Introduction
In our daily lives we have our needs and wants. And one of the basic needs is food for
people to survive. Money is important to buy goods and foods. Money should be spent
wisely, thus, everyone chooses to buy goods in public markets than in supermarkets. One of
the basic services the local government should provide to its constituents is a public
market. In the municipality of San Rafael there is no public market. Some of the people
opted to buy needs and foods in other nearby public markets, however during Saturdays
and Tuesdays, there is a "tiangge" in barangay Poblacion.
CHAPTER I
THE PROBLEM AND ITS BACKGROUND
For the Local government of San Rafael. To be able to generate income and increase the revenue of the
municipality. To enhance the economic competitiveness of San Rafael to its nearby towns. To provide a
public market to the community that will ensure a safe and clean maintenance and operations.
The Public Market has a total floor area of 540
sq. m includes the wet section, dry section, grain
section, food stand and general merchandise
section. It has a total of 45 stalls with different
sizes per square meter for each section. The
estimated duration of the project is 3 months
exactly 91 days to finish the project.

Most of the consumers we interview go to market every two per week. A total of 70% or 28 respondents
say that they go to market twice a week followed by 15% or 6 respondents answer once a week then, 5%
or 2 from the respondents answer three times a week. Lastly, 10 % or 4 respondents answer every day
they go to the market place.

The estimated cost of the project is almost 2.31 million pesos and the estimated duration of the project is
3 months. A parking lot was also design for the site development of the public market to lessen the
possible traffic that could be made

The result of the survey and interview that the researchers conduct from the sellers on the existing”
tiangge” in Poblacion every Tuesday and Saturday. The interview and survey has a total of 30
respondents from sellers.
Socio-Political Analysis
The municipality of San Rafael has 34 barangays each headed by a duty elected barangay captain and the
Sangguniang Barangay. The Chief Executive of the Municipality is the elected municipal mayor. The
Sangguniang Bayan represents the legislative body, all of whom are duly elected by the people of the
municipality. Several positions in the municipality are then appointed by the incumbent mayor. The
municipal treasurer handles all financial matters concerning the locality.
Economic Analysis
Economic improvement plays a vital part in project feasibility side by side with the financial desirability.
Its impact will be greatly affecting the welfare of the whole community and of the upliftment of the
economic growth of the municipality.
Operational Analysis
Construction of the San Rafael Public Market will be awarded through bidding by qualified contractors.
Committees shall be assigned for the monitoring of project implementation.
Market Analysis
The market analysis generally answer the questions, “Is there an ample demand for the product or project
pursued?” and “What are the risks and what is the rate on return of investment?” However, since the
proposal is a government project, socio-economic desirability is given priority and profitability only

Chapter II
Due to the increasing population of San Rafael, Bulacan, the demand for a formal market structure was
dealt with. The main concern of this study was the construction of public market. To accomplish this, the
evaluation and investigation of existing market“tiangge” markets in Poblacion, San Rafael, Bulacan were
taken to consideration.
This Civil Engineering research, “The Proposed New Public Market in Poblacion San Rafael”, was
primarily concerned in providing San Rafael with an intermediate level of trade particularly a market
place that will enhance the community’s growth and development and that will meet the needs of the
local townspeople
Significance of the Study
5. What are the benefits that can be derived from this project?
This research is intended to determine the feasibility of constructing a public market in Poblacion, San
Rafael, Bulacan and to analyze aspects such as social, economical, political, administrative, financial and
environmental concerns that may be affected in the construction of this structure.
San Rafael is a first class municipality in the province of Bulacan, Philippines. San Rafael is politically
subdivided into the following 34 barangays 5 of them are in urban areas and 29 are rural. According to the
latest census, it has a population of 85,284 inhabitants in 14,639 households

Most of the sellers we interview in “tiangge” are come from Brgy. Caingin, San Rafael that also have the
greatest population in the municipality.
The graph represent that out of 30 respondents, 9 sellers didn’t agree to pay for new rent cost on the other
hand 21 sellers says they are agree to pay for rent.
The graph show that 92 percent or exactly 37 of the respondents agree in constructing of New Public
Market. However, 8 percent or exactly 3 of the respondents dis-agree.
