1. Making a Construction of a World Best City compounding Industry·Tourism·International Business
- We have a plan to modify·supplement basically Sha-Ring Structure, to construct project promotion system and suggest
a development plan by stages, and meanwhile, we will develop Gateway Project(100ha) by 2011.
2. Making a sea dikes and a multi-functional site as a tourist attraction
- We have a plan to develop a sea dikes·multi-functional site and other construction sites (420ha) as a Mega Resort by 2017
and complete the construction work to file highly the road of the sea dikes No.1 by 2010.
3. Securing a Reclaimed Land and Procurement Business
- We judged that reclaimed land in place at a port 'Gunsan', offshore zone and etc. is sufficient based on the result of an
investigation, and so we are going to arrange the effective measure to transport the reclaimed soils at a low price by the first
half year of 2010 (The reclaimed land of total 6 hundred million ㎥ is expected to be required.)
4. Starting the construction work on Inner dikes
- We will promote the early starting the construction in 2010 via Turnkey Tendering (its official announcement at December
28th in 2009) for the section (54km, 9 sections of works) needing a priority construction and then make an early decision of
the non-decision section (23km) under the mutual agreement of the ministries and offices.
5. General River Maintenance of Mangyenggang·Dongjingang (River)
- We will arrange the master plan for General Maintenance at the 137km section of Mangyeonggang·Dongjingang (River)
Zone in 2010 and practically start the maintenance from Year 2011.

According to the「General Action Plans for Saemangeum Project」 established in 28 January,
the early starting of the Inner dikes (including the agricultural complex) selected as the Five Leading Project

General Direction
Defining the construction method of the Sea dikes and promoting by the development phases after
consideration of the land characteristics such as the future modification and the future land utilization

Starting the construction work of 54km section aiming at Inner dikes of agricultural site
Turn-key Tendering (7 construction sections, 49.5km) :
It is scheduled to start a construction by stages on July in 2010.
Other Constructions (2 construction sections, 4.7km) :
It is scheduled to start a construction on October in 2010.
