24 The 10th Regular Session started with a call to order from the Presiding Officer at 9:00 AM with all the
25 Members of the Sangguniang Bayan attending. The prayer and national anthem were then recited and sang
26 and the consideration of the Minutes of the 9 th Regular Session followed. After some minor corrections, the
27 Minutes was APPROVED on motion of Hon. Ronald I. Apritado and seconded by Hon. Arnold D. Aguila.

29 On the Calendar of Business, Item 3.4 Annual Budget for 2016 of Barangay Lalayat was excluded for
30 reentry on motion of Hon. Ruel F. Ilao.

32 On Unfinished Business, Annex A:
33 Amendment to the IRP will be discussed in a Committee Meeting after session;
34 Item 2 was passed on Second Reading on motion of Hon. Godfrey A. Umali;

68 RE: LCEs letter relative to proposed MOA between the LGU and the POEA, OWWA,, DOLE, TESDA)
69 Referred before this Committee for appropriate action (recommendation and/or report) is the letter of the Municipal
70 Mayor, this Municipality dated August 16, 2016, the written request of the Municipal Mayor relative to proposed MOA
71 between the LGU and the POEA, OWWA, DOLE and TESDA for the implementation of their mandates in the promotion
72 of the rights and welfare of the public, migrant works and their families.

74 The Committee finds that the purpose of the MOA is to protect the applying public for work abroad from the hands of
75 rampant illegal recruiters, and to provide certain mechanics for their good welfare, thus, this Committee recommends to
76 the August Body for the latter to recommend to the LCE to enter into such Agreement, and in connection thereto, this
77 Committee recommends to the August Body for the latter to grant authority to the LCE to enter into such Agreement so
78 as to give life and meaning to the same. Lastly, the purpose of which is not contrary to law, morals, public policy or public
79 order, but for the general welfare of our applying public.

100 Referred before this Committee for appropriate action (recommendation and/or report) is the letter of the Municipal
101 Mayor, this Municipality dated August 17, 2016, the written request of the MSWDO to rename Youth Center Building into
102 San Jose Crisis Center.

104 The Committee finds that the renaming process cannot be made through a simple SB Resolution as it does not refer
105 to any expression of sentiments; the act of naming and/or renaming a particular place or building is a legislative act,
106 therefore, an Ordinance pertaining to the matter is imperative or necessary.

108 Thus, it is recommended that an Ordinance be passed renaming and/or changing the name of Youth Center Building
109 into San Jose Crisis Center. And for this purpose, this Committee is humbly enrolling a proposed Ordinance entitled: An
110 Act to rename and/or change the name of Youth Center Building into San Jose Crisis Center.

133 The above mentioned barangays submitted documents to the Sangguniang Bayan for review.

135 FINDINGS:
136 Upon review of the documents submitted to the Sangguniang Bayan, together with the Minutes of the Meeting of the
137 Barangay Development Council, the respective Sangguniang Barangays adopted the Annual Investment Plans including
138 the LDRRM, the GAD Plan and Youth Development Plan as mandated by law.

140 RECOMMENDATION:
141 The Committee finds the Annual Investment Plans, including the LDRRM Investment Plans, GAD Plan and Youth
142 Development Plans of the abovementioned barangays, the priority projects in the respective barangay and followed the
143 pertinent rules and regulations accordingly to come up with a feasible investment and development plans and recommends
144 its authorization as it complied with basic requirements.
