COMPLIANCE SAFETY OFFICER

Description Of Work:

This position is responsible for system safety, occupational safety, and construction safety for RTD transit
systems, facilities, and properties.

Duties & Responsibilities:

ESSENTIAL:

Conducts self in an appropriate manner as a representative of RTD, working effectively in a diverse work
environment.

Develops methods of identifying hazards and evaluates systems operations or process by performing
hazard analysis.

Reviews the entire RTD system in detail to define likely modes of failure, which can include human error
and the effects of such errors on the safety of the system.

Reviews reports of injuries, property damage, and occupational diseases to determine causes and
prevent recurrences.

Develops policies, codes, safety standards, and procedures that become part of the RTD operational
policies.

Develops safety manuals, bulletins, brochures, and presentations.

Compiles, analyzes, and interprets accident statistical data and prepares reports to communicate such
information.

Performs system safety program oversight and auditing by conducting facility inspections, reviewing
transportation and maintenance training requirements and certification and standard operating
procedures.

Conducts monthly facility inspections to detect existing or potential hazards and works with supervisors
and managers to direct corrective or preventative measures.
Advises and directs RTD staff on safety regulations and compliance issues.

Manages safety projects which includes contract administration.

Plans and administers operating division safety committees by chairing monthly safety committee
meetings, developing meeting agendas, writing meeting minutes, and conducting follow-up on safety-
related issues by tracking, reporting, and resolving.

Develops and conducts safety training classes for personnel throughout the RTD which includes all levels
of employees and 'train-the-trainer' programs.

Provides advice and counsel to management concerning applicable laws, codes, regulations, and
standards.

Researches and tracks safety regulations to develop safety policies and procedures for the RTD to comply
with federal, state, and local regulations.

Develops and participates in the safety certification program. Instructs RTD personnel on the elements of
the safety certification process and requirements. Tracks the progress of projects undergoing safety
certification.

Participates in the development and implementation of RTD's System Safety Program Plan.

Participates in the internal safety audit program by conducting system safety audits, developing audit
checklists, and writing, audit reports.

Conducts job hazard analysis to determine the following: specific job hazards associated with each job
function, training requirements for each job function, and determines proper safety equipment and
personal protective equipment required for each job function.

Negotiates and coordinates regulatory compliance with federal, state, and local regulatory agencies.

Develops and oversees air monitoring and industrial hygiene projects in conjunction with consultants.

Participates in the chemical product evaluation and approval process.


Provides safety oversight of contractors and construction projects as required.

Develops system safety programs and plans related to bus and transit operations in accordance with
applicable guidelines.

Performs accident investigations and reporting for bus and transit accidents, occupational safety
accidents, on-the-job injuries, and other safety-related complaints to determine accident cause,
contributing factors, and corrective action to prevent recurrence.

Develops and implements compliance program for state safety oversight of fixed rail guideways in
accordance with 49 CRF 659 including: yearly reporting, accident and unacceptable hazardous conditions
reporting, corrective action planning, and accommodating three-year safety reviews.

All other job-related duties as assigned.

Qualifications:

Bachelor's degree in safety or related field with advanced technical education in related areas.

Extensive and progressively responsible work experience in occupational safety, industrial safety
engineering and construction safety.

PC proficiency in word processing, spreadsheet, and presentation software as well as in Internet and
email use.

Extensive knowledge of OSHA and MSDS.

Extensive knowledge of the accident investigation process.

Knowledge in the proper use of safety equipment and current trends in personal protective equipment.
Strong research and analytical skills, this includes the ability to conduct and interpret trend analysis data.

Strong technical report writing skills.

Ability to use prudent judgment and problem solving skills to make decisions and recommendations that
assist the RTD in meeting its mission.

Ability to communicate with tact and diplomacy, both orally and in writing, using proper spelling,
grammar, and punctuation with all levels of RTD personnel, outside agencies, contractors, community
groups, and citizens. This includes tactfully directing/advising others as needed.

Ability to conduct oral presentations, relaying technical information in understandable terms.

Ability to pay close attention to detail, ensuring strict accuracy in work.

Ability to efficiently manage time and workload, which includes planning, prioritizing, organizing, and
following-through on a variety of tasks, assignments, projects, and reports and meet deadlines.

Ability to read and interpret technical information and contracts.

Ability to negotiate proper resolutions to various safety issues that remain in the best interests of the
RTD.

Ability to maintain confidentiality, only stating information on a 'need-to-know' basis and safeguarding
sensitive material.

Knowledge of current techniques and methods used in the hazard analysis process to include job hazard
analysis.

Knowledge of system safety principles.

Knowledge of current occupational safety and industrial hygiene standards.

Extensive knowledge of fire, building, and life safety codes.

Knowledge of construction safety principles and regulations.


Ability to conduct standard safety audits and document findings.

Ability to accurately define individual components in overall processes, situations, and environments and
determine cause and effect relationships.

Ability to efficiently implement programs and processes.

Ability to network and maintain professional relationships with various federal, state, and local agencies.

Knowledge of adult learning styles and the ability to conduct training needs assessments.

Effective facilitation skills.

Ability to work a flexible schedule to include working evenings and weekends as required.

Demonstrated ability to work effectively in a diverse workforce.

An equivalent combination of education and experience consistent with the required qualifications as
determined by Employee Relations in conjunction with the hiring manager.
