To able sustain life one must live in a society that functions, maintained and

operated well in accordance to the laws and rules by the constitution. Public

Administration has the notion that it is tied up with the government and its political

aspect. Part of this is true, but beyond this notion there underlies the real purpose of

Public Administration it is to serve the people and make decisions effectively.

De Guzman (1986) states that public administration is administration or delivery

of services to the people. Whether it be within public bureaucracy, the private sector or

nongovernmental organizations we can find and sense Public Administration. It deals

more on the rules and policies of a state and on how well it is to be implemented to the

people. In addition to that decision-making too is a vital feature of Public Administration.

Public Administration serves the people, for if not for humanity it will have no

sense. It is centered to the citizens of a certain sector or state, for Public Administration is

concerned mainly to implement policies, programs, rules and regulations to its people.

During the time Woodrow Wilson stated his view on Public Administration, a lot

has happened and changed about Public Administration. He viewed Public

Administration as to how to run the constitution and looking at politics as a field of

business, removed from the hurry and strife of politics (Wilson, 1953, 1957). He argued

about how Politics and Administration are different fields and should be separate. His

idea about the management of government lead to establish and search for methods for

increased efficiency, economy and effectiveness. While contributing to human

development, concerning about the improvement of the delivery of its services. But his

works had its limitations thus this paving the way for other scholars to explain further

what Public Administration is about.

Wilsons interpretation of Public Administration, influenced or somewhat had a

vision for how it could affect the Philippines Public Administration to be better than

what it was from the Americans, as stated by Carino (1990), in her article Contributions

of the Perspective of Public Administration, that The desire to filipinize Public

Administration stems in large part from the need to make the field relevant and

responsive to the demands not of foreign powers and elite forces but of the majority of

our people. The Philippine Public Administration is rooted in Philippine experience and

aspirations, she added.

Not letting alienated theories or views get in the way of the construction of our

countrys own style of Public Administration, rather the development of our Public

Administration was a result of dissatisfaction of public service brought by Americans.

Adding to that what will work effectively to the Philippine Public Administration would

be the views that fellow Filipinos envision of and not what foreigners had in their

respective countries, for it would not fair the same in our country.

There are also concerns regarding the Traditional-Classical Public Administration

and to the Contemporary ones. Both differ in several aspects the Values, Structure and

Processes. Pilar (1982) have broken down the differences within the time periods in

which the Values, which stands for the goals, of traditional would be more efficient, and

its economic would be effective, while the latter would have social equity, relevance and

client orientedness. Structure concerns the organizational for whereas Traditional is to

Bureaucratic and New PA is to Non-Bureaucratic. Lastly the Processes, which is also

how Public Administration manages, Traditional would have Personnel, Fiscal, O & M

while in New PA it would have Distributive, Integrative, Socio-Emotional and Boundary-

Exchange.

These changes are affected by the evolution of mankind, whereas there are factors

that would force Public Administration to change and adapt. Some of the factors would

be the modernization of the lives of the people, the change in land and environment.

Concepts and theories about Public Administration are some of the concerns

regarding the topic; it is often borrowed from neighboring countries and foreign in origin.

This is where the relevance of Public Administration gets to us citizens of the

Philippines. We long for a system that is truly ours and made by us, but the problem is

that most of the time it will not produce or be effective as to how we view it. This is

where the New Public Administration may be of help, the New PA has concepts that are

fitting for a third world country like the Philippines. In theory the New PA aims to

enhance the quality of life of our citizens, it will incorporate emerging theories of

development such as providing basic needs of the residents and the like.

Knowing that Public Administration being inclined with implementation, the New

PA will focus also on the relevance to practice of these said concepts and theories.

Making sure that the right decisions are made and projects would be properly executed or

performed in lieu with the goals of the New PA.
