Network Performance
Measurement
In GSM, performance of the network can be analyzed through KPIs. KPIs
are the specific counters, which represent statistics of overall performance
of the network. Network performance judgment such as about resource
status, service status or channel quality is possible through these statistics.
Statistics comes from the basic measurement of the Control System.
Degradation in the performance of the specific cells can be identified in
OMCR by analyzing the KPIs. In this way specific problem can be resolved
accordingly.

BTS Measurement
Power Control is separately performed for the uplink and downlink. In both
cases the BSC is responsible for initiating Power Control; the mobile
station and the BTS adopt transmit power according to the BSC Power
Control commands.
BTS regularly samples the power of MS and BTS itself, to obtain average
power. BTS regularly reports the average power to BSC through PC TEST
RPT message, for power control. Measurement report helps in analyzing
the coverage quality as well as the effect and rate of power control.

Channels Measurement
Channels Measurement
Channel Measurement here means wireless channel measurement in a cell,
as mobile communication is always through wireless medium. It refers to
the measurement of channel properties, which directly affects the Quality
of Service (QoS) in wireless communication, in a particular cell. Channel
properties such as received level, received quality, Timing Advance (TA)
and interference of both uplink and downlink signals. These measurements
are for the channels in busy or idle modes.

The SAPI is a 6-bit field in LAPDm and defines the type of user to which a
message is addressed. Possible values of SAPI on Air-interface is SAPI=3
and SAPI=0. In this chapter SAPI 3 indicates SAPI=3.
This chapter only discusses the SAPI value equals to three (SAPI=3). SAPI
value equals to three (SAPI=3) is used for Supplementary Services (SS)
and Short Messages Services (SMS) on Air-interface.
