Bio-Data as submitted & certified by the candidate
Eng. Granie R Jayalath graduated with a B.Sc Engineering degree specializing in Civil Engineering from
the University of Moratuwa in 1986. He obtained a Post Graduate Diploma in Construction Management
from the Open University of Sri Lanka in 1991 and in 1998 a Master in Engineering from the University
of TWENTE, The Netherlands. He holds a Post Graduate Diploma in Information Technology obtained in
2003 from SLIIT and has obtained a Masters in Economics at the University of Colombo in the year 2008.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1988 and was elected a Fellow of the
Institution in 2005. He was admitted as a Member of the World Road Association in 2007, as a Life
Member of the Indian Road Congress in 2009, as a Fellow of the Chartered Institution of Highways and
Transportation (UK) in 2011 and as a Member of the Chartered Institute of Transport and Logistics in
2012. He is also a Graduate Member of the Institution of Civil Engineers and a member of the Society of
Structural Engineers, Sri Lanka.
He was a Representative Member in the Council during the session 2004/2005, Representative Fellow
from the session 2005/2006 to 2012/2013 and as the Honorary Secretary for the Session 2014/2015. He
is serving in the Council of the current session as the Honorary Secretary.
He has been the Honorary Librarian since the Session 2006/2007 and the Chairman of the Library
Development Committee since 2010. He has been a member of the Library, Publications, Publicity and
Conferences Committee since the Session 2006/2007 and the Continuing Professional Development
Committee during the period from 2005-2010. He has been a member of the Finance & Procurement
Committee during the sessions 2013/2014 and 2014/2015 and the Professional Standards Management
Committee during the session 2013/2014.
He received the NUFFIC Scholarship in 1996 from the Netherlands Government.
Eng. Jayalath has published several papers the most recent being the paper titled ‘An alternative
measure to mitigate congestion along Baseline Road through capacity augmentation of available links A
GIS-based approach’ in 2016, the Paper titled ‘Lessons learned from a rural roads improvement
program – A case study of Sri Lanka’ in 2015, the Paper titled ‘Extent of concerns over human
limitations in existing road design standards – A literature review over the status of Adequacy’ in 2015,
the Paper titled ‘Estimation of demand for rural mobility – A conceptual framework using mobility Bio-
graphies’ in 2013, and the paper titled ‘Integrated Decision support system for the provision of
optimum rural mobility solutions in 2012.

Eng. Jayalath commenced his career in 1988 at the Road Development Authority as an Engineer and
held various positions before becoming a Deputy Director in 2004. He was attached to Knight Pies Old
(Pvt) Ltd., Australia from December 2004 to February 2009 as the Technical Manager(Roads Designs).
He joined the SMEC International (Pvt) Ltd., Sri Lanka as a Highway Design Engineer in March 2009
where he continued till December 2009. Thereafter he joined the Road Development Authority in 2009
as a Deputy Director in which post he is continuing to date.
Election Statement as submitted & certified by the candidate
I have been associated with the Institution, since joining it as an associate member in Feb 1988 and
commenced serving as a member of the civil engineering sectional committee in 1989. Since 1989 on
words I have served a as member of sectional committees, standing committees and as the Chairman of
the library development committee and in the current session (2015/2016) as the Honorary Secretary
to the council.
My professional experiences are in the fields of planning, designing, and management of execution
phases of transport infrastructures, including rural roads, National roads bridges & expressways. Use of
GIS for developing spatial decision support systems for optimum spatial planning of transport
infrastructures.
I have always been striving to ensure, the maintenance of high professional standards, in engineering
judgements, engineering governance and all other related deliverables. Today we experience growing
trends where investment decisions are being taken haphazardly, harming the already unhealthy
economy of ours. When the investments over the major sectors of the economy are concerned. I.e.
energy, transport, services, agriculture, it is self-convincing that we don’t have national level policy
frame works been formulated to guide & manage investments. Under such circumstances my stand is to
make the IESL influence the decision makers to have the policy frameworks in place & if elected this
will be my priority initiative. Further if elected I will continue my dedication to complete the balance
works of following goals during the session 2016/2017.
i. To complete the development of the virtual knowledge hub (E-library) by the end of year 2017,
enabling members of all corners of the country will have equal opportunities to access library
resources.
ii. To provide opportunity for young members enhance the ability to express views independently in
a logical and a rational manner. In this regard so far five (5) “Engineers Hour” programs had been
completed & it is planned to improve this further and to have six (6) more programs during the
fourth coming session.
iii. To work collectively with relevant committees to finalize the IESL quality standard framework
for evaluating/assessing BSc (Engineering) and other related courses.
iv. Today Major engineering disciplines are gradually branching into many sub- disciplines, as such I
wish to get involved and to develop relevant PR needs/standards for each sub-disciplines to be in
far with international standards.
v. To complete an action plan to gradually replace “Foreign inputs” with local expertize in foreign
funded projects.
vi. To work collectively to get the long awaited engineering council Act passed through parliament
during the Forth coming session.

Eng. Indika Walpitage
Age : 45 years

Senior General Manager – Network Operations & Service Assurance,

Eng. Indika Walpitage graduated with a B.Sc Engineering Honours Degree from the University of
Moratuwa in 1997. He obtained a Master of Business Administration from the Post Graduate Institute
of Management, University of Sri Jayawardenepura in 2004.
He was elected a Member of the Institution of Engineers, Sri Lanka (IESL) in 2008 and a Fellow in 2015.
He was registered with the Institution as an International Professional Engineer in the year 2012.
He received the ‘Leader of the Network Full Turnkey Project’ Award in 2012 presented by the Dialog
Axiata PLC
He has presented the paper titled ‘Maximize Revenue from Data enabled Devices through Network
Performance Qualification and Settings Determination for New Services’ in 2011 at the Annual Mobile
Network Optimization Asia Pacific 2011 Summit held in Thailand, the Paper titled ‘Dialog LTE
Experience’ in March 2014 at the Next Generation Telecom Summit held in Hong Kong and the Paper
titled ‘Internet of Things – Will it be the next wave of Internet Revolution’.
Eng. Walpitage is currently serving the Council as a Representative Fellow.
He was a member of the Continuing Professional Development Committee during the Sessions
2012/2013, 2013/2014 & 2014/2015, and has served the Electrical & Electronics Engineering Sectional
Committee, Excellence Awards Sub Committee, Professional Standards Management Committee and
the Finance & Procurement committee.
His career since graduation has been with Dialog Axiata PLC serving initially as an Assistant Engineer
Radio Network Operations from 1997 to 1998, and later as the Network Operations Specialist from 1998
to 1999, Senior Engineer Network Operations – Assistant Manager Engineering from 2000 to 2002,
Assistant Manager (International & Value Added Services Operations) from 2002 to 2003, Manager
(International & Value Added Services Operations) from 2004 to 2007, General Manager Technical
(Dialog Mobile) from 2007 to 2009, General Manager Technical (Dialog Mobile & Global) from 2009 to
2010, General Manager – Access Network Planning & Operations, Value Added Services Planning &
Operations from 2010 to 2011, General Manager – Access Network Planning & Operations from 2011 to
2013, Senior General Manager – Access Network Planning & Operations from 2003 to 2015 and as the
Senior General Manager – Network Operations & Service Assurance from 2016 to date.
My carrier spans over eighteen years in Telecommunication Engineering with local and International
exposure. Currently I am serving as the Senior General Manager-Network Operations & Service
Assurance at Dialog Axiata PLC. I have specialized in Mobile Telecommunications including Network
Planning, Operations, Network Rollout Management and Technical Strategy Formulation.

I am serving as a Representative Fellow member in the IESL council for 2015/16 session. I was able to
contribute actively for the betterment of profession and membership via Professional Standards
Management Committee and Finance and Procurement committee in 2015 and 2016. As a member of
Continuing Professional Development (CPD) committee of IESL, I have actively contributed to enhance
the CPD portfolio, Program delivery and its profitability during past sessions. A new CPD course named
“Essentials of Modern Telecommunications” was started under my supervision to fill a much needed
gap. I introduced new version of “Corporate Etiquettes for Engineering Professionals” in 2015 .The
program had successful repeated sessions. I have served in Electrical Engineering sectional committee,
Engineering Excellence Award Subcommittee, ICT committee and CPD committee.
I stand to popularise new ICT technologies among our members. My public lecture themed “Internet of
Things-Will it be the next wave of Internet Revolution” at IESL in 2016 was highly recognised. I have
served as a member on several professional review panels.
While I stand for creating importance and pride of engineering in the society, I plan do my best to
make IESL the home for engineering professionals who strive hard to engineer a better world for
mankind. Let me support IESL in imparting integrity, excellence, professionalism, teamwork and care.

Eng. A P Ranjith De Silva

Age : 54 years

Eng. Ranjith de Silva graduated with a B.Sc Eng.(Hons) Degree in Civil Engineering from the University
of Moratuwa in 1986. He obtained a Master of Engineering in Construction Management from the
University of Moratuwa in 1991.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1985 as a Student Member and was elected a
Member in 1991.
He served the Council of the Institution as a Representative Member (below 40) during the Sessions
1991/1992, 1992/1993, 1993/1994, 1994/1995 and 1995/1996. He was a member of the Membership
and Education Standing Committees during the Sessions 1991/1992, 1992/1993, 1993/1994, 1994/1995
and 1995/1996. During the Session 2006/2007, he served the Library and Publications Committee and
during the period 2009-2015 the Professional Standards Management Committee and the
Finance&Administration/Procurement Committee during 2010 - 2014. He was a member of the Civil
Engineering Sectional Committee as well. He has also been a member of the Sub Committee handling
the Benevolent Fund, Sub Committee on Registration of Engineers, JIY Committee, Techno Organizing
Committee and the Sub Committee attending to the revision of Professional Review Rules.
Eng. de Silva commenced his career in 1986 at the Mahaweli Engineering and Construction Agency
where he continued till 1993 as a Resident/Design/Project Engineer. He worked at the National Water

Supply and Drainage Board from 1994 to 1996 as an Area Engineer and was in Singapore from 1997 –
1999 working as a Civil Engineer attached to TOA Corporation and Penta Ocean Construction Singapore.
He was with the CBL Development (Pvt) Ltd. from 1999 – 2008 working as a Project Manager, from 2008
– 2011 worked as a freelance Project Manager/Consultant and from 2012 – 2013 was a Senior Engineer
attached to the Pilisaru Solid Waste Management Project, Central Environmental Authority.
I have associated with the Institution since joining it as a Student Member in 1985. I was a Council
Member from 1991 to 1996 & I served for Civil Engineering Sectional committee as an Associate
Member. I have actively involved in all most all standing committees & various sub committees since
1991. My participation to those committees was not limited to attendance but extend to the active
dialogue with members in order to maintain the high standard of profession while giving best service
to the membership. I always give the priority to make activities transparent. Having elected as an
Honorary Treasurer for the sessions 2013/2014, 2014/2015 and 2015/2016, I was able to streamline
some financial procedures within the IESL with the help of staff. I have offered my services punctually
and actively in order to achieve the objectives.
I have rendered my services as panel member for professional review examinations. I served as a
member for the interview panels to evaluate performance of in-plant training of undergraduates of the
Open University of Sri Lanka. I served as a panel member for interviewing candidates seeking the
Masters in Engineering in Construction Management in the Open University of Sri Lanka. I have given my
services as a moderator for the Final Examination papers in the same University.
With this background and having actively participated in IESL activities for about 20 years, my intention
of electing to the council as Honorary Treasurer again, to maintain the standards of engineering
profession, to improve and ensure the quality of service rendered by the IESL and improve the
transparency of the activities connected with the financial activities of the IESL while enhancing the
member services.
Eng. Manjula Samarasinghe

Age : 42 years

Engineer – Environment, Sri Lanka Telecom PLC
Eng. Manjula Samarasinghe graduated with a BSc Eng degree from the University of Moratuwa in 2001
and obtained MBA from the University of Moratuwa in 2012.
He joined the Institution of Engineers, Sri Lanka (IESL) in the year 2002 and was elected a Member in
2013.
Eng. Samarasinghe served as the President of the IESL Toastmasters Club during the period 2014/2015
and currently serving as the Area Director of Toastmasters International.
He commenced his career after graduation in 2001 as an Engineer at the Central Engineering
Consultancy Bureau in which capacity he worked till 2005. Presently he is serving as the Engineer –
Environment at Sri Lanka Telecom PLC.

I have been a member of the institute since 2002. I am somebody just like you, has a unique goals and
objectives. You and I are the same impression that IESL is our representative body of our profession.
So, you and I have a duty and responsibility to enrich the standards of the institute while reaping the
benefits, been a member. I promise to do my role to the best of my ability and maintain the
transparency in every activity of incoming year 2016/2017.
I graduated in 2001 from the University of Moratuwa specialized in Civil Engineering and I completed
my MBA from the same university. I worked for the Central Engineering Consultancy Bureau and
presently for Sri Lanka Telecom (PLC). I served as the President of IESL toastmasters club for the
period 2014/15 and currently serving as the Area Director Role in District 82 of Toastmasters
international.
I never take no for an answer, that’s why I believe that with together with your votes we can achieve.

Eng. M M Aliyar
Age : 49 years

Chief Engineer – Ceylon Electricity Board
Eng. M M Aliyar graduated with a B.Sc Engineering Degree from the University of Peradeniya in 1993.
He obtained MBA from the Postgraduate Institute of Management of University of Sri Jayawardenepura
in 2007.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1993 and was elected a Member of the IESL in
2005. He became a Member of the Institution of Engineering & Technology (IET), UK in 1996.
He had been a member of the Electrical & Electronics Engineering Sectional Committee of the IESL
since 2014.
He was the recipient of the “W M G Fernando Prize for Electronic Communications’ presented by the
University of Peradeniya in 1993.
He has published several articles on ‘Emotional Intelligence’ in 2011, ‘Green House Gases’ in 2012 and
‘Transformer and Dissolved Gas Analyser’ in the Sri Lanka Engineering News of the IESL.
Eng. Aliyar commenced his career as a Research Assistant at the Faculty of Engineering, University of
Peradeniya in 1993. He joined the CIAST, Malaysia as a Vocational Training Instructor in January 1998
and served till December 1999. Presently he is serving as the Chief Engineer attached to the Ceylon
Electricity Board.

I have been associated with the Institution since joining it as an Associate Member in 1995 and I have
been a supervising Electrical Engineer for many years and I attach considerable importance, and devote
my time freely, to monitoring graduates and engineers in developing their careers. During the last 20
years I have served as a committee member of Electrical and Electronics Engineering Sectional
Committee as well as Power & Energy Sector Committee for few terms. Further, I reviewed research
papers submitted to IESL for publication and evaluated undergraduate projects submitted for IESL
competition. I have been actively involving in the activities of IESL Toastmasters Club since 2012 and
have held the post of secretary in the past and currently holding the post of Vice President- Public
Relations of the club.
My experience is mainly teaching and utility management in the field of Power & Energy, which
includes Project Management, Asset Management, Material Management, Utility Regulation, Electricity
Pricing and Formulating Corporate Strategies both in Sri Lanka and Malaysia.
My aim as member of the council will be to promote and encourage taking members’ view and concerns
in the council and I am particularly committed to increasing the awareness of communication skills
among graduate and student members.

Eng. Kosala Kamburadeniya graduated with a B.Sc Engineering Degree from the University of Moratuwa
in 1993. He obtained Postgraduate Diploma in Industrial Engineering from the Open University of Sri
Lanka in 1999 and MBA from the University of Sri Jayawardenepura in 2010. He became an Attorney-
At-Law in 1994.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1994 and was elected a Member in 1999. He
became a member of the Bar Association of Sri Lanka in 1995, the Institution of Engineering &
Technology (IET), UK in 2011, the Institute of Electrical and Electronic Engineering (IEEE) in 2011 and
the American Society of Heating, Refrigerating and Air-conditioning Engineers (ASHRAE) in 2011.
He has served in the Council as the Chairman of the Electrical and Electronics Engineering Sectional
Committee during the sessions 2014/2015 & 2015/2016. He had been a member of the Professional
Standards Management Committee, Professional Affairs Committee, ICT Committee and Provincial
Chapter Committee since 2014/2015.
Eng. Kamburadeniya commenced his career as an Electrical Engineer at the Ceylon Electricity Board in
1994. Thereafter he joined the Asia Power (Pvt) Ltd. as the Senior Operations Engineer in 1998 and
served there till 2000. He was attached to the MAS Holdings (Pvt) Ltd during the period 2000 - 2010 and
held the positions of Manager-Engineering and Plant Manager. Currently he is serving as the Lead
Consultant/Managing Director of the K2 Consultants Private Limited.

I have been an associate member of the institution from 1994 and became a corporate member since
1999. My professional experience range from Testing & Commissioning of Power Plants, Operations and
Maintenance of Diesel Power Plants, Engineering Management, Process Improvement, Setting up textile
mills, Managing of Joint venture Project to Consultancy service in Engineering Design. I have served in
both semi government and Private Sector Organizations such as CEB, Asia Power (Pvt) Ltd, MAS
Holdings (Pvt) Ltd and Brandix Casual ware (Pvt) Ltd. Presently, I work as a Lead Consultant/Managing
Director of K2 Consultants (Pvt) Ltd and as a Director of CNK MEP Consultants (Pvt) Ltd.
I have served as a secretary to the Electrical & Electronics Engineering sectional Committee (EESC) of
the IESL and been the Chairman of the same sectional committee for year 2014/15 and 2015/16. I have
been a member of ICT committee (2014/15), Professional Affairs Committee, professional Standards
and Management Committee and Provincial Chapter Committee. Further, I serve as a panel member for
Professional Reviews, panel member for qualifying Building Services Engineers for its Directory and as a
mentor for Engineering undergraduates. I have been closely working with CIDA (former ICTAD) during
past years for making improvements to the M&E field.
During my tenure as the secretary and Chairman of EESC, I have been able to launch the inaugural
National Engineering Conference in 2013 and the second conference in 2015 as the Deputy Chairman of
the conference committee.
My first priority, being a council member is to standardize/streamline activities related to the

Electrical and Electronics Engineering field. Standardizing socket outlets is one of the initiatives which
hasbeen successfully completed with the help of PUCSL and few other veterans in the country.
Licensing of Electricians and Standardizing of critical electrical devices and Preparing a guideline for
domestic wiring for electricians are few of the activities which are been progressing under present
EESC guidance

Eng.(Lt.Col.) Dr. Chandana Gamage graduated with a B.Sc Engineering Honours degree from the
University of Moratuwa in 1993. He obtained MEng from the Asian Institute of Technology, Thailand in
1995 and a PhD from Monash University, Australia in 2001.

He joined the Institution of Engineers, Sri Lanka (IESL) in 2002 and became a Member in 2011. He
became a member of the Association for Computing Machinery in 2013.
He had been a member of the IT & Communication Engineering Sectional Committee since 2008/2009
to date. Currently he is a member of the Professional Affairs Committee, Professional Standards
Management Committee and the ICT Committee.
Eng.(Dr.) Gamage is serving the Council as the Chairman of the IT & Communication Engineering
Sectional Committee.
He was presented with the Award of Excellence for Outstanding Research Performance by the
University of Moratuwa in the years 2010, 2011 & 2012. He received the Ferranti Award presented by
the British Computer Society in 1991.
Eng.(Dr.) Gamage has presented several papers at different forums and has several publications to his
credit. The most recent publications being the Paper titled ‘Feature Point Tracking Algorithm
Evaluation for Augmented Reality in Handheld Devices’ in 2014 in the proceedings of the ACCV’14, Vol
9009 of LNCS, the Paper titled ‘A Multi-tenancy Aware Architectural Framework for SaaS Application
Development’ in July 2013 issue of the ‘Engineer’ Journal of the Institution of Engineers, Sri Lanka, the
Paper titled ‘Employee Perception Towards Electronic Monitoring at Work Place and its Impact on Job
Satisfaction of Software Professionals in Sri Lanka’ in May 2012 issue of the Journal of the Telematics
and Informatics, the Paper titled ‘Reuse across Multiple Architectures’ in April 2012 in the Proceedings
of the Software Reuse in the Emerging Cloud Computing Era and the Paper titled ‘Taking Sensor
Networks from the Lab to the Jungle’ in August 2006 issue of the IEEE Computer.
He did his Post-doctoral Research at the Division of Mathematics and Computer Science, Vrije
Universiteit, Amsterdam, The Netherlands during the period 2000-2001 and 2004-2006. Commencing
his career as an Advisor to the Sri Lanka Army on Information Technology at the Directorate of Signals,
Sri Lanka Army Headquarters, Sri Lanka in 2001, he continued in that capacity until July 2004. He
joined the Centre for Research and Development (CRD), Ministry of Defence, Sri Lanka and served as its
Chief Controller – Technical & Materials Division from 2006 – 2008. He was attached to the University
of Moratuwa in 2008 and was appointed as a Senior Lecturer – Grade I and in 2011 was appointed as the
Head of the Department of Computer Science and Engineering.
I have been associated with the institution from 2002 and have been the Secretary of the Information
Technology & Communication Engineering Sectional Committee during the council sessions of
2008/2009 to 2010/2011 and 2012/2013 to 2014/2015. During the 2015/2016 council session I have
been the Chairman of the sectional committee. I have worked closely with the members of the
sectional committee to attract engineers from the IT industry as new members to IESL and to support
members to obtain Charter. Also, I have extended the Robo Games competition conducted by the
sectional committee to include a school category and training workshops and have introduced a new
competition called IDEA Challenge to promote innovation among school children. Furthermore, I have
worked closely with Provincial Centres of IESL to conduct seminars and improve the interaction among
my fellow engineers.
My objective as Chairman of the IT & Communications Engineering Sectional Committee is to further

enhance and improve the engagement of the current and prospective members of the Institution.
Towards this, I would promote the full online management of membership services similar to other
international professional organizations including admission, promotion and election. I would also
contribute towards maintaining professional standards and improving technical standards of IT sector
engineers to further strengthen their recognition.

Eng. H Samantha
Age : 50 years

Eng. H Samantha graduated with a B.Sc Engineering Honours Degree from the University of Moratuwa in
1994.
He joined the Institution of Engineers, Sri Lanka (IESL) in 2011 and was elected a Member of IESL in
2013.
He was a member of the IT & Communication Engineering Sectional Committee during the Sessions
2010/2011, 2012/2013, 2013/2014, 2014/2015 and 2015/2016.
Commencing his career in 1994 as a Systems Engineer at Creative Logic (Pvt) Ltd, he continued there in
that capacity till 1996 when he joined the Ceylon Fishery Harbour Corporation as a Computer Engineer
in March 1996 where he worked till 1998. During the period 1998 – 2004 he served as the Customer
Support Engineer at the E-W Information Systems (Pvt) Ltd. From 2004-2007 he worked as the
Manager, IT Service Division of the Abans Office Automation (Pvt) Ltd and from 2007 – 2011 as the Head
of IT Service & Engineering Department of the Abans (Pvt) Ltd. From 2011 onwards he is holding the
post of Engineer – IT, Sabaragamuwa Region and GIS & Mapping Section of the National Water Supply &
Drainage Board.
As an IT professional involved in the industry for 22 years, I believe there are several key areas IESL
should be further involved in. Establishing, developing, and maintaining standards of qualifications and
standards of professional engineering practice is one such area. Related to this is the need for an
institutionalized body with guidelines that describe the process required by regulatory, administrative
and ethical considerations.
Professional engineer has an inalienable obligation towards his or her employer, client and in the end,
public at large. I believe apart from these obligations the professional engineer has a duty to uphold
integrity and to ensure future development of the engineering profession. Due to the inherent and vital
relationship with the society at large, it is important that the public is made aware of the contribution
made by the professional engineer to the betterment of society and the role of IES in particular in this
endeavour.
Also, if I am elected as the Chairman of the IT & Communications Engineering Sectional Committee,
one of my objectives would be to support the public and private sector IT engineers to obtain their
Charter. Also, I would continue with the current work of the committee to improve the image of IESL
among the public by organizing seminars and other such events.
As the Chairman of the IT & Communication Sectional Committee, my efforts, among others, will be
focused on achieving these goals.

He holds a Diploma in Commercial Arbitration obtained from the Institute for the Development of
Commercial Law and Practice in 2012.
He was elected a Member of the Institution of Engineers, Sri Lanka (IESL) in 1983 and a Fellow in 2001.
He was elected a Member of the Institution of Civil Engineers, London in 1997 and a Fellow in 2004. He
was admitted as a Member of the Institution of Engineers, Australia in 1991, became a Fellow of it in
2005 and a Registered Professional Engineer in 1994. He became a Member of the American Society of
Civil Engineers in 1991 and a Member of the Society of Structural Engineers in 1992.
He was registered with the Institution as an International Professional Engineer in 2008.
Eng. Dharmapala has been a member of the Professional Review Examination Panels, member of the
Interview panels for Fellow grade applicants, member of the Interview Panels for IntPE Applicants and
a member of the sub committee to review and recommend member applications for the PSMC.
He has been a member of the Education Committee and the Professional Standards Management
Committee since 2012/2013. He is also a member of the Finance & Procurement Committee and
Library & Publication Committee.
He commenced his career in 1978 as a Civil Engineer at the River Valleys Development Board and
served as a Designs Engineer and Senior Project Manager until 1985. He joined the Resources
Development Consultants Ltd. as a Consultant Engineer in 1985 where he served from then until 1994 in
different capacities such as Assistant Resident Engineer, Senior Project Manager and Resident Engineer.
He was attached to the CML Edwards Construction Ltd. as the Deputy General Manager in 1994 and was
appointed as the General Manager in 2004. Since 2013 he is serving as the General Manager (Design
and Project Planning)of the CML Construction Ltd. and as the Chief Executive Officer / Director of the
Yunica Designs and Engineering (Pvt) Ltd.
My Institution membership began as a corporate member in the year 1983.Though my involvement with
IESL activities were limited before the year 2010 mainly due to location of my work stations and this
situation has been changed after 2010. I started my involvement with IESL activities continuously since
2010 by way of contributing my service in serving professional review examination panels. In addition I
volunteered to serve in the Education Committee and Professional Standards and Management
Committee during the sessions 2012/2013 2013/2014 and 2014/2015.Also I served PSMC,F& P and L& P

Committees during the session 2015/2016.I served on Council as ‘Representative Fellow” for session
2014/2015 and 2015/2016.
My aim to be a member of the council is to :

training to young engineers.
 Promote young members to become corporate member of this institution by training and
guiding them specially the engineers in Private Sector of construction industry.

Eng. M K Hapuarachchi
Age : 59 years

Eng. M K Hapuarachchi joined the Institution of Engineers, Sri Lanka (IESL) in 1980 as a Student Member
and successfully completed the Part II of the IESL Engineering Course in Civil Engineering in 1982. He
was elected as a Member of the IESL in 1988 and a Fellow in 2016.
He obtained a Postgraduate Diploma in Land and Water Development in 1985, Postgraduate Diploma in
Environmental Engineering and Management in 1994 and a Postgraduate Diploma in Business
Administration from the University of Moratuwa in 2004.
He is a member of the Professional Standards Management Committee of the IESL.
Eng. Hapuarachchi was the recipient of the Award for Best Performance in IESL Part II Examination in
1982.
He commenced his career as an Engineer at the State Development and Construction Corporation in
1982. He joined the Yahya Costain LLC, Oman as a Planning Engineer in 1982 and worked till 1984. He
was attached to the NWS&DB as a Project Engineer in 1984 and served there till 1988. From 1988 – 1993
he worked as a Senior Contracts Engineer at Al-Hassan Trading and Contracting Co. LLC, Oman. Later
he was attached to the NWS&DB in 1993 and served as the Chief Engineer, Manager (Operations and
Maintenance) & Asst. General Manager, from 2005 - 2013 Project Director of Eastern Coastal Towns of
Ampara District Water Supply Project Phase II and from 2010 to 2013 as the Deputy General Manager,
Eastern Province and Western South Zone. Presently he is holding the post of Deputy General Manager
(Regional Support Centre, Western Central).

I have been associated with the Institution since beginning of my higher education carrier in 1980. I am
currently serving as member of PSMC. I have been continuously working to uplift role of Provincial
Centers during my working assignments in Uva and Easter Provinces.
I consider it is a prime duty to uplift role of engineers and give freely of my time, to train young
engineers and engineering undergraduates assigned to me.
I have been primarily engaged in the field of Water Supply which includes planning, design,
construction management and operation and maintenance. I would bring these qualities of leadership
and management experience to the role of Council member.
My aim as a Member of Council will be to
a) Promote IESL be the Umbrella Institution in the Field of Engineering

b) Promote to enhance standard of Engineering education

Eng. W W Malith S Mendis graduated with a B.Sc Engineering Honours degree from the University of
Liverpool in 1982 and obtained a MSc Eng in 1987.
He became a Fellow of the Institution of Engineers, Sri Lanka (IESL) in 2005. He was admitted as a
Member of the Institution of Civil Engineers (UK) in 1991 and a Fellow in 2013. He became a member of
the Society of Structural Engineers, Sri Lanka in 1994 and a member of the Association of Consulting
Engineers, Sri Lanka in 2009.
He was a member of the Professional Affairs Committee during the session 2013/2014 and a member of
the Civil Engineering Sectional Committee in 1991/1993.
Eng. Mendis received Overseas Research Studentship in 1982 presented by the Committee of Vice

Manager / Director in 1991 where he served till 1997. From 1997 – 2000 he was attached to the
Lankem Developments Ltd. as the General Manager and from 2000 – 2003 as the Market & Product
Development Manager at the Holcim Lanka Ltd. He served as the Chief Executive Officer of the Lanka
Hydraulic Institute Ltd. from 2003 – 2010. Presently he is the Chairman / Chief Executive Officer of the
Mendis Cobain Consultants (Pvt) Ltd.
I am a Civil Engineer with 34 years’ experience and have been a Member of the Institution since 1982,
and have served in Civil Engineering Sectional Committee and Professional Affairs Committee. I have
worked at Lankem Group, CECB, Holcim and I am the former Chief Executive of the Lanka Hydraulic
Institute. I have worked in Hydropower Projects, Industrial building Projects, Hospitals, Ports &
harbours and in research into cements. Currently, I am currently Chairman and Chief Executive of
Mendis Cobain Consultants.
I have broad and long Engineering and Management Experience in Construction, Product Development
and Consultancy, and was recently elected as a FIDIC Accredited Trainer in Construction Contracts,
being 1 of 5 in Asia and the only one in South Asia. I am the immediate Past President of the
Association of Consulting Engineers Sri Lanka, Member of the Capacity Building Committee of FIDIC and
the Sri Lanka Country Representative of the Dispute Resolution Board Foundation. I am a Fellow of the
Institution of Civil Engineers UK and a Member of the Society of Structural Engineers Sri Lanka
I am an Expert in FIDIC and CIDA Contracts, and an Adjudicator and a Dispute Board Member. As a
Contracts Trainer, I have carried out Training of Engineers and other Construction Personnel in Sri
Lanka, Timor-Leste, Brunei, Maldives, Fiji, Solomon Islands, Seychelles and Western Samoa.
If elected to the Council, I will work hard towards enhancing the position of Sri Lankan Engineers in the
Industry and in Society, both Sri Lanka and Abroad. I believe that it is through improved
Communication skills, developing Capacity and by Technology and Know-how Transfer that can be
achieved. I will bring the experience I have gathered in my professional life, and in my work with the
Association of Consulting Engineers, to the benefit of the Institution and its members.

Eng. (Prof) T M Pallewatta graduated with a B.Sc Engineering degree with Honours from the University
of Moratuwa in 1986. He obtained a Masters Degree in Engineering from the Asian Institute of
Technology in 1989 and in 1993 a Doctorate in Engineering from the University of Tokyo, Japan.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1986 and was elected a Member of the
Institution in 1996 and a Fellow in 2002. He was registered as a Professional Engineer and as an
International Professional Engineer by the IESL in the years 2007 and 2008 respectively. He was
admitted as a Member of the Institute of Automotive Engineers, Sri Lanka in 1998 and a Fellow in 2010.
During the sessions 1998/1999, 1999/2000, 2000/2001 and 2001/2002, Eng. (Prof) Pallewatta
represented Members under 40 years in the Council. He represented Fellows in the Council during the
sessions 2002/2003, 2003/2004, 2006/2007, 2007/2008, 2008/2009, 2009/2010, 2010/2011, 2011/2012,
2012/2013, 2013/2014 and 2014/2015 and as a Vice President in the current session.
He has been serving the Editorial Board since 1999, Development and Professional Affairs Committee
from 1998 to 2002, Education and Training Committee from 2002 to 2005 and from 2014 to date,
Library, Publications, Publicity and Conferences Committee since 2002, and Membership Committees
from 2002 to 2005. During the period from 1999-2004 he was the Editor of Sri Lanka Engineering News
(SLEN) and from 2004 to date, he has been serving as the Editor of the ENGINEER Journal. He was also
the Editor of the Annual Transactions during the period 2004 to 2010. He served as the Webmaster of
the IESL’s website from 2003 to 2007. He has also represented the IESL at an ICTAD Committee from
1998 to 2000.
He is serving as the Chairman of the Education Standing Committee in his capacity as a Vice President
of the Institution in the current session.
He received the award for the best in plant trainee of the University of Moratuwa in 1984 and for the
best Civil Engineering Graduate of the University of Moratuwa in 1985. He was also the recipient of the
award for the most outstanding graduand of the Asian Institute of Technology in 1989. He did his
Master of Engineering studies at the Asian Institute of Technology in 1987 on a scholarship he received
from the Government of Netherlands and did the doctoral studies at the University of Tokyo through a
Monbusho scholarship he received from the Ministry of Education and Culture of the Government of
Japan in 1990.
He has published many technical papers, the most recent being the paper on ‘Electricity Storage for

Eng. (Prof) Pallewatta commenced his career in 1986 as a trainee Design Engineer at the Central
Engineering Consultancy Bureau and later in the same year joined the National Water Supply and
Drainage Board and served as a Resident Engineer at its Ambatale New Intake Construction Site. After
completing postgraduate studies he was appointed as a Senior Structural and Construction Engineer at
the Design Consortium Ltd in 1994 where he served till 1996. He joined the Open University of Sri Lanka
as a Senior Lecturer in Engineering and became a Professor in Civil Engineering subsequently and was
appointed as the Head of the Department of Civil Engineering of the same University which post he has
been holding for over eight years.
I joined the IESL soon after my graduation from University of Moratuwa in Engineering with a first class
and becoming the valedictorian of my batch. After completing a Master’s degree, again securing
valedictorian status and a Doctorate in Engineering interleaved with professional career in the
construction field, I obtained the Charter to be topped up by becoming a Fellow and an International
Professional Engineer.
First elected to the IESL Council in 1998, I served almost continuously to date in different capacities
culminating in becoming a Vice President. Of the numerous involvements at the Institution, I could
highlight some of the more noteworthy as the Editor of the Sri Lanka Engineering News for five years
and as the Editor of the Annual Transactions for six years concurrently being the Editor of the
ENGINEER Journal for over eleven years coupled with publishing two Indexes on IESL publications for
over 100 years. I feel that I was able to positively influence the dissemination of knowledge to, and
technical communication skills of, our membership.
Through the Council, my objective has and will always be to achieve proper recognition and status for
Engineering at National level, while regulating the practice of Engineering based on qualifications and
competence.
Eng. Kirthi Sri Senanayake

Age : 70 years

Eng. Kirthi Sri Senanayake graduated with a B.Eng in Civil Engineering in 1968 and obtained MEng. in
Geotechnical Engineering in 1970 from the Tokyo Institute of Technology, Japan.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1976 and was elected a Fellow in 1989. He
became Honorary Life Fellow of the IESL in 2015 and a member of the Association of Consulting
Engineers, Sri Lanka in 2008.

Sectional Committee and the Development & Professional Affairs Committee since 2006, Building
Services Engineering Sectional Committee since 2009 and Techno Committee, Professional Affairs

He commenced his career in 1971 as an Asst. Civil Engineer at Ceylon Cement Corporation. From 1971 –
1979 HE was attached to Kyowa Engineering Consultants Co.Ltd., Japan and worked as a Senior Civil
Engineer and a Deputy Manager. In 1979 he joined Samitar Ltd. as a Director & Consulting Engineer.
From 1982 – 1983 he worked as a Working Director and Project Engineer at Asiri Hospitals Ltd.; In
1984 joined the NBRO as a Senior Scientist and later he was the Head, Director and a Consultant to the
Geotechnical Eng. Division. In 1992 joined Kyowa Engineering Consultants Co., Ltd, Japan as a
Consulting Engineer and served till 2005. From 2006-2007 he worked as a Consultant to the
Geotechnical Engineering Division of the NBRO and presently he is an independent Civil and
Geotechnical Engineering Consultant.
I graduated with a Bachelor of Engineering degree in Civil Engineering in 1968 and obtained a Master of
Engineering in Geotechnical Engineering in 1970 from Tokyo Institute of Technology.
After training at Taisei Corporation, Japan, I commenced my career in 1971 as an Asst. Civil Engineer
at Ceylon Cement Corporation. From 1971 – 1979 I worked at Kyowa Engineering Consultants Co.Ltd.,
Japan and as a Civil Engineer and up to a Deputy Manager. I served as a Working Director & Consulting
Engineer at. Samitar Ltd. from 1979 to 1982 and from 1982 – 83 worked as a Working Director and
Project Engineer at Asiri Hospitals Ltd. In 1984 joined the National Building Research Organisation
(NBRO) as a Senior Scientist and later was the Head, Director and a Consultant to the Geotechnical
Eng. Division. In 1992 joined Kyowa Engineering Consultants Co., Ltd, Japan as a Consulting Engineer
and served till 2005. From 2006-2007 I served as a Consultant to the Geotechnical. Engineering Division
of the NBRO and presently am an independent Civil and Geotechnical Engineering Consultant.
I was engaged in several applied research projects; Study of Landslides in Sri Lanka and Landslide
Hazard Mapping (Pilot) Project with far reaching achievements in natural disaster mitigation in Sri
Lanka. Geotechnical mapping of low lying areas in and around Colombo City, Development of
appropriate foundations and Development of Under-reamed Piles and in many consultancy projects in
Sri Lanka and abroad including; Lake Bhopal Conservation and Management Project (India) as Project
Manager, Xian City Water Supply Project (China), Aral Sea Area Water Supply Development Project
(Uzbekistan) and Kalu Ganga Water Supply Development Project.
I joined the Institution of Engineers, Sri Lanka (IESL) and elected a Member in 1976 and a Fellow in
1989.
I have represented Fellows in the IESL Council during sessions 1990/91, 2009/2010, 2012/13 and
2013/2014. I have also served in the following committees etc., of the IESL; Development &
Professional Affairs/ Professional Affairs Committee (2006 to date), Techno Committee
(2014/15&15/16), Library and Publication Committee (2014/2015 & 2015/2016), Benevolent Fund (2015
to date), Civil Engineering Sectional Committee (2006 to date), Building Services Engineering Sectional
Committee (2009 to date).
I have represented the IESL in; The Main Planning Committee of the Urban Development Authority
(2008 to date); SLT Coordinating Committee for property Development Sector (2014~2016); Policy
Advisory Committee – Sri Lanka Accreditation Board (2015/2016).

I am also serving as Vice Chairman of the Credentials Committee for Qualified Persons and as Chairman
of the Subcommittee to draft criteria/procedures for Technical Auditing formed under the Construction
Industry Development Authority.
I am a Past President of the Sri Lankan Geotechnical Society, a member of the International Society for
Soil Mechanics and Geotechnical Engineering, a Council Member of the Association of Consulting
Engineers Sri Lanka, a Past President of Section C of the Sri Lanka Association for the Advancement of
Science, and have represented IESL at the Organization of Professional Associations
Through my above involvements I believe that I have been able make a humble contribution to the

2001 and Corporate Membership in 2008.
I have completed Post Graduate Diplomas in Construction Management, Foundation Engineering and
Earth Retaining Systems and Structural Designs. I have the memberships of Society of Structural
Engineers, Consulting Engineers, and National Committee of Large Dams.
I have served as a member of Professional Review Panels for the past year.
Currently I am the in-charge of Design Office of Keangnam Enterprises Ltd, and I have been training,

Chief Electrical Engineer (Negombo) – Area Office, Ceylon Electricity Board,

Eng. Sudantha Hewage joined the Institution of Engineers, Sri Lanka (IESL) in 1990 as a Student Member
and successfully completed the Part II of the IESL Engineering Course in 1994. He was elected as a
Member of the IESL in 2007.
He obtained an LLB degree from the Open University of Sri Lanka in 2012 and became a member of the
Bar Association of Sri Lanka in 2014.
He is serving as a member of the Professional Standards Management Committee.
Eng. Hewage has been with the Ceylon Electricity Board since 1996 serving initially as an Electrical
Engineer. Later he was promoted to the post of Chief Electrical Engineer, in which capacity he is
serving to date.
I have associated with the Institution since joining it as a Student Member in 1990 and actively involved
to initiate the IESL Southern Chapter. I have been a Supervising Engineer for Graduate Engineers for
many years and I attach considerable importance, and devote my time freely, to mentoring them in
developing their careers, during the last 10 years. I am also a member of the PSMC.
My employment has been in the field of Electrical Engineering. Currently I hold responsibilities as
Chief Electrical Engineer (Negombo) of Ceylon Electricity Board where I strive to ensure the high

My association with the IESL has begun in 1999 as an Associate member and I was elected as a Member
in 2005. I have been associated with IESL activities serving as Member of Electrical & Electronics
Sectional Committee, Finance & Procurement Committee and Professional Standards Management
Committee in recent years.
I strongly believe that the IESL being an apex professional body in Sri Lanka, it could provide a better

Eng. Jayasuriya is the present Chairman of the IESL Rajarata Chapter. He has served as the Secretary
of the Sabaragamuwa and Rajarata Provincial Chapters and as the Chairman of the IESL Rajarata
Chapter during the sessions 2012/2013 and 2013/2014.
Since graduation he has been working with the Central Engineering Consultancy Bureau (CECB) which
he joined in 1997 as a Site Engineer. He has later held the positions of Resident Engineer, Project
Manager and Deputy General Manager of the CECB and is currently serving as the Additional General
Manager(EPC-NC).
After graduation from University of Peradeniya, I directly joined with CECB and currently I hold the
responsibilities as the Additional General Manager of CECB in North Central province.
I have been involving with many activities of IESL continuously since joining it in 1998 as an associate
member. Currently I am the Chairman of Rajarata Chapter for the 3 rd time and it inspired me to
support our membership to gain more benefits for their career development. Also I have contributed
my service to IESL as Secretary and Chairman in Sabaragamuwa and Rajarata in previous four sessions.
As the Chairman, I took the leadership to build up our own building which is the first ever own premises
for a provincial Center in Sri Lanka and established Polonnaruwa District Centre. I have actively
participated in JIY Program and was a main partner in building Master Kapuge to become the World
Champion in 2012.
I hope you all will take a correct decision to select me as a Representative to the IESL Council and it
would be help me to continue my service to the profession and the society with more enthusiasm while
promoting scattered members’ views and concerns in the council.
Eng. Asantha Sumanarathna

Age : 56 years

Eng. Asantha Sumanarathna graduated with a B.Sc Engineering from the University of Peradeniya in
1983. He obtained a Masters in Engineering from the University of Melbourne in 1994.
He joined the Institution of Engineers, Sri Lanka (IESL) in 1987 and became a Corporate Member of the
IESL in 1992.
He has been serving the Council since 1997/1998, initially as a Representative Member and later as the
Chairman of the Mechanical Engineering Sectional Committee. He has been actively involved with the
activities of the Mechanical Engineering Sectional Committee, serving as its Chairman during the
sessions 2011/2012, 2012/2013 and 2013/2014. He is also a member of the Professional Standards
Management Committee.
He started his career in 1984 as a Mechanical Engineer attached to the Central Engineering Consultancy
Bureau. He joined the Industrial Development Board as a Resident Director/Deputy Chief Engineer in

1990 and served there till 1997. He was attached to the Salmi (UK) Ltd. as a Factory Manager during
the period 1998 - 1999. Between 1999 - 2004 he was the Process Engineer at United Arab Can, Saudi
Arabia and from 2005 – 2007 he functioned as the Deputy General Manager of the State Engineering
Corporation. From 2007 – 2010 he was attached to the Ministry of Science & Technology as a Project
Director and from 2010 – 2011 as the General Manager, Lanka Phosphate. From 2016 onwards he is
working as the Project Specialist at the Ministry of Health.
I have been associated with the Institution since mid-1980s as an Associate member and became a
corporate member in 1992. I got elected to the council in 1997 and was nominated to represent IESL in
OPA. I contributed to my profession by being the Chairman of Mechanical Engineering Sectional
Committee for three years. I was also a member of the council. During this period we have made
considerable effort to review the requirement to get the corporate membership for the mechanical
engineering graduates by organising awareness programmes and trying to restart the CPD design
course. Currently I am serving in the Professional Standard Management Committee. My main intention
is to take the message of existence of IESL to general public by providing a service which is going to be
helpful for their day to day life.
I have also involved in safeguarding the Sri Lankan engineers rights of practicing in Sri Lanka by being
actively involved in SLEA activities to work as a pressure group to push the government not to enter
into any international agreement which threaten the local engineers job opportunities.
I received my first degree from University of Peradeniya and Master’s degree from University of
Melbourne. I served as an engineer for nearly 32 years mainly in construction industry holding senior
positions in a number of government institutions (CECB, SEC and two ministries).
Eng. Ajith P N Vithanage

Age : 47 years

Eng. A P N Vithanage graduated with a B.Sc Engineering Degree from the University of Moratuwa in
1993. He obtained a Postgraduate Diploma in Electrical Engineering from the University of Moratuwa in
2005.
He became a Member of the Institution of Engineers, Sri Lanka (IESL) in 2008. He is a member of the
Finance & Procurement Committee and the Professional Standards Management Committee during the
current session.
His career since graduation has been with the Ceylon Electricity Board and has held the posts of Live
Line Maintenance Engineer from 1996 – 1997, System Control Engineer from 1997 – 2006, Electrical
Engineer (Statistics & System Performance) from 2000-2001, Chief Electrical Engineer (Planning &
Development), Eastern Province in 2010, Chief Electrical Engineer (Negombo) from 2009-2010 and
Chief Electrical Engineer (Ja-Ela) from 2008-2013. From 2013 onwards he is working as the Chief
Engineer (Colombo South) at the CEB.

In 20 years of my career as an Electrical Engineer I have had wide exposure in Transmission operation,
economic load dispatch and operation and maintenance of MV and LV networks in CEB. During this
period I have made close link with Engineering in the industry and in the Universities.
I have worked overseas for one and half years as a foreign assignment in United Arabic Emirates. During
that period I had opportunity to work closely with Engineers & Non Engineers who came from all over
the world.
Further I am involved in educating and training the officers in the Sri Lanka Police Department on
aspects of the Electricity act which are related to police and on Electrical accidents and safety. I also
involved in training engineers and all other categories of staff in CEB related to Electricity Distribution.
I would like to be elected as a member of a council to use my leadership and managerial skills to:
 Promote and encourage members involvement with IESL
 Undertake the role with enthusiasm and take opportunity to represent views, ideas and needs
of the general membership in the council.

Eng. M D S Wijayabandara
Age : 57 years

Eng. M D S Wijayabandara graduated with a B.Sc Engineering degree from the University of Peradeniya
in 1981. He holds a Master of Infrastructure Planning obtained from the University of Stuttgart,
Germany in 1991.
He was elected a Member of the Institution of Engineers, Sri Lanka (IESL) in 1986. He has been serving
in the Council representing Members during the sessions 2014/2015 and 2015/2016.
He served as a member of the Education Committee of the IESL during the sessions 2012/2013 &
2015/2016.
He had been serving as the Director, Secretary and Treasurer of the Board of Major and Specialist
Constructors of National Construction Association of Sri Lanka since 2007 and is a member of the
Department-Industry Consultative Committee of the Department of Civil Engineering, University of
Moratuwa.

Eng. Wijayabandara commenced his career in 1982 as a Civil Engineer at the State Development and
Construction Corporation (SD&CC) and served in different capacities such as Designs Engineer, Project
Manager, Chief Engineer and Deputy General Manager(Construction). Since 2003 he is serving as the
General Manager of the SD&CC.
After graduating as a civil engineer from University of Peradeniya in September 1981, I became a
member of the Institution in 1986. I joined State Development and Construction Corporation (SD & CC)
as a site engineer and elevated to the posts of Project Manager, Chief Engineer, Deputy General
Manager (Construction) and to the present position as General Manager, since March 2003.
During my carrier as a senior civil Engineer in the last two decades, I devoted my time to mentor and
train engineers in developing their carrier. I have been able to lead a team of engineers to guide my
organization (SD &CC) to become one of the best training grounds for engineers in the field of
infrastructure construction. And also built up the capacity of SD &CC to undertake casting of pre-
stressed railway sleepers and electricity transmission poles and long span pre-tensioned and post-
tensioned bridge beams so that young engineers could share the experience in pre-stressing
technology.
With a wealth of managerial and construction experience, I have been able to train as many civil
engineers to become Chartered Engineers by giving them valuable guidance. Being a member of
Professional Review Panel during the last 08 years, I have been able to maintain professional standards
at the highest level.
In addition, I extended my contributions to the affairs of the Institution by serving on the Education
Committee for the session 2012/2013.
My contribution to the construction industry was recognized by other major construction contractors by
electing me as a Director, Secretary and Treasurer of the Board of Major and Specialist Constructors
branch of National Construction Association of Sri Lanka during the period since 2007.
I will continue to share my experience in the Council to maintain high professional standards as
expected by the Institution which is a full member of Washington Accord. It is also my intention to
impress upon young engineers and student members, the values and pride of the engineering profession
as I am always proud to be called an “Engineer”.

Eng. Anuradha commenced his career as a Civil Engineer in the Greater Kandy Water Supply Project of
the National Water Supply & Drainage Board in 2007 where he worked upto 2014. Since 2014 he has
been serving as the Area Engineer (Fort / Colombo City West) of the National Water Supply & Drainage
Board.
I have been associated with the Institution since joining University. I’m currently serving as
representative member of Council under 40 years, member of PSMC, PAC and Education Committee, I
was a Committee Member of IESL – Central, Central Province, where I worked to uplift role of
Provincial Centers.
I provide considerable importance, and give freely of my time, to train Engineering undergraduates
assigned to me at my work place during their industrial training period.
My employment has been in the field of Water Supply which includes planning, design and construction
management. I would bring these qualities of leadership and management experience to the role of
Council member.
My aim as a Member of Council will be to

a) Promote to maintain standard of Engineering education through the FREE EDUCATION system
b) Encourage young Engineers to obtain their professional qualification in a short time period and
work with IESL to uplift the role of Engineer in Society

Eng. H D B P Herath
Age : 30 years

Chief Engineer(Maintenance), Colombo City – Ceylon Electricity Board
Eng. H D B P Herath graduated with a B.Sc Engineering degree with Honours from the University of
Peradeniya in 2009.
Institution in 2015. He was admitted as a Member of the Institution of Engineering & Technology, UK in
2016.
He has been actively involved with the activities of the Junior Inventor of the Year (JIY) and
Undergraduate Inventor of the Year (UIY) Competitions, serving as its Secretary since 2011 and has
been a continuing member of the JIY Committee since 2010. He is also a member of the Techno
Committee for the session 2015/2016.
He has published the Paper titled ‘Modeling of Generator Stator Windings of Non-Destructive Tests’ in
December 2009 in the proceedings of the Peradeniya University Research Sessions 2009 – Vol.14.
He has participated Intel International Science and Engineering Fair as an Adult in Charge of the school
projects representing IESL in Los Angeles, California, USA in 2012.
Eng. Herath commenced his career as a Quality Control Manager at the Okaya Lanka (Pvt) Ltd. in 2009
where he worked till March 2010. He joined the Ceylon Electricity Board in 2010 as an Electrical
Engineer (Bulk Supply) and held the post of Electrical Engineer (Primary Substation Maintenance) from
2010 – 2015. He has been served as the Project Engineer (Colombo City Projects) since 2011 to date.
He was promoted to the post of Chief Engineer (Maintenance) in 2015, in which capacity he is serving
to date.
I graduated from the University of Peradeniya specialized in Electrical & Electronics Engineering in
2009. In 2010, I joined the Institution of Engineers, Sri Lanka (IESL) as an Associate Member and was
elected as a Member in 2015.
Commenced my career in 2009 at Okaya Lanka (Pvt) Ltd. In 2010, I joined Ceylon Electricity Board as
an Electrical Engineer. I am currently working as the Chief Engineer (Maintenance-Colombo City)
I am serving the JIY & UIY Committees of IESL as the Secretary in both committees since 2011 to
date. I was a member of the selection panels of both the competitions during last 06 years. I have
organized workshops & awareness programs for undergraduates, school children and teachers and

attended as a resource person for provincial chapters. Furthermore mentoring the students who won
in the Intel ISEF competition since 2012 has been carried out by me.
Presently I am serving the committees of JIY, UIY and TECHNO.
My objectives as a member of the council are:

Eng. Madhawa Herath

Age : 34 years

Eng. Madhawa Herath graduated with a B.Sc Engineering degree with Honours from the University of
Moratuwa in 2005. He obtained a Master of Business Administration from the Postgraduate Institute of
Management (PIM), University of Sri Jayawardenepura in 2011.
Institution in 2012. He was admitted as a member the Institution of Engineering & Technology (IET),
UK in 2005 and the Institute of Electrical and Electronic Engineering (IEEE) in 2005. He became a
Project Management Professional in 2011.
He has published the paper titled ‘Minimizing Delays in implementing Mobile Telecom Projects’ in 2010
for the Postgraduate Institute of Management (PIM).
He has been a member of the Continuous Professional Development (CPD) Committee, Electrical &
Electronics Sectional Committee, IT & Communication Engineering Sectional Committee, Professional
Affairs Committee and the Techno Committee since 2013/2014 and in the Professional Standards
Management Committee during the session 2015/2016. He was the Secretary of the CPD Committee
during the session 2014/2015.
Eng. Herath commenced his career as an Engineer / Team Leader Planning at Etisalat Lanka (Private)
Ltd. in 2006 where he worked till 2012 holding the positions of Head – Projects/PMO (Roll-out) from
2007- 2011 and Specialist Corporate Solutions from 2011 – 2012. From 2012 onwards he is working as a
lecturer and Professional Trainer at SLIIT, ACBT, NCHS, IPM, UOC, IIHE, WCMT & APIIT. He was
attached to the Spence Engineering (Private) Limited in 2012 as the Project Director / Consultant and
served there till 2014. He is currently holding the post of the Director / Principal Consultant at the
Global Eye International (Private) Limited.
I have been serving Telecommunication industry from 2004 in the areas of Network, Project
Management and Mobile based Corporate Solutions. Currently I’m engaged with Consultation and
Academics as University Lecturer and Professional trainer in many local and foreign Universities. I

believe that, as corporate member one of my prime duty to develop, train and share knowledge with
young engineers as well as undergraduates to make them responsible and value creating engineers for
today’s modern world.
I have been associated with the institute from 2006 as Associate Member, Member and would able to
take part in several sectional committees, events as,
1. CPD Committee as Secretary and member from 2013 to 2016 and able to add several new
courses to CPD portfolio which were very popular and members able to take international
certification like PMP. I was able to expand CPD activities to provincial chapters.
2. Member in Professional Standards Management Committee, Professional Affaires, Electrical,
Electronics, IT and Communication Engineering Sectional Committees 2013/2016
3. Lead Techno Members Lounge, ICT/Web activities 2014/2016
I would continue my contribution for members’ professional development, opening horizon for
international qualifications while expanding to provincial chapters and introduce ICT and Mobile based
solutions to the institute to further strengthen live and comfort communication between members.
Eng. Gayantha Karunarathna

Age : 34 years
Mechanical Engineer – Ceylon Petroleum Corporation Refinery Division
Eng. Gayantha Karunarathna graduated with a B.Sc Engineering degree with honours from the
University of Ruhuna.
Institution in 2015. He became a member of the American Society for Non-destructive Testing in 2013
and American Petroleum Institute in 2015.
He had been a member of the Mechanical Engineering Sectional Committee since 2014.
Eng. Karunarathna started his career as a Mechanical Engineer at Everest Industrial Lanka in 2007. He
was attached to the Joannou & Paras Kevaides Co. Ltd., Libya in 2009 and served as the Mechanical
Engineer until 2009. During the period 2011 – 2013 he worked as the Chief Engineer, Aryans
Engineering (Pvt) Ltd. and later he was attached to the Ceylon Petroleum Corporation – Refinery
Division as a Mechanical Engineer.
I have been associated with the Institution since joining as a student member in 2005. I have obtained
the Associate membership in 2010 and became a corporate member in 2015. I have been
serving Mechanical Engineering Sectional Committee (MESC) as a committee member since
2014. The Mechanical Engineering Sectional Committee won the Bronze medal for the best stall at
TECHNO 2015, and I was the appointed Project Leader of the MESC Team.

Since graduation from the University of Ruhuna in 2007, I have worked in several reputed local and
foreign companies while maintaining high professional standards and corporate ethics. My skills in
technology, managerial and leadership were broadened by the various local and foreign
trainings given by the employers. Currently, I’m serving at CPC – Refinery as a Mechanical Engineer.
If elected as a Representative Member (age below 40), I would;

1. Bring my experience, leadership to The Council where major decisions are taken related to the
Engineering field.
2. Enhance relationship between undergraduates, members of the institution and industry.
3. Encourage development of undergraduates and members of The Institution.
4. Participate national level policy planning where country needs involvement of Engineers.
5. Reduce the gap between public and The Institution.
Eng. Dileepa Lathsara

Age : 38 years
BSc Eng(Hons), MSc, CEng, MIE(SL)
Chief Operating Officer, Techcert – A Division of LK Domain Registry
Eng. Dileepa Lathsara graduated with a B.Sc Engineering with honours degree from the University of
Moratuwa in 2003. He obtained MSc. in Computer Science from the University of Moratuwa in 2009.
Institution in 2013. He holds the membership obtained from the International Council of Electronic
Commerce Consultants (EC-Council) in 2009, International Register of Certificated Auditors (IRCA) in
2011, International Information System Security Certification Consortium (IISSCC) in 2014 and the
Payment Card Industry Security Standards Council (PCI SSC) in 2014.
He has published the Paper titled ‘Impact of IT on Fraud and Corruption : Learning from the case
examples” in the Proceedings of 3rd International Conference on Global E-Security (ICGeS-07),
University of East London, UK in 2007 and the Paper titled ‘Relationship of Information Systems
Security to Corruption and Fraud’ in the Proceedings of International Conference on Information
Systems Audit, Control and Governance, Colombo in 2007.
He has been a member of the IT & Communication Engineering Sectional Committee of the IESL since
2008/2009 to date.
Eng. Lathsara started his career as a Communication Engineer at the David Peiris Information
Technologies Ltd. in 2004 and thereafter he has served from 2005 – 2006 as a Systems Engineer –
Security & Networking at Management Services Rakshana (Pvt) Ltd. He joined the TechCERT as an
Information Security Specialist in 2006 and served as the Engineering Manager from 2008 - 2011 and as
the Chief Operating Officer from 2011 to date.
I have been associated with the Information Technology & Communication Engineering Sectional
Committee during the past 8 years and presently the Secretary of the Sectional Committee. I have
conducted many Technical Seminars and Practical Demonstrations on IT security for our fellow
engineers at many of the Provincial Centers. Also, I have been an organizer of the competitions

organized by the Sectional Committee for school students as well undergraduates. Such close
involvement with the activities of IESL has given me a good insight to the expectations of the public as
well as our membership from this apex engineering organization is Sri Lanka.
If elected as a Representative Member of the Council, I will work dedicatedly towards raising the voice
of younger members of the IESL at the Council to promote our Institution to greater heights and more
importantly take it towards an IT-enabled future where member services are available speedily and
effectively. I will also further contribute towards strengthening the IT security aspects of the
institution to ensure that the expectations of our membership are properly addressed.
Eng. M S M Musthalie
Age : 37 years

Manager – Data Centre, Mobitel (Pvt) Ltd.
Eng. M S M Musthalie graduated with a B.Sc Engineering degree from the University of Engineering and
Technology, Lahore, Pakistan in 2003.
He was admitted as a Member of the Institution of Engineers, Sri Lanka (IESL) in 2016. He became a
Member of the Institution of Engineering & Technology (IET), UK in 2014.
Eng. Musthalie started his career after graduation as a Research Analyst / Software Engineer at Red
Systems Software (Pvt) Ltd. in 2004 and he was attached to the Enterprise Technology (Pvt) Ltd. as a
Systems Engineer during the period 2005 – 2006. Presently he is serving as the Manager – Data Centre at
Mobitel (Pvt) Ltd.
I have over 12 years experience as an engineer both in Sri Lanka and overseas. I have been recognized
for my technical expertise as well as for my initiatives at the engineering organization that I work. If
elected as a member of the IESL Council, I will be able to bring a new perspective to the Council based
on my background and experience.
I wish to serve my fellow professional engineers and the engineering community by promoting new
entrants for membership for different categories of membership in the institution, by being an active
mentor for students and associate members, by promoting and assisting associate members to prepare
for and obtain the Charter and by supporting members on activity related to engineering practice.

Age : 32 years

Engineer (Motive Power) – Sri Lanka Railways
Eng. K A B Pathirathna graduated with a B.Sc Engineering degree from the University of Moratuwa in
2009. He obtained MSc. in Energy Systems from the University of Gavle, Sweden in 2014.

He was a member of the Mechanical Engineering Sectional Committee of the Institution since
2013/2014 and served as the Secretary of the Committee for the session 2014/2015.
He has presented the Paper titled ‘Development of Darrieus – Type Vertical Axis Wind Turbine for
Stand-Alone Applications’ at the International Conference on Sustainable Built Environment in 2010 and
the Paper titled ‘Evaluation of effects of design parameters for the performance of fixed bladed small
scale vertical axis wind turbine’ at the 15th ERU Symposium in 2009.
Eng. Pathirathna commenced his career after graduation as a Temporary Instructor at the University of
Moratuwa in 2009 and he was attached to the Sri Lanka Railways as an Engineer (Motive Power) in
2010, where he is working to date.
I have been associated with the Institution since 2008 as student member and I have obtained
corporate membership in 2015. I have been working with the Mechanical Engineering Sectional
Committee (MESC) for more than 3 years and last session (2014/2015) I served as the secretary of
MESC.
Employed in Sri Lanka Railways as a Mechanical Engineer for last 6 year, bearing the main
responsibilities in the field of maintenance of locomotive, rolling stock and administration of the
locomotive shed. During my service in railway, the knowledge and the experience which I have gained
through academic and professional studies have been utilized extensively to uplift the quality and
standard of works as well as performance of train service.
As a dynamic and young person, If I elected as a Representative Member (below 40), I would like to
bring my analytical, decision-making capabilities and Engineering knowledge for the council. Further I
would enhance the relationship between young engineers and the Institution and increase the young
Engineer’s involvement of for IESL activities.

Age : 36 years

Board
Eng. S A P C Siriwardana graduated with a B.Sc Engineering Degree with honours from the University of
Moratuwa in 2004. He obtained a Master of Business Administration from the Postgraduate Institute of
Management, University of Sri Jayawardenepura in 2013.
He joined the Institution of Engineers, Sri Lanka (IESL) in 2004 and was elected a Member in 2009.
He was the recipient of the EESOC award for the best undergraduate project in 2004 presented by the
University of Moratuwa. He received in 2016 the Competent Communicator Award, the Competent
Leader Award, the Advanced Leader Bronze Award and the Triple Crown Award presented by the
Toastmasters International.
Eng. Siriwardana served the Council of the Institution as a Representative Member during the sessions
2012/2013 and 2013/2014 and served as the Secretary of the JIY Committee of the IESL during the
period 2005 - 2010. He also served as the Secretary of the Electrical and Electronics Engineering
Sectional Committee of the IESL during the sessions 2005/2006 and 2006/2007 and thereafter served as
a Committee Member of its up to 2010. He was also a member of the Library and Publications
Committee, Continuing Professional Development Committee and the Techno Organizing Committee
during the session 2013/2014.
He commenced his career in 2004 as a Temporary Instructor at the Department of Electrical

Engineering, University of Moratuwa. He was attached to the Cruikshanks Ceylon (Pvt) Ltd. as a Design
Engineer during the period 2004 – 2005. He joined the Ceylon Electricity Board (CEB) as its Electrical
Engineer (Maintenance) in 2005 and thereafter served as an Electrical Engineer (Fault Location & Cable
Repair) from 2010-2015, as the Chief Engineer (Operations) in 2015 and from 2016 onwards as the Chief
Engineer (Line Construction & Maintenance) in which capacity he is serving to date.
Eng. S A P C Siriwardana graduated in 2004 with First Class honors from the University of Moratuwa. He
joined the Institution of Engineers, Sri Lanka (IESL) as an Associate Member in 2004 and was elected a
Member in 2009.He successfully completed Master of Business Administration degree from Postgraduate
Institute of Management, University of Sri Jayewardenepura in 2013.
He was attached to the Cruikshanks Ceylon (Pvt) Ltd. as a Protection Design Engineer during the period
2004 – 2005. He joined Ceylon Electricity Board as an Electrical Engineer in 2005 & presently working as
Chief Engineer (Line Construction & Maintenance- DD1)
Eng. Siriwardana served as the Representative member for the council for 2012/03 and served in CPD,
L&P & Techno committees during the same session. He has also served as a Secretary of the JIY
Committee during the period 2005 – 2010 and as the Secretary of the Electrical and Electronics
Engineering Sectional Committee during the sessions 2005/2006 and 2006/2007.
He has been a member of the selection panel for the contestants of both the preliminary and final
competitions of the JIY competition during the last 11 years. He has also been actively organizing the

JIY stalls at the Techno Exhibitions, JIY Residential workshops, JIY Awareness programs and SLSEF
competitions conducted by the Institution and mentoring junior inventors who were to participate in
the INTEL international competition.
He served as Vice President – Membership for IESL toastmasters club for the session 2015/16.
His aim as a member of a council will be to
 Promote and encourage young inventions among school children & university Engineering
graduates
 Mentoring school children & undergraduates for their inventions
 Undertake this role with enthusiasm and would be dedicated to supporting young members
