del Presidente Macri:
La consultora espera un reporte sinttico (no mayor a 3500 palabras). El reporte debera
incluir al inicio un breve resumen ejecutivo de las conclusiones. Se espera que el anlisis
est fundamentado con referencias a literatura pertinente.
As pues el estilo de liderazgo del Presidente Ing. Mauricio Macri puede definirse
como eclctico, en tanto puede apreciarse la reunin de distintas perspectivas
organizacionales en la conformacin de su gabinete y en la toma de decisiones e
implementacin de polticas pblicas. Siguiendo la clasificacin de Bonvecchi y
Scartascini (2011) se aprecian componentes jerrquicos en las labores llevadas a
cabo por la jefatura de gabinete y sus vicejefes (Marcos Pea, Gustavo Lopetegui y
Mario Quintana) en tanto funcionan como una suerte de asesores directos y manos
ejecutoras del presidente coordinando al conjunto de ministros ubicados debajo de
ellos en la relacin con l. Pero tambin se advierte que el presidente genera la
competencia entre sus asesores y entre estos y sus ministros, tanto mediante la
realizacin de reuniones semanales, lo que da la impresin de ser un sistema ms
colegiado en la toma de decisiones, como en la superposicin de reas de
competencias, lo que llevado a rivalidades entre miembros del gobierno, que fueron
resueltas mediante una mayor fragmentacin del antiguo ministerio de economa.
Ese eclecticismo que caracteriza el liderazgo del presidente tiene sus pro y sus
contras. Si bien por un lado el tener un staff ms reducido de asesores maximiza la
especializacin en la recoleccin de la informacin, puede no obstante generar
distorsiones en la informacin que llega al mandatario y ser un sistema muy lento
para decidir en situaciones de crisis. A su vez, las reuniones semanales y la
competencia generada entre los ministros favorecen el control del presidente en la
toma de decisiones y aumenta la contraposicin de distintos puntos de vista. Sin
embargo, al facilitar la confrontacin entre los asesores, puede haber
consecuencias derivadas de conflictos internos, pero tambin llevar a que los
asesores no se expresen con completa honestidad para forzar un consenso.

Tiene que construir coaliciones mayoritarias que no tiene. Por eso al principio luci
tan apurado, para no llegar a la prxima eleccin en estado minoritario. Por eso el
recurso de Macri a los DNU y a la polarizacin tan fuerte que se mantiene.
Para hacerlo, hasta ahora, echa mano de slo una de las fuentes posibles de
construccin de poder: los decretos de necesidad y urgencia. Hay otras: la
popularidad, los recursos fiscales ("la caja"), una coalicin legislativa amplia. Todas
ellas pueden estar en riesgo para el gobierno de Cambiemos.
Honest Brokers Obama continued the trend of centralizing policy making in the White
House, and he seemed to adopt the deliberative multiple advocacy favored by
students of presidential decision making. But he did not seem to make use of honest
brokers in his deliberations during his first two years in office. A number of scholars
have developed the honest broker concept: Alexander George (1980) and John
Burke (2009) in national security policy making, Roger Porter (1980) in economic
policymaking, and James Pfiffner (1993) with regard to the presidents chief of staff.
Alexander George, in his book, Presidential Decisionmaking in Foreign Policy,
argued that the role of custodian-manager (honest broker) can be used as an
important component of ensuring multiple advocacy in advising presidents. The
honest broker acts for the president and ensures that deliberations involve advisors
balanced in power and resources, brings in new advisors and different channels of
information if necessary, and arranges for independent analyses of the premises of
the debate (George 1980, 195-96). In his book, Honest Broker, John Burke
characterizes the honest broker roles as central to effective presidential decision
making. He argues that the NSC adviser is not just another policy adviser. Rather,
the person in that position needs to be concerned with the fair and balanced
presentation of information to the president and those advising the Pfiffner /

the principals) as well as the overall quality of the organizations and processes that
come into play in decision making (Burke, 2009, 1). Roger Porter, based on his
experience directing the Economic Policy Board in the Ford administration,
emphasized that all competing views must be weighed carefully and that the honest
broker must insure that interested parties are represented and that the debate is
structured and balanced. Porter described the role of honest broker: The honest
broker and his staff are not intermediaries between departmental advocates and the
president, like a centralized management staff, but they do more than simply insure
due process. They promote a genuine competition of ideas, identifying viewpoints
not adequately represented or that require qualification, determining when the
process is not producing a sufficiently broad range of options, and augmenting the
resources of one side or the other so that a balanced presentation results. In short,
they insure due process and quality control (1980, 26). In the Bill Clinton
administration, Robert Rubin, director of the National Economic Council, saw
himself, as had Porter, as an honest broker
