Cardiff University Guiding Principles of Fee Assessment

These guidelines are supplementary to the Education (Fees and Awards) Regulations 1983 and
any subsequent amendment.

1. Fee status is determined in accordance with the Education (Fees and Awards) Regulations
1983.

2. UKCISA (The UK Council for International Student Affairs) guidelines are used by the
University as a source of guidance and advice in the determination of fee status.

3. Fee status is determined following receipt of a formal application for admission to the
University. The University does not consider or provide a provisional classification prior to
application.

4. In the interests of parity and transparency, Registry determines and confirms fee status for all
applicants submitting a formal application for admission to Cardiff University.

5. Each applicants fee status is considered on an individual basis by staff with relevant expertise.
Where necessary, complex cases are considered by a panel of three staff experienced in
assessing fees with the aim of resolving the applicants fee status. If the panel of three
assessors cannot reach a unanimous decision about an applicants fee status, the case will be
referred to the Director of Registry for review and a final decision.

6. The University deems the first day of the programme to be the relevant date in the
determination of ordinary residence, if an applicant achieves settled status after the relevant
date (as outlined in the Education (Fees and Awards ) Regulations 1983) but before the start of
the programme.

7. Fee status is normally determined from information supplied in the application for admission.
However the University reserves the right to request the provision of additional information and
original documentation where necessary.

8. Failure to submit supporting documentation, when requested, results in the allocation of the
higher rate of fee classification.

9. All relevant information/documentation known/available at the time of application must be


disclosed.

10. Confirmation of overseas fee status is detailed in the offer of admission. A provisional
classification is specified in cases where classification is under review.

11. Decisions regarding fee status are made as quickly as possible. Final assessment is normally
made prior to enrolment, subject to the submission of appropriate documentation.
