Dear Sir

The undersigned has learned of your intention to call a meeting concerning the progress
of the Housing Subdivision Project being pursued by Cordillera Homes - Saint Francis Community
Association [CH-SFCA].

We request that in order for the meeting to be more fruitful and productive it is our hope
that you would compel the attendance of all parties concerned including the Home Development
Mutual Fund, the Barangay Officials, the Department of Public Works and Highways, the
Landowner, the In-House Engineers and current Contractor of CH-SFCA as well as everyone
directly or indirectly affected by the project.

We further implore that you kindly include in the agenda for that meeting the modus
operandi perpetuated by CH-SFCA in engaging a series of contractors for the project that has
now unreasonably compounded the project cost and unduly burdened the association members
[most of whom are residents of La Trinidad, Benguet] with increased equity contributions. Worse,
it appears that CH-SFCA and its officers may be accountable for fraud for deliberately refusing to
deliver proper compensation owed to the contractors Benguet Builders, Tribu Design and T&MC
Enterprises who had all acted in good faith in the introduction of development works for the
project.

We are willing to comply with whatever lawful requirements there may be for the grant of
this request.
