Social Architecture

This year's theme will be "Social Architecture" . It seeks to develop an architecture


that promotes a network of inclusive barrierfree spaces that engages communities
and the people.

Engaging the People


Social Architecture flips the idea of places (architecture) as something that we (people)
have to go to. Instead, it brings down our institutions to the street level and engages (goes
to) the people. This role reversal allows us to reimagine the myriad possibilities with which
we interact with architecture. Architecture now becomes proactively engaging and in many
ways very dynamic. It becomes part of the urban realm rather than a separate structure.

Barrierfree and Inclusive


Accessibility has always been a major concern of architecture. Yet inclusiveness whether in
developed or developing countries remains selective and incomplete. Social Architecture
provides barrierfree spaces that are completely accessible for everyone. Whether you are
a homeless street kid, an undocumented worker,
wandering refugee, or even a time-strapped young professional, you are excluded by both
physical, psychological , or temporal barriers from a large section of the public realm.

These barriers that we inadvertently put up disrupts and segregates vital public institutions
like, art, literature, government, or even religion. Imagine a typical
library or museum. Before one can even get to a book or painting, you have to first enter a
gate, go through a doorway, undergo security checks, seek information , register or buy a
ticket, then ask for assistance or guidance. That is a total of seven steps. Seven daunting
steps too many for people who are unaware,intimidated, too busy, or even just
inappropriately dressed. Now instead imagine an institution with no dress code and no
barriers, imagine a library where the books are just right there in front of you, one that
catches your attention with a delightful play of space. Imagine a museum where you can
enjoy a painting or two on your way home every day. Imagine a chapel that is there to lift
your soul just when you need it most. That is Social Architecture.

Localized Institutions
Social Architecture proposes to break down monolithic institutions and in its place
establish a network of localized institutions that are much closer and more
relevant to their communities. This network is connected and augmented by the digital
realm creating a concrete link between the internet and architecture. It
creates a grounded social network where communal local networks are centered on
relevant physical institutions. It allows us to know where information comes from and filters
out false information (fake news). Architecture makes abstract ideas physical , social
architecture makes the digital real.

Introduction

lntramuros, latin for "within the walls", was the capital of the
Philippines during the Spanish regime and was the center of the Spanish Empire
in Asia. It was also known as Ciudad de Manila. lntramuros occupies a
pentagonal area of 64 hectares beside the Pasig River in southern Manila. The
walls have a length of 4.5 kilometers or 2.81 miles with varying heights of 4.5 to 6
meters and a thickness of 2 to 2.5 meters. It took 250 years (from 1590 to 1830)
to complete the construction, repairs, renovation, and reconstruction of the walls
and fortifications. lntramuros had thirty-two streets, nine bastions, seven gates,
seven churches, two hospitals, and at least fifteen schools.

lntramuros should not only be known for its attractions. We must also learn of its
colourful past and of those who make lntramuros as we all know it now. These
members of the Walled City community are what they call "ISF" or "informal
settler families". There is a significant number of the estimated 1,500 informal
settler families (ISFs) residing in lntramuros self-identify as "renters". Those who
work hard to bring life to lntramuros day and night are those we must value; small
vendors, kalesa drivers, tour guides, and those who maintain the city.

In order for lntramuros to be revitalized in the long-term, it must be rehabilitated


and made capable of sustaining a good life for its residents. In this regard, the ISF
residing in intramuros represents significant resource for the Walled City's
revitalization; these families bring and give life to intramuros.

Statement of the Problem

This housing aims to socialize "ISF" into and as part of the lntramuros
neighbourhood through the formalization of their dwellings, and the introduction
of sustaining and normalization elements such as common grounds.
With the growing number of informal settler families (ISF), there is a need for a
proper housing development allocated for the ISF living inside the walls of
lntramuros that would also uphold the lntramuros character. In addition, there
should also be a provision for an area allocated as a sustenance for their
livelihood. The challenge being, to provide for 300 families within the given
1,093.80 sqm lot. There must be a change in the image of these ISFs into a safer
and approachable environment. The ISF residing in intramuros represent a
significant resource for the Walled City; these families bring and give life to
lntramuros.

Project Objectives
To establish a flexible housing that answers to the
growing population
To create an economically sustainable community that is able
to support its own upkeep as well as open up
economic opportunity tor its residents
To design in compliance with the lntramuros Character and
guidelines with respect to PD 1616
To arrive at an inclusive design that integrates well the Balon/
TUCP compound with the entire lntramuros
community

Site Description

The site, Block 47 Lot 5-C,with a total area of 1,093.80 square meters is located
at lntramuros along General Luna Street. It is in front of the National Commission
for Culture and the Arts (NCCA). Over the years, lntramuros has developed to be
one of the most visited tourist spot in the Philippines. The administration now
wants to focus on its community. The Balon community, which is one of
the first settlers in present-day lntramuros, is being left behind with the
other developments in the historic district.

Eligibility
- Open to currently enrolled BS Architecture students in the Philippines;
- Each team shall be composed of 2-3 members;
- An individual can only join one team ;
- A design adviser from the team's respective school shall endorse the entry;
- One adviser can only endorse a maximum of ten (1 O) entries; entries in
excess in the order of date and time of submission shall be disqualified.

Entry Guideline
- Design Solution following the design requirements shall be laid out in A3 size
sheets (max. 6 sheets) in landscape orientation.
- Entries shall be submitted in a compiled PDF format;
maximum file size 20 MB
