Division Functions

1. Implement and evaluate the policies and guidelines on tenure, placement,


promotion, designation, assignment, transfer, job rotation, relief and detail to
second level ranks of the uniformed personnel and recommend necessary
amendments thereof;
2. Implement and evaluate the policies and guidelines governing PNP recruitment
and lateral entry programs;
3. Gather and analyze relevant information for sound projection of vacancies and
implementation of rationalized personnel distribution;
4. Initiate action and prepare the necessary resolutions and other related
documents for the placement, promotion, designation, transfer,, relief and detail
of personnel in second level ranks, and transmit the same to concerned PNP
offices, NAPOLCOM, CSC and to other concerned agencies;
5. Determine regular recruitment/lateral entry quota, in coordination with DPL and
other concerned members of the Directorial Staff and submit the same to
TDPRM;

6. Supervise the different Promotion Boards to ensure that the processing of the
applicants within their respective jurisdictions are in accordance with existing
policies on promotion;
7. Maintain a data base for PNP Second-Level positions; and
8. Perform other task as directed by Director, DPRM.

>> ATTESTATION

THE NEED TO ATTEST APPOINTMENT

• Attestation by the civil service commission after the issuance of appointing authority is to make sure
that the appointee
meet the qualification standards and collateral requirements together with the proper procedures with
regard to
attestation of appointments.

• Personnel without attested permanent appointment on their present rank shall not be qualified for
promotion.

1. An appointment not submitted to the CSC within 30 days from the date of issuance which shall be
the date appearing on
the face of the appointment, shall be ineffective (omnibus rules implementing book Vof EO No. 292
and other pertinent
civil service laws).
2. No appointment shall be made effective earlier than that of the date of issuance (omnibus rules
implementing book VI of
EO No. 292 and other pertinent civil service laws).
