1. SCOPE OF WORKS
1.1 DESCRIPTION OF WORKS
The works of the Phase 10 Project are spread all over the State of Qatar including both newly
and already developed areas. The details as available at the time of preparation of this Tender
Documents are shown on the Location maps enclosed. The exact coordinates and ground
elevation shall be coordinated with the concerned Authorities during the project execution stage.

66/11kV Doha Land-2 (Previously called Heart of Doha - 2): New Underground
Transmission Substation to be incorporated within the building constructed by
Developer and including 66kV GIS, 11kV metal enclosed switchgear (AIS/GIS),
66/11kV power transformers, 11/0.415kV station transformers and associated
equipment as required and as indicated elsewhere in the Tender document.

Hamur Super (AHS) from Package S-5. Telecommunication system for other
substations from Phase 10, shall be provided by Others. under the Phase 9, Contract

Remote end modifications: The Scope of Works identifies remote end substations and type of
circuit, e.g. OHL/ cable, involved as connecting link between the two substations. In some cases
remote end substations are also part of the Phase 10 project. However there are cases where
remote ends are existing (or under construction as part of the previous Phases) substations /
generating (power) stations. In such cases, the scope of substation Contractor includes all
modifications in Protection, Station Control System, etc, related to the Contractor’s main Scope
of Works, pre-commissioning checks, end to end tests and all commissioning activities as
appropriate at the far end stations as well.
EHV and HV Cables: It is general approach that all EHV and HV cables for connections within
substations and between SWG and OHL terminal gantry / cable compound are in the substation
Contractor Scope of Works. The scope of substation Contractor also includes required co-
ordination with the Contractor(s) of far end substation(s), underground power cable Contractors
and OHL Contractors, for pre - commissioning checks, end to end tests and all commissioning
activities as appropriate. Each Contractor shall be responsible for the works (including his share
of interface points) as per the Scope of the Works. In the case of dispute, if any, KAHRAMAA ’s
decision in this regard shall be final and binding to all concerned parties.
The following is under the Scope of work for substation Contractor when is required to dismantle
oil filled cable to install new XLPE cable:
• Excavation and related civil work
• Removing oil tank
• Disconnect Gauge/manometer panels and control/alarm cables
• Cut and cap existing oil filled cables
• Remove the existing terminations
• Delivery of dismantled material to KAHRAMAA store
Dismantling works: Where substation Contractor Scope of the Works includes replacement of
existing substation, dismantling works of the existing facilities, generally, are not included in the
Scope of substation Contractor. However, site clearance of the area dedicated / required for the
substation Contractor Scope, including existing structures, if any, is obligation of substation
Contractor.
Future development: In the detailed scope of works below, planned future development for
each substation is clearly specified. Bidder should note all requirements for spare bays, space
for future bays, future transformers, capacitor banks, etc. Those should be considered during the
tendering and later in design stage in order to allocate sufficient space, to properly plan and size
cable corridors / ducts, common services such as uninterrupted power supply, HVAC and other
related facilities.
Pricing for civil works: Volume 7 of this Tender document includes site plot layout drawings
and general arrangement drawings for Control / Protection buildings. Commercial offer shall be
based on the subject drawings, considering specified minimum clearances and operation
distance requirements specified in Section 6.3 of this document and related specification,

considering actual Scope of Works and offered equipment. Bidder is obliged to ensure that
buildings are properly sized and to provide relevant layout drawings within the Technical offer.
Accordingly, no price variations will be allowed for change of the building size in the later stage
of Contract. Part of civil works such as perimeter fence, access road and filling works will be
measured and paid as “per actual” quantities.
Remote end modifications: Phase 10 specifications shall be apprlicable for all modification
works at remote end substations constructed under Phase 5 or earlier projects and which will be
connected to Phase 10 substations. Therefore protection relays need to be changed. Also
replacement of CTs is anticipated, and for this work separate unit price shall be provided.
It shall be noted that number of substations considered as “Remote End SS” is currently under
construction (Phase VIII, GTC 144 and Phase-IX, GTC 240A/2008, SIEMENS Consortium) and
all the equipment/systems will be under warranty for a period of 2 years from its date of Taking
Over. Hence, in case the equipment/system is still under warranty during modification under the
scope of this project, the Contractor shall execute the works in such a way as not to dilute or
nullify existing warranties in any way, whatsoever. All details of work such as, method
statements, interface requirements, intended subcontractors, etc shall be discussed and agreed
with Kahramaa well in advance of the scheduled commencement date of such works and full
clarity shall be established. The same is applicable for modification on the cable lines which are
part of this Contract.

¾ Establish 132kV, 3150A at 40˚C, 40kA / 1 sec, 3-phase, 50Hz, double bus bar
GIS consisting of following bays:
- Space for six future bays, three on each side of the switchgear
¾ Establish 66kV, 2500A at 40˚C, 31.5kA / 1 sec, 3-phase, 50Hz, double bus
bar GIS consisting of following bays:

¾ Establish two 11kV, 2500A at 40˚C, 40kA / 3 sec, single bus bar metal
enclosed switchgears with vacuum circuit breakers, consisting of the
following:
11kV Switchgear A:
- Space for six future bays, three on each side of the 11 kV switchgear
- Space for the vacuum contactor panel, equipped with protection and the power-
factor controlled switching for the future capacitor banks
11kV Switchgear B:
- Space for six future bays, three on each side of the 11 kV switchgear
- Space for the vacuum contactor panel, equipped with protection and the power-
factor controlled switching for the future capacitor banks
¾ Three (3) Nos. Power Transformers 132/66kV, 96/120/160 MVA, YNyn0 (d1)
ONAN/ ONAF/ OFAF cooling, +10% on load taps in steps of 1.25%, 12%
impedance on ONAN provided with AVR, terminal CTs, neutral CTs etc

¾ Four (4) Nos. 11kV Metallic Neutral Earthing Resistors 8.50 ohm at 50˚C
rated for 750 A for 30 seconds (including NER monitoring system) for earthing
the neutral of 66/11kV Power transformer
¾ Two (2) Nos. 132kV, 30MVAr Shunt Rectors provided with terminal CTs,
neutral CTs etc.
¾ LV Service Equipment
¾ Relay Protection Equipment for all Primary Equipment (all bays) as detailed in
Main Scope of the Work shall be provided as per standard specification,
Protection SLD and Technical Schedules
¾ All civil works related to new 132/11kV substation including building services
and works related to the diversion of 132kV and 66KV cables as per Appendix
F – Drawings

¾ Air-conditioning and ventilation systems to cover the GIS and control & relay
building and all other buildings.
¾ Fire protection system for the GIS buildings, control & relay building and all
other buildings
¾ Passive fire protection system for all cables in the basement of all buildings
¾ Power cables:
- 11kV, 1x630 mm2, XLPE, 40MVA, quadruple circuits, single point earthed at
Gharafa S/S cable links with earth continuity conductor, (four (4) cables per
phase), between 11kV switchgear and 66/11kV power transformers within S/S,
laid in unfilled concrete troughs with all accessories. Approx. route length:
50m.
- 11kV, 1x630 mm2, XLPE, quadruple circuits, cable links between 11kV NER
and 66/11kV, 40 MVA Power Transformers. Approx. route length: 20m.
- 11kV, 1x500 mm2, XLPE, 1000kVA, double circuits, solid bonded (one cable
per phase) cable links between 11kV switchgear and 11/0.415, 1000 kVA
Station transformers. Approx. route length: 30 m.

Existing 66kV cable circuits to Qatar University and Feriq Bin Omran shall not be
diverted to new Gharafa SS. They will be dismantled as described under introductory
note of this Section.
The diversion work of remaining cable circuits from existing Gharafa to Gharafa (New)
substation shall be done by the substation Contractor as specified below. The
substation Contractor should make all necessary arrangements to connect cable
termination with new 132kV/66kV GIS. The Contractor shall be responsible to
maintain rating of the existing circuits after diversion. The following existing cable
circuits connected to the existing Gharafa substation shall be diverted to new Gharafa
S/S:
- Gharafa to Duhail: 132kV, 1x800 mm2, XLPE, 160 MVA double circuits
shall be diverted with associated fiber optic cable (24 Fibers) and DTS cable to
132kV GIS at Gharafa New S/S. This line is with cross bonding arrangement.
Approx. route length: 200m. Laying of DTS cable of approximately 2 x 200m
from diversion point to DTS termination box, including splicing with existing
DTS Cable and re-commissioning of DTS Unit in Duhail is included in the
Scope. The Contractor shall include for all necessary modification works in the
earthing arrangement (cross bonding, single point bonding, mixed bonding) in
order to ensure that required current rating of diverted circuit is maintained.
- Gharafa to GGM: 132kV, 1x2000 mm2, XLPE, 260 MVA double circuits
shall be diverted with associated fiber optic cable (24 Fibers) to 132 GIS at
Gharafa New S/S, special bonded cable links. Approx. route length: 200m. The
Contractor shall include for all necessary modification works in the earthing
arrangement (cross bonding, single point bonding, mixed bonding) in order to
ensure that required current rating of diverted circuit is maintained. At the
moment this line is connected to Gharafa South West substation however
under the current contract (M/s ABB) it shall be diverted to 132/11kV GGM
substation.
- Gharafa to DNS: 132kV, 1x2000 mm2, XLPE, 225 MVA triple circuits shall
be diverted with associated fiber optic cable (24 Fibers) and DTS cable to 132
GIS at Gharafa New S/S, special bonded cable links. Approx. route length:
200m. Laying of DTS cable of approximately 1 x 200m from diversion point to

DTS termination box, including splicing with existing DTS Cable and re-
commissioning of DTS Unit in DNS is included in the Scope. The Contractor
shall include for all necessary modification works in the earthing arrangement
(cross bonding, single point bonding, mixed bonding) in order to ensure that
required current rating of diverted circuit is maintained.
- Gharafa to Gharafa South S/S: 66kV, 1x500 mm2, XLPE, 40 MVA double
circuits shall be diverted with associated fiber optic cable (24 Fibers) to 66kV
GIS at Gharafa New S/S, special bonded cable links. Approx. route length:
200m. The Contractor shall include for all necessary modification works in the
earthing arrangement (cross bonding, single point bonding, mixed bonding) in
order to ensure that required current rating of diverted circuit is maintained.
- Gharafa to KTS (Khalifa Town South): 66kV, 3 x 150 mm2, Oil filled Cable,
Cu, 26 MVA double circuits shall be diverted to 66kV GIS at Gharafa New
S/S via 66kV, 1 x 300 mm2, Cu, XLPE Cable and Transition Joints,
including dismantling the terminations at Gharafa S/S and suction the oil from
existing cables*. Approx. route length: 500m. Necessary oil feeding
modification (oil tank, alarm panel, oil pressure gauge manometer, oil pipe
feeding, all test required for oil filled cables and concrete manhole for oil tank
and transition joint) for the existing cables shall be done according to the oil
profile details for existing cables ( design and arrangement shall be submitted
for approval). The exact location of cutting cables or diversion points and detail
design shall be responsibility of Contractor and to be covered by the contract
price. All required works for re-routing (laying) of Pilot Cu Cables shall be
included as well. Contractor shall include for all necessary modification works
in the earthing arrangement (cross bonding, single point bonding, mixed
bonding) in order to ensure that required current rating of diverted circuit is
maintained.
* - The remaining portion of diverted oil filled 66kV Cables will be abandoned along
the route and sealing the ends of oil filled cables left in ground without any
contamination or hazard to the surrounding environment (appropriate method
statement to be submitted for approval prior commencement of works).
¾ Installation for 11kV outgoing cable feeders between 11kV SWG and service
corridor outside the Substation boundary wall, included but not limited to cable
laying, cable supports, cable cleats, heat shrinkable caps and commissioning

The scope of work shall include but not limited to the following:
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
Duhail Substation:
132/66/11kV Duhail substation is existing transformer feeder substation with GIS built
under Phase 5, Contract GTC/13/2003
GGM Substation:
132/11kV GGM substation is under the construction as part of the separate Contract
(developer M/s Ezdan) and shall be connected to KAHRAMAA network on 132kV
level via LILO of existing 132kV cable line between substations Gharafa South West
(Contract GTC 1, Marubeni) and existing Gharafa (outdoor type substation built
before Phase 4).

DNS Substation:
220/132/66/11kV Doha North Super (DNS) is existing substation with GIS built under
Phase 4 project
- Existing BCUs in 3x132kV bays utilized for connection towards Gharafa S/S
shall be replaced with new BCUs. New BCUs shall be integrated with the
existing SCS. All wiring modifications in the relay panel, testing and
commissioning to make new BCU fully operational shall be Contractor’s
responsibility
Al Sowaidi Substation:

Duhail Substation:
- All modification, Testing and commissioning, end to end test to make it fully
operational is in present Scope of works.
- Contractor shall perform proper CT sizing calculation and submit for KM review
and adequacy of existing CTs must be checked. If required, additional CT core
or changing of the CTs shall be the responsibility of the Contractor. Optional
price for the (132kV side, 160 MVA Transformer bushing) CT replacement and
all associated works shall be provided.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation to be made available between the stations based on
requirement.
GGM Substation:
Modifications of the remote substations Gharafa South West and Gharafa shall be
carried out by separate Contract recently awarded to M/s ABB (developer M/s.
GTC/371/2010

Ezdan) and new protection shall be provided for GGM - Gharafa 132kV circuits
accordingly.
- All modification, Testing and commissioning, end to end test to make it fully
operational is under the present Scope.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor.
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement
DNS Substation:
- All modification, Testing and commissioning, end to end test to make it fully are
included in the present Scope
- Contractor shall perform proper CT sizing calculation and submit for KM review
and adequacy of existing CTs must be checked. If required, additional CT core
or changing of the CTs shall be the responsibility of the Contractor. Optional
price for the (GIS) CT replacement and all associated works shall be provided
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation to be made available between the stations based on
requirement
Al Sowaidi Substation:

Gharafa South:
- All modification, Testing and commissioning, end to end test to make it fully
operational is included in the present Scope.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation are to be made available between the stations based on
requirement
- Existing CTs shall be replaced with new CT to match with new protection and
metering requirements. The new CTs required parameters are given in
Protection standard Specification and standard CT ratio. Contractor has to
perform proper CT sizing calculation for KM review. If required, additional CT

core or changing of the CTs shall be the responsibility of the Contractor. CTs
are anticipated to be changed for which separate unit price shall be provided.

operational is included in the present Scope.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation are to be made available between the stations based on
requirement.

QP-Halul S/S shall be fed from Ras Girtas Power Station via double circuit 132kV,
250MVA, XLPE cables, which is part of Phase 10 Cable Contract (GTC 372/10). QP-
Halul S/S shall feed power demand on Halul Island via 132kV double circuit, sub
marine cables, approx. length 104km, both submarine cable and substation at Halul
Island shall be constructed by others (QP).
In order to compensate reactive power generated by the submarine cables, four shunt
reactors 132kV, shall be installed by QP: 2 of them at QP Halul S/S at Ras Laffan and
2 at QP Halul Island S/S at the island. Shunt reactors shall be connected to the
132kV Halul feeder bays through separate breakers for shunt reactors, as presented
on the relevant Single Line Diagram (SLD). Cable connection between shunt reactors
and 132kV GIS is within QP SOW. The Contract shall plan and provide sufficient
space for the subject reactors and their connections.
¾ Establish 132kV, 3150A at 40˚C, 40kA / 1 sec, 3-phase, 50Hz, double bus
bar GIS consisting of following bays:
- Two (2) Nos. Outgoing cable / shunt reactor feeder bays (to Halul Island)
- Space for six future bays, three on each side of the switchgear
¾ Establish 33kV, 2500A at 40˚C, 31.5kA / 3 sec, 3-phase, 50Hz, double bus
bar GIS consisting of following bays:

- Space for six future bays, three on each side of the switchgear
¾ 2 Nos. 33kV Metallic Neutral Earthing Resistors 25.40 ohm at 50˚C rated for
750 A for 30 seconds (including NER monitoring system) for earthing the
neutral of 132/33kV 100MVA Power transformer.
¾ LV Service Equipment
¾ Relay Protection Equipment for all Primary Equipment (all bays) as detailed in
Main Scope of the Work shall be provided as per standard specification,
Protection SLD and Technical Schedules. Relays and equipment compatible
with protection at Ras Girtas side shall be installed at QP Halul substation for
all feeders.

Standard specification for the bulk consumers shall apply. Guidelines for
Protection Energy Meter and System Control Requirements for Power Supply
to Bulk Consumers are included in the technical specification as appendices
(ET-P26-G1&ET-P26-G2). Energy meters shall be integrated with SCS using
communication protocol.
¾ Air-conditioning system to cover the GIS buildings, control & relay building and
all other buildings
¾ Fire protection system for power transformers and Tie-in point for shunt
reactors
¾ Fire protection system for the GIS buildings, control & relay building and all
other buildings
¾ Passive fire protection system for all cables in the basement of all buildings
¾ All QP requirements shall be considered while determining the capacity for fire
pumps & fire water tank, fire detection alarm system (Interfacing with QP fire
station), HSSD System inside the cable basements and other areas inside
substation, fire hydrant system including Ring Mains and if any other specific
QP requirements as per QP standards & specifications.
¾ Power cables
- 132kV, 1x630 mm2, XLPE, 100MVA, double circuit, special bonded at QP-
Halul S/S cable links, single point earthed with earth continuity conductor, the
links between new 132/33kV transformers and new 132kV GIS switchgear laid
in unfilled concrete troughs with all accessories. Approx. route length: 100m.
- 132kV, 1x500 mm2, XLPE, 100MVA, double circuits, special bonded at QP-
Halul S/S cable links, single point earthed with earth continuity conductor (four
(4) cables per phase), the links between new 132/33kV transformers and new
33kV GIS switchgear laid in unfilled concrete troughs with all accessories.
Approx. route length: 50m
- 33kV, 1x500 mm2, XLPE, double circuits, cable links between 33kV NER
and 132/33kV, 100 MVA Power Transformers. Approx. route length: 20 m.
- 33kV, 1x500 mm2, XLPE, 1000kVA, double circuits, solid bonded (one
cable per phase) between 33kV switchgear and 33/0.415, 1000 kVA
Station transformers. Approx. route length: 30 m.

¾ Installation for 33kV outgoing cable feeders between 33kV SWG and service
corridor outside the Substation boundary wall, included but not limited to cable
laying, cable supports, cable cleats, heat shrinkable caps and commissioning
tests, shall be included in contract prices as optional works. Cables and
terminations will be supplied by KAHRAMAA. Contractor shall coordinate with
concern KAHRAMAA department.
Spare bays at of 132kV GIS at Ras Girtas Power station shall be used for connection
of new 2x132 kV cables towards QP-Halul substation. All modifications required in the
existing 132kV GIS bays at Ras Girtas Power station shall be carried out under the
present scope of work. The scope of work shall include but not be limited to the
following:
- Re-testing and re-commissioning of the existing GIS bays along with Local
Control Panels including indicating meters in the local control panels,
inscription of additional alarm facia as required, replacing of GIS name plates
and any required works including, wiring, testing & complete re-commissioning
of the above GIS bays.
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
- All necessary co-ordination with the cable Contractor for the termination of the
EHV cables at both ends

Ras Girtas 132kV (Spare) equipped bays, Main-1 ABB make RED670 and
Main-2 Siemens make 7SD522 relays is provided for 132kV line protection.
The new relays/equipment shall be installed at QP Halul substation to match

The diversion work of cable / OHL circuits and pertaining communication cables (FO
and Cu cables) from existing Saliyah to DIS substation (with exception of the 132kV
cables towards Al Wajbah Super SS, which will be done by Cable Contractor) will
be done by the substation Contractor as specified below. The substation Contractor
should make all necessary arrangements to connect OHL / cable termination with
132kV / 66kV GIS.
Following Existing cable circuits of Saliyah substation shall be diverted to DIS S/S:
- Salyiah South to Salyiah: 132kV, 1x1200 mm2, XLPE, 160 MVA, double
circuits shall be diverted to New Salyiah S/S, special bonded at DIS S/S cable
links, single point earthed with earth continuity conductor, with its own fiber
optic cable (24 Fibers), route length: 250 m. The Contractor shall include for
all necessary modification works in the earthing arrangement (cross bonding,
single point bonding, mixed bonding) in order to ensure that required current
rating of diverted circuit is maintained.
- GT to Salyiah 132kV: 1x500 mm2, XLPE, 75MVA, double circuits with its
own fiber optic cable (24 Fibers) to replace existing oil filled cables, directly
earthed at both ends. Route length: 300 m. Existing oil filled cable shall be
drained up, capped, protected and left in ground.
- 132kV OHL connection between Saliyah and Al Wajbah Super S/S will be
partially replaced by double circuit underground cable line between DIS and
cable compound. Though subject works are in the SOW of cable / OHL Phase
9 Contractors, it is responsibility of S/S Contractor to coordinate related works
with them and make all modifications required at the remote end due to those
changes.

- Existing relays are ABB make. REL561 is used for Line Differential and
RET521 is used for Transformer Differential protection. Contractor shall

operation to be made available between the stations based on requirement.

Proposed location for Madinat Al Kebaan substation is located approximately half way
between Ras Girtas Power Plant and Al Sulaimi S/S. It shall be connected into
KAHRAMAA system through 132kV OHL to be constructed under the Phase 10 OHL
Contract (GTC 373/2010) as follows:
- 132kV, 250MVA connection towards Ras Girtas will include double circuit OHL
starting from Madinat Al Kabaan, until cable compound towards Ras Girtas.
This part of the line shall be constructed under the Contract GTC 373/2010 –
OHL. 132kV cable from the cable compound up to the 132kV GIS in Ras Girtas
Power Station shall be constructed under the Contract GTC 372/2010 -
Cables.
- Another double circuit 132kV OHL shall be connected from Madinat Al Kebaan
towards the T-off tower of 132 OHL Line Al Sulaimi – Al Jiffara presently under
construction by NCC as part of Scope for Phase 9 Stage 1 Project. Eventually
there will be two 132kV circuits formed by this line (also refer to Volume 7,
Single Line Diagram for more details):
Landing gantries for the above OHL connections at Madinat Al Kabaan S/S are under
the scope of Phase 10 OHL Contractor. Substation Contractor will provide GI bus-
ducts for direct connection of 132kV GIS to the OHL.

132kV GIS at Ras Girtas Power Plant is recently completed by M/s HYUNDAI and is

All modifications required to the existing spare 132kV GIS bays at remote ends due to
described connections of Madinat Al Kabaan substation shall be carried out under the
present scope of work. The scope of work shall include but not limited to the following:
- Re-testing and re-commissioning of the existing GIS bays along with Local
Control
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.

There is sufficient space in the N-E side of the plot to accommodate all facilities under
the Scope of works. 66kV incomers are entering substation through this area.
Alternativelly, S-E area foreseen for the future 66kV SWG may be utilized considering
that existing facilities will be demolished upon completion of the works. Dismantlig of
outdoor substation equipment and demolishing of existing structures are included in
the Scope of this Contract. The Contractor shall make a comprehensive site survey
and submit method statement outlining detailed proposal for the execution of works,
including protection of existing facilities, which shall be subject to KAHRAMAA
approval prior to start of any site works. Contractor shall bear all the costs of repair in
case that any of the services are damaged / disturbed. Work shall be done in a way to
avoid any interruption of supply from the existing substation during execution of the
project.
The principal elements of 66/11kV primary GIS substation at Gharafa North shall be
as follows:
¾ Establish 11kV, 2500A at 40oC, 40kA / 3 sec, single bus bar metal enclosed
switchgear with vacuum circuit breakers, consisting of the following:
- Space for six future bays, three on each side of the 11 kV switchgear
- Space for vacuum contactor panel, equipped with protection and the power-
factor controlled switching for the future capacitor banks

and 66/11kV, 40 MVA Power Transformers. Approx. route length: 20 m
- 11kV, 1x500mm2, XLPE, 500kVA, double circuits, solid bonded (one cable
per phase) between 11kV switchgear and 11/0.415, 500kVA station
transformers. Approx. route length: 30m
¾ Installation for 11kV outgoing cable feeders between 11kV SWG and service
corridor outside the Substation boundary wall, included but not limited to cable
laying, cable supports, cable cleats, heat shrinkable caps and commissioning

220/132/66/11kV Doha North Super is the existing substation with GIS built under
Phase 4 Project. All modifications required due to refurbishment works in Ghafara
North substation shall be carried out under the scope of this project. The scope of
work shall include but not be limited to the following:
¾ Re-testing and re-commissioning of the 66kV GIS bays along with Local
Control Panels, inscription of additional alarm facia, modification of indicating
meters, wiring, replacing of GIS name plates and any required works

¾ Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
- Existing CTs shall be replaced with new CT to match with new protection and
metering requirements. Contractor shall perform proper CT sizing calculation
and submit for KM review. The new CTs’ construction and other dimensions
shall be identical to the existing CTs so that it can be mounted in the limited
space available in the indoor switchgear bay. The Contractor shall be fully
responsible for all associated works and required interfaces.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation are to be made available between the stations based on
requirement.
- All modification, Testing and commissioning, end to end test to make it fully
operational is included in the present Scope
- Existing BCUs in 2 x 66kV bays utilized for connection towards Gharafa North
S/S shall be replaced with new BCUs. New BCUs shall be integrated with the
existing SCS. All wiring modifications in the relay panel, testing and
commissioning to make new BCU fully operational shall be Contractor’s
responsibility

Diversion works, Loop in / Loop out (LILO) of two 66kV, 1x2000sqmm, XLPE,
120MVA, underground cable circuits with fiber optic cable (24 Fibers) between
Doha Super S/S and Mergab Mall S/S to the new 66kV GIS in Bin Mahmood S/S.
Approx. route length: 300m. All equipment and works necessary for earthing system
arrangement, in order to maintain specified current rating, shall be provided.
Necessary details, schematic drawings etc., with accurate lengths shall be submitted
for approval during detailed engineering stage. The terminations are GIS at Bin
Mahmood S/S and joints at the diversion point near Bin Mahmood S/S. Refer to
attached drawing no. EHV-72-2010.
The substation Contractor should include in his scope of work co-ordination with the
cable Contractor to connect cable with the GIS, pre commissioning checks, end to
end tests and commissioning of the respective circuits.

shall be used for establishing the above underground cable connections between the

two substations. All modifications required due to LILO of the existing 66 kV cable line
Doha Super – AMM into Bin Mahmood S/S shall be carried out under subject SOW
All modifications required at Doha Super substation due to new cable connection
towards substation shall be carried out under the present scope of work.
Al Mergab Mall 66/11 kV substation was originally part of the Phase 10 Project
However, due to the needs for fast completion, it is excluded from Phase 10 and
awarded Phase 9 Project. All modifications required due to LILO of the existing 66 kV
cable line Doha Super – AMM into Bin Mahmood S/S shall be carried out under
subject SOW
The scope of work shall include but not limited to the following:
- Contractor shall check suitability of the existing termination female part in 66kV
GIS considering the size (2000sqmm) of incoming cables from Bin Mahmood
substation. If necessary, existing termination female parts shall be replaced by
suitable one, including all necessary material and works required for such
modification.
- Re-testing and re-commissioning of the existing GIS spare bays along with
Local Control Panels including indicating meters in the local control panels,
inscription of additional alarm facia as required, replacing of GIS name plates
and any required works including, wiring, testing & complete re-commissioning
of the above GIS bays.
- Testing and commissioning of the existing switchgear bays along with remote
Control Panels including indicating meters in the control panels, inscription of
additional alarm facia as required, replacing of switchgear name plates/ labels
and any required works including, wiring, testing & complete re-commissioning
of the above GIS bays.
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
- All necessary co-ordination with the cable Contractor for the termination of the
EHV cables at both ends.

MOI S/S. Approx. route length: 100m. All equipment and works necessary for
earthing system arrangement, in order to maintain specified current rating,
shall be provided. Necessary details, schematic drawings etc., with accurate
lengths shall be submitted for approval during detailed engineering stage. The
terminations are GIS at MOI S/S.

66kV GIS spare bays at Doha Central Substation shall be used for establishing the

EHV cables at both ends.
¾ SCS and Power Control System Scope for remote end modification:
- Existing BCUs in 66kV bays may not have necessary spare BI/BO to connect
new signals as per latest specification requirements. Hence Contractor shall
install additional BCU or other suitable device to transfer all the required
signals to SCC/NCC as per specification, including additional spre BI/BO.
- VTs are not available in 66kV GIS Spare bays. New GIS 66kV VT shall be
provided at Doha Central. The Contractor shall be fully responsible for all
associated works, interlocks and required interfaces

- Contractor shall perform proper CT sizing calculation and submit for KM review

Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation are to be made available between the stations based on
requirement.
¾ Optional:
Feriq Bin Omran is existing 66/11kV transformer feeder station with 2x40MVA power
transformers, upgraded under KAHRAMAA Phase 6 Project (Contract GTC/116/2006
with ABB). It is presently fed from Gharafa substation. It is foreseen, Under Scope of
Phase 10, to install new 66kV double circuit underground cable line between MOI and
Feriq Bin Omran substations and cancel connection towards Gharafa. Subject works
will be in the SOW of Phase 10 Cable Contractor.
All modifications required at Feriq Bin Omran substation due to changed power
connections shall be carried out under the present scope of work. The scope of work
shall include but not be limited to the following:

The substation Contractor should include in his scope co-ordination with the cable
Contractor to connect cable with the GIS, pre commissioning checks, end to end tests
and commissioning of the respective circuits.

bar GIS consisting of following bays:
- Space for six future bays, three on each side of the switchgear

The Doha Land Development is located in the centre of Doha, with boundaries
defined by Al Rayan Rd, Al Diwan St, Musherib St and Jassim Bin Mohammed St. It
will be a mixed use development including residential, commercial, retail and leisure.
To meet the electrical power demand of the development, KAHRAMAA has identified
requirement for two one primary substations within the development area: Doha Land
1 (DL1) and Doha Land 2 (DL2) included in the Scope of Phase 9 10 Project.
Substations will be connected into KAHRAMAA network on 66kV level with the
following underground cable lines all of which are in the Scope of Phase 10, Cable
Contractor:
- Double circuits line SED – DL2
- Double circuits line DL2 – DL1
- Double circuit line DL1 – Grand Hamad Avenue
The lowest level, B4 will be cable basement. Above it will be level B3 foreseen for
transformer cells, service yard for transformers, fire suppression plant room, 66kV
SWG room, 11kV room, battery room, access and escape routes. Level B2 is
foreseen for control and relay room, telecommunication room, LV power supply
system, HVAC plant room. Additionally, DL1 will include staff facilities on the level B2.
Level B1 is spared for other services. On the ground level above DL1 the EID prayer
ground will be located; above DL2 will be new road.
Civil works associated with the substation buildings will be undertaken by developer,
Doha Land, as follows:
- Water retaining ground slab and retaining walls to form basement “box”
- Building frame with cast in-situ reinforced concrete columns and beams
- Floor slabs with cast in-situ reinforced concrete
- Earth electrode and mesh cast within piles and slabs as necessary and to
substation Contractor’s Design requirements described elsewhere on this
report. Substation Contractor will also be responsible for site test
- Ground level ventilation apertures and associated louvers for general
ventilation and transformer cell ventilation
- External wall – cast in-situ reinforced concrete with adequate water sealing
- Internal walls – non-load bearing block work

Detailed civil and structural design of the public facilities in which substations are
incorporated is completed. Interface between KM appointed EPC Contractor and civil
design team will be required in the early stage of the project, to ensure that any
specific builders’ work requirements are defined and integrated in construction works
in due time. High level of coordination between developer and substation Contractor
will be required during the complete construction period as specified in Annexure 1 –
Scope of Work for Doha Land Substation.
The substation Contractor should include in his scope of work co-ordination with the
Phase 10 Cable Contractor to connect cable with the GIS, pre commissioning checks,
end to end tests and commissioning of the respective circuits. Also coordination with

be installed by cable Contractor for future connection in Grand Hamad Avenue. In
that case, all works as specified in Item 3.5.1.1 below (Modifications at RAA Super
substation as remote end for Grand Hamad Avenue substation) shall be in the scope
for DL 1, considering connection DL 1 – RAA Super.

The existing 66kV bays of Eid Mosque substation at SED shall be used for
establishing cable connection between SED and DL 2 substation. All modifications
required to the existing 66kV switchgear at SED substation due to connection towards
DL 2 shall be carried out under the present scope of work. These works are to be
carried out in phase manner after the commissioning of Doha Land 1 substation by
66kV supply from Grand Hamad Avenue New / Ras Abu Aboud substation. The
scope of work shall include but not limited to the following:
- Re-testing and re-commissioning of the existing 66kV spare bays along with
Control Panels including indicating meters in the control panels, inscription of
additional alarm facia as required, replacing of name plates and any required
works including, wiring, testing & complete re-commissioning of the above 66kV
bays.
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
- All necessary co-ordination with the cable Contractor for the termination of the
power cables rated 66kV and above at both ends.
¾ SCS and Power Control System Scope for remote end modification:
- Existing CTs shall be replaced with new CT to match with new protection and
metering requirements. Contractor shall perform proper CT sizing calculation
and submit for KM review. Additional CT core or changing of the CTs shall be
the responsibility of the Contractor. The existing CTs are of make Moser
Glaser of type ATE 72.5. The new CTs’ construction and other dimensions
shall be identical to the existing CTs so that it can be mounted in the limited

space available in the indoor switchgear bay. The Contractor shall be fully
responsible for all associated works and required interfaces.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation are to be made available between the stations based on
requirement
Doha Land 1 substation was originally part of the Phase 10 Project. However, due to
the needs for fast completion, it is excluded from Phase 10 and awarded to M/s ABB
under the Project GTC 318.
In the case that completion of DL2 S/S is delayed, a (ll modifications required at DL1
substation due to 66kV cable connection DL1 – DL2 shall be carried out under
subject SOW.
The scope of work shall include but not limited to the following:
- Testing and commissioning of the existing switchgear bays along with remote
Control Panels including indicating meters in the control panels, inscription of
additional alarm facia as required, replacing of switchgear name plates/ labels
and any required works including, wiring, testing & complete re-commissioning
of the above GIS bays.
- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
- All necessary co-ordination with the cable Contractor for the termination of the
EHV cables at both ends

- In DL1, 66kV equipped bays shall be provided under the Project GTC 318 by
M/s. ABB. The new relays / equipment shall be installed at DL2 substation to
match the protection provided at DL1 substation end. All modification, testing
and comissioning, end to end test to make it fully operational shall be
Contractor’s responsibilty.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation are to be made available between the stations based on
requirement.

66/11kV Sheraton Park is new substation, which will be integrated in the Sheraton
Park Project, hereby referred to as SPP. SPP is planned to be public landscaped park
with high aesthetics, quality and safety standards. Site is located in the West Bay, Al
Dafna area of Doha, adjacent to and towards the north west of the Sheraton Hotel.
Area is currently designated as a car park for the Sheraton Hotel and covers
approximately 76,926 square meters and faces the Cornice Road.
Sheraton Park substation will be connected into the KAHRAMAA network on 66kV
level via double circuit underground cable line to West Bay Super 1 substation, build
by M/s Siemens undr GTC 53 Project. It will feed Sheraton Park Project: Maintenance
and Storage Facility Area (MSF) and the Automatic People Mover system for the
West Bay Area, Doha Convention Center & Tower (DCC&T) and other consumers in
the West Bay Area.
Detailed civil and structural design of the public facilities in which substations are
incorporated is under progress. Interface between KM appointed EPC Contractor and
civil design team will be required in the early stage of the project, to ensure that any
specific builders’ work requirements are defined and integrated in construction works
in due time. High level of coordination between developer and substation Contractor
will be required during the complete construction period as specified in Annexure 2 –
Scope of Works for 66/11 kV Sheraton Park Substation.

- Contractor shall check suitability of the existing termination female part in 66kV
GIS considering the size (2000sqmm) of incoming cables from Sheraton Park

building in the southeast corner of the plot, at the intersection of Doha al-Jadeeda

construction period as specified in Annexure 3 – Scope of Works for 66/11 kV Barwa
Al Doha Substation.
Barwa Al Doha substation shall be connected into KAHRAMAA network on 66kV level
to Airport Super substation. Cable connection will be installed by Phase 10 Cable
Contractor. It is within substation scope of works to coordinate with the Cable
Contractor to connect cable with the GIS, complete pre commissioning checks, end to
end tests and commissioning of the respective circuits.

above underground cable connections between the two substations. All modifications
required to the existing 66kV GIS at Airport Super substation due to change in power
connection shall be carried out under the present scope of work. The scope of work

- Re-testing and re-commissioning of the existing GIS spare bays along with
Local Control Panels including indicating meters in the local control panels,
inscription of additional alarm facia as required, replacing of GIS name plates

- Direct inter-trip for breaker failure, gas pressure low and bus bar protection
operation to be made available between the stations based on requirement.
- Existing BCUs in 2 x 66kV bays utilized for connection towards Barwa Al Doha
S/S shall be replaced with new BCUs. New BCUs shall be integrated with the
existing SCS. All wiring modifications in the relay panel, testing and
commissioning to make new BCU fully operational shall be Contractor’s
responsibility

Avenue substation is completed, following works are required at Grand Hamad
Avenue substation and are in the Scope of S/S contractor:
Grand Hamad Avenue will be connected into KAHRAMAA network on 66kV level to
the existing RAA Super substation via triple circuit underground cable and to DL 1
substation (under the separate Contract GTC 318 between KAHRAMAA and M/s
ABB) via double circuit underground cable.
220/66/11kV Ras Abu Aboud substation is existing substation with GIS built under
Phase 6, Project GTC/05/2004. All modifications required to the existing 66kV
switchgear at RAA substation due to this connection shall be carried out under the
scope of this Contract. The scope of work shall include but not limited to the following:
- Contractor shall check suitability of the existing termination female part in 66kV
GIS considering the size (2000sqmm) of incoming cables from Grand Hamad
Avenue substation. If necessary, existing termination female parts shall be
replaced by suitable one, including all necessary material and works required
for such modification

Diversion works, Loop in / Loop out (LILO) of the existing 220 kV, 1x1600mm2,

between Doha North Super and New Doha – J (NDJ) to the new 220kV GIS in
NDBS Substation are in the present SOW of S/S Contractor. Approximate routhe
length: 600m. Cable route shall be diverted into substation plot with sufficient snaking
provided. The Contractor shall make all necessary arrangements to connect cables
at joint bay, divert them, connect into 220kV GIS and commission the same. All
equipment and works necessary for earthing system arrangement, in order to
maintain specified current rating, shall be provided. Necessary details, schematic
drawings etc., with accurate lengths shall be submitted for approval during detailed
engineering stage. The terminations will be in 220kV GIS in New Doha B Super S/S
and cable joints at diversion point.

substation under the present Scope of substation Contractor:
The substation Contractor should make all necessary arrangements to connect cable
termination with new 66kV GIS. The Contractor shall be responsible to maintain rating
of the existing circuits after diversion.

Abu Hamour East (AHE) substation is an existing substation built under earlier KM
project GTC/21. All modifications required due to diversion of the existing 2x66 kV
cables for Abu Hamour East substation to 66 kV GIS at new AHS shall be carried out
under subject SOW.
Abu Hamour 132/66/11 kV is an existing substation built under earlier KM project but
upgraded with 66kV GIS under phase 7 project by M/s Siemens. All modifications
required due to diversion of the existing 2x66 kV cables for Abu Hamour East
substation and the existing 2x66 kV cables for KSSS substation to 66 kV GIS at new
AHS shall be carried out under subject SOW.
- Testing and commissioning of the existing switchgear bays along with remote
Control Panels including indicating meters in the control panels, inscription of
additional alarm facia as required, replacing of switchgear name plates/ labels
and any required works including, wiring, testing & complete re-commissioning
of the above GIS bays.
- Modification of the existing bus bar protection, including conducting bus bar
stability and addition of modules if required shall be the responsibility of the
Contractor. Direct inter-trip for breaker failure, gas pressure low and bus bar
protection operation to be made available between the stations based on
requirement.
- All necessary co-ordination with the cable Contractor for the termination of the
EHV cables at both ends.

the same compound) and all these relays are required to be installed in the
new panel in Abu Hamour East substation. Otherwise Contractor shall replace
existing relays to provide the complete new protection for 40MVA transformer
at Abu Hamour East substation. Any additional relay required to make a
complete functional protection system shall be provided by the Contractor.

responsibility of the Contractor

diversion of existing double circuit Abu Hamur – Khalifa Sport Stadium South

connection of protection equipment. Works for dismantling of existing
Pilot Copper Cable Terminal Box at Abu Hamur S/S. Alternatively,

utilized for installing the same in Abu Hamour Super substation.
For 2x66 kV Cable transformer feeders connected to Abu Hamour Super substation,

be constructed on the plot 75x75m located in south of Al-Khore area. It will be fed
from existing 132kV Khore South Substation (under construction, Phase 9, GTC
240A), constructing LILO (Loop In Loop Out) on the existing 132kV, 250MVA
underground cable line Khore South – Semaisma (currently under installation under
Phase 9, GTC 241A/2008 Siemens Consortium).
The principal elements of new 132/22kV Qatar Aerospace City 1 substation shall be
as follows:
¾ Establish 132kV, 3150A at 40˚C, 40kA / 1 sec, 3-phase, 50Hz, double bus
bar GIS consisting of following bays:
- Two (2) Nos. 132/22kV, 60/75/100MVA Transformer bays for 132/22kV TXs.
For the purposes of tariff metering VT should be incorporated.
- Space for six future bays, three on each side of the switchgear

3.7.1 INTRODUCTION
The works under the Phase 10 project includes substation works for establishment of
new transmission substations as well as refurbishment/ modification/ upgrade/
replacement of existing transmission substations, overhead lines works and
underground power cables works.
The substation works under the Phase 10, are grouped into Packages S-1, S-2, S-3,
S-4, S-5 and S-6.
The works and services to be performed by the Contractor shall comprise the design,
manufacture, shop testing, packing, transport, insurance, unloading, storage at site,
construction works, erection, corrosion protection, site testing, submission of
documentation, commissioning, training of the Employer’s personnel and warranty of
works.
The obligation of the Contractor is to fully inform himself about the existing
telecommunication system and to provide all necessary new equipments, upgrade of
existing equipments, network modification and/or reconfiguration for connection of the
new and refurbished substations as per Drawings reference TED-PH10-TEL-001 –
Rev. 10 Telecommunication Links Diagram.
The Contractor shall make the best design based on Power Transmission Network
and Fiber Optic availability.
The proposed design shall be based on the Power Transmission Network and shall
therefore consider necessary sizing of the Substations in terms of Optical
Termination, Optical Transmission System and cross connection facilities for potential
future expansion of the network.

The Contractor shall meet Phase 10 S/S commissioning dates and therefore shall
establish telecom link to NCC/DCC as required in order to allow energization of S/S.

of Fiber optic unavailability or any other reason, then the Contractor shall provide all
necessary temporary set up in order to establish the link on KM request.

The detailed technical requirement for telecommunication system is given under the
General Technical Requirements and Technical Specifications in Volume 2 and
Volume 3, Section 3.3.11 of GTC/371/2010, Phase 10 Tender Documents.
- Works for Underground fiber optic approach cable between the Optical
Termination equipment (FOPP/OTP/OTB) in the substation telecommunication
room and the OPGW joint box closure (HOC - Hood Closure) located outside at
the overhead line gantry for all OHL links entering substations in addition to
FOPP/OTP works for the same.
- Works for fiber optic indoor cables to connect optical transmission equipment
(Protection, TSTU, SDH or PDH equipment) to optical termination equipment
(FOPP/OTP/OTB) at all stations.

Airport Super cable lines:
- Terminal Box for installation of above barrier transformers and copper cable for
connection of Barrier Transformers Terminal Box and Pilot Copper Cable Terminal
Box.
- Screened twisted pairs copper cable for connection of barrier transformers and
telecom cabinet (HDSL equipment).

- Works for dismantling of existing Barrier Transformers, Terminal Boxes and 2MHz
Barrier Transformers at Abu Hamur S/S, Asmakh S/S, NEW DOHA B, NEW
DOHA C and delivering to KAHRAMAA stores packed and labeled as per KM
regulations.
The works required shall include all necessary works to include the new and
refurbished/replaced/upgraded substations into the existing telecommunication network
as per drawing ref. “TED-PH10-TEL-001 – Rev.10 Telecommunication Links Diagram”,
Technical Specification section 3.3.11, and Appendix B – Price Schedule.
All S/Ss with fiber optic cable terminated shall have multiplexer equipment with optical
interface.
• Two PAX extensions one for NCC PAX and one for DCC PAX with
respectively 3 and 2 telephones connected in parallel at the substation (total 5
telephone sets and outdoor bell at each substation).
• Two IEC-104 64 kbps TCP/IP connections from SCS gateways to NCC and
switching to ENCC (SCADA).
• One Ethernet connection (2Mb/s minimum) to NCC for TMS / RMS Monitoring
System.
• One Ethernet connection (2Mb/s minimum) to NCC for remote access to SCS
LAN at substation (For Fault recorder, Parameter settings …).
• One Ethernet connection connected to PMR file server at NCC and ENCC.

Exact channel requirements depend on the Substation and SCS design. Contractor shall
closely coordinate with Substation Contractor and SCS supplier to meet any of his
requirements with respect to communication channel to NCC, DCC and ENCC.
- Any equipment not running any services to be dismantled and delivered to KM.
- Recovery services and network re-configuration for all the S/S connected above a
modified S/S in all affected KM network.
- All necessary works for migration of existing communication links and services to
the new location at all refurbished/replaced substations.
- One unit 240 V AC outdoor bell for each new and refurbished/replaced substation
and all necessary related works.
- Work for PAX configuration (Alcatel and Sopho) to fully interconnect the network.
- Maintain 20% spares or existing % of spares in case that less than 20% spares
are available in the KM Telphone System at NCC/DCC (Alcatel and Sopho).

- All communication system shall be compatible with the existing NMS systems.
- Works shall include the Software and Hardware Modifications of one or more
existing TMS System to connect the new Substations.
- The NMS license should be upgraded for the required additional nodes keeping
20% spare.
- All works for Telecom chargers and 48VDC Batteries at relative existing
substations to accept new equipment or modifications/upgrading of existing
equipment including, survey, calculations, connecting, documentation and DC
distribution extensions etc.
- All works for 240VAC UPS and 110VDC Batteries at relative existing substations
to accept new telecommunication equipment or modifications/upgrading of
existing equipment including, survey, calculations, connecting, documentation and

S/S to the KM Telecommunication Network.
Scope of work also includes recovery of all services at any existing S/S affected by the

inform himself of Fiber Optic utilization and telecom network and to plan links
accordingly. This includes patching, network reconfiguration or any other action.

4. NOTES TO BIDDERS
Technical Requirement: The design, cable sizing etc., provided in the Tender
documents are only guiding principles. These shall be verified and it is the
responsibility of the prospective Contractor to ensure that the specified MVA rating
for each cable circuit is achieved by adopting appropriate method and/ or adequate
cable sizing, considering thermally independent cable circuits.
Technical parameters for all the equipment/ accessories required and offered shall
be filled in by Bidder even if certain specific formats are not provided in the Tender.
The total no of cable spans: The indicated cable spans are for pricing purposes.
However, necessary details, schematic drawings etc., with accurate lengths shall be
submitted for approval during detailed engineering stage.
Power cables for all voltage levels connecting different equipment within
substation shall be supplied and installed by the Substation Contractor which will
present nominated subcontractor for the Cable Contractor.
HV cables between the transformers and switchgears and between cable gantry
located within substation boundary to transformer / switchgear shall be laid in the
unfilled concrete cable trough which will be constructed by the substation civil works
subcontractor.
HV Connections between outdoor sealing end and SF6 wall bushing: The
Necessary Jumper for connection between outdoor termination and SF6 wall bushing
shall be part of scope of supply of substation Contractor.
Civil works: In addition to all related civil works along the cable route, construction of
all cable troughs/ concrete trenches, steel support, foundations, structures etc., for
cable sealing ends/ connections inside the substations for the cable feeder lines

(except foundations/ structures for equipments inside cable compound and OHL
gantry and cable ducts to buildings, Road Crossing ducts etc., inside substations) as
well as necessary coordination with the respective cable/ OHL Contractor(s) to
ensure technical and programme compatibility and compliance, shall be part of the
substation Contractor’s scope and responsibility.
Outdoor Cable Sealing End: Substation Contractor responsible for cable line
connection with outdoor type termination shall include following in their bid price for
outdoor sealing end connection at cable compound/gantry:
- respective foundation, steel structure and all necessary material and accessories,
surge arresters including their foundation and steel structure, all material required for
earthing of equipment and structure – connection to the earth grid, terminals for
connection to OHL down leads, removing of existing cables and sealing end, if any,
and all related civil works. In case that existing foundation is suitable to be used,
Contractor may propose such solution and appropriate structural calculation shall be
provided for KAHRAMAA approval. KAHRAMAA decision will be followed in this
regard.
Substation Contractor shall supply, install, erect and commission cable links within
substation as per execution plan of substation without any delay; all required
interface arrangement shall be cable Contractor responsibility.
Testing and Equipment: In addition to all related equipment required for cable
installation and commissioning test for cable feeders connected to GIS switchgear
and cable feeders to transformers as well as necessary coordination with substation
manufacturer/Contractor, the test bushing and degassing, and gassing and oil
filling/derange shall be part of the substation Contractor’s scope and responsibility.
Specifications, technical schedules and drawings: New route and relevant new
drawings are provided where necessary. For referring to the main contract
information, please note that Single line diagrams are in Appendix – F – Drawings,
Technical Specifications are in Sections 3.2 & 3.3 and Technical Schedules in
Section 3.4 of this Appendix.
Route Length: The quantities given for cable length in TED are approximated for
Tendering purposes and shall be adjusted according to actual results of survey.
Empty Cable Drums: KM is considering possibility that empty Cable Drums shall
remain property of Contractor. Accordingly, Contractor shall fill the cost deduction in
appropriate item in Price Schedules.

Fiber optic cable: A budget calculation note and cut over plan for divert the FO
cables shall be provided for KM approval.
Pilot cable: Installation of gland for termination of pilot cable at relay panel of 11kV
SWG is included in the Scope of substation Contractor.
Dismantling of Oil Filled Cable to install new XLPE cable: the following shall be
under scope of work for substation Contractor:-
Warranty: In the event that a new cable requiring connection to an existing cable
which is under warranty by the original contractor, the new cable Contractor will make
arrangements with the original contractor of the existing cable to carry out the
connection and to follow prudent procedures in order to avoid the cancellation of the
remaining warranty period on the existing cable. The original contractor of the
existing cable is expected to be cooperative and Kahramaa will view any reluctance
from the original contractor as unacceptable behavior which will have impact on

future approval of bids by such contractor. The new cable Contractor guarantees that
their work will be conducted as per normal procedures and will be responsible for the
repair of any damage they may cause to the existing circuit.
Third Party Damage During Warranty Period: No reduction to the Warranty Period
"as specified in Article 9.51 of the GCC" for the Works or any part of the Works, shall
take place for whatsoever reason during the Warranty Period. The Contractor is
responsible to make good all defects that may arise, in accordance with Article 9.53
of the GCC. If third party damage to the Works or any part of the Works occurs;
KAHRAMAA and the third party shall be responsible for the repair of the damaged
works in accordance with KAHRAMAA standard regulations and the specification of
the Contract.
KAHRAMAA may instruct the original Contractor to perform the repair of any third
party damage to the Works or any part of the Works, if the Contractor accepts
KAHRAMAA instruction to perform the repair or remedy of any third party damage.
The cost of such repair shall be paid by KAHRAMAA to the Contractor and shall be
calculated based on the unit rates of the Contract or within a reasonable range of.
If KAHRAMAA performs the repair works through any of its reputable Contractors,
the repair work shall be performed under the supervision of the original Contractor if
available at seven (7) days notice. Costs of supervisor shall be based on unit rates
of the original Contract or reasonable range of. If the original Contractor does not
make available to KAHRAMAA the required resources for the repair work or the
supervisor within above notice period, KAHRAMAA may conduct the repairs without
further notice to the original Contractor or the presence of their supervisor or
representative but always in accordance with procedures agreed by KAHRAMAA and
the original Contractor and clearly specified in the original contract document, in
absence of which KAHRAMAA will operate within its standard practices.
The above repair works shall in no way be used by the Contractor as an excuse to
limit or terminate the Warranty of the Works or the repaired parts.

¾ ET-P26-G2 Guidelines for System Control Requirements for Power Supply to Bulk
Customers
The Contractor shall plan his works to minimize Power supply interruption. The
dismantling and reconstruction shall be done in phased manner which has been
described in detail elsewhere. Where the shifting of respective 400kV, 220kV, 132kV
and 66kV OHL / Oil filled and /or XLPE cables work is allocated to another Contractor
under separate contract(s), all required co-ordination for work schedule, material
management etc shall be done with the other Contractor to complete the works in full
respect. The Contractor shall consider all such requirements and shall take all
necessary measures required for these works.
It may be noted that the diversion/ shifting of 11kV OHL / cable circuits, wherever
applicable, to the new substation is not within the scope of this contract unless
specified otherwise in detailed scope of works.
Wherever specified the Contractor shall supply set(s) of main protection relay e.g.
cable differential protection relay for each of the feeder for remote end stations.

survey may be carried out by substation Contractor to study detailed scope of work
to be undertaken at remote substations presently connected to the substation. In
case of underground cable feeders care shall be taken to choose proper protection(s)
to connect with existing oil filled cable / XLPE power cable and pilot cable /fiber optic
cable. Remote end substation(s) where panels are equipped with protections, the
required modification to make it functional and compatible with the new substation is
under the Contractor’s scope as described under protection scope of works.
The project shall be executed as substation Contract. The works and services to be
performed by the substation Contractor shall comprise the design, manufacture, shop
tests, packing, transport, insurance, and charges incurred up to delivery to the port of
entry in Qatar, landing charges, customs, transport to Site, insurance, site clearing
and leveling, excavation, building road crossing ducts as required after detailed route
survey, cable laying and jointing, terminating, etc., in-fill, boundary wall, access
roads, drainage, sewage, construction works, erection of equipment, site testing,
submission of documentation, commissioning, training of KAHRAMAA ’s staff,
delivery of spare parts and tools, temporary site buildings and accommodation,
warranty and everything necessary to leave the plant complete and in full working
order at the expiration of the warranty period in accordance with the provisions of the
substation Contract.
The substation Contractor is bound to provide for all parts of the work to be
completed in every respect for commercial operation and to KAHRA-MAA’s
requirements notwithstanding that any details, accessories, etc. required for the
complete installation and satisfactory operation of the plant are not specifically
mentioned in the Specification. These are to be considered as included in the Scope
of Works and Contract Price.
The quantities indicated in the Schedule of Prices (Appendix B refers) and Drawings
(Appendix F refers) both attached to the Specification are provided for information
only. The substation Contractor is responsible to establish the exact details,
quantities of the equipment and accessories required to complete the whole of the
works as described throughout the Tender Documents, after the necessary
approvals.
General Technical Requirements are given in Section 3.2 of Appendix A, while the
specific requirements for the various equipment and works are set forth in Section
3.3 – Technical Specification and Section 3.4 – Technical Schedules of Appendix ‘A’.

The Scope of Services shall include but be not limited to the following:
¾ Preparation of the detailed specification for each piece of the equipment up to the
satisfaction of KAHRA-MAA before commencement of manufacturing;
¾ Establishment of the project administration and all site and installation procedures
as detailed in the Specification;
¾ Project site organization, at Doha and site offices, stores, local transport etc;
¾ Detailed soil investigation report and excavation of trial pits and testing of the
original soil properties, including thermal properties;
¾ Detailed site survey at the approved locations, detailed route survey (for
underground cables), preparation of appropriate topographical drawings and
establishment of the project set-up;
¾ Circulate the location map and civil/architectural design drawing and approval
requests to all concerned government authorities. Follow up and obtain such
approvals. Regular renewal of the approvals and work permits as necessary;
¾ Establish the subcontract agreement with the approved local civil Contractor.
Follow up and supervise the civil works and ensure timely and quality execution of
the works;
¾ Site survey, soils investigation work and testing of soils, water and materials used;

¾ Site surfacing;
¾ Switchgear, control / relay buildings including all building services, compound wall,
gates, structure and plant foundations, cable ways, troughing and ducts;

¾ Site lighting system, including security lighting, small power and lighting
installations. Fire detection & alarm system, FM200 system, passive fire protection
(fire sealant works & cable coating (for HV/ML/LV cables) inside the buildings and
fire protection system & transformer explosion prevention system for the
transformers & reactors shall be in accordance with KM HSE requirements

¾ Defects Clearance;
¾ Warranty Period Services. The period of Warranty for all the works executed under
this shall be 2 years from the date of Taking Over.
The Warranty obligation and the warranty period shall NOT be changed or reduced
by any third party damages to the Works or any part of the Works, in case the
Contractor perform the repair of that damage or the damage has been repaired under
the supervision of the Contractor.

It should be noted that clearances in the GIS room and its final dimensions have to
be specified and confirmed by GIS manufacturer, considering GIS arrangement,
type, required space for testing, replacement of main components (such as circuit
breakers) if necessary, dimensions of specific GIS bays / components, arrangement
of pressure relief openings, etc. Drawings which clearly represent access to the
inspection points, testing arrangements, maintenance and replacement of main
components will be provided by Contractor as the base for building architectural
design.
Minimum clearance in the GIS / Control room as specified herein below are based
mainly on the regular maintenance and inspection requirements, conformity of
working space and safety requirement for minimum gangway distances.
- All round clearance around the GIS: This space should ensure sufficient space for
the free moving of gas cart and mobile platforms. It should be min. 1.5m.
- At the entrance to GIS room, on the side of offloading area of equipment,
additional space has to be provided to enable transport of equipment inside the
GIS and handling by the crane. It should be min. 2.5m after the space for the last
future bay.

- Space around LCC: LCCs without requirement for the rear access are preferable,
since they require less space. In this case they can be aligned to the wall with
minimum clearance for the easier cooling (i.e. 5cm). Minimum distance between
GIS and LCC should be 2m.
- Depth of working space in the front of panels (control, protection, etc.): Min. 1.2m.
- If the panels are accessible from the rear side, minimum clearance to the wall
shall be 1m. In this case it is required that rear doors (if any) are all closing on the
same side and in direction of emergency exit which will enable fast evacuation of
persons from this area.
- If panels are arranged in two or more lines, with doors opening to the same aisle,
minimum distance between panels is 2m.
- Minimum free height of working space is 2m.
In addition to above, working space around GIS shall ensure the following for repair /
replacement:
- Sufficient horizontal free space shall be provided to facilitate removal of
components that are deemed to be withdrawn horizontally
- Similarly, sufficient vertical free space shall be provided to facilitate removal of
components deemed to be withdrawn vertically.
For 33kV and 11kV metal enclosed SWG with withdrawable components: From the
component in draw-out position minimum clear space shall be 1.5m.
