BACKGROUND OF THE ORGANIZATION

Red Cross Youth Aquinas University Council, a recognized University-based student


organization of the Aquinas Community who works with the Aquinas University of Legazpi in
order to develop among the student the spirit of humanitarian and social service in the art of
volunteerism through the help of the Philippine Red Cross Albay Legazpi City Chapter by
giving students the opportunities to participate in its activities with Compassion, Competence,
and Service as its motto.

The organization is situated within the school premises specifically in the Aquinas
University Main Clinic at St. Albert the Great Extension building.

Objectives:

A) To work within the management of Aquinas University of Legazpi in the


formulation and implementation of policies, programs and activities
concerning the Aquinian Community.
B) To serve as a focal point of coordination between the members of the
Organization, Aquinas University, and Chapter Youth Council
C) To assist/advice the Red Cross Youth members and aspirants in the
development and proper exercise of their skills necessary for its effective and
efficient use.
D) To formulate and implement activities that will surely enhance the efficiency
of its members and to cater the needs of the Aquinas University

The seal of the Red Cross Youth will be the official seal of the Red cross youth Aquinas
university council and shall not be changed of be put any unusual markings around it as
mandated by the emblem protection given by the Philippine Red Cross albay- legazpi city
chapter and the Philippine Laws Governing it.

CONSTITUTION AND BY-LAWS OF THE RED CROSS YOUTH AQUINAS
UNIVERSITY COUNCIL
ARTICLE I
General Provisions
Section 1 This Constitution and By-Laws shall be known as the Constitution of the Red
Cross Youth Organization Aquinas University Council of Aquinas University of
Legazpi.

Section 2 For purposes of this Constitution and By-Laws, RCYO refers to the Red Cross
Youth Organization.
ARTICLE II
Name and Domicile
Section 1 The name of the organization shall be known as the Red Cross Youth Aquinas
University Council.
Section 2 The office of the Red Cross Youth Organization shall be located inside the
premises of the school particularly in University Main Clinic.

ARTICLE III
Declaration of Principles and Policies
Section 1 The basic aim of the Red Cross Youth Organization is to work with the Aquinas
University of Legazpi in order to develop among the students the spirit of
humanitarian and social service in the art of volunteerism through the help of the
PRC (Philippine Red Cross) Albay-Legazpi City Chapter by giving them
opportunities to participate in its activities with Compassion, Competence, and
Service as its motto.

Section 2 The objectives of the Red Cross Youth Organization are:


A) To work within the management of Aquinas University of Legazpi in the
formulation and implementation of policies, programs and activities
concerning the Aquinian Community as well as the youth in & out of the
Institution;
B) To serve as the focal point of coordination between the members of the
Organization, the Aquinas University, and the Chapter Youth Council;
C) To formulate and implement activities in congruence to the Red Cross
Fundamental Principles, objectives, and mission and vision that will help
enhance the efficiency of its members, to cater the needs of the managing
institution.

ARTICLE IV
Membership

Section 1 Membership in the Red Cross Youth Organization is open to all bonafide students
of Aquinas University of Legazpi College Department.
Section 2 Bonafide students are those who are officially enrolled in the different colleges
within the institution.
Section 3 The members of the Red Cross Youth Organization shall be referred to as the Red
Cross Youth Volunteers (RCYV).
Section 4 Aspiring student volunteers should undergo 2 month apprentice period to become
an official member of the Red Cross Youth Organization.

ARTICLE V
Right of the Red Cross Youth Volunteer
Section 1 Every RCYV has the right to enjoy responsible freedom as a student of Aquinas
University of Legazpi.
Section 2 Every RCYV has the right to avail of all the services offered by the Philippine
Red Cross(PRC)
Section 3 Every RCYV has the right to conduct and participate in all PRC and RCY
activities.
Section 4 Every RCYV has the right to information on all issues and matters concerning
them.
Section 5 Every RCYV has the right to vote, to be nominated and be elected into office.
Section 6 Every RCYV has the right to be presented in the different meetings and
assemblies of the school on issues affecting the welfare of the organization.
Section 7 Every RCYV has the right to due process on matters pertaining to disciplinary
actions.
ARTICLE VI
Duties and Obligations of Red Cross Volunteers

Section 1 Every RCYV has the responsibility to observe the laws of the Republic of the
Philippines and the Rules and Regulations of the University at all times.
Section 2 Every RCYV must pay on time all RCY fees in accordance with a resolution as
approved by the body.
Section 3 Every RCYV must support and promote the thrusts and objectives of the RCY
and the University.
Section 4 Every RCYV must abide by the RCY Constitution and By-Laws.
Section 5 Every RCYV must exercise his/her rights and do his/her responsibilities as an
RCY member.
ARTICLE VII
Compositions, Election and Terms of Office of the Red Cross Youth Officers

Section 1 The RCY-AUC shall be composed of the duly elected President, Vice President,
Secretary, Asst. Secretary, Treasurer,Asst. treasurer Auditor, PRO, Assistant PRO,
Special commitees for PLEDGE 25, Trainings, Youth Peer Education, Council
Development Yape/ Special Projects, Awards and Recognition; Red Cross
Volunteers and Aspirants.
Section 2 All RCY elections of President down to the special commitees shall be conducted
annually as per mandated by the Chapter Youth Council of the Philippine Red
Cross Albay Legazpi City Chapter
Section 3 The officers shall be elected by the majority vote of its members present
constituting a quorum. Should have be more than one candidate for the same
position, a nominal vote shall be taken; otherwise the election shall be by viva
voce.
Section 4 Representatives in every organizational meeting to be called by the managing
institution shall be elected or chosen in accordance with the rules and regulations
adopted by the RCY for the purpose.

Section 5 Candidates for all RCY elective positions must be:


A) Bonafide students of the Aquinas University and an Active member of the
Red Cross Youth in the organization who had undergone LETRA;
B) Of good moral character and have not been subject to any disciplinary
sanction;
C) Must be physically and mentally fit;
D) Must be willing to do his/her responsibility.

Section 6 Officers may be re-elected provided that they meet the criteria as per Article VII,
Section 5.
Section 7 The officers of the RCY shall hold office for one academic year from the date of
their election and shall hold over until their respective successor shall have been
duly elected and qualified.
ARTICLE VIII
Duties and Functions of Officers

Section 1 The President shall be the chief executive officer of the RCY and he/she shall
have the following duties:
A) Enforce this Constitution, By-Laws and other regulations that may be
promulgated and see that all objectives and functions of the RCY are
carried out;
B) Preside over all meetings and/or may designate another officer to preside
for a specific meeting;
C) In the event of the inability of the president as presiding officer to preside
at a specific session, the members present and constituting a quorum shall
elect from among themselves a temporary presiding officer EXCEPT
when an acting president is appointed or designated in which case he/she
shall automatically act as the presiding officer;
D) To preserve order and decorum during the meetings and to exact from an
present due to respect and proper deportment, prevent disturbance and
disorder and to order the session hall cleared of any or all persons
behaving improperly;
E) To decide all questions of order subject to appeal by any member;
F) To sign all official minutes, resolutions, orders, proceedings,
correspondence and other official papers of the RCY;
G) To declare the meeting adjourned to some time or place in case of service
disorder or great emergency.
H) Represent the RCY or designate his/her representative for any external or
internal affairs/function;
I) The presiding officer, whether regular, acting or temporary shall vote only
to break a tie. He/she may not however be compelled to vote;
J) Implement RCY programs and projects;
K) Create Ad Hoc committees, as the need arises, the chairperson of which
shall be appointed by the RCY president; and,
E) The President shall be the head of the External Affairs Committee and be
in charge with the councils communication with the Chapter Youth
Council;
L) Perform such other functions inherent and incidental to his/her office.

Section 2 The Vice President shall have the following duties:


A) Assist the President in all matters where his/her assistance is necessary;
B) Assume the office of the president should the position become vacant.
C) Shall exercise the powers and perform the functions and duties of the
president during his/her absence or inability.
D) The Vice President shall be the head of the Internal Affairs Committee and
shall be the head of the membership committee;
F) Perform such duties assigned by the RCY.

Section 3 The Secretary shall have the following duties:


A) Keep accurate records of the minutes and documents proceedings of every
meeting.
B) Keep a file of all pertinent documents and papers of the RCY and make
them accessible to the members.
C) Call and prepare all notices of RCY meetings; and,
D) Perform such other duties assigned by the RCY.
Section 4 The Asst. Secretary shall have the following duties
A.) Assist the Secretarys duties in the council
B.) Do the duties of the secretary in absence during a quorum.
C.) Will be assigned as a secretary if the present secretary resigns from office or
does not do the duties assigned to it.
Section 5 The Treasurer shall have the following duties:
A) Keep all financial records of the RCY;
B) Serve as the disbursing officer of all the RCYs funds;
C) Prepare the annual budget of the RCY;
D) Prepare financial reports every month, after an activity, and at the end of
the term;
E) Formulate pertinent guidelines for the organization;
F) Head the finance committee; and,
G) Perform such other duties assigned by the RCY.
Section 6 The Asst. Treasurer shall have the following duties
A.) Assist in the Treasurers duties in the council
B.) Do the duties of the Treasurer in absence during a quorum.
C.) Will be assigned as a Treasurer if the present Treasurer resigns from office or
does not do the duties assigned to it

Section 7 The Auditor shall have the following duties:


A) Certify the legitimacy and correctness of the disbursement of funds;
B) Audit all expenditures of the RCY funds;
C) Assist the Treasurer in formulating guidelines and reports;
D) Keep and update inventory of all the RCYs property;
E) Act as the assistance head of the Finance Committee; and,
F) Perform such duties assigned by the RCY.

Section 6 The Public Relations Officer shall have the following duties:
A) Popularize the thrusts and objectives of the RCY;
B) Build and maintain a credible image of the RCY;
C) Take charge in the promotion of the RCY projects and activities;
D) Head the Publicity Committee; and,
E) Perform such other duties assigned by the RCY.
Section 7 The Asst. Public Relations Officer shall have the following duties
A.) Assist the Public Relations Officers duties.
B.) Do the duties of the Treasurer in absence during a quorum.
C.) Will be assigned as a Treasurer if the present Treasurer resigns from office or
does not do the duties assigned to it.
Section 8 Special Committee in PLEDGE 25 shall have the following duties
A.) Take charge in the PLEDGE 25 or blood letting activities of the Philippine
red cross whein the blood donors are being motivated to become voluntary
blood donors will pledge to regularly donate blood 3 to 4 times a year starting
the age of 18 until they reach 25 years old. If implemented in the school.
B.) Shall be in-charge in the room to room campaign to solicit volunteer blood
donors during the blood letting.
Section 9 Special Committee in trainings shall have the following duties
A.) Take charge in the setting up trainings for the RCYV and the students of
Aquinas University of Legazpi with the aide of the instructors of the
philippine red cross albay- legazpi city chapter. Trainings involve the
community first aid training, basic life support training, disaster management
training, disaster nursing for the nursing students, leadership formation course,
youth volunteer orientation course and shall invite the students of Aquinas
university, employees and the RCYV to the activities outside the school like
the summer safety institute, instructors training course
Section 10 Special Committee in youth peer education shall have the following duties
A.) Help to educate the younger generation regarding HIV/AIDS prevention,
Substance abuse, alcohol abuse, etc
Section 11 Special Committee in YAPE/SPECIAL PROJECTS shall have the following
duties
A.) Responsible in conducting activities outside the school premises
Section 12 Special Committee in Council development shall have the following duties
A.) Responsible in the development of the council, will held trainings on BLS-
CPR, First aid training for the active RCY volunteers that render first aid
assistance during activities that the RCY-AUC is involved.
B.) The council development will aid the new adviser of the New RCY, either
JRCY, SRCY, or ComRcy to conduct a 2 day seminar on Youth Volunteer
Orientation Course, Basic leadership Training, and Leadership formation
course on their newly formed council, the only requirement is that all
members and adviser of the newly formed council to avail of the said
membership card from the Vice president of council.

Section 13 Special Committee in Awards and Recognition shall have the following duties
A.) Take charge in Giving an Awards/ Recognition to an active RCY member that
is selected by the Council officers and the adviser.

ARTICLE IX
Permanent Committees in the Red Cross Youth Organization
Section 1 There shall be five permanent committees in the RCY; namely, the Executive
Committee, Internal Affairs Committee, Secretariat, Finance Committee and
Publicity Committee. Members of each committee in the RCY shall be appointed
by the president from among the officers and members upon the recommendation
of the chairperson committee.
Section 2 The Executive Committee shall be headed by the President and shall act as the
administrative arm of the RCY

Section 3 The Internal & External Affairs Committee shall be headed by the Vice
President and shall take charge of all matters regarding the members of the RCY
and their functions.
Section 4 The Secretariat shall be headed by the secretary and shall be the official RCY
work group.
Section 5 The Finance Committee shall be headed by the Treasurer and shall be assisted by
the Auditor. This committee shall take charge of all monetary matters and
properties of the RCY.
Section 6 Other committees, permanent or ad hoc in nature, may be created by the RCY at
all times.

ARTICLE X
Red Cross Youth Organization Adviser

Section 1 The RCY adviser shall be anyone competent, able and willing designated by the
(SDS) Student Development Services.
Section 2 The RCY adviser shall monitor all programs, projects and activities of the RCY at
all times.
ARTICLE XI
Meetings and Quorum

Section 1 The RCY shall conduct regular meetings every first week of the month or as
agreed upon by the officers of the RCY.
Section 2 Special meetings of the RCY may be called upon by the President or by a
majority of the RCY officers.
Section 3 Majority of the RCY (50% + 1) shall constitute a quorum.
Section 4 Each of the RCY is entitled to only one vote.
Section 5 No proxy shall be allowed when voting.
ARTICLE XII
Finance

Section 1 The RCY funds shall be classified into Trust funds and Special funds. Trust funds
shall consist of the RCY fee, the amount of which shall be recommended by the
RCY in consultation and with the approval of the adviser but in no case shall it
exceed the limit set by the SDS in an appropriate official issuance, and the Special
funds are funds that come from donations, sponsorship, fund-raising projects or
any amount derived from legitimate sources.
Section 2 The RCY shall enjoy the freedom to determine its priorities and in its activities.
Section 3 The RCY may undertake fund-raising projects or any amount derived from
legitimate sources.
Section 4 The organization can accept cash donations from any member or public or private
person or institution, for as long as it will not affect the integrity of the RCY.
Section 5 The RCY President and the treasurer shall be the signatory of all fund
disbursement of the RCY. All fund disbursements must be accompanied with an
RCY resolution duly noted by the RCY adviser and all expenses supported by
official receipt. The SDS head shall be provided a copy of all resolution relative to
the disbursements made.
Section 6 The RCY, through the treasurer and auditor, shall promulgate financial guidelines
for proper financial management.
Section 7 Funds of the RCY shall be audited at the end of the semester, or at the end of
every activity.
Section 8 Financial statements shall be posted in the RCY bulletin board every month.
ARTICLE XIII
Impeachment, Resignation and Vacancies

Section 1 The officers of the RCY may be impeached on the following ground:

A) Culpable violations of the Constitution and By-Laws;


B) Gross misconduct, violence to person in authority, negligence, and
disloyalty to the cause of the RCY and the university;
C) Non-attendance in regular meetings for six (6) consecutive tines; and,
D) Abuse or misuse of power and authority

Section 2 Two-thirds (2/3) vote of the body shall be necessary to decide after hearing a case
of impeachment.
Section 3 The decision of the body shall be final. However, the officer charged shall be
informed twenty (20) days prior to his impeachment case proceedings, of the
charge/charges against him/her, to afford him/her the opportunity to be heard with
or without counsel in his defense.
Section 4 Resignation shall be in writing and subject to the approval of the RCY officers.
Section 5 Any vacancy in the RCY, except the position of the president, shall be filled
within thirty (30) days from the day the position is rendered or considered vacant,
by appointment of the president from among the officer of the RCY. Immediately
upon appointment, the officer appointed shall serve the remaining period.

ARTICLE XIV
Amendments

Section 1 This Constitution and By-Laws may be amended or modified in full or in part
once every (3) years.
Section 2 The Universitys RCY and SDS office may propose amendments. Such proposal
shall be carried through a resolution duly singed and concurred in by a majority
vote of the RCY members and officers.
OPERATIONAL PLAN
RED CROSS YOUTH VOLUNTEERS AQUINAS COUNCIL
SY 2015-2016

1) OL TRAP (EVERY FRIDAY OF THE WEEK)

Description:
This is an activity of the RCYVs that focuses on the university dengue cases which they
will provide assistance through this activity to reduce dengue cases of the students and
employees.

Activities:
A. Orientation on how to properly use and follow the proper procedure for the OL Trap.
B. The application of it in the elementary campus (AQUI).

2) Blood Letting Program Part 1 & 2) Dugo Mo, Buhay Ko


(August 5 & January 27)
Description:
A voluntary blood letting program conducted by the university main clinic and red
cross youth aquinas university council twice a year. This activity aims to inform the
students and employees the importance of knowing the blood type specially in case of
emergency, and to inform the students and employees that giving a little pain by
donating blood, we save a life.
Activities:
A. Blood Advocacy Seminar (conducted by the DOH) before the actual blood letting activity.
B. RCY volunteer will facilitate during the activity
C. Room to room campaign
3) First Aid Training Program (September 5 & 6)
Description:
To help the Philippine Red Cross in Safety Services trainings and
promotion and to provide Safety Services to the Institution we are
situated at.
Activities:
A) Instructors training Course (Summer)
B) Summer Safety Institute
C) First aid assistance to AUL activities
4) May Alam Ako Ipapamahagi Ko (Semestral)

Description:
Health education to the pupils in Elementary Department by the RCYVs
from CASE & CHS Department. They will teach the pupils the proper
hygiene and how to prevent the occurrence of viral infections e. g. colds,
flu, sore-eyes, mumps, measles and chicken pox.

Activities:
A) Lecture on Proper Handwashing (Hygiene)
B) Basic First Aid
C) Lecture on prevailing diseases.
5) Disaster Management Program.

Description:
Designed to help equip every college Red Cross Youth Volunteer and the
students to be effective during times of emergency situation.
Conceptualized to help the ALERT in their Rescue and Emergency
Services with the power of the youth sector.

Activities:
A) Localization of Red Cross Youth per College
B) Disaster Management Orientation
C) Mass casualty handling training
D) Emergency Disaster Drills
E) Disaster nursing( for the nursing students of the school)

6. Medical Assistance Program

Description:
Designed to aid the medical staff in the day-to-day activities in the Main Clinic
Activities:
A) Dispensing of medicines
B) Filing of communications
C) Fixing the beddings
D) Watching over patient
E) Assist during Medical & Dental Check-up of students & employees
F) Performing of errands within the campus.

7. Health Education Program

Description:
Designed to assist in educating our constituents thru symposia.

Activities:
A) Healthy Lifestyle & Infectious Disease Sept. 10
B) Symposium on Relationship & Pre-marital Sex February 16
C) Ngipin ko, Aalagaan ko February 24
8. Medical Extension Program

Description:
Designed to aid in the extension program for the employees, students & their
relatives.

Activities:
A) Regalo ng Klinika sa AQng kapamilya (Free Lab. Screening) Dec. 2
B) Bantay Puso, Bantay Presyon February 29
C) Operasyon Tuli - April 21
