August 14, 2014, with a closing date of August 15, 2019.

Does the RFP specify the organization of information? If so, what organization? If not, what would be
an appropriate organization?

Organization specified is the Army Contracting Command.

Does the RFP specify the format of the proposal? If so, what is the format? If not, what format would
you consider appropriate?

Not listed, but appropriate format would be a proposal stating their wish to develop and test technology
to fit the Armys needs.

Does the RFP identify the criteria by which proposals will be evaluated? If so, what are those criteria?
If not, what likely criteria? How might these criteria guide the writing, organization and formatting of
the proposal?

No criteria listed, but criteria should lean towards durability, battery life, size/weight, how it may be
implemented with weapon systems (can you see down the scope of your rifle with NVGs), and how it
reacts to different environments (hot, cold, wet, dry, sandy, etc). This will push proposals to include
testing information, as well as them trying to sell the Army as to why they should purchase their product
in bulk and issue/equip it with the Armys soldiers.
