Chapter I

Introduction

According to the Department of Education, the last years implementation of the

Senior High School program was a successful one. Based on the data from the year of

2016, there are over a million of students who have enrolled under Grade 11. The

Department of Education outgoing secretary Armin Luistro said that the Philippines is

ready for this program for he mentioned that there are over 17,000 classrooms that

have already been built only for the Senior High School. The Department of Education

believes that the prosperity of the program will remain uninterrupted with the help of

parents and students, and with the help of various government organizations (Nano,

2016).

New classrooms are being built in Central Visayas to accommodate incoming

Senior High School students but only 1,249 have been completed less than two weeks

before the start of classes. That is a deficiency of more than half the required number.

And that is just in Central Visayas. The Department of Educations (DepEd) way to

solve this is to put more number of students per section. While we all desire quality

education and global standard education, the DepEd, for all the years it had to prepare,

is simply not ready to implement the K to 12 program that seeks to bring us to that level.

Armin Luistro, who came in as Education Secretary in the Aquino Administration in

2010, only had the destination in mind but not the way to get there. But the Philippines

is not ready. A program seeking to make the country at the par with global standards of

education is simply incongruous with the reality on the ground just like how students are
crammed to a classroom or do not have classrooms at all and that some textbooks

arent that factual (Tundag, 2016).

According to Caduaya (2016), some schools in Davao City are not as prepared

for the K to 12 Program as the Department of Education (DepEd). One of the problems

addressed were lack of classrooms, materials such as textbooks, and especially

teachers. Due to the shortage on Senior High School teachers, under-loaded teachers

from Junior High School were asked to teach in the Senior High School. In the mean

time, the Junior High School classrooms were used for the Senior High School

students.

The Senior High School Program is one of the stepping stones to the

development of the education program in the Philippines. The Philippines is one of the

last three countries who have not adapted to the K to 12 Program. In order for the

Philippines to be globally competitive and keep up with the uprising economical

progress of the world, K to 12, together with the Senior High School Program, was

implemented. However, not all schools, and even students themselves, were prepared

for this change. The views and opinions of the Senior High School students have an

impact to the K to 12 and Senior High School Program for they are the ones who are

directly involved to it. The effectivity of the Senior High School Program may be affected

with the involvement of the outlook of Senior High School students to the program itself.

Which is why this study intends to research more about the views and opinions of the

Senior High School Students to the implementation of the Senior High School Program.
Statement of the Problem

The study aims to determine the view point of the UIC Grade 11 Technical-

Vocational and Humanities and Social Sciences Senior High Students to the Senior

High School Program. Specifically, it aims to answer the question:

1. What are the perceptions towards the Senior High School Program of the

students?

Significance of the Study

This study is vital to the following sectors in the fulfillment of this research

endeavor:

Students. The students are the ones who are directly involved in the Senior High

School program. This is why their opinions are relevant for they are the ones who

experienced it first-handedly. Their outlook on the Senior High School program could be

an approach for the enhancement of the said program.

School Administration. As the school administration regulates the Senior High School

program and is the pioneer of the government for the implementation of it, the study

plays a role for them to be able to implement it in a better way possible.

Teachers. The teachers are the ones who cater the students. Which is why the study is

significant for them in a way that they would be able to know what are the perceptions of

the students so that they would be able to teach them in a more effective way. Also, so
that they would able to find a more suitable way to motivate the students. In addition, it

could help them to know if the Senior High School program is indeed effective.

Future Researchers. This study could be an instrument for the future researcher in

which it could help them add some information on what is lacking on this study and on

theirs.

Scope and Limitations

This study intends to research about the views and opinions of the students

towards the Senior High School Program. It could delve into topics relating to the

outlook of the students about their duration in taking the said program before reaching

college. Generally, this study aims to explore about the perception about the Grade 11

Humanities and Social Sciences and Technical-Vocational students of the University of

Immaculate Conception Bonifacio Campus towards the Senior High School Program. In

this study, the proponents will be using the Focused Group Discussion as a method for

their interviews. There would be a total of 20 respondents for the completion if the

study.

Definition of Terms

The following were conceptually and operationally defined in the study as follows:

Outlook The perception, views and opinions of the Senior High School students

towards the Senior High School Program.


Senior High School Program The additional two-year program in high school where

in the students choose their preferred academic and non-academic tracks as

preparation for college.

Career preference The job or profession that is according to the students interest.
