Prime Minister dedicated Brahmaputra Cracker and Polymer Limited to Nation


The Prime Minister Mr. Narendra Modi had been dedicated to the nation, Brahmaputra Cracker
and Polymer Limited, a petrochemical complex, at Lepetkata, near Dibrugarh.
This is the first ever petro-chemical project in the entire North-East.
The project will help in employment generation, and avoid massive cost overruns.
The Projects includes MUDRA and Start-up India to create fresh opportunities for the
youth.
These projects will provide natural raw material for the industrial purposes.

GOI initiated Hydrocarbon Vision 2030 for North-East


In a bid to make making hydrocarbons a tool to enable social and economic development, Union
Petroleum and Natural Gas minister Dharmendra Pradhan had released the North East
Hydrocarbon Vision-2030 in Guwahati.
As a part of vision Rs 1, 30,000 crore will infused in the North East region for next 15 years
for the production of hydrocarbon.
CRISIL Infrastructure Advisory has been designated as the Knowledge Partner to develop
for Vision report.
The division of expenditure is blueprinted as Rs 80,000 crore in upstream, Rs 20,000
crore in midstream and Rs 30,000 crore in the lowerstream.

Assam CM Gogoi unveiled Vision Assam 2030


Assam Chief Minister Tarun Gogoi had unveiled a draft document Vision Assam 2030. The aim
of the vision is to ensure inclusive and sustainable development in the state.
The theme of Vision Assam 2030 is Everything for Everyone
The government is trying to transform the future of the people of Assam within 15
years.
It is the efforts of the government to get rid of poverty, illiteracy and hunger for
ensuring healthy lives and achieving gender equality through womens empowerment.

Assam Cabinet approved Metro Rail for Guwahati


Assam Cabinet approved Mass Rapid Transit System and given green signal to Detailed Project
Report of Guwahati Metro Rail Corporation Limited.
The 203 Km Metro Corridor will be completed in three phases, The Whooping 18,020
crore projects detailed project Report with 4 lines adding 61.4 Km in the first Phase
of the project prepared by RITES Ltd.
Phase I of the Project consists of 4 Lines with 54 Stations and all the trains will come
up with 3 coach structure that has the capacity of carrying 975 passengers each
The Project total cost would be shared by center and state government by 20%
eachand local bodies to contribute Rs. 350 Crore , while the remaining Rs. 10,074 crore
will be funded through soft loans from funding agencies guaranteed by the Center.
The Chief Minister of Assam Tarun Gogoi will lay the foundation of the project on
February 29 in Kahnapara where a station will come up to serve as node between the
Line 2 and Line 3.

IWAI instigated two vital projects on NW-2
The Inland Waterways Authority of India (IWAI) has introduced two prime projects
for National Waterway No 2, a section of the Brahmaputra River between the Bangladesh
border and Sadiya (Assam).
These two facilities will encourage the Inland Water Transport users to interpose
into environment friendly mode of transportation.
The Projects include:
Development of a ship repair facility (Slipway Project) at Pandu, Guwahati with an
outlay of Rs 50.76 crore.
Commencement of Ro-Ro ferry service between Dhubri & Hatsingimari of Assam.

Tikhor park to be set up in Guwahati and Shillong


Organizing Committee of the 12th South Asian Games has decided to set up Tikhor Park
(Games Mascot) in Guwahati and Shillong and Rs. 2 Crore has been earmarked on behalf of
the project.
The Parks are mean to preserve the legacy of the South Asian Games concluded
recently in Guwahati and Shillong.
These Parks will would be set up at Guwahati University and Shillong based North
Eastern Hill University.

Cycling event of Indian Army with theme Cycle to Recycle flagged off
To create public awareness about the need of nature and environment conservation, a 10-
member army team boarded upon a 1,000-km bicycle journey from Pangsau Pass in the
India-Myanmar border.
The journey organised as part of the Assam Rifles 181st raising day celebrations was
flagged off by Brigadier DK Singh, commander of the 25 Sector Assam Rifles

Tezpur and JNU won Visitors Award for 2016


Tezpur University won the annual Visitors Award for the Best University. Rakesh Bhatnagar and

Ajit Singh sworn in as Chief Justice of Guwahati High Court


Justice Ajit Singh was sworn in as chief justice of the Guwahati High Court, the Oath of the
Justice was administrated by Assam Governor Padmanaba Balakrishna Acharya.
Prior to his new appointment he was serving as the Acting Chief Justice of
the Rajasthan High Court.

Mahesh Kumar Singla committee constituted to consider ST status to 6 communities of


Assam
The Centre to set up Committee to recommend the modalities for Granting of SC statusto six
OBC communities in Assam.
The committee will be headed by Special Secretary in the Home Ministry Mahesh
Kumar Singla, and the committee will submit its report by May 31 this year.
The Six communities that have been demanding ST status are Moran, Koch
Rajbongshi, Muttuck,Sootea,Tai Ahom and Adivasis
In article 342 of the constitution communities are notified as Scheduled Tribes if they
display five basic characteristics Primitive traits, geographical isolation distinct
culture, Shyness of contact with higher community and Economic Backwardness.
If these communities were granted ST status the state will be a Tribal Dominated State
accounting 50 % of Tribal population.

Assam Assembly passes Ease of Doing Business Bill, 2006
i. The State of Assam Assembly has passed Ease of Doing Business Bill, 2016 to make ease of
doing business and to attract fresh investment through an easy computerised clearance system
across the state.
ii. The bill aims to create an investment-friendly environment for economic development by
making speedy processing of applications and issue of clearances for setting up industries.

iii. The bill also facilitates creating a bureau under the name of Assam Bureau of Investment
Promotion for the purpose of overall supervision and administration

Gangetic River Dolphin to be City Animal of Guwahati


i. In a rare move Assams Guwahati became the first city in the India to have its own city
animal with the district administration announcing the Gangetic river dolphin as the symbol.
ii. The animal, locally known as Sihu would be the city animal of Guwahati.
iii. The Guwahati District administration had organised online and offline voting for three-month-
long that attracted 60,003 participants to decide the city animal and Gangetic
river dolphinreceived 24,247 votes among three protected creatures.
iv. In the voting process along with Gangetic river dolphin, the other two animals were
black softshell turtle (Bor Kaso) and greater adjutant stork (Hargila) that was kept on the
process.

Assam Government launched Maitree Ek Gyan Yatra initiative to link primary schools to
colleges
Assam Government decided to launch Maitree Ek Gyan Yatra Scheme to link Primary Schools to
colleges in Sivsagar District.

Focus: Under the programme, College lecturers will be taking Classes in High Schools and High
School Teachers will be teaching in Primary schools voluntarily.
Aim: To change the mindset of the teachers, as in some places subject teachers of a school
considered it below their dignity to teach the lower level students.

Centre to make Assam as petroleum hub for South Eastern countries


i. Union government is planning to make the Assam as a hydrocarbon hub to meet
petroleum requirements of Bhutan, Bangladesh, Myanmar and other Southeast Asian
countries by 2030.
ii. This fiscal centre would raise Rs 6,000 crore through public sector oil companies in Assams
petroleum sector in the current fiscal that would be primarily invested in exploration and
production and increasing pipeline network.
iii. This will be a part of the total Rs 80,000 crore investment to take the oil and gas
production in Assam to 9.4 million metric tonnes by 2030 as part of Centres ambitious plan to
make Assam the petroleum hub of Southeast Asia.

Assams famous Kamakhya Temple receives an aid Rs. 25 crore for Infrastructure
i. Union petroleum minister Dharmendra Pradhan announced an aid of Rs 25 crore over the
next couple of years for the infrastructure development of Kamakhya temple.
ii. The announcement comes from the Minister during the Ambubachi Mela festival which is the

celebration of goddess Kamakhyas annual menstruation cycle, considered as a symbol of fertility


by the Hindus.
iii. The festival is the eastern Indias largest congregation of pilgrims drew a whopping 25
lakh devotees this year.
Kamakhya Temple:
The Kamakhya Temple situated on the Nilachal Hill in western part of Guwahati city in Assam is
a Hindu temple dedicated to the mother goddess Kamakhya.

Majuli to become Indias first river island district


i. Assam government has granted a river island named Majuli in the state as district status. The
island is sprawl over 400sqkm Island in the river Brahmaputra.
ii. Notably Sarbananda Sonowal who is CM of the state had won the assembly election this
year from Majuli, a constituency reserved for scheduled tribes.
iii. The erosion-troubled Majuli was a sub-division of Jorhat district, will become the 34th district
of Assam.

Ranu Langthasa first woman chairperson of NCHAC


i. Ranu Langthasa was unanimously appointed as the chairperson of the NC Hills
Autonomous Council in Assam. The appointment was made in the aftermath of the special
session held in the North Cachar Hills Autonomous Council (NCHAC).
ii. Ranu is the first woman chairperson to be appointed to the post since the inception of N C Hills
Autonomous Council.

Veteran theatre personality Achyut Lahkar passes away


i. Veteran Actor Achyut Lahkar has breathed his last at his resident, Pathsala in Barpeta
district of Assam. He was 85 years old.
ii. He hailed from Pathsala, Lahkar was well-known for Nataraj Theatre in 1963 and gave a
rebirth to moving theatre in Assam.
iii. He is not only Actor, he was also a producer, writer, director of his theatre company, Lahkar
toured across Assam and many other states to perform plays in his four decades long career.
iv. Famous Dramas that he appeared include -Black Money, Usha, Sankardev and Doctor Babu.
He also published and edited a magazine Deepawali and was conferred the Kamal Kumari
National Award in 1997.

Assam Pradesh Congress President Anjan Dutta passes away


i. President of the Assam Pradesh Congress Committee (APCC) Anjan Dutta has died
following cardiac failure at AIIMS in New Delhi. He was 64 years old.
ii. Dutta hailed from Assam and was a three times MLA from the Amguri Constituency. He

Second BRICS Youth Summit concludes in Guwahati


i. The second Edition of BRICS Youth Summit concluded in Guwahati of Assam State that
focused on enhancing people-to-people contacts of BRICS member states viz. Brazil, Russia,
India, China and South Africa.
ii. It was formally inaugurated by Assam CM Sarbananda Sonowal, who lit the lamp and
declared beginning of the three-day long 2nd BRICS Youth Summit, India 2016.

Assam Assembly passes the Assam Amusements and Betting Tax (Amendment) Bill,
2016.
i. Assam Assembly passed the Assam Amusements and Betting Tax (Amendment) Bill, 2016.
ii. This bill will reduce the service charge of cinema tickets with an aim to give a fillip to the
local film industry but, government raised the entertainment tax on cinema tickets by
up to ten percentile points.
iii. As per this bill, the government proposed to make service charge Rs 8 per ticket for the halls
without air conditioning system and Rs 12 for the halls with air conditioning system with
back-up generator.
iv. The government also advised to increase the entertainment tax to 20 per cent from 15 per
cent at present for entry charges between Rs 5 and Rs 20 per ticket. It is noted that it will be 30
per cent compared to 20 per cent in case the admission charge is more than Rs 20 and there will
be no entertainment tax if the entry charge is Rs 5 or less.

India Bangladesh join hands for the movement of Petroleum products from Assam to
Tripura through Bangladesh
i. India Bangladesh signed a short-term route agreement to allow transport of
petroleum goods from Assam to Tripura through Bangladesh due to the heavy monsoon
damaged roads and made the transportation between the two states difficult.
ii. This is a short-term deal and Bangladesh side agreed to the Indian proposal to grant validity of
the MoU till September 30.

iii. Petroleum Trucks will ride in the Dawki (Meghalaya) Tamabil (Bangladesh)
Chatlapur (Bangladesh) Kailasshar (Tripura) route.
iv. It is noted that the Government of India had requested Bangladesh to allow carrying
petroleum goods from Assam to Tripura through their territory as heavy monsoons and the
resultant bad condition of NH44 have disrupted the supply between these two states.

Assam Government become the first Indian State to ratify the GST Constitution
Amendment Bill
Assam has become the first state to ratify Constitution Amendment Bill related to the
Goods and Services Tax (GST), following its passage by both houses of Parliament.
i. Assam assembly unanimously passed the Constitution Amendment Bill on GST and this
BJPruled state has become the first state to do so.
ii. The government is aiming to get the bill ratified by 16 states within the first week of
September to stay on course its 1 April 2017 implementation deadline. States need to
pass the bill by a simple majority to ratify the bill.

First Tech Meet Of Hydrocarbon Vision 2030


i. The Two day long first technology meet under the targets of the ambitious Hydrocarbon
Vision 2030 for Northeast India started in Guwahati Assam.
ii. The idea of the meeting mooted by the sub- committee of the upstream sector headed by
ONGC and has members from upstream national oil players as well as private players.
iii. The main event of the meeting was to deliberate the issues pertaining to the implementation
of the Vision document which envisions an investment of Rs 1,30,000 crore over the next 15
years.
iv. The meet attended by various PSUs and private sector oil firms including ONGC, OIL, Geo
Enpro, Jubilant, Hindustan and other companies involved in the sector.

Havildar Hangpan Dada honored with Ashok Chakra posthumously


Havildar Hangpan Dada was honored posthumously, with the government announcing the highest
award to an army man during peace-time operations on the eve of the Independence Day.
Havildar Hangpan Dada was a Nocte tribal born in Borduria village of Arunanchal
Pradesh. Dada, as he was fondly called, was recruited to the 3rd Battalion of the
Parachute Regiment on 28 Oct 1997. Six years later, Dada was transferred to the Assam
Regimental Centre and on 24 Jan 2008 he was taken on the strength of 4th Battalion,
The Assam Regiment where he served the most. Dadas personality had many shades.
Two traits that were forever to the fore were fearlessness and righteousness.

Four new governors appointed for the state of Punjab, Assam, Manipur and UT Andaman
Islands
President Pranab Mukherjee appointed four new governors on 17th August and the list includes
former Union minister Najma Heptulla for Manipur.

Verification of Rhino Horns has begun in Golaghat, Assam


i. In to check genuineness and updating the complete inventory of horns, verification of
rhino horns which were kept in various treasuries in the custody of Assam government since
1980 has started in Golaghat, Assam.
ii. The physical verification of the rhino horns at the Golaghat Circuit House is performed by
acommittee headed by former Information Commissioner M C Malakar.
iii. Besides the verification, they also check the seal of the trunk and verification would be
conducted with the help of the Directorate of Forensic Science.

One of the worlds largest one-horned rhino horns was found in central Assam
i. One of the worlds largest one-horned rhino horns was found in central AssamsNagaon
treasury during the ongoing verification of the horns in Assam.
ii. The rhino horn verification committee (RHVC) has found one of the worlds largest horns
possibly the heaviest of the one-horned rhino in central Assams Nagaon treasury.
iii. The only recorded rhino horn bigger than this could be found in British Museum in London,
where a 60 cm long horn from Assam, found in 1909.
iv. It is noted that the verification Committee have completed the verification process rhino horns
kept in Golaghat, Tezpur, Jorhat, Diphu and Nagaon treasuries of Assam.
v .It is also noted that the the committee will move to Morigaon district treasury tomorrow where
22 horns are being kept from the nearby Pobitora Wildlife Sanctuary.

Guwahati to Host ISL 2016 Opening Ceremony


i. Hero Indian Super League promoter Football Sports Development Ltd have awarded
Guwahati to host the opening ceremony and the season opener match of Hero ISL 2016.
ii. The Ceremony to be hosted on Indira Gandhi Stadium, Sarusajai, with a capacity of 30,000 on
1st October 2016 as the ISL teams will join owners, celebrities and artistes to deliver North East a
memorable visual extravaganza at the Opening Ceremony.

Litterateur Mahim Bora passed away


i. Well known Assam litterateur Mahim Bora has passed away due to old age related ailments in
a private nursing in Guwahati Assam. He was 93 year old.
ii. The Assam hailed author penned many books including Rangajivya (The Red Dragon Fly),
Adhani Mahir Hahi , Bohubhuji Tribhu, Eai Nadir Sonte and Kathonibarir Ghat, among other books
of short stories and poems.
iii. Bora received Indias fourth highest civilian honor Padma Shri in 2011 and the Assam Valley
Literary award in 1998. He was also worked as President of Asom Sahitya Sabha.

Assam CM Sarbananda Sonowal inaugurated world class library in NIT Silchar


i. On September 5,2016 Assam Chief Minister Sarbananda Sonowal inaugurated the Bharat
Ratna Dr A P J Abdul Kalam Learning Resource Centre in NIT, Silchar and start up centre
in NIT Silchar under the start up India campaign launched by Prime Minister.
ii. The world class library is established with the help of University of Illinois, USA.
iii. 28 crore rupees spented to create a world class library in the 80 thousand square feet carpet
area.

Majuli River Island World Largest River Island says Guinness World Records
The Guinness World Records has declared Majuli in Assam as the largest river island in the
world. The beautiful river island is situated on the Brahmaputra River. It has toppled Marajo in
Brazil to clinch the record.
The island has been nominated to be a UNESCO World Heritage Site. The nomination
has not been approved yet. The wetland attracts many different kinds of fauna and varied
kind of fauna also grows on the island.

HDFC ERGO implements Crop Insurance scheme in Assam, MP and Uttarakhand


i. HDFC ERGO, a leading Private sector non-life insurer has implemented Weather Based Crop
Insurance Scheme (WBCIS) in Assam, Uttarakhand and Madhya Pradesh.
ii. The company has been allotted clusters in Gujarat, Maharashtra, Madhya
Pradesh, Odisha and Goa for implementation of the Pradhan Mantri Fasal Bima
Yojana(PMFBY).

Indian Ecologist Bibhuti Lakhar has been awarded with Heritage Heroes Award by IUCN
Assam-based ecologist and conservation activist Bibhuti Lahkar has become the first Asian to
be awarded the prestigious Heritage Heroes Award by the International Union for
Conservation of Nature (IUCN).

About Bibhuti Lahkar :


Bibhuti started working in Manas sanctuary in 1999 as part of his PhD, focusing on the
management of grasslands of Manas with particular reference to the Critically Endangered pygmy
hog, which is found nowhere else in the world. This work meant he had to stay near the park and
traverse a landscape that was greatly ravaged by activities of militant groups operating in the
area.
The then young student had to build ties not just with forest personnel in Manas, but
also with local residents who were wary of strangers.

Shri Praksh Javadekar launched PARAM-ISHAN supercomputer at IIT, Guwahati


IIT Guwahati unveiled one of Indias fastest and most powerful computer, PARAM-ISHAN. Union
Human Resource Development Minister Prakash Javadekar launched the Param-Ishan
supercomputing facility at IIT, Guwahati.
About PARAM-ISHAN :
PARAM-ISHAN has power of 250 Teraflops and three hundred tera bites capacity.

Computational Chemistry,Computational Fluid Dynamics,Computational Electromagnetic,Civil

Eminent Assamese poet Nalinidhar Bhattacharya passes away


i. Assamese Eminent Poet Nalinidhar Bhattacharya has passed away due to old-age ailments
in Guwahati. He was 95 years old.
ii. The Sahitya Akademi award winning litterateur is the elder brother of Assams first
Jnanpith award winner Birendra Bhattacharya.
iii. He registered his mark as a poet with five anthologies of Assamese poems Ali Kuwoli
(1979), Charshalir Malita, Aahot Xapun, Noni Asone Ghorot and Biday Phulor Din besides he is
also a prolific essayist with five collections Mul Aru Phul, Bezbaruah Aur Adhuniktar Dharana.
iv .He was bestowed with the Sahitya Akademi Award in 2002 for his collection of literary
works Mahat Oitijhya and is also the recipient of Soviet Land Nehru Award along with various
honours.

Assam CM inaugurated the first Model Skill Development Centre in Guwahati


i. Assam Chief Minister Sarbananda Sonowal inaugurated first Model Skill Development
Centre Pradhan Mantri Kaushal Kendra at Panjabari, Guwahati.
ii. It is an initiative of the Ministry of Skill Development and Entrepreneurship and National
Skill Development Corporation.

Govt to invest Rs.1 Lakh Crore to boost road, Inland,Water Transport in Assam
i. Road and inland water communication in Assam is prepared to improve by the Centre. It
decided to invest nearly Rs.1 lakh crore to improve connectivity.
ii. Gadkari announced plans to increase the Central Roads Fund to Rs.800 crore from earlier
sanctioned limit of Rs 450 crore. He has also asked the state government to identify1200-
kilomters of new stretch of road for converting the same into national highways

Assam CM Sonowal releases report on human development


Assam Chief Minister Sarbananda Sonowal released the Assam Human Development Report
2014 and the Vision and Strategic Architecture Document on SDGs, namely, Assam 2030:

Assams HDI :
Assam has witnessed a steady and continuous improvement in human development with
its latest Human Development Index (HDI) estimated at 0.557 against the national average
of 0.586
This is the second Human Development Report for the state, the first was published a decade
back in 2003.The present Report is based on a survey of 39,998 households and 1,87,511
individuals from 27 districts of the state.
The Report puts Human Development Index (HDI) in Assam at 0.557 indicating that
level of human development in the state is just about halfway of the desired level.
The Report observes that human development achievements have been found to differ
greatly across districts.

Guwahati gets FIFA nod, becomes fifth Indian city to host U-17 World Cup
i. Guwahati became the fifth Indian city to be ratified as a venue for next years Under-17
football World Cup.
ii. The FIFA delegation along with members of the Local Organising Committee visited the site and
had a comprehensive look at the stadium and the training facilities.

i. Veteran Assamese journalist Tilak Hazarika has died in Guwahati, Assam. He was 96
ii. Hazarika was serving till his death as the Editor of the Assamese weekly Sadin and as an
advisor of the vernacular daily Dainik Pratidin.

Former Asiad Gold Medallist Goalkeeper Burman Passed Away


i. Asian Games winning former India football goalkeeper Prodyut Burman passed away this
evening at a city hospital following a prolonged illness.
ii. The 81-year-old was suffering from Parkinsons disease for a long time.
iii. Mr. Burman represented Eastern Railway, Later he moved to Mohun Bagan.

Assam Current Affairs - November 2016


12-km-long elevated railway corridor to be set up in Guwahati under Smart City Project
i. The Centre on November 10, 2016, announced the construction of a 12-km-long elevated
railway corridor inside Guwahati, worth Rs 5,000 crore, as a part of the smart city project.
ii. The project covering the entire corridor between Kamakhya and New Guwahati will be
elevated
iii. The Indian Railways will form a joint venture in the form of a special purpose vehicle with
the state government to implement the project.

Assam govt inks MoU with Civil Aviation Ministry for Regional Connectivity Scheme
i. Chief Minister Sonowal and Civil Aviation Minister Ashok GajapatiRaju inked a Memorandum
of Understanding (MoU) with the Union Ministry of Civil Aviation and Airport Authority of India
under Regional Connectivity Scheme (RCS).
ii. He also requested to make Guwahati Airport as a world class airport
iii. According to MoU, the Assam government shall reduce VAT to 1% or less on Aviation
turbine fuel (ATF) at RCS Airports.
iv. The Assam Government will provide free land for the development of heliports in Diphu and
Haflong

Indian Railway and Assam enters Rs. 5000 crore JV.


i. Railway Minister Suresh Prabhu, on November 10, 2016, announced a joint venture project
worth 5000 crore with Assam government for the construction of four elevated railway tracks
between Kamakhya and New Guwahati.

ii. The elevated tracks would remove conjestion of city roads and free up railway land and enable
railways to develop Guwahati station as a commercial hub.

Assam Launches Solar battery station & Community development centre
i. Chief Minister of Assam, Sarbananda Sonowal, on December 14, 2016, inaugurated a solar
battery station and a community development centre at Bindhakata Tengapukhuri village
in Dibrugarh.
ii. The project implemented by Sri Sri Rural Development Programme (SSRDP) Trust of Art of
Living Foundation in collaboration with Cooper Foundation has installed two solar battery
charging stations of 6 kilowatt capacity, one of the biggest project in Assam.

Union Government announces Rs 207 crore project for Majuli


i. Centre has announced Rs 207 crore project for protection and development of worlds
biggest river island Majuli, located aong river Brahmaputra in Assam.
ii. The announcement was made by Union Minister for Development of North Eastern Region
(DoNER) Jitendra Singh.

Hailakandi District in Assam becomes first to Pay Wages to Tea workers via Bank
Account
i. Hailakandi has become the first district in Assam to pay wages to Tea Garden
Workersthrough individual bank accounts before the December 15 deadline set by the state
government for cashless transactions to the plantation workers.
ii. Following demonetisation of Rs 500 and 1000 currency notes from November 9, Assam
government had set December 15 as the deadline for cashless transactions to tea plantation
workers.
iii. At least 504 workers of Burnie Braes Tea Estate received their wages through bank
accounts and the payment was made through five Banking Correspondents (CSPs) of Assam
Gramin Vikash Bank.

Assam to Make Majuli Countrys First Carbon Neutral District


i. Assam government has initiated a project on December 14, 2016, to make river
island Majuli the countrys first ever Carbon Neutral district by 2020.
ii.The project titled Sustainable Action for Climate Resilient Development in
Majuli(SACReD, Majuli) was initiated by Assams department of Environment and Forest and was
launched by Additional Principal Chief Conservator of Forest (Biodiversity and Climate) A K Johari
at Majuli.

Judima Festival begins in Assam


i. The three-day Judima Festival begin at Haflong in Assam on December 18, 2016.The
festival seeks to establish the only hill station of Assam, Haflong into the tourism map of the
Northeast.
ii. Aim : To promote and nurturing of ethnic culture, music, dance, craft and folk-art of Dimasa
tribals living in Dima Hasao district of the state

Assam Launches Health Insurance Scheme Atal-Amrit Abhiyan


i. The state government of Assam on December 25 launched an ambitious health insurance
scheme Atal-Amrit Abhiyan which will provide coverage against several critical illnesses.
ii. The scheme was launched by Assam Chief Minister Sarbananda Sonowal at a function in
Guwahati, to mark the 92nd birthday of former prime minister Atal Bihari Vajpayee.
iii. Both Below Poverty Line (BPL) and Above Poverty Line (APL) families, with annual income
below Rs 5 lakh, are eligible for the scheme.
iv. The total financial outlay of the scheme is around Rs 200 crore and would entitle the poor to
receive coverage of Rs. 2 Lakh annually. In order to avail the facilities, a laminated health card
with unique identification number will be given to all the members of an eligible family and the
assurance will be cashless at the point of delivery..
