analyze problems using SWOT Analysis, Problem & Objective Tree Analysis for the ultimate
outcome of developing a project plan.

The objective is to develop a project that addresses efficiency management issues &
problem anchored on the understanding of project management by optimizing decision
making tools & project processes.

survey with your barangay so that we can assess what is/are the problem/s and propose
projects for the betterment of your barangay.

The OCL project (Operation Clean Linis: Solid Waste Management Project for the
Barangay Tacunan, Tugbok, Davao City

B. Background and Rationale

Barangay Profile

The barangay Tacunan, is located in Mintal, Davao City. It is one of the


18 barangays of Tugbok District under the Third Congressional District. The
Barangay was bounded by Barangay Matina Biao on the North, Barangay
Langub on the east, Barangay Mintal and Barangay Catalunan Grande on the
South and Barangay Tugbok and Barangay Ula on the west. At present, its
political subdivision consists of 11 puroks, around 849 households in the
community, and has a total population of 12,773.Population growth rate of
increase was about 10% as estimated per year. Under the leadership of the
Barangay Captain Arnold L. Asobe and his barangay councilors namely, Elvin
Renoy, Algen Asobe, Fe Jesusa Casona, Diolina Galupo, Angelito Galeos,
Cherry Ann Magno, Marilyn Tahil, and Alfredo Lloren.

Infrastructure

The main road of Brgy. Tacunan was built thru the initiative of Senator
Ramon Revilla, Sr. there were several infrastructure built in the barangay funded by
the City Government such as Women Center building built in 2009, road concreting
at Purok 2 and 5 and the construction of bleacher funded by the Third District
Representative Congressman Isidro Ungab. The Tacunan Gym was funded by the
former Congressman Eliaz Lopez, Jr. The two classroom building nearly established
Tacunan High School is currently being constructed which was funded by the
Filipino-Chinese Chamber of Commerce and Three more buildings will be
constructed soon which are funded by Ligasa Barangay (LSB), Congressman Ungab
and SPEMRS (construction aid).

The proponents decided to conduct the project at Barangay Tacunan, Tugbok,


Davao City under the guidance leadership of Brgy. Captain Arnold L. Asobe and the
barangay councils.

The following are the beneficiaries of the project:

The community the 12,773 individuals in Barangay Tacunan, Tugbok ,


Davao City
Problem Statement

In Barangay Tacunan, Tugbok District, Davao City, the challenge for the
barangay that is according to them is more in their environment aspects. The poll
taken from the local people living in the barangay resulted to three (3) main
problems; 1.) Improper segregation of solid waste; 2.) Unpleasant smell of piggery;
and 3.) Improper roads. The list of needs associated with these 3 problems may be:
1) proper segregation of solid waste; 2) cleanliness and better smell of piggery; and 3)
better roads.

All of the barangay representatives voted that the main problem among the
three is the improper segregation of solid waste management. The reasons why they
are experiencing this problem until now are;

Lack of materials like garbage bins to separate the biodegradable and


non-biodegradable wastes
Lack of policies regarding environmental problems
lack of discipline and
lack of political will

Improper segregation of solid waste in the community have caused the


environment and individuals of loss of human life, clogged drainages, polluted
surroundings, and deterioration of health conditions due to waterborne and
airborne diseases.

The barangay officials especially the environment sector officials


implemented some actions or activities that solved the improper solid waste
management but the community did not want to participate properly in segregating
their wastes because they didnt get any incentives from this. Also, they held
seminars and programs on what to do in order to have proper solid waste
management. However, these actions they made were not enough to resolve the
problem and the problem is still present.
Problem Tree Analysis
Project Rationale

The proponents come up to an idea of proposing a project that will address


the problem of barangay. The project is implementing proper solid waste
management. Giving garbage bins from the proponents or requesting garbage bins
from City Government of Davao and to find a way in making their community clean.
The project proposed by the proponents targets to orient and instruct the people on
how the proper disposal of garbage. The proponents also proposed for firm
implementation and establish solid policies so that the community will obey them.
Educating and orienting the community through conducting seminars and programs
and by giving incentives or rewards for every household who are willing to
participate in the project.

The following are the future effects, activities, needs, and plans of this
project;

to promote cleanliness in the community and by having a clean


environment

to prevent having high flood

This project seeks the participation of barangay officials, environment sector


officials, representatives, staffs, committee, Sangguniang Kabataan officials and the
people living in barangay Tacunan, Tugbok, Davao City.
C. Objectives

Project Design and Scope

This project was made by the group of students from University of Southeastern
Philippines. It has the following objectives:

General Objective:

1. To promote proper waste management

Specific Objectives:

1. Provide enough garbage containers.


2. Educate the people in the community about proper waste management.
3. Minimize the cases of health problems.
4. Prevent the occurrence of flood during rainy days due to clogged drainages.

Expected Output

The proponents are expecting that the people that live in Tugbok District,
Barangay Tacunan Davao City will cooperate in achieving the project objectives.
Furthermore, if this project will be approved and implemented the community will
continue to undertake programs/projects on Waste Management and Pollution
Control, and will continue their activities on Implementing Waste Management.

D. Description

The proposed project is primarily addressing the environmental problem on solid waste
management and aims to provide its people with a better quality of life which basically
means a cleaner and better environment.

This Solid Waste Management (SWM) project will be implemented in Barangay Tacunan,
Tugbok, and Davao City which aims at developing effective and efficient schemes for the
management of solid waste in order to eradicate adverse impacts on the environment and
improve the quality of life among people living in the barangay. The direct targets of this
project are the 849 households of Barangay Tacunan or its total population of
approximately 12,773 people in 10 purok.

Important activities and strategies will be undertaken for the realization of the project.
To attain the purpose of the project, the activities and strategies to be employed are broken
down into the following:

(1) SWM Seminar

There will be seminars on proper solid waste management that will primarily focus on
the numerous effects and impending risks to the environment and to human health if such
problem (i.e improper disposal of waste) will not be address. There will be reorientation and
information dissemination among the 10 purok in the barangay to guarantee proper
management of solid waste at the household level.

The Reduce, Reuse, and Recycle (RRR) slogan will most likely be discussed as well.
Through proper discussion, awareness, and information, zero waste disposals and reduction
of environmental degradation can be achieved in the future.
IEC Campaign

Information, Education, and Communication/Collaboration (IEC) is a vital tool for


informing the public about the proposed project and in attaining a greater public support.
This should be done basically at the start of the project implementation to generate support
from target participants.

1.1 Awareness and Information Campaigns


Constant information and awareness are definitely essential in changing the ways and
behaviours of the people. For long-term sustainable changes in the barangay, people at the
household level, must have the dedication and support to the entire project interventions.
An important step in order to change the norms, attitudes, and behaviours of the public is
basically to raise their level of awareness. It may also be through informing and discussing
about issues concerning solid waste, and making sure that it is properly understood by the
target participants. Furthermore, youth groups or clubs at the school can be encouraged to
take an active part in the project as well. By the use of IEC, the youths of today can already
make an impact in enhancing the quality of life of their barangay and in the environment as
a whole.

As a whole, for a solid waste management project to be achieved, holistic


participation, collaboration and communication within the barangay are very important.
These are the keys to a sustainable project. In order to accomplish the project interventions
and get full involvement of the community, the IEC strategy is of essence in the project
implementation. This includes informing the public how to segregate waste properly from
biodegradable to non-biodegradable wastes, discussions concerning environmental
degradation and its corresponding effects on human health, collaboration with the barangay
officials and government agency or communication with the households in the 10 purok and
get their sentiments on the implementation of the project. The main goal of the SWM
project is to enhance environmental awareness of the community and to achieve zero waste
in Brgy. Tacunan.

(2) Stronger policies

Ineffective enforcement of barangay solid waste ordinances and environmental laws on


SWM to the community is one reason why there is improper disposal and segregation of
waste. Basically, policy gaps have to be addressed to combat the said issue. Firm policies
have to be made to ensure that appropriate solid waste management is practiced starting
from the grassroots level the households -- up to the whole community. This will be
possible through holistic collaboration and participation of the barangay officials together
with the right commitment to the project. Future policy development and implementation is
one way to prevent further environment and health problems due to improper
management of solid wastes.

If there is proper implementation of the rules and the right penalties, improvement of the
quality of life among the people living in the community is possible.

(3) Courses of Action

Positive courses of action that could be taken are the following:


As for the non-biodegradable waste, coordination with CENRO for proper
waste disposal must be taken as part of the proper waste management
project
Aligned with the objective of the project, to reduce waste in community and
promote greener society, recyclable waste can be converted into new
product such that can be used for planting and gardening associated with
their current barangay program which is the Gulayan sa Purok and the
biodegradable can be used as fertilizers. Making use of what we called
waste is part of the project Operation Clean Linis.

To sum it up, based on the table shown above, the first quarter of the year undergone
the process of gathering information down to Information, Educational and Communication
or Collaboration campaign the rest of the month from the last week of April down to
December would probably undertake the process of implementation and monitoring. The
whole project would perhaps take one year as based on the table presented above.
G. Organization and Management

The organizations that will help in implementing this project are the City
Environment & Natural Resources Office (CENRO) and the City Government of Davao.
The Environment & Natural Resources Office (CENRO) is responsible for the

The Davao City Water District DCWD
( DCWD ) signed a Memorandum Barangay Officials
of Agreement (MOA) as partner
of Brgy. Tacunan in establishing
the first Eco-Tourism Tree Park
in Tugbok District. The tree park
was funded by the DCWD and it
was developed of the different
sectors in the barangay. The
dreams of every constituents to
have a barangay high school
came true.
