Title of the Bill: Free Education through Public Schools Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) 30 years ago, America was the leader in quantity and quality of high school
4 diplomas. Today, our nation is ranked 36th in the world. (1)
5 2) A 3rd grade student who reads at the appropriate reading level compared to a 3rd
6 grade student who does not is 4 times more likely to graduate by age 19.
7 Furthermore, a student living in poverty is 13 times less likely to graduate on time.

9 3) People who do not earn a high school diploma by age 20 are 7 times more likely to
10 be persistently poor between ages 25 and 30. (2)
11 4) The poverty rate in U.S. is close to 15%, meaning 1 in 6 Americans live at or below
the poverty level. (2)

5) Children who grow up impoverished complete fewer years of schooling and earn

much lower income than people who did not grow up poor. (2)

6) 30% of children raised in poverty do not finish high school. (2)

7) More than 30 million children are growing up in poverty. In one low-income
16
community, there was only one book for every 300 children. You can improve
17 literacy rates by running a competitive book drive for low-income areas. (3)

19 SECTION 2: Purpose
20 This bills purpose is to provide free education for anyone in every state by enforcing that
21 each state district has at least one public school within that district.

23 SECTION 3: General Provisions
24 1. States will provide each district with at least one public school that allows anyone,
25 regardless of age, race, or gender, to attend, where they will have the chance to
26 learn.
27 2. The education will be completely free, allowing students and families who are in
28 poverty to attend.
29 3. It will raise awareness towards poverty in the United States, and will give the
30 children in poverty a chance at education and a high school diploma.
31 4. It will hopefully increase the percentage of Americans who graduate from high
32 school because they wont have to worry about paying for education.

34 SECTION 4: Definitions
35 1. Poverty - the state of being inferior in quality or insufficient in amount or the
36 state of being extremely poor.
2. Public school - a school supported by public funds.
