Title of the Bill: Welfare Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) The U.S. spends four times more than the amount needed to pull every poor
4 family out of poverty, yet the federal poverty rate remains the same. (i)
5 2) Every year, total spending at all levels of government on means-tested
6 welfare programs, is over $1 trillion. (i)
7 3) Welfare is the fastest growing part of government spending. (i)
8 4) 45.5% of poor people get enough food to eat of the kinds they want. (ii)
9 5) 37.9% get enough food, but are not always the kinds they want. (ii)
10 6) 12.8% sometimes do not get enough food. (ii)
11 7) Only 3.7% often do not get enough food. (ii)

SECTION 2: Purpose

The purpose of this bill is to help people in poverty by granting them welfare while
14
giving them an incentive to find jobs. This helps the economy and ensures that
15
the system is not being abused.

17 SECTION 3: General Provisions
18 Welfare workers will now evaluate the conditions of each applicant, and give a
19 monthly quote for financial aid as well as the total duration that financial aid will
20 be given. The financial aid in all cases will wane towards the end of the period.
21 The minimum length of a period is 6 months, with full support for 3 months, and a
22 decrease of 15% each month for the final 3 months. The maximum length of one
23 period is 5 years, with a decrease of 10% at month 36 and month 42, a 15%
24 decrease at month 48 and month 54. The exception to the period length cap is a
25 permanent dependant, in that case a lifetime of welfare may be administered. In
26 no case, when reviewing an application for an additional period, can the same
27 amount of financial aid be given for the same conditions as before. Each
28 subsequent period is subject to a minimum of a 20% decrease in financial
29 support in relation to the last period, unless enough additional conditions have
30 been met to require aid that is equal or greater to before.

33 SECTION 4: Definitions
34 Quote- the amount of monetary support that will be given
35 Period- a single duration of financial aid supplied by the government
36 Permanent Dependent- a person under another persons care who cannot function in
37 society enough to ever be an independent citizen.
38 Additional Conditions- conditions that have never been accounted for financial
39 compensation in previous periods.
